Due to price hike in raw materials, many silversmiths finally bank-rupted. As consequence, they had to change their profession such as tobe farmer, carpenter or construction worker. “This condition is quitedifficult for crafters. Silversmiths in Klungkung, especially in the village ofKamasan, are distraught following the price hike of silver rawmaterials from IDR 6 million per kilogram six months ago toIDR 14 million per kilogram. The price upsurge of raw mate-rials had been complained by silversmiths since a month ago.“At first, the increase was to IDR 11.5 million per kilogram.Frankly speaking, we find difficulties in the production pro-cess. The price is very expensive following the price of gold,”said Mangku Ketut Sukerta, one of the silversmiths fromSangging Hamlet, Kamasan, Klungkung.

“On Kuta Beach, the pollutionis mainly caused by waste sedi-ment and then they get decom-posed into nitrate. For informa-tion, the garbage existing on KutaBeach may come from outside theBadung region,” said Suteja

According to him, it was thenitrate from waste sludge toutedas waste by some circles. In thisregard, Suteja denied if the pol-lution was caused by hotels. Heargued if the Badung Environ-ment Agency had conducted regu-lar checks to hotel waste. The re-sults indicated there was no hotelwaste.

“In our opinion, the data re-vealed in the media regarding tocoastal pollution were those of2010. Moreover, to determine thepresence or absence of pollutionat one point and another cannotbe equated. So, the determination

creasingly fades. Bali EnvironmentAgency (BLH) recorded at least 20businessmen were caught pollutingthe environment by wastewater in2010. Environment Agency alsonoted that 13 beaches in Bali weredominantly contaminated by perpe-trators of industrial sector, hotelsand restaurants although the Envi-ronment Agency has required theindustries to report their waste qual-ity standard once in 3 months toavoid contamination.

“Bali as a tourist destination isparticularly vulnerable to wasteproblem. There is an impression ifthose who disposed waste haphaz-ardly did it secretly so they will notbe known by the authorities,” saidthe Head of Bali EnvironmentAgency, Anak Agung Alit Sastrawanin Denpasar, Monday (May 9).

Sastrawan admitted the wastepolluting the sea were mostly dis-posed by employers located on thecoast. He also acknowledged if therewere industrialists who made cul-verts directly connected to the sea.Allegedly, it was taken advantage todispose the waste by stealth.

“The owners of hotel or otherbusiness must be aware. What theydo (throw waste into the sea—Ed)

Tabanan (Bali Post)—

Rabies cases still haunt theTabanan Regency because the num-ber of dog bites in this region re-mains high. Every day, there are 15-20 people affected by stray dogbites. They are spread over 10 sub-districts in Tabanan. The figures ofdog bites are known from patientswho received treatment in the ra-bies center owned by Tabanan Re-gency.

Head of Tabanan Health Ser-vices, Ketut Sumiarta, through theDivision Head of Disease Preven-tion and Environmental Health,Nyoman Suratmika, said the caseof dog bites was quite hazardous. However, due to quick treatment, the cases did not until trigger ra-bies. “The figures of dog bites arestill high, especially in rural areas,”he said on Monday (May 9).

This man explained that peoplebitten by stray dogs were unneces-sary to panic. If any resident wasbitten by dog, he should be takendirectly to rabies treatment unit.“We provide a treatment and anti-rabies vaccine (VAR),” saidSuratmika. According to him, theVAR stock was still sufficient forhandling rabies anticipation inTabanan. In the rabies handlingunit, he said, residents would be

Although the coastal pollution was alleged to have been causedby hotels disposing their waste, the Badung Environment Agency(BLH) had different opinion. The Head of Badung EnvironmentAgency, Wayan Suteja, Monday (May 9), stated if the coastalpollution, especially on Kuta Beach, was mainly caused by depo-sition of garbage.

of pollution should be based onsample taking at many locations,”he said.

