Denpasar (Bali Post)—Detective Unit of South Kuta

Police successfully uncovered atheft case occurring in the projectarea of Perum Beranda, Mumbul,South Kuta, Badung. Having beeninvestigated for few days, the of-ficers under control of Unit Chiefof Criminal Detective Ardanacould arrest three suspects at once, including one suspect serving asreceiver of those stolen goods.

Two suspects respectively nam-ing Imron, 31, and Tirto Ribowo,25, a resident from Jember, EastJava were theft perpetrators at thescene. Meanwhile, the suspectNyoman Suda, 38, was the suspectfence. “The three suspects are stillundergoing intensive investiga-tion in the room of investigator,”said the Head of South Kuta Po-lice Nanang Prihasmoko, lastWednesday (Apr 21). According

Agenda of discussion in the evalu-ation of the pro-people policy ofPresident SBY comprised the eradi-cation of extreme poverty and hun-ger, achievement of universal primaryeducation, promotion of genderequality and women empowerment, reduction of child mortality, improve-ment of maternal health, control ofHIV and AIDS, malaria and othercontagious diseases, certainty of en-vironmental sustainability, and pro-motion of partnership development atthe global level.

Out of all discussions, the Gover-nor Mangku Pastika said that Bali wasgetting better, except in the matter re-lated to HIV and AIDS. Even thosepro-people programs already ex-ceeded the target of Millennium De-velopment Goals (MDGs). However, the achievement of the target shouldnot make Bali complacent because allprograms had to be improved for thecommunity of Bali.

In the poverty aspect, there weremany programs having been running, starting from the Bali Mandara HealthInsurance (JKBM), education, houserefurbishment, improvement of un-worthy house, clean water and im-provement of infrastructure. In fact, thepoverty rate in Bali is now only 5.13

Gianyar (Bali Post)—Minister of Youth and Sports

Andi Malarangeng who was in Baliin relation to his presence in theNational Workshop atTampaksiring Palace, last Wednes-day (Apr 21) took his time to visitthe Dipta Stadium at Buruan Vil-lage whose construction stayed tostagnate.

The arrival of AndiMalarangeng gave a great expec-tation to the Gianyar Regency Gov-ernment in assisting the construc-tion of such international stadium.Andi who was accompanied by theRegent of Gianyar Tjok Oka ArthaArdana Sukawati and Gianyar ofPublic Works Nyoman Nuadi hadtime to see the condition of the sta-dium that once had a big name withthe local priding soccer team(Persegi—Gianyar Football Asso-ciation).

Minister said that Gianyar as atourist destination was very goodif having the international standardstadium. Amidst the hustles andbustles of tourist activities comingto Gianyar, of course, it could bepoised by the presence of sport fa-cilities. Tourism and sport could

Governor of Bali Made Mangku Pastika claimed to have carried out the programs takingsides with the people, as discussed by the participants of the National Workshop at TampaksiringPalace for three days ago. Of all the targets stipulated whose accomplishment determined in theupcoming year 2014, Mangku Pastika only concerned about the increasing transmission of HIVand AIDS cases. This was conveyed by Governor Mangku Pastika in the midst of coffee break ofthe last day National Workshop at the Tampaksiring Palace, Wednesday (Apr 21).

percent from entire population. “Suchnumber was large enough for Baliknown as the Paradise Island. Despitebeing number three in Indonesia, afterJakarta and South Kalimantan, thisneeds improving so that the rate can belowered in the future,” he explained.

Meanwhile, HIV and AIDS issuesare still being felt hard to achieve thetarget, so in the future a solution is re-quired in the form of education and pre-vention. These should be given moreemphasis on how the family can pre-vent, not get in touch in the interactionsleading to the transmission of HIV andAIDS. Additionally, Bali as a touristdestination needs to restructure and re-vamp the infrastructure and facilities.

For the long-term plan, touristscoming just to look for enjoymentwould be reduced. It’s time for Balito enhance the higher quality of tour-ism. Those coming to Bali seem toprefer enjoying the beauty of cultureand nature. Therefore, the conditionof future environment of Bali shouldbe repaired. By doing so, Bali tour-ism could create an expensive andhigh quality tourism world.

Overcoming gapsThough it had been claimed that the

pro-people program in Bali has ex-

ceeded the MDG’s targets as set up bygovernment, the implementation inBali set aside a number of socio-eco-nomic inequalities in the south, north, east and west Bali. To these conditions, the Governor considered it necessaryto launch regional development thatcould be made into concrete implemen-tation. The development, among oth-ers, could be realized by the airport de-velopment plan and road shortcut insouthern region. Even, there appeareda discourse to construct tourism rail-way networks surrounding the Bali Is-land. Expectedly, certain points as inWest Bali could be enjoyed by tour-ists. “This is only a discourse of the ex-perts who could talk to,” he said

Meanwhile, Minister of Culture andTourism, Jero Wacik, in response to thecontribution obtained in the activityduring the three-day National Work-shop recognized that economic growthof Bali was the best among the prov-inces in Indonesia.

