The suspect was alsosnared with Article 285 of the PenalCode regarding to rape with maximumpenalty of 12 years and ultimately ar-ticle 285 of Penal Code about the kid-napping which was also punishable bya maximum of 12 years in prison.

According to the results of inspec-tion, M. Davis has committed similardeeds for six times in Batam. Perpe-trator being under pursuit of Riau Is-lands Police then fled to Bali in De-cember of last year. “When taking ac-tion in Batam, all victims were alsounderage schoolgirls. In relation to that

matter, investigators of Riau IslandsPolice will come to Bali tomorrow(last Tuesday—ed),” said ChiefSutisna.

Police also continued to deepen fur-ther information about the motive ofthe rape committed by M. David, suchas by conducting a psychological ex-amination at the Bhayangkara TrijataHospital. Additionally, the cyber crimeteam also checked the laptop and mo-bile phone owned by the suspect. Theresult, M. Tabanan (Bali Post)—A number of high-ranking officials

of Functional Group or Golkar Partyallegedly deserted amid the chaos andthey secretly met with the Regent ofTabanan Adi Wiryatama, the father ofNi Putu Eka Wiryastuti, a candidatewinning the 2010 regent election inTabanan. On the one hand, the Sukaja—Ngurah Anom (Sukarno) package sup-ported by Golkar Party was conduct-ing a war via mass action and a claimto the Judicial Court because the vic-tory was considered flawed.

Such secret meeting was carried outin the official residential house ofTabanan Regent, last Sunday (May16). Based on information compiled, the officials of Golkar consisted ofone of the regional chairman ofGolkar of Bali Chapter (DPD I), oneof the chairman of Tabanan Chapter(DPD II), and four administrators ofsubdistrict. The meeting took placeat the official residential house ofTabanan Regent at around 11:30 amlast Sunday (May 16). Of course, such external meeting of the partymade a number of administrators tofeel suspicious. Moreover, earlier, inthe last regional election a numberof party administrators were allegedto desert because the votes acquisi-tion of regent candidate supported byGolkar even dropped at a number ofGolkar’s basis.

Vice Chairman of the Informaticsand Communication Division ofGolkar Party of Tabanan I KetutLoka confessed to regret very muchon seeing the officials of Golkar metthe father of Eka Wiryastuti. Loka

Roads of Badung-Denpasar area stained by rubbishfrom the south. “Rubbish in the northof Dewa Ruci statue, on the road sideto Suwung Kauh often interferes withthe vision,” said the Head of Commis-sion D of Denpasar House I WayanSugiarta in his office, last Monday(May 17).

Sugiarta said the presence of gar-bage near the street did not only occuronce or twice. As a matter of fact, atthat location there was no dumpster. On that account, garbage was oftenpiled up and overflowed into the street.“It is not good for tourists passingthrough the region,” said Sugiarta.

His party expected relevant agen-cies to pay attention to the sanitation

of border area. Nevertheless, severalstrategic locations supporting the im-age of the beauty of the city were vis-ible at the entrance. Therefore, he ad-vised the officers not to ignore thehandling of sanitation at the frontierarea. “Please do not wait for each otherto clean up the rubbish in areas likethat,” he said.

Related to this matter, the Head ofDenpasar Sanitation and LandscapingServices (DKP), I Ketut Wisada, rec-ognized it belonged to the authorityof the Badung region. “We are goingto promptly make coordination tohandle the rubbish in the region withMr. Suteja,” he said. (kmb12)

A number of Golkar officialsalleged to desert and meets theregent at official residence

asserted that no matter what the rea-son and the topic of the meetingwere, it had implied the defection ofGolkar party which was supportingthe struggle of Sukarno. On that ac-count, this Tabanan legislator re-quested the management of party totake immediate action to respond tothe meeting conducted secretly in themidst of their struggle for proposinga claim to the Constitutional Court.“Management of party should takefirm action against the cadres whoopenly wanted to destroy the Golkarof Tabanan. This is a form of betrayalto the party, and the commitment ofsuch cadre is questionable,” he saidwith a high tone.

Similarly, Loka suspected therewas a conspiracy that would be madeto destroy the Golkar Party ofTabanan. More than that, it was anattempt to weaken the strength tostruggle over the rampant violationsof election lawsuit lasting recently.According to Loka, such cadreswould attempt to thwart the strugglefor victory of the opposition for a per-sonal benefit.

Secretary of the Golkar Party ofTabanan, Ni Made Meliani was alsoinfuriated by the meeting held by anumber of cadres. She said the partywould immediately take steps to ad-dress the defection committed by anumber of cadres of Tabanan Golkar. In relatively short time, she said herparty would summon and ask theconcerned about the meeting with theRegent. In addition, her party wouldmake evaluation followed-up byholding a plenary meeting. (kmb14)

The president quickly intervenedand within hours invoked his powerto protect Malik from a possible de-tention.

The president used his “discretion-ary powers” to pardon Malik,Zardari’s spokesman FarhatullahBabar said early Tuesday.