Not just checking, the BadungRegency Government had alsoregularly invited the hotels to sitdown together to address thewaste issues. Hotels had beengiven the understanding on theimportance of good waste man-agement. “We’ve been takingstrategic measures to anticipatethe waste disposal to the beach byhotels. And so far, we have notfound violating hotels,” he af-firmed.

Nevertheless, he confirmedthat his party would not keep si-lent against any contaminationperformed by hotels. If the sourcewas indeed from hotels, one of thefollow-ups taken by the BadungEnvironment Agency was to pro-vide guidance. (kmb25)

Disposing wastewater into the sea Industrydid it secretly so not visible by authorities

is also detrimental to the tourismsector itself,” he said.

Central and local governmentshave set up a legal instrument to pro-tect the environment from the dam-age caused by human activities. Therules are stated in the Law No. 32/2009 on the environmental protec-tion and management, RegionalRegulation No. 4 on the control ofpollution and environmental degra-dation and Regulation of GovernorNo. 8/2007 concerning with the en-vironmental quality standards andstandard criteria of environmentaldamage. The sanction imposed if therules are violated is the suspensionof business licenses and if any ca-sualties affected by such contami-nation the perpetrator could be sen-tenced with imprisonment for 3-10years with a fine worth IDR 3-10billion.

“Coordination Team of Environ-mental Pollution Control (TKP2LH)has come down to the field to checkwhether the wastewater quality hasmet the standards. In accordancewith the Regional Regulation No.4/2005 there is waste that can be dis-posed to the environment,” he said.

Nevertheless, the perpetrators ofindustry allowed to dispose garbageinto the environment should have apermit issued by the Governor and

meet 13 criteria in accordance withthe standard waste. “However, theindustries having such permits so farare not more than 10 people. So, itcan be made sure if many violationsoccur,” he said.

Meanwhile, Chairman of the In-donesian Hotels and Restaurants As-sociation (PHRI) of Badung Chap-ter, IGN Rai Suryawijaya, also re-vealed previously that many envi-ronmental problems occurred suchas improper waste disposal. Govern-ment should take action against thehotels that did not treat their waste-water by treatment plant (WWTP).In the future, the hotel wastewaterproblem would become a bad pre-cedent for Bali tourism.

“Indeed, there are some hotels, especially small hotels remaining todispose their waste carelessly. But,the waste problem is not merely theresponsibility of the industry, butalso the society and government,”he said.

The association overseeing1,139 hotels and 800 villas hopedthe hotel operators could complywith the regulations stipulated bygovernment. At least, the hotel op-erators should have a wastewatertreatment plant so there would beno violation in the handling of ho-tel wastewater. (par)

given a treatment for the bite woundas well as VAR distributed free ofcharge. For residents living awayfrom the rabies handling unit wererecommended to request emergencytreatment in the community healthcenter.

According to Suratmika, peoplewho were bitten by dogs could alsotake simple handling. First of all, thedog bites were cleaned by soap andwashed by running water. After that, they could be taken to the center ofdog bites handling. “We do hope allresidents to help suppress the num-ber of rabies cases,” he said. Al-though no death tolls occurred, thisofficial asked the residents to remainvigilant against rabies.

Rabies cases in Tabanan werefirst discovered in 2009. The num-ber of casualties was also quitehigh, namely reaching 18 people. The last death toll due to rabies ap-peared in Baturiti at the end of Oc-tober 2010. According to him, thestray dogs remaining to roamaround became a threat to the emer-gence of rabies cases because al-most all cases were triggered by dogbites.

“We urge residents to maintaintheir health and when affected bydog bite they should ask help to ahealth clinic or rabies center,” heconcluded. (udi)

MEMPHIS, Tenn. – As the Mississippi reaches its high point in Memphis and attention turns toa time-consuming clean up, farmers downriver built homemade levees to protect their crops andengineers diverted water into a lake to ease the pressure on New Orleans levees.

would spend more than $80,000 oncontractors to build levees aroundhis house and grain silos, whichhold 200,000 bushels of rice thathe can’t get out before the watercomes. Heavy equipment has beenmowing down his wheat fields toget to the dirt that is being used tobuild the levees, and he expectednearly all of his farmland to flood.