However, the growth alone is notenough in this regard. It requires theequalization in addressing the socio-eco-nomic inequalities within the society. Not all people in the south region canenjoy the splash of the tourism progress. In years to come, all must be generatedand must work together. (kmb16)

make a synergy. With the visit ofMinister of Youth and Sport toDipta Stadium, will it provide anew expectation to the stadium? Onthat occasion, the Minister said thatthe proposal submitted by GianyarRegency Government to the Min-ister for continuation of the devel-opment was still under study. “Ihave not seen the proposal, but itwould be reviewed first,” he ex-plained. The Minister himselffirmly encouraged the growth ofsports in Gianyar Regency.

Regent of Gianyar Tjok ArtaArdana Oka Sukawati said the re-gency government in making thearrangements for the Dipta Sta-dium area had submitted a proposalto Minister of Youth and Sports toget assistance for the continuationof such development. Approxi-mately, the proposal worth IDR 50billion was submitted to improvethe stadium and arrangement ofsports center. In years to come, theopportunity of its use would be bigenough. As tourist destination, theDipta Stadium could later be func-tioned as the venue of various ac-tivities both of national and inter-national, he explained. (kmb16)

ing a guerilla warfare-style provoca-tion, rather than a skirmish.”

The South’s military intelligencecommand had also alerted the navyahead of the March 26 sinking of theCheonan that North Korea was pre-paring an attack, Yonhap said.

The South’s defence ministry re-fused to comment on the report.

Seoul has so far refrained fromdirectly accusing Pyongyang andsaid only that an “external explo-sion” was the most likely cause ofthe disaster which cost the lives of46 sailors. Pyongyang has denied itwas responsible.

South Korean Defence MinisterKim Tae-Young has already raisedthe possibility that a mine or torpedomay have sunk the ship, followingdeadly naval clashes in 1999 and2002 and a November firefight. TheNovember incident left a North Ko-rean patrol boat in flames and localmedia reports said one North Koreansailor was killed and three wounded.

The North has vowed “merciless”military action to protect what it seesas its Yellow Sea border.

South Korea’s Chosun Ilbo news-paper meanwhile quoted defectorsas saying that North Korea hadformed suicide attack squads knownas “human torpedoes” in its navy.

It said the North’s navy operates abrigade of suicide attack squads, whichhave many mini-submarines capable ofcarrying torpedoes or floating mines.

whether the Israeli leader had of-fered any other concessions to thePalestinians in an effort to restartthe long-stalled talks.

But with Israel eager to easetensions with its closest and mostimportant ally, it appeared likelythe Jewish state tempered its rejec-tion with other confidence build-ing gestures toward the Palestin-ians.

The status of east Jerusalem, home to shrines sacred to Muslims,Jews and Christians, is the mostemotionally fraught issue dividingIsraelis and Palestinians. The Pal-estinians claim the city’s easternsector as the capital of a futurestate, but Netanyahu has insistedrepeatedly that Israel will retaincontrol of the entire city as its capi-tal.

Israel and the Palestinians hadbeen set to launch U.S.-mediatednegotiations last month when Is-rael announced plans during a visitby Vice President Joe Biden tobuild 1,600 homes in a Jewishhousing project in east Jerusalem.

The announcement infuriatedthe Americans and the Palestiniansput the negotiations on hold. U.S.officials have been pushing Israelto call off the project, freeze fur-ther construction in east Jerusalemand make other goodwill gesturesto the Palestinians.

Netanyahu has argued that hisposition on east Jerusalem mirrorsthe long-standing policy of pastIsraeli governments.

“It is just impossible and unac-ceptable that people try to impressus that we should limit construc-tion in Jerusalem,” Benny Begin,a senior Cabinet minister, told for-eign reporters and diplomatsThursday. “Jews and Arabs can livethroughout the city. This policywill be retained.”

Nearly all of the Israeli con-struction in the city’s eastern sec-tor has been in Jewish neighbor-hoods, where 180,000 Israelis live.An estimated 250,000 Palestinianslive in traditionally Arab neighbor-hoods.

Happy Earth Day, Mexico City. With its scofflaw driv-ers, gridlocked traffic and cobblestoned downtown,Mexico City isn’t the most bicycle-friendly place. Butresidents are being asked to take the risk for Madre Tierraas part of a larger campaign that leaders hope will cleanup this 700-year-old metropolis.