Referring to the hasty decision,Babar said the pardon was grantedunder article 45 of the constitution onthe advice of Prime Minister YousufRaza Gilani, who formally took overconstitutional powers from Zardarilast month.

“Mr Rehman Malik has all alongmaintained that he has beenvictimised due to political reasons inhis absence from the country,” Babar

said.Under pressure to hold elections

and end eight years of military rule, military ruler Pervez Musharrafpassed a so-called National Recon-ciliation Ordinance in 2007, allow-ing political opponents to returnhome. Zardari’s main ruling Paki-stan People’s Party (PPP) won elec-tions held in 2008 after his wife, former prime minister BenazirBhutto was assassinated, returningPakistan to civilian rule.

The controversial 2007 amnestycontinued to protect Zardari andother politicians from possible courtproceedings, until the supremecourt, which has repeatedly clashedwith the government, last Decem-ber scrapped the ordinance.

The supreme court has orderedhundreds of cases to be reopened anddemands the return of millions ofdollars plundered by leaders and bu-reaucrats.

Pakistan is ranked the world’s40th most corrupt country by globalwatchdog Transparency Interna-tional and many governments havefallen as a result of military interven-tion over accusations of graft.

“Zardari’s move to protect Malikwill raise new controversy,” retiredsupreme court judge Tariq Mahmoodtold AFP.

“The president enjoys the author-ity to grant clemency but the ques-tion is can he pardon a crime andwhether Malik can retain his seat inparliament.”

The Interior Ministry said the 12killed and 47 wounded that it hadcounted were all civilians, most ofthem from a public bus that washit in the explosion. The ministrydid not give details on nationali-ties, but Kabul Deputy Police ChiefMohammad Khalil Dastyar saidfive of the dead and five of thewounded were foreigners. He didnot provide nationalities.

Seventeen vehicles were dam-aged in the blast, Dastyar told re-porters. President Hamid Karzaisaid at a news conference that thebomber was targeting NATO forces.

“Today in the morning we had atragic incident, which was a suicideattack. The bomber attacked on theNATO forces. There were casual-ties among the NATO forces as wellas among civilians — women, chil-dren and schoolchildren,” Karzaisaid as he condemned the attack.

An Associated Press reporter onthe scene saw the wreckage of a pub-lic bus and four sport utility vehicles. The SUVs were painted beige andgrey but no markings identifyingthem as American were immediatelydiscernable. At least one of the ve-hicles had a large antenna mountedon it of the type commonly used byforeign governments or internationalcontractors in Afghanistan. NATOforces also sometimes use this typeof unmarked SUV in the city.

BANGKOK – Hopes rose Tuesday for an end to deadly mayhem inThailand’s capital as leaders of the protest movement occupying cen-tral Bangkok said they would unconditionally accept an offer by thecountry’s Senate to mediate talks.

The military defended its use ofdeadly but limited force, sayingtroops only fired to protect them-selves and Bangkok’s citizens anddid not pursue pre-emptive attacks.

“If they don’t move close to us,there won’t be any losses,” armyspokesman Col. SansernKaewkamnerd said. He also accusedthe Red Shirts of using a child of aboutthree years as a human shield, holdinghim up above a barricade in the streets.

The government also announcedthat a two-day public holiday wasbeing extended to Friday.

Tuesday’s acceptance of the Sen-ate proposal by the Red Shirt protest

leaders was significant because theyhad previously set conditions for anytalks. The government had rejectedearlier offers for talks that includeddemands to withdraw troops and sub-mit to U.N. mediation.

The Red Shirts have for a monthoccupied a 1-square-mile (3-square-kilometer) chunk of downtownBangkok’s toniest real estate, campingin the streets next to shuttered five-starhotels and upscale shopping malls.

The protesters, many of whomhail from the impoverished northand northeast, are demanding thatPrime Minister Abhisit Vejjajiva todissolve Parliament and call earlyelections. They say the current ad-ministration came to power throughmanipulation of the courts and thebacking of the powerful military, and that it goes against results of a2007 election to restore democracyafter a military coup.

HOUSTON/COCODRIE, Loui-siana (Reuters) – The oil spill in theGulf of Mexico will be in the politi-cal spotlight in Washington Tuesdayas energy giant BP scrambled to con-tain crude spewing from its ruptureddeep-water well.

President Barack Obama will cre-ate a presidential commission toprobe the disaster as the oil industryand its practices come under sharpscrutiny in the face of a looming eco-nomic and ecological calamity in theGulf.

“Whether it’s a nuclear meltdownat Three Mile Island or an oil blow-out one mile deep, appointing an in-dependent review panel is critical toreduce the risks of future accidents,”said Edward Markey, chairman of aHouse of Representatives commit-tee on global warming and energyindependence.

The presidential commission willinvestigate issues related to the spilland its aftermath, including rigsafety and regulatory regimes at thelocal, state and federal levels.

The federal government’s over-sight role, environmental protec-tions, and the “structure and func-tions” of the Minerals ManagementService, the Interior Departmentagency that has been heavily criti-cized for regulatory lapses, also willbe on the panel’s agenda.