“That wheat is going to be gone, anyway,” said Haynes, who livesin Carter, Miss., about 35 mileseast of the Mississippi River. “Wedon’t know if we’re doing the rightthing or not, but we can’t not doit.” He knows time is not on hisside. “I’ve got to get back on thatdozer,” he said, before walkingaway.

Were Bali able to sustain the cur-rent 9.91% rate of arrival growththrough the end of 2011 it would endthe year with a record 2.7 millionforeign tourist visitors. Realistically, however, the softening in March ar-rivals, weaknesses in key Europeanmarkets and the yet-to-be-measureddownturn resulting from Japan’s tsu-nami all argue for a year in whichthe robust growth to which Bali hasbecome accustomed to diminish asthe year progresses. Hindus must become aconstituent of IndonesiaJakarta (Bali Post)—

Minister of Culture and Tourism Jero Wacik said the Hindus should become a constituent ofthe Indonesian nation. donesia. “So, the four pillars of na-tionality should be the final referenceand not hesitate to do so,” addedWacik.

Especially for the Hindus, Wacikreminded them to continuouslymaintain the harmony through thepractice of these four pillars of na-tionality, chiefly Pancasila havingrelation to the deliberation and con-sensus. “Hamlet hall represents thenature of the Balinese people thatalways forward deliberation,” heexplained.

On that account, Wacik remindedthe Hindus to always avoid any vio-lence in responding to disagreement.“Resolve it by discussion. We havehad a hamlet hall to do so,” he em-phasized. Deliberation had containedtogetherness. If anyone was consid-ered wrong, he should be remindedpolitely. “Among the fellows, wemust mutually respect and forgivefor the common good,” said Wacik.

On the occasion, Wacik expressedhis disappointment as the implemen-tation of workshop was judged to getless response from the people andHindu leaders. He understood the

reality because the committee didnot make coordination and pay lessattention to national agendas. “Ide-ally, the committee should see firstthe national agenda as today there isan ASEAN Summit, so leaders of thepolice are surely unable to attend duetheir bustles to do pacification,” hesaid.

Meanwhile, the Hindu leader INyoman Suwandha revealed thatHindu pluralism was very intense, but difficulties in arranging theminto a mosaic of unity should be re-solved. He said that history hadproved that great civilization wasonly born out of diversity.

Therefore, the former Chairmanof the Central PHDI hoped that bysuch awareness devotees could al-ways strive to develop a mutual re-spect, develop equality and wouldnever think that majority could con-trol and affect the existence of mi-nority groups. The workshop pre-senting a number of Hindu leadersposed a part of endeavors to formu-late the subject matter for the prepa-ration of the tenth Mahasabha orGeneral Assembly. (010)

Meanwhile, the Head of KlungkungCooperatives, SMEs, Industry andTrade Services, Nengah Becik, said thathis party had conducted a regular train-ing for craftsmen. Especially for weav-ing craftsmen in Nusa Penida, he ad-mitted to have provided training aboutthe use of natural color, where the in-

Currently, there are 12 units of cepukweaving business implementing cagcagmethod located at Pejukutan village, plus 20 units of cagcag weaving busi-ness and 9 units using non-mechanicalloom at Tanglad Village.

A weaver from Karang Gede Ham-let, Tanglad, Ni Wayan Jantes, claimedto have deeply involved in cagcagweaving works as a side job only. BANGKOK – World stock markets looked past Greece’s deep-ening debt crisis to post gains on Tuesday as commodity pricesstabilized after big falls and expectations increased that China’sinflation problem is easing. Oil prices were down slightly to justbelow $102 a barrel after a big jump the day before as tradersanticipated a further rise in weekly U.S. crude inventories. Thedollar slipped against the euro but strengthened against the yen.