“It’s now that we need to act, and we are urging otherurban leaders around the world to do the same — toimprove quality of life for their citizens and the healthof our planet,” Mexico City’s environmental secretary,Martha Delgado, said Wednesday during a phone inter-view while visiting Washington to share Mexico City’ssuccesses with government leaders and counterparts.

This spring the city launched Ecobici, installing 1,100bikes at 85 stations throughout the center of the city. Inits first three months, 4,000 people have paid $24 foruser cards they swipe at a rack to release a bicycle for ahalf-hour. City officials hope to register 24,000 peoplein the first year.

With 50,000 trips taken to date through Mexico City’sharrowing streets, city officials are delighted with theresults: zero accidents, zero thefts.

Introduced in Europe in the 1960s, bike sharing hasevolved from a few, informal programs when do-goodersput free bikes out on city streets to high tech systemsnow used in dozens of cities from Shanghai, China, toSantiago, Chile.

One of the largest is in Paris, where three reportedfatalities early on and more than 7,500 thefts led to someserious concerns. But Paris pressed on, opening morebike stations and educating drivers; now studies showthe 115,000 bike trips a day have significantly easedtraffic.

Ecobici is part of Mexico City’s 15-year Plan Verde,a $1 billion-per-year program supported by Mexico’sfederal government, the World Bank and the United Na-tions.

The plan includes a new, energy efficient bus sys-tem, once-a-week no-drive days for all cars, and sub-way system improvements. Every Sunday, 16 miles ofdowntown streets are closed to car traffic, allowing cy-

REYKJAVIK, Iceland – Forall the worldwide chaos thatIceland’s volcano has alreadycreated, it may just be the open-ing act.

Scientists fear tremors at theEyjafjallajokull (ay-yah-FYAH-lah-yer-kuhl) volcano couldtrigger an even more dangerouseruption at the nearby Katla vol-cano — creating a worst-casescenario for the airline industryand travelers around the globe.

A Katla eruption would be 10times stronger and shoot higherand larger plumes of ash into theair than its smaller neighbor, which has already brought Eu-ropean air travel to a standstillfor five days and promises se-vere t ravel delays for daysmore.

The two volcanos are side byside in southern Iceland, about12 miles (20 kilometers) apartand thought to be connected bya network of magma channels.

clists and pedestrians to safely cruise their city. Parksare staying open later and rooftop gardens being in-stalled.

“This is exactly what we need big cities in emergingeconomies to be doing,” said Mauricio Cardenes, direc-tor of Latin America issues at the Brookings Institution.

Here’s how the Ecobici system work: Users can checkout a bike for 30 minutes at a time. They return it to anyof the bike stations, and 10 minutes have to pass beforethey check out another one. If a bike is kept out longerthan a half hour, small fees start to accrue. The bikeshave adjustable seats, and they come with lights that goon automatically when ridden and have small racks tohold purses or groceries.

Luis Rodriguez, a downtown office worker, wipedsweat from his forehead as he snapped his Ecobici ontoa rack this week.

“The government is doing a good job with this,” hesaid. “It saves me money, gets me to work more quicklyand it’s healthy for me.”

A 15-minute bike commute can burn 11 pounds offat a year, reducing the risk of heart disease as much as20 percent, according to SmartBike, which buildsEcobicis for about $700 each in Oslo, Norway. In addi-tion, it says, commuting cyclists are less exposed to airpollution than commuting motorists, and just one per-son switching from driving to cycling to work for a 6-mile trip each way saves 1.3 metric tons of carbon diox-ide emissions a year.

That said, Rodriguez, 35, and every Ecobici user inter-viewed, said they are gravely concerned about drivers whodon’t follow rules that allow cyclists to have their own lane. They told of near misses with buses, aggressive driversleaning on their horns, cars on sidewalks, cars going thewrong way on one-way streets, virtual mayhem at trafficcircles.

“Nobody respects the bicyclist,” said Gustavo Gonzalez, slipping an Ecobici from a downtown rack. “But I like it.It’s a very good program. I wish they’d extend it further.”

City leaders do plan to add designated bike lanes, andthousands more bikes as well. They say they have no choice.

JAKARTA - Jakarta metropoli-tan police investigators have ques-tioned ten witnesses of the April14 riot in Koja, North Jakarta, thatclaimed three lives.

“The police investigators havequestioned a number of wit-nesses,” the Jakarta metropolitanpolice’s spokesman Senior Com-missioner Boy Rafli Amar saidhere Thursday.

The witnesses consisted of lo-cal residents and workers of theTanjung Priok seaport who saw orheard about the deadly clashes be-tween local residents and Jakartacity public order personnel.

In assisting the witnesses toanswer the police questions, thepolice investigators used video re-cordings of the incident, he said.

The police investigators’ find-ings would be a reference for lawenforcers to take proportional le-gal actions against those involvingin the incident, he said.