With a shakeup of the agencyimminent, Chris Oynes, the top of-ficial overseeing its offshore oil andgas drilling, announced he wouldretire at the end of the month.

Interior Secretary Ken Salazar isdue to face questions from the Sen-ate Energy and Natural ResourcesCommittee on Tuesday about theagency’s failings on issues surround-ing the oil spill and how the InteriorDepartment will be reformed.

A Senate Commerce Committeehearing on the oil spill is also due toquestion BP America PresidentLamar McKay and Steven Newman, president of Transocean, whichowned the rig that exploded and wasworking on behalf of BP Plc.

SYDNEY (AFP) – An Australian adventurer will set out to solve Mount Everest’s greatest mys-tery this week by searching for long-lost evidence that the peak was conquered in 1924, 29 yearsearlier than previously thought.

the wind was 150 kilometres (90 miles)per hour and it was stripping snow offthe mountain which has been there formany years,” Chessell said in a mes-sage from base camp, according to AAPnews agency.

“There is now bare rock exposedwhich has been deeply covered for de-cades in the most likely areas whereAndrew Irvine’s body may be.

“It is my intention to search thoseareas en route to the summit and takethis rare opportunity to find him and, perhaps, the missing cameras.”

New Zealand’s Edmund Hillary and

Sherpa Tenzing Norgay are acknowl-edged as the first to conquer Everest in1953, but Mallory and Irvine’s unex-plained story has continued to fascinatethe mountaineering world.

“I have studied this matter veryclosely and am now very familiar withMount Everest,” Chessell said. “I be-lieve we have a good chance of findingsomething.”

Chessell, who is also bidding to be-come the first Australian to summitEverest three times, was due to beginhis final ascent on Tuesday and shouldreach the peak by Sunday or Monday.

Philippine rebels free town mayor, 4 bodyguardscustody.

“We had to deal with heavy rains, fog, mud and nights that were super-cold,” Luna told The Associated Pressby telephone. “But the thing I fearedmost at night were snakes, so I wrappedmy head in cloth and wore socks on ahammock.”

“I also told them I dread thesound of gunfire,” Luna said.

The rebels, who have been wag-ing a rural-based Marxist rebellionsince the 1960s, abducted Luna onMay 5 in Compostela Valley prov-ince. The rebels interrogated him, accusing him of involvement in thekillings of three men as well as landgrabbing and corruption.

He said he argued his innocenceto three rebels who interrogated him.

Luna will continue to be investi-gated by the guerrillas for the al-leged crimes and could again facerebel attack if he “commits fascistacts and crimes against the people, the revolutionary movement,” re-gional rebel spokesman RoelAgustin II said in a statement.

While in rebel custody, the mayoracknowledged that he has a huge pri-vate army, which was linked to humanrights abuses, and apologized for it,Agustin said. Pimentel said the mayordid not have such an army but madethe admission, thinking that it wouldhelp win his freedom.

The captives were fed corned beefand a local rice-chocolate drink. Whenthey found out he has diabetes, therebels managed to get medicines forhim, Luna said. The captives were notbound, but the rebels warned theywould be shot if they tried to escape.

Outgoing President GloriaMacapagal Arroyo has ordered themilitary to end the communist insur-gency, one of Asia’s longest, by theend of her term next month, but therebels have dismissed the deadline aspropaganda.

Peace talks between the rebels andthe government brokered by Norwaycollapsed in 2004 after the rebels ac-cused Arroyo’s administration of in-stigating their inclusion on U.S. andEuropean terrorist blacklists.

“quick fix” — a mile-long siphontube deployed by undersea robotsdown to the leaking well— was cap-turing about a fifth of the oil leakingfrom the ruptured well. Officials cau-tioned that the tube is helping con-tain the oil but will not stop the flow.

“I do feel that we have, for thefirst time, turned the corner in thischallenge,” BP Chief ExecutiveTony Hayward said in Florida. BP’sstock rose more than 2 percent inLondon on the news but later shedits gains.

Investors have knocked $30 bil-lion off BP’s value over the spill, which followed the April 20 rig ex-plosion that killed 11 workers andthe fallout it faces is ramping up.

The disaster has hurt BP’s image, already tarnished in the United Statesfrom a 2006 spill in Alaska from aBP-owned pipeline and 2005 fire atthe company’s Texas City refinerythat killed 15 workers and injured180.

Battling to salvage its reputation,BP said Monday it was providinggrants to Gulf coast states to helpthem promote tourism.

The investigation was differentfrom the dossiers in which Susnowas named a suspect, he said.

He said the exact reasons forSusno’s detention were still unclear.“I do not know yet the reasons whythe police have detained Susno.”

The arowana farm case occurred

when Susno was chief of the Na-tional Police Headquarters’ Crimi-nal Investigation Department(Bareskrim) in 2008. The case in-volved Indonesian and Singaporeanbusinessmen in Pekanbaru, Riauprovince.