Toyota declined tocomment on the unsourced report bybusiness daily Nikkei.

In Europe on Monday, stock mar-kets fell on worries that Greece willneed more time or assistance fromother EU countries to make pay-ments on its debt, or worse, thecountry could partially default on thedebt that it owes to bond investors.Standard & Poor’s downgradedGreece’s debt rating even furtherinto junk status. China’s trade surplus surges after unexpected import

A worker walks past contain-ers at a port in Shanghai May10, 2011. China posted itsbiggest trade surplus in fourmonths in April, swingingfrom a trade deficit in the firstquarter, as exports hit arecord on stronger globaldemand despite initial signsof a pinch from Japan’searthquake and nuclearcrisis.

eased more than expected, weigheddown by sustained monetary tight-ening and high commodity prices. The surplus of $11.4 billion, nearlyfour times greater than expected,

followed a small, rare trade deficitin the first quarter and could reig-nite criticism of Beijing’s policy oflimiting currency appreciation.

Exports were slightly stronger

than anticipated, growing 29.9 per-cent in April from a year earlier to$155.7 billion. Imports climbed at alackluster 21.8 percent, well short ofestimates. Analysts were at logger-heads over whether this should beread as a sign of surprising weak-ness in the Chinese economy or sim-ply deferred purchases because ofsoaring commodity bills.

“Exports are much stronger, that’sthe basic thing. Global demand is stillpretty strong, a bit stronger than manypeople feared,” said Tao Wang, economist with UBS in Beijing. “Onthe import side, we think that com-modity exports had been verystrongly up until February and there

has been quite a bit of inventory build-up. So right now we think it’s goingthrough some adjustment.”

But Xu Biao, an economist withChina Merchants Bank in Shenzhen, said the lower-than-expected importsmight contain a much more seriouswarning. “Concerns about a slow-down have certainly intensified, andthe risks of a worst-case scenario forthe Chinese economy, namely a rela-tively low growth rate and a high in-flation, are on the rise,” he said.

The median forecast of economistspolled by Reuters last week was forexports to rise 29.4 percent and im-ports to grow 28 percent, resulting ina trade surplus of $3 billion.

On a seasonally adjusted basis, exports rose 35.1 percent in Aprilfrom a year earlier and rose 12.3 per-cent from the previous month. Im-ports gained 27.4 percent year-on-year and 7.4 percent month-on-month, the customs administrationsaid.

China’s trade numbers also regis-tered an impact from Japan’s earth-quake and subsequent nuclear crisis.Imports from Japan were $16 billionin April, down 14.9 percent fromMarch, as production and shipmentswere interrupted.REUTERS/Aly Song

LOS ANGELES – Chocolatemilk has long been seen as thespoonful of sugar that makes themedicine go down, but the nation’schildhood obesity epidemic has agrowing number of people wonder-ing whether that’s wise. Withschools under increasing pressure tooffer healthier food, the staple onchildren’s cafeteria trays has comeunder attack over the very ingredi-ent that made it so popular — sugar.

Some school districts have goneas far as prohibiting flavored milk, and Florida considered a statewideban in schools. Other districts havesought a middle ground by replac-ing flavored milks containing high-fructose corn syrup with versionscontaining sugar, which some seeas a more natural sweetener.

Los Angeles Unified, the nation’ssecond-largest school district, is thelatest district to tackle the issue.Superintendent John Deasy recentlyannounced he would push this sum-mer to remove chocolate and straw-berry milk from school menus. Schools may ban chocolatemilk over added sugar

vored, mostly chocolate, accordingto the industry-backed Milk Proces-sors Education Program.

Many, including the School Nutri-tion Association, American Academyof Pediatrics, American Dietetic Asso-ciation, American Heart Association, and National Medical Association, ar-gue that the nutritional value of flavoredlow-fat or skim milk outweighs theharm of added sugar. Milk containsnine essential nutrients including cal-cium, vitamin D and protein.