The investigation itself was thepolice’s accountability to thepeople, he said adding that theongoing police probe was differ-ent from the one being conductedby the Jakarta provincialgovernment’s fact finding team.

The April 14 street war betweenpublic order personnel and localresidents was triggered by the au-thorities’ order to demolish illegalbuildings inside the compound ofthe tomb of Habib Hasan binMuhammad Al Hadad, popularlyknown as “Mbah Priok”.

Robinson Crusoe might notoriginally have planed to ex-plore the pristine tropical Islandof Màs a Tierra. However, sincethe ship he went with waswrecked by vicious storm, hehad no choice but attempted tosave himself to nearest island.Like blessing in disguise, he hasfallen in love with the island forsome 28 years. He could domany things and obtain valuableexperiences while waiting forthe time to return home.

At that time, he probablydid know about the termsagrotourism. Yet, without beingrealized he has enjoyed a vari-ety of tourism activities. He gotacquainted with local tribes anddid farming as the local did.

Agrotourism is similar towhat might have been carriedout by the figure RobinsonCrusoe in the novel authored byDaniel Defoe. It is the form oftourism taking advantage of ru-ral culture as tourist attraction. Its focus lies on cultural land-scape. It’s worth noting herethat the culture does not only in-clude the arts and tradition, butculture in the general sense asin the seven universal elementsof culture that also embrace thesystem of livelihood, equip-ment, technology, language, re-ligion and so forth. Actually it’sa comprehensive and sustain-able tourism development. Bythis, local people are enabled tobe widely involved in variousactivities, not merely as passivespectators.

On the other hand, throughthis activity visitors have a goodopportunity to get acquaintedwith many aspects of rural life, starting from agricultural occu-pation, local products, traditionalculinary, custom and tradition aswell as lifestyle of local people. In agricultural field, for instance, there are areas producing char-acteristic local variety of ricelike at Penebel; snakefruit atPupuan and Sibetan; strawberryat Bedugul; and tangerine atBondalem and Tejakula to namea few. Then what is making dif-ferent from that of other regionsacross the archipelago? This dis-parity concerns with the traditionand lifestyle. falls on 21 February). Moreover, this kind of

tourism will bring visitors closerto nature and other rural activi-ties beyond farming. Even, theycan participate in those activi-ties. For instance, if Bali has richtraditional dances, visitors canjoin to learn some of them. As aresult, visitors do not only visit-ing Bali to feel the pleasure oftouring, watching cultural per-formance and seeing the en-chanting panoramas, but also ex-periencing in person the locallifestyle. Other than agricultural-related activities, Bali retains awide variety of unique ones thatare worth visiting. There arehandicraft making, traditionalpainting, (seasonal) coffee har-vesting, fishing and many more. And if possible, they can staywith the local community.

Visitors participated inagrotourism are ideally expectedto be more active than the aver-age tourists while on trips. In es-sence, there are some categoriesof activity in agrotourismnamely the family-oriented ac-tivities like sporting and cycling;participatory activities likelearning to dance and cook tra-ditional food; nature-orientedactivities like horse riding, el-ephant safari, trekking; farming-related activities like seasonalharvesting, exploring local fruitsat traditional market and soforth. These activities can com-plete the existing tourism prod-uct. In Bali, this tourism has be-come an alternative to avoid themarket saturation of those verysame products.

Agrotourism does notonly enrich the existing tourismproducts and provide alternativeto visitors. To local community,it poses an empowerment thatenables to them get involved inthe tourist activities. In general,it will make an even distributionof tourist visits to villages andworking opportunity. To sum up,this community-based tourismwill make available more oppor-tunity to wider community.Hopefully there will be no caseslike the closing access to see thebeautiful view of terraced ricefield as the field’s owner getsnothing from ‘his property of at-traction.’ By this development,at least the land owner gets ad-ditional benefits from valued as-set he has apart from his harvest.By doing so, he would feel thebenefit of tourism while remain-ing cultivating his land. Do youthink he will sell his land pro-viding him with such double im-pacts? (BTN/punia)

LONDON - Britain’s publicnet borrowing, or debt, hit a record152.8 billion pounds in the 12months to March, official datashowed on Thursday, but this wasbelow the government’s forecastahead of an election.

The office for national statis-tics said the borrowing amountwas 65.9 billion pounds higherthan in the same period of 2008/

The criticism from the likes ofBrazil and India risks denting China’sargument that the United States has aself-serving interest in eroding its neweconomic and diplomatic prowess.

Brazil, Russia, India and Chinaform the so-called BRIC group ofcountries — which Beijing has pro-moted as a counterweight to Westerndomination of financial affairs in forasuch as the G20, which meets in Wash-ington this week.