The case emerged after the twobusinessmen filed a default suitagainst each other with the police.

Bareskrim at the time suspected asum of money had been embezzledin the case.

However, a Singapore court ruledthat the case was a civil one. There-fore, it was believed there had been aflow of funds to police officers at thetime. Police investigators asked for in-formation from Susno believed tohave knowledge of the flow of funds.

The pawiwahan (marriage, wed-dings of a Hindu couple) is a veryimportant part of Balinese sociallife. The ritual generally takes placein the home of the groom, a furtherconfirmation of the typical patriar-chal inclinations of Balinese culture, and is per- formed by a priest. Thenewlyweds to be dressed in verycolorful and refined garments, wornonly for the day of the wed- ding, will withdraw in prayer in the fam-ily temple. This is followed by thepresentation of offerings in thepelinggih and by a series of ritualgestures. A very typical moment inthe ceremony occurs when the brideoffers the groom several differentbeverages: a conventional way toreiterate that the woman. as a wife, commits herself to obeying her hus-band and to lovingly care for himfor the rest of their lives.

Many Balinese marriages are stillprearranged or negotiated, thoughyoung men may also “kidnap” theirwives, and mixed-caste marriagesare increasingly common. Marriagecustoms differ from caste to casteand village to village, but all Ba-linese marriage practices share fun-damental similarities. There are ba-sically two ways to get married onBali, ‘ngerorod’ and ‘mapadik’.

NgerorodThis is marriage by elopement,

in which the prearranged honey-moon precedes the wedding cer-emony. Since it’s otherwise quiteexpensive to marry on Bali,‘ngerorod’ is becoming more andmore popular. It has particular ap-peal to the Balinese sense of theater.Balinese love a spectacular kidnap-ping in which friends of the suitorcapture a woman in the fields, onthe road, or down by the river. The-atrics are paramount: she is expectedto bite and kick her abductors inmock self-defense.

These days it’s more stylish andfashionable for the woman to bewhisked away in a hired sedan, andmore often than not she goes will-ingly. The couple then repairs to afriend’s house stocked with provi-sions, offerings, and the bride’swardrobe. The woman’s infuriatedfather sounds the alarm demandingto know what has become of hisdaughter. A search party is organizedwhich eventually returns unsuccess-ful and exhausted.

Meanwhile, the couple is con-summating the marriage beforespecial offerings (sesayut tabuhrah) have the time to wilt. Theseofferings alone make the marriagebinding by customary law. Emis-saries of the groom visit the bride’sfather to argue the advantages ofthe union. Begrudgingly, the girl’sfather gives in, after a suitable brideprice has been agreed upon. Thegroom’s father must finance andconduct the marriage ceremony,

Balinese Weddingwelcoming the bride as a newdaughter into the family. The ac-tual public wedding, within 42 daysof the staged kidnapping, is onlyan official confirmation of theirunion. They are already married inthe eyes of the gods.

MepadikThis is marriage by consent, in

which an upper-class couple con-ducts a formal courtship. Sincedaughters were once regarded asproperty useful for attaining afamily’s social and political goals,high-caste families tried to wed ason to the daughter of a friend orrelative so a blood bond wouldunite the resources of both fami-lies.

Under no circumstances may awoman “marry down,” i.e., take acommoner. The preferred marriageis through a parallel patri-cousin,the father’s brother’s daughter. Ithas been noted that Triwangsacouples often get along so well be-cause they are all first cousins. Tra-ditionally, the man or his fatherjourneys three times to the bride’shouse with food and ‘sirih’. Whenthe bride’s family visits, thegroom’s father is obliged to givethem food, ‘sirih’ is chewed (anancient, ritualistic means of com-ing to agreement), and presents areexchanged. The groom then regu-larly visits the home of his prospec-tive bride, presenting gifts and per-forming services for his future fa-ther-in-law.

The groom’s family arrangesand pays for the wedding; the dateset well in advance on a propitiousday. Wedding guests are often en-tertained by professional storytell-ers and musicians. Enormously de-tailed rules govern dining and seat-ing arrangements. Sometimes thebride’s family is not even invited.

The actual ceremony varies. Itcould be very simple and short, pre-sided over by a common temple‘pemangku’, or it may be elaborate, expensive, and go on all day. Boththe bride and groom dress in bright‘songket’, with brocades of goldthread, and the woman’s hair is deco-rated with glittering gold flowers.

Usually the bride and groom of-fer food to one another, then simu-late such domestic duties such aswashing, cooking rice, and cuttingbamboo. Prayers are intoned, andthen the couple eats together in pub-lic, feeding each other. This is animportant symbolic act, as in formertimes only married men and womenwere allowed to eat food togetherin public. The priest then performsa ritual purification and blesses thecouple. Neither rice nor flowers arethrown. Today there could verywell be a Western-style buffet re-ception held afterward wherespeeches are offered by membersof the two families. (BTN/Doc)

Probably, you have watched or aregoing to watch arja operetta orRamayana Ballet during the visit inBali. It would be more convenient if itis enjoyed while having dinner of Ba-linese cuisine. At the same time, youwatch the beauty of culture and tastethe delicacy of local culinary. You mayhear the language spoken by playersor puppeteer was not understandable.Of course, it is Balinese language.

As Japanese and Chinese, Balineselanguage also has its own characters. They consist of some 18 main charac-ters and 10 vowel sounds. Ordinarily,Balinese characters are used to writepalm-leaf manuscript or lontar. Suchcharacters are incised with sharp knifeor stylus. When the writing works havecompleted, they should be rubbed witha blend of oil and lamp shoot toblacken them. So they are visible eas-ily. Since the works were performedmanually, the copying of a manuscripttook a long time.

At a glance, Balinese characterslook like Old Javanese, Tamil (India). It is inseparable from historical aspectwhere they had similarity of genealogi-cal lines. Today, Balinese charactersstill have restricted use, namely atschool for local subject from elemen-tary school to senior high school. It is

Balinese Characters:From Palm-leaf to Keyboards

becoming the responsibility of localgovernment to preserve and developBalinese language in order it could sur-vive in the midst of the growth of otherlanguages like Bahasa Indonesia andforeign languages.

Balinese language poses a mediumand spirit of Balinese culture. To pre-serve Balinese culture should also si-multaneously maintain and use of Ba-linese language in daily life. In otherwords, speaking Balinese languagealso characterizes one of the identi-ties as a Balinese. Among the use ofother languages, Balinese languageshould remain to give a space to growand develop. Other than speaking andteaching it at schools, it should alsoaccommodate the need of moderncommunity or use in wider functionsof language.

Balinese community receives abun-dant heritages of lontar or palm-leafmanuscripts from the predecessors re-tained by individuals and museums. They carry many aspects of knowledge, ranging from philosophy, local healing, literature, architecture, agriculture, herbal practice, astrology and so forth. Therefore, if they could be interpretedand presented in popular language, theycould become attractive information foryoung generation and saleable books

for commercial needs. Today, there isalso a trend of poising the tradition withmodern science namely by re-interpret-ing the indigenous wisdoms that are rel-evant to the current time. People willget balanced inputs from the past andcurrent orientation.

Of course, such treasures will bebeneficial for the conservation and fu-ture development of Balinese culturebecause it stays in touch with its origi-nal roots. Young generation should beintroduced to these roots at early stage.Later, they will not lose their identityand even could feel proud of it. More-over, it could give them inspiration inmaking their creativities, either in finearts, performance, traditional architec-ture or herbal healings.

Thanks to modern technology, thewriting of Balinese characters now canbe made easy by Bali Simbar font. It isthe innovative thinking of I MadeSuatjana (1986) lies behind the com-posing of this font. His work has helpedthe writing of Balinese characters inword processing application likeMicrosoft Word. Hopefully, therewould be more creative software help-ing the development and learning ofBalinese language so it would not comeinto extinction or be far left behind withthe modern life. (BTN/punia)

DUBAI - Growth in the oil-rich Gulf Cooperation Councilstates is expected to rise to 4.4percent in 2010 and 4.7 percentin 2011, the Institute of Inter-national Finance (IFF) said in areport on Monday.

“The GCC is emerging fromthe global recession and is re-covering at a solid pace,” aftera near-zero growth in 2009, saidthe semi-annual IIF report, which was released in Dubai.

The Washington-based insti-tute attributed the projected re-covery to “firmer oil pricessince mid-2009 and a mild re-covery in external demand,”which it said have boosted pro-duction and exports.

According to the report, gas-rich Qatar will lead in terms ofoverall growth, forecast at 13.9percent in 2010 and 10.2 per-cent in 2011.

Qatar ’s hydrocarbon realgrowth could reach 22 percentbecause of increased gas pro-duction, the report said.

The once-booming UnitedArab Emirates is forecast to lagbehind its Gulf neighbours attwo percent growth in 2010 and3.1 percent the following yearin what the report described asa “sluggish recovery.”

However, the report said thatthe UAE’s “growth could reach2.7 percent in 2010 and 4.2 per-cent in 2011” if debt-ladenDubai successfully resolves itsdebt issues and accelerates re-forms.

After contracting by 3.5 per-cent in 2009, Dubai’s economycould contract by 0.7 percent in2010, the report said.

“Dubai’s debt crisis haspunctured market confidence,”George Abed, senior counsellorand director of the IIF’s MiddleEast and North Africa depart-ment, told reporters.

“The need for greater trans-parency... has become urgent,”he said, adding that greater sup-port from neighbouring oil-richAbu Dhabi is needed to resolveDubai’s debt crisis.

“Depending on how the debtis managed in Dubai, foreign-ers will decide whether or notthey will invest in the UnitedArab Emirates,” Abed said.

Dubai’s state-owned con-struction firms borrowed

The chairman of the 16-strongeurozone group meanwhile backedcontroversial plans for Brussels to vetbudgets in all 27 European Union coun-tries before they are put to national par-liaments.