But both Brazil and India havenow gone public with their preferencefor a gradual appreciation of the yuan, which they say would level the play-ing field for their own exports.

Their comments have made it“much more challenging for China toargue that it is the developed worldganging up on the developing world”,said Ben Simpfendorfer, a HongKong-based economist at Royal Bankof Scotland.

“They also make it more chal-lenging because China likes to playthe leader of the developing world. Itis clearly challenging to do this whileyour exports are producing job lossesin the developing world,” he said.

Chinese leaders have long re-jected US, and European, complaintsthat it grabs an unfair trade advantageby keeping the yuan artificially weakagainst the dollar.

WASHINGTON - G20 na-tions on Wednesday stressed theneed for further measures totackle unemployment as the glo-bal economy emerges from acrippling recession that has costmillions of jobs worldwide.

Labor ministers from theworld’s twenty most importanteconomies met for the first timein Washington in an attempt to co-ordinate jobs policy and work upjoint recommendations for G20leaders to discuss later this year.

“We looked at ways to helpG20 leaders put employment atthe center of economic policycoordination,” said Hilda Solis,US Labor Secretary.

“At the same time we devel-oped a list of recommendationsthat will help to achieve this am-bitious but necessary goal.”

In recommendations thatwill be taken up when leadersmeet in Toronto in June, the G20said that “as some countries be-gin to experience economic re-covery, continued attention mustbe paid to job creation and jobpreservation.”

Governments should em-bark on “vigorous implementa-tion of existing policies and con-sideration of additional employ-ment measures,” the ministersadded.

Eying entrenched levels oflong-term unemployment, theG20 also recommended that so-cial protection systems bestrengthened.

“Significant numbers ofpeople, including the most dis-advantaged, will remain unem-ployed even after recovery takeshold, and others will need helpto adjust to structural changes inour economies.”

SINGAPORE - China has fought a long-running battle with Washington over its currency, butnow its key developing partners are joining the fray in pressing for a stronger yuan to reorientworld trade.

China-made goods. “This has given rise to spreading

awareness that emerging markets areeffectively subsidising China’s expan-sion,” said a commentary by Moody’sEconomy.com.

“Evidence that China’s currencyis overvalued is growing stronger, andthe voices of those demanding a cor-rection are becoming louder.”

On Tuesday, Reserve Bank ofIndia governor Duvvuri Subbarao saidChina was among the countries thatkeep their currencies “artificially low”and as a result, “our exports get hurt”.

“So I am sure that if China re-values the yuan, it will have a posi-tive impact on our external sector,”he told reporters in Mumbai.

Brazil’s central bank chiefHenrique Meirelles believes a yuanrevaluation is “absolutely critical forthe equilibrium of the worldeconomy”, according to Thursday’sFinancial Times.

In the United States last month,Singapore Prime Minister Lee HsienLoong said China “should revert towhere they were before the financialcrisis and allow the yuan to go upgently again”.

While a stronger yuan will raisesome costs, it can also help douse in-flationary pressures in China itself,he said, echoing the InternationalMonetary Fund which said Wednes-day that a yuan realignment was “es-sential”.

A senior Southeast Asian financeofficial told AFP his country would

also like to see the yuan strengthen, but said the sense among his regionalcolleagues was not to comment pub-licly.

“No one wants to displease China, basically,” he said on condition of ano-nymity.

China has defended the yuan’speg against the dollar — which sincemid-2008 has stood at a rate of about6.8 — as necessary to protect jobs andprevent social unrest in its dramaticallychanging economy.

But with China’s economicgrowth projected at sizzling rates of 10percent this year and next, a revalua-tion of the yuan is both in China’s in-terests and the world’s, the IMF saidin its report.

Moody’s Economy.com said itexpects China to allow a gradual ap-preciation of the yuan starting in thethird quarter when the global economicrecovery is likely to be on firmerground.

“Beijing is keenly aware that thefree ride gained from a fixed exchangerate has limitations,” it said.

Simpfendorfer expects China toallow the yuan to strengthen to 6.5 bythe end of the year, despite itslongstanding refusal to bow to USpressure.

“The arguments they apply tothe United States don’t necessarilyhold for Brazil and India, so it ismuch more challenging for them toargue why the currency shouldn’tmove against the (Brazilian) real andthe (Indian) rupee.”

Britain’s debt hitsrecord 152.8 billionpounds: official

09, as a record recession slammedthe country’s tax revenues.

Finance minister AlistairDarling, whose Labour Party isfighting to remain in power, hadrecently forecast that public netborrowing was set to hit a record167 billion pounds in 2009-2010.

Cutting public debt, whilenot choking off recovery, is atthe heart of campaigning aheadof Britain’s general election onMay 6.