Luxembourg Prime Minister Jean-Claude Juncker insisted however: “Thecommission is not going to become theschool headmistress for member states’budgetary policies.”

Juncker was speaking eight daysafter the European Union and the In-ternational Monetary Fund announceda 750-billion-euro (close to a trilliondollars) rescue plan for heavily in-debted members.

Despite the plan, and last week’sannouncement by Portugal and Spainof their plans to accelerate cuts in pub-lic spending in a bid to restore marketconfidence, the European currency hassuffered in recent trading.

On Monday, it hit its lowest levelsince April 2006 in Tokyo trading, be-fore making a partial recovery. In earlytrading Tuesday in Tokyo, it remainedunder pressure buying 1.2335 dollars,up from its low of 1.2234.

Eurozone ministers had welcomedthe proposals set out by Spain and Por-tugal, said Juncker, after the sevenhours of talks in Brussels.

“The euro is a credible currency,”he said. But he conceded: “I am not

worried by the current exchange but bythe speed at which the exchange ratedeteriorated.”

Juncker also announced that themassive rescue package for theeurozone needed further talks, sched-uled for Friday, to settle “technical de-tails”, while adding: “Nothing dramaticis under way.”

Some countries wanted to be ableto go back to their national parliamentsto seek approval any time a eurozonecountry called for funding from the res-cue package, he acknowledged.

Finland was one such country, saida diplomatic source, but Germany hadalso insisted on the need for parliamen-tary approval during talks with Frenchofficials. The “need to exchange pointsof view” in elected chambers was “allthe more surprising because on May 9it was said that there was completeagreement on the rescue plan,” he toldjournalists, betraying a degree of frus-tration.

French Finance Minister ChristineLagarde said: “In the great majority ofmember states, with the exception ofone or two smaller ones... it is not aquestion of going back to parliamentonce the mechanism is activated.”

But diplomatic sources said Ger-many and the Netherlands had success-fully pushed for a unanimous voteamong eurozone countries any time a

country called upon the fund’s re-sources.

Juncker defended the plan for EUscrutiny of member states’ budgets, anidea that has already received a hostilereception from some countries, includ-ing Sweden.

The idea, tabled last week, was“heading in the right direction”, he said.

“It’s not a question of cutting acrossthe budgetary powers” of nationallyelected politicians, he said.

But the proposal is likely to meetresistance from Britain’s new Conser-vative Prime Minister David Cameron.

One of the Conservatives’ condi-tions in the power-sharing agreementstruck with the pro-Europe LiberalDemocrat party was that any furthertransfer of powers from Britain to Eu-rope had to be approved by a referen-dum.

Cameron’s finance minister, GeorgeOsborne, will come face-to-face withhis EU counterparts for the first timein Brussels later on Tuesday morning.

At that meeting, plans to toughenregulation of London’s powerful hedgefund industry are already set to bepushed through despite British oppo-sition. Also on Tuesday, 14.5 billion eu-ros of EU loans agreed for Greece willbe paid, meeting an Athens deadlinefor the most urgent tranche of its 300-billion-euro debt.

U.S. consumer-debt delinquency rates falldent loans, where 11.2 percent arelate, up 0.7 percent from March and3.5 percent from last year.

“It’s a tough labor market,”Adams said. “It’s difficult for manyto start repaying those loans.”

But in general, U.S. consumersare cutting their debt loads, Adamssaid.

Total U.S. consumer debt is downby $626.1 billion, or 5.4 percent, from its October 2008 peak of $11.5trillion. Debt has not been this lowsince August 2007.

Indeed, in the past year, fully aquarter of the population has notfallen behind on any payments,Adams said.

Credit limits on such cards havefallen $947 billion from their peak, and there are 106 million fewercards.

“Consumers continue to managetheir spending and their debt very

judiciously,” Adams said. “Many aresaving more. Consumers continue torefrain from taking on new debt. Theones that are taking on that new debtcontinue to be very judicious to besure those payments are made ontime.”

The improvement in delinquencyrates has inspired the lendersEquifax advises to search again forgrowth strategies.

“The extreme cautiousness isstarting to diminish. They will gainmore confidence as these delin-quency trends continue to improve. It sets the stage for looser underwrit-ing standards down the road,”Adams said.

The big question, Adams said, iswhether consumers will want to takeon additional debt.

“It’s great that delinquencies arenow in control but you want to growthe business,” Adams said.

Dubai rocked global financialmarkets late last November whenit said it might need to freezedebt payments by its largest con-glomerate, Dubai World, stokingfears of a state default over sov-ereign debt.

The emirate’s debt is esti-mated at between 80 and 100 bil-lion dollars, but some say it mayowe as much as 170 billion dol-lars.

In other GCC countries, theIIF expected the Saudi economyto grow at 3.4 percent in 2010and four percent in 2011 on theback of “sizable government in-frastructure investment.”

Saudi Arabia’s oil productioncapacity will reach 15 millionbarrels per day by the end of2012, the IIF report said.

The institute forecast Kuwait’seconomic growth at 3.2 percentin 2010 and 4.5 percent in 2011,calling for “political consensuson much needed reforms” as wellas “a shift in government spend-ing to support increases” in non-hydrocarbon sectors.

The report praised non-OPECmember Oman for being “able toweather the global recession” be-cause of “sound economic poli-cies and a timely increase in oilproduction.”

It forecast Oman’s economy togrow by 7.8 percent and 5.0 per-cent in 2010 and 2011 respec-tively.

The IIF projected a three-per-cent rise in oil output in Kuwait,Saudi Arabia and the UAE in2010.

The IIF report also projectedthat growth in GCC’s non-hydro-carbon sector, which employsmore than 95 percent or theregion’s workers, will be 3.3 per-cent in 2010, and will reach 4.4percent in 2011.

“The GCC’s real estate mar-kets have come under pressure,”following the global economiccrunch, it said.

After a peak in mid-2008, av-erage house prices fell by 50 per-cent in Dubai, 25 percent in Ku-wait and 10 percent in Qatar. However, the same markets re-mained stable in Abu Dhabi,Oman and Saudi Arabia, it added.

Based on the layers in which it wasfound and the tomb’s unusual wooden con-struction, “we think this is one of the earli-est discoveries of the use of a pyramid as atomb, not only as a religious site or temple,”Gallaga said. Pre-Hispanic cultures builtpyramids mainly as representations of thelevels leading from the underworld to thesky; the highest point usually held a temple. The tomb was found at a site built by ZoqueIndians in Chiapa de Corzo, in southernChiapas state. It may be almost 1,000 yearsolder than the better-known pyramid tombof the Mayan ruler Pakal at the Palenquearchaeological site, also in Chiapas. Theman — probably a high priest or ruler ofChiapa de Corzo, a prominent settlementat the time — was buried in a stone cham-ber. NEW YORK – The world faces the night-mare possibility of fishless oceans by 2050 un-less fishing fleets are slashed and stocks allowedto recover, UN experts warned.

“If the various estimates we have received...come true, then we are in the situation where40 years down the line we, effectively, are outof fish,” Pavan Sukhdev, head of the UN Envi-ronment Program’s green economy initiative, told journalists in New York.

A Green Economy report due later this yearby UNEP and outside experts argues this di-saster can be avoided if subsidies to fishingfleets are slashed and fish are given protectedzones — ultimately resulting in a thriving in-dustry.

The report, which was opened to previewMonday, also assesses how surging global de-mand in other key areas including energy andfresh water can be met while preventing eco-logical destruction around the planet.

UNEP director Achim Steiner said the worldwas “drawing down to the very capital” onwhich it relies.

However, “our institutions, our governmentsare perfectly capable of changing course, as wehave seen with the extraordinary uptake of in-terest. Around, I think it is almost 30 countriesnow have engaged with us directly, and thereare many others revising the policies on thegreen economy,” he said.

MEXICO CITY – Archaeologists in southern Mexico announced Monday theyhave discovered a 2,700-year-old tomb of a dignitary inside a pyramid that maybe the oldest such burial documented in Mesoamerica. The tomb held a managed around 50, who was buried with jade collars, pyrite and obsidian artifactsand ceramic vessels. Archaeologist Emiliano Gallaga said the tomb dates to be-tween 500 and 700 B.C.

Archeologists began digging into thepyramid mound in April to study the inter-nal structure — pyramids were often builtin layers, one atop another — when theyhappened on a wall whose finished stonesappeared to face inward. In digging lastweek, they uncovered the 4- by 3-metertomb chamber about 6 or 7 meters beneathwhat had been the pyramid’s peak. Thebody of a 1-year-old child was laid care-fully over the man’s body inside the tomb, while that of a 20-year-old male was tossedinto the chamber with less care, perhapssacrificed at the time of the burial. The olderman was buried with jade and amber col-lars and bracelets and pearl ornaments. Hisface was covered with what may have beena funeral mask with obsidian eyes. Nearby, the tomb of a woman, also about 50, con-tained similar ornaments.

The ornaments — some imported fromas far away as Guatemala and central

Mexico — and some of the 15 ceramicvessels found in the tomb show influencesfrom the Olmec culture, long consideredthe “mother culture” of the region. The findraised the possibility that Olmec pyramidsmight contain similar tombs of dignitar-ies, especially at well-known sites like LaVenta. Olmec pyramids, while well-known, have not been excavated, in partbecause the high water table and humidityof their Gulf coast sites are not as condu-cive to preserving buried human remains.

“The Olmec sites have not been exploredwith the depth they deserve,” said LynnethLowe, an archaeologist at Mexico’s Na-tional Autonomous University who partici-pated in the dig. “It is possible that thus typeof tomb exists at La Venta.” Despite theChiapa de Corzo tomb’s location, expertssaid it is not clear the later Maya culturelearned or inherited the practice of pyramidburials from the Zoques, or Olmecs. WhileI have no doubt it relates to Olmec, there isno tie to Maya at this time per se,” said ar-chaeologist Lisa Lucero of the Universityof Illinois, who was not involved in theChiapa de Corzo project. “There are schol-ars who would like to see Olmec-Maya con-nections so they can show direct ties fromOlmec to Maya, but this would be difficultto show with evidence at hand.”