G20 underscoresneed for job growth

Measures by G20 countriesto stem the tide of the worldeconomy crisis have saved orcreated around 20 million jobs, according to the United Nations’International LabourOrganisation.

The two-day meeting washailed as a historic first by Soliseven though some ministerswere unable to attend because ofdisrupted air travel to and fromEurope.

It was scheduled during aPittsburgh meeting of G20 lead-ers in September at the behest ofPresident Barack Obama.

One in ten Americans in thelabor market is currently unem-ployed, presenting Obama withperhaps his biggest domesticchallenge.

“At the end of the day, re-covering from the crisis and re-storing sustained and balancedgrowth that creates enough goodjobs for our people are goals thatwe cannot accomplish alone inour own countries,” said Solis.

“In an integrated globaleconomy, we have to work to-gether.”

But the meeting comes amida growing gap between emerg-ing nations — which have seentheir economies recover quicklyfrom the crisis — and the UnitedStates, Europe and Japan, whichhave seen unemployment dragon the economy.

According to one delegatefamiliar with the talks, there wasdisagreement among membersabout whether such a diversegroup of countries could agreeon what collective action isneeded.

“It is not clear what the nextsteps of this are, there are verydifferent opinions on that,” saidthe diplomat.

LOS ANGELES – Not every rock ‘n’ roll icon is awash in cash. Some, like rock poetess Patti Smith, have endured hard times fairly recently intheir careers.

Smith, receiving a lifetime achievement award in Hollywood onWednesday from songwriting royalties group ASCAP, recalled how the1994 death of her husband, punk rocker Fred “Sonic” Smith, left her awidowed mother of two young children.

“I was actually down on my luck,” she said.“And what helped bail me out and helped me get back to my feet

were the ASCAP checks that I got for ‘Because the Night,’” Smith said, referring to her best-known song.

ASCAP, the American Society of Composers, Authors and Publish-ers, collects royalties on behalf of its member songwriters and copyrightholders from public performances, such as on the radio and TV, and inbars, restaurants and concert halls.

Songwriters benefit especially when their songs are covered by otherartists. In the case of Smith, whose renown overshadows her record sales, versions of “Because the Night” by co-writer Bruce Springsteen and byfolk group 10,000 Maniacs are the gifts that keep on giving.

She said that when she released her first album, “Horses,” in 1975,she knew nothing about royalties.

“I just thought you did your record and that was it. And the first timeI got these checks, I said, ‘I already got paid for that song.’ So I’m grate-ful in good times, and I was very grateful in hard times.”

Smith, who steadfastly denies categorization and especially disdainsthe sobriquet “Godmother of Punk,” received the Founders Award atASCAP’s 27th annual pop music awards dinner honoring the writersand publishers of last year’s most-performed songs.

She also sang four songswith her band, including fieryversions of “Because theNight” and “People Have thePower.”

The songwriter of the yearaward went to Lukasz “Dr.Luke” Gottwald, who co-wrotefive of ASCAP’s biggest hitslast year: Britney Spears’ “Cir-cus,” Katy Perry’s “Hot NCold,” Kelly Clarkson’s “MyLife Would Suck Without You,”Miley Cyrus’ “Party in theUSA,” and Flo Rida’s “RightRound.”Perry thankedGottwald “for making me rich.”

Jason Mraz won the song ofthe year award for his ballad“I’m Yours,” which he per-formed, while rock band theKillers won the VanguardAward for their work in help-ing “shape the future of Ameri-can music.”

NEW YORK – One thing hasn’t changed with “Shrek”: Puss inBoots still steals the show. The fourth and supposedly final “Shrek”film, “Shrek Forever After,” premiered at the Tribeca Film Festival onWednesday night at New York’s Ziegfeld Theatre.

Wonderful Life.” A mid-life crisiscomes to Shrek, now a father ofthree, who laments the loss of hisyounger, wilder days as a fearsomeogre. The evil magicianRumpelstilskin (Walt Dohrn)makes a dubious deal with Shrek, the result being that Shrek wasnever born and never married Fiona.

The bizarro world Shrek encoun-ters — something like the sidewaysshifts of ABC’s “Lost” — is a mish-mash of mostly the familiar fairy talecharacters, but with different twistsof fate. The Gingerbread Man, someek in previous “Shrek” movies,is now a kickboxing warrior.

Puss in Boots, too, has been in-verted. In this “Shrek,” the debonairswashbuckler has turned out anobese house cat, too lazy to shoo amouse drinking from his bowl. Hedoesn’t even have his namesake’sfootwear.

The character, something of asensation after his debut in “Shrek2,” won many of the laughs at thepremiere of “Shrek Forever After.”

Shortly before the premiere,Banderas said he believed the“Shrek” films have been popularbecause they’re enjoyed by bothkids and parents — “but most espe-cially by the parents.” He credited aloose atmosphere for the films’ tone.

“We are absolutely not condi-tioned to say the lines in a specificway, but they allow us to improvisea lot,” said Banderas. “I know thatis not the method used in all ani-mated movies.”

“We’ve cleaned up what you cansee and left everything else in limbo,”said Kathleen Rogers, president of theEarth Day Network.

Improvements took shape in theform of the Clean Air Act, the CleanWater Act and changes in the waybusinesses treat the environment, saidDenis Hayes. Those reforms, headded, grew out of the first Earth Day,an event Hayes helped coordinate.

“It is the most powerful, sweeping,society-wide change America has hadsince the New Deal,” Hayes said. “Theair is cleaner despite the fact that wehave twice as many vehicles travel-ing twice as many miles.”

Nancy Sutley, head of the WhiteHouse Council on EnvironmentalQuality, said progress in the past 40years is about more than just laws. It’salso about innovation that madecleaner cars. And that innovation,Sutley said, “is going to be the answerfor tackling climate change.”

No place illustrates progress morethan the Cuyahoga River.

Cleveland’s main river used to pe-riodically catch fire. On June 22,1969, trash and an oil slick ignited. The river burned for half an hour,

drawing national attention to wa-ter pollution nationwide.

People didn’t swim in the riverat the time, and anyone who fell inneeded to be checked by a doctor.

“The river bubbled like a caul-dron. There were all kinds ofchemicals in there, and that waswhat was bubbling at the bottom,”said Wayne Bratton, a boat captainthen and now, and the first presi-dent of the Cleveland Harbor Con-servation Committee.

On Tuesday, Wayne Bratton wasaboard his boat, The Holiday. Helooked over the starboard side atCollision Bend and described bytelephone what he saw: “I’m look-ing at a lot of gulls, there’s a loon,a lot of black heron.”

People now fish in the river, which holds 60 species. There’s aspiffy amphitheater on the riverbank, which never would have beenbuilt when the water had a dread-ful stench, Bratton said.

It’s not just the Cuyahoga. In1957, the Public Health Servicedeclared the Potomac River unsafefor swimming. Now Rogers letsher children swim in it. “I don’teven wash them off any more,” shesaid.

World’s Longest Bug And ‘Ninja’ Slug Discovered in Borneosect, called Phobaeticus chani, wasfound near Gunung Kinabalu Park,Sabah. So far, only three specimensof the species have been found, all inthe Heart of Borneo.

Fiery snake - Kopstein’sBronzeback snake (Dendrelaphiskopsteini) is about 5 feet (1.5 meters)long. Its neck is colored a bright or-ange, which fuses into an iridescentand vivid blue, green and brown pat-tern that extends the entire length ofits body.

Color-changing frog - CalledRhacophorus penanorum, this smallfrog species, whose males grow to just1.4 inches (3.5 centimeters), was dis-covered in Gunung Mulu NationalPark, Sarawak, in the Heart of Borneo. Also called the Mulu flying frog, theamphibian has a small pointed snoutand is unusual in that the species hasbright green skin at night but changescolor to display a brown hue duringthe day. Its eyes follow suit to changecolor as well. And while the minuteanimal may not fly with the birds, ituses its webbed feet and aerodynamicflaps of skin on the arms and legs toglide from tree to tree.

Spectacled bird - Named becauseof its prominent eye-rings, the spec-tacled flowerpecker has a grey body

with bright white arcs above and be-low its eyes, a white throat and whitetufts at the breast sides. Scientists thinkthe flowerpecker is a canopy special-ist, feeding off fruits high in tree cano-pies. Ninja slug - This green and yel-low slug (Ibycus rachelae) was discov-ered on leaves in a mountain forest ataltitudes up to 6,233 feet (1,900meters) in Sabah, Malaysia. The slugsports a tail that’s three times the lengthof its head, which it wraps around its1.6-inch-long (4 cm) body as if a petcat. In fact, its discoverers initiallyplanned to name the slug Ibycus felis, after its feline inspiration. Instead, theynamed it after the girlfriend of one ofits discoverers, Menno Schilthuizen ofthe Netherlands Centre forBiodiversity ‘Naturalis.’

Maybe there’s more to the namethan meets the eye: The slug speciesmakes use of so-called love darts.Made of calcium carbonate, the lovedart is a harpoon-like structure thatpierces and injects a hormone into apotential mate. The dart could increasethe slug’s chances of reproduction.

“The distinction between slugs andsnails is not so strict in that part of thetropics, because most of the slugs, in-cluding the new one we described, aresemi-slugs meaning they still have a

shell but the shell is so small that it can’tretract its body into it,” Schilthuizen toldLiveScience.