Heart group backs videogames in obesity campaign

“We can keep beating the drum on tra-ditional exercise and make small changesto the obesity epidemic, or we can try some-thing that is really provocative and new,”Clyde Yancy, the AHA’s president, said inan interview.

Numerous studies show a correlationbetween obesity and the amount of timechildren spend with television and videogames. Jeffrey Levi, executive director ofTrust for America’s Health, said the bestsolution is simply to cut the cord and en-courage youths to spend less time in frontof screens.

But the AHA said it is endorsing the Wiibecause it will encourage sedentary Ameri-cans to take the first step toward fitness. With 70 percent of Americans doing noregular physical activity at all, the AHAwants to find a way to reach out to peopleturned off by gyms and traditional sports.

The organization said its studies showthat 40 percent of those who don’t exercisesay that it’s not entertaining enough. TheAHA says the Wii addresses the fun factor.

The Wii, which has sold more than 30million consoles across the Americas, comes with a controller that encouragespeople to physically move as they play.Sports-style games such as baseball andboxing let players move their arms to simu-late the pitching of a ball or the throwingof a punch. Nintendo also makes a foot padaccessory, the Wii Fit, that allows playersto try dance steps or yoga.

Ocean fish could disappear in 40 years: UNcies in Doha.

But UNEP’s warning Monday was that tunaonly symbolizes a much vaster catastrophe, threatening economic, as well as environmentalupheaval.

One billion people, mostly from poorer coun-tries, rely on fish as their main animal proteinsource, according to the UN.

The Green Economy report estimates thereare 35 million people fishing around the worldon 20 million boats. About 170 million jobs de-pend directly or indirectly on the sector, bring-ing the total web of people financially linked to520 million.

According to the UN, 30 percent of fish stockshave already collapsed, meaning they yield lessthan 10 percent of their former potential, whilevirtually all fisheries risk running out of com-mercially viable catches by 2050.

Pau Gasol had 21 points for thetop-seeded Lakers, who won theirseventh straight playoff game andsnapped the Suns’ six-gamestreak with a phenomenal secondhalf, highlighted by Bryant’s 21-point third quarter. LOS ANGELES – Kobe Bryant dribbled toward the Lakers’ bench, luring Channing Fryeand Jason Richardson along with him. Bryant leaned back and launched a feather-soft jumperover Phoenix’s double team, neatly beating the first-quarter buzzer. That’s about when the Sunsshould have noted the bright yellow brace on Bryant’s right knee is the color of a caution sign.

“I practice so much during theseason,” Bryant said. “In theoffseason, I work a lot. To take aweek off, I’m not going to lose allthe work I put in prior to that.” Thedefending NBA champions beat thethird-seeded Suns at their ownuptempo game when necessary, flu-idly running the court to set up bas-kets for Bryant in his sixth straight30-point game. Bryant then restedfor most of the fourth quarter in the11th 40-point game of his playoffcareer. “They played great, one ofthe best games I’ve seen them playin the playoffs this season,” Sunscoach Alvin Gentry said. “Kobekind of controlled the whole game.I thought we could have withstoodthe game that he had ... but whenhe’s making his jumper like that, there’s not a whole lot you can doabout it.”

Game 2 is Wednesday night atStaples Center. Amare Stoudemirescored 23 points and Steve Nashhad 13 points and 13 assists for theSuns, who hadn’t lost since April24. Robin Lopez started at centerand scored 14 points in his playoff

debut, but Phoenix couldn’t keepup with the champs’ height and 58-percent shooting in the Suns’ firstconference finals appearance since2006. The Suns also ran into thesame height problems faced byUtah and Oklahoma City earlier inthe Lakers’ playoff run. Los Ange-les committed just nine turnoversin Game 1 — its third straightsingle-digit turnover game —while outrebounding the smallerSuns 42-34.

“They’re probably going tocontinue to be taller than us as theseries goes on, so we’ve got to ...make everything as tough as pos-sible,” said Nash, whose injured eyedidn’t bother him. “We played hard, but we didn’t make enough shots, and we had a few too many break-downs.” Both teams swept their sec-ond-round series to earn their thirdpostseason date in five years, but theLakers didn’t allow a week off toaffect their remarkable execution. They scored easily and often, evenwith center Andrew Bynum manag-ing just four points while playingshakily on his own sore knee.

Ribery had earlier appeared at the hearing at CASheadquarters in the Swiss city of Lausanne with Bayernchairman Karl-Heinz Rummenigge and club lawyers.

The German side had lost a first appeal at UEFAlast week. Rummenigge has acknowledged a foul butinsisted that the ban penalty was too harsh for a hardtackle and should be reduced to one match. UEFAofficials felt his tackle on Lyon striker Lisandro Lopezwas dangerous and tantamount to an assault.