And though they’ve found severalnew slug and snail species, Schilthuizensaid this rainforest environment isn’tideal for the animals. That’s because thesoil is highly acidic, which dissolves the

animals’ limestone shells.Overall, the Heart of Borneo is

now called home by 10 primate spe-cies, more than 350 birds, 150 rep-tiles and amphibians and a stagger-ing 10,000 plants that are found no-where else in the world, accordingto the new report.

DALLAS – Richard Jefferson bounded right out of Spurs coach Gregg Popovich’s doghouse.Knowing he was among the guys Popovich thought “played like dogs” in the opener, Jeffersonscored 17 of his 19 points in the first half to help San Antonio beat the Dallas Mavericks 102-88in Game 2 on Wednesday night to tie their first-round series at a game apiece.

six of his first seven shots, and evenmissed a free throw after having made88 in a row. He finished with 24 points, down from 36 in the opener.

The Mavericks played their bestonly after they seemed to have buriedthemselves — down 16-5 early, theygot within one by the end of the quar-ter; down 80-60 late in the third quarterthey scored 12 straight points; down 13again early in the fourth, they clawedwithin five. However, they never ledand have now given away home-courtadvantage.

Game 3 is in San Antonio on Fridaynight, and the folks in the Alamo Cityprobably can’t wait. They’re especiallylooking forward to seeing Mavs ownerMark Cuban, who fanned the flamesof the rivalry in recent days by repeat-edly saying, “I hate the Spurs.”

The Spurs built their leads by play-

ing smart. They held onto the ball (onlynine turnovers, down from 17 in Game1), forced their way to the rim, then tookadvantage of the space that opened upfor longer-range jumpers. In the game-breaking second quarter, their inside-out attack produced 34 points on 68 per-cent shooting.

“They were a hot-shooting team andwe were unable to keep them from be-ing a hot-shooting team,” Dallas coachRick Carlisle said. “When the ball’s inthe air, it’s anybody’s ball. They cameup with all those plays. They got theloose balls and they were more oppor-tunistic.”

Manu Ginobili had 23 points, includ-ing a 3-pointer with 1:48 left that hepunctuated with a celebratory punch asfans began rushing toward the exits.

Tony Parker, still coming off thebench, had 16 points and eight assists.

Since joining Bayern from RealMadrid in August 2009, Robbenhas now scored 20 goals in allcompetitions, but none so impor-tant as his 69th-minute strike.

“I am very happy,” said vanGaal whose side are stil l oncourse of the treble of Champi-ons League, Bundesliga and Ger-man Cup titles.

“1-0 is a good result and meanswe don’t have to take any risksfor the second-leg, so we havedone very well.”

With captain Mark vanBommel suspended, defenderPhilipp Lahm took charge and headmitted it would be hard to com-fort Ribery after a difficult week.

All the pre-match hype wasaround Ribery, who was ques-tioned by French police at theweekend after being involved inthe under-age call-girl scandalwhich has rocked the French foot-ball team.

“It will be hard to comfortFranck after his red card, he is anexcellent footballer who alwayswants to win,” said Lahm.

But Lahm praised his side forshowing plenty of composure, even after Ribery’s dismissal. “Itwas tremendously important thatwe kept our composure, even withten men,” said Lahm. “We playedwell and held the ball well.”

Having had his chances toscore, Ribery was shown astraight red by referee RobertoRosetti on 37 minutes for a dan-gerous foul on Lyon’s striker

Formula 1’s car and equipment are expected to land back inEurope later today, following the air chaos delays caused by theIcelandic volcano, easing fears that teams faced a major head-ache to get ready in time for the Spanish Grand Prix.

But Horner believes that the ex-tra week’s gap in the calendar meantthere would be minimal disruption.

“Thankfully, the way the calen-dar is with the extra week betweenthe Chinese and Spanish Grand Prix,it has a very limited impact,” he saidabout the delay. “There’s still over aweek to turn the cars around and alot of the components for the nextrace are produced here in the factory.

“The factory hasn’t been affected -obviously the turnaround componentsare a little bit out of sync now comingback two or three days late, but withthe additional week, we’re confidentit won’t cause us any major issues.”

With air schedules getting backto normal, the return of the freightand staff to Europe will also eraseany concern that the Spanish GPcould be under threat.

Hayden enjoyed a strong season-opening race in Qatar, where he wasjust pipped to a podium place byHonda’s Andrea Dovizioso.

The Ducati rider admits he isfeeling more comfortable on hisbike this year, but reckons there isstill progress to be made.

“I would say it kind of startedtoward the end of last year, themiddle of last year,” said Haydenduring an Indianapolis GP telecon-ference. “We started to get somemomentum going.

“I was faster than it really looked. We had some bad luck, some inci-dents, you know, where we didn’t fin-ish some races that hurt us every timewe tried to get momentum going.