A joint statement from thosegroups points to studies that showkids who drink fat-free, flavored milkmeet more of their nutrient needs andare not heavier than non-milk drink-ers. “Chocolate milk has been un-fairly pegged as one of the causes ofobesity,” said Julie Buric, vice presi-dent of marketing for the Milk Pro-cessors Education Program.

Others note the nation’s childobesity epidemic and say flavoredmilk simply needs to go. Eightounces of white milk served in LosAngeles public schools contains 14grams of natural sugar or lactose;fat-free chocolate milk has an ex-tra six grams of sugar for a total of20 grams, while fat-free strawberrymilk has a total of 27 grams — thesame as eight ounces of Coca-Cola.

HONG KONG – Tens of thousands of people flocked to a tiny HongKong island Tuesday for a bizarre ancient ritual known as “bun scram-bling”, part of a religious festival to celebrate victory over evil. Huge crowdsconverged on Cheung Chau, a picturesque fishing village, for the annual“Bun Festival”, a celebration unique to the southern Chinese city.

women, have three minutes to pullbuns from the 14-metre (46 foot)tower, with pastries at the top bring-ing the most points.

Another festival highlight is a“parade of floats” where local chil-dren, decked out in elaborate make-up and costumes depicting mytho-logical figures and deities, passthrough the quaint island’s narrowalleyways. “Every year about 60,000people, locals and foreign tourists, take part in the festival. We expectthe same crowd this year,” Eric Ho,the festival’s organising committeevice-chairman, told AFP.

“It is very important for us to keepthis tradition because it showcasesour culture.” In the past, hundreds ofyoung men raced up the structure tosnatch the lucky buns, until more than100 people were injured when the twobamboo towers collapsed in 1978,prompting a ban on the event.

It was revived in 2005 with buntowers made of steel, and limited to asmall number of designated climbers. The steamed edible buns once used inthe ritual have also been replaced withplastic replicas for hygiene reasons.Blessing-seekers can still buy the realbuns, usually made of lotus paste andstamped with the Chinese character for“peace”, at shops on the island.

But the festival has been hit with abun shortage this year after healthofficials warned local shops to stopstamping buns outside their premises, prompting merchants to cut back theirsupply in protest.

Manchester United may be aboutto take Liverpool’s record of 18 leaguetitles, but even Sir Alex Ferguson’steam haven’t scored such a fast goalthis season.

Schwarzercould only scramble the ball awayfrom Kuyt and into the path ofRodriguez, who fired home emphati-cally. Liverpool captain JamieCarragher couldn’t have wished for amore perfect start on his 666th appear-ance, an astonishing total that madehim the club’s second highest appear-ance holder behind Ian Callaghan.

It got even better for Carragherwhen Argentine midfielder Rodriguezstruck again five minutes later. LucasLeiva’s long pass picked out a surgingrun from Glen Johnson on the rightwing and the England defender’s loop-ing cross to the far post was met witha powerful volley from Rodriguez thatflashed past Schwarzer.

Dalglish’s men were pouring for-

Kuyt’slow shot from the right side of the pen-alty area should have posed no prob-lems for Schwarzer, yet the Australiansomehow allowed the tame effort totrickle through his legs and into the net.

Schwarzer hung his head in em-barrassment as Dutch forward Kuytcelebrated his ninth goal in eightmatches. Liverpool hadn’t finished there.Suarez capped a fine display as hejinked round Schwarzer to slot in thefifth in the 75th minute and Sidwell’ssuperb 85th minute goal was no con-solation for Fulham.

Several other drivers decided to compromise their qualifying positionin order to have a new set of tyres for the race. Trulli believes the evidencefrom Turkey suggests qualifying has changed completely.

The Italian, writing in his column for Repubblica newspaper, also reck-ons the 2011 rules have had mixed effects, with the races being more spec-tacular but also more confusing. “Like everything in life, the 2011 changesin F1 have some pros and cons,” Trulli wrote.

“The pros are more exciting and spectacular races, which the publicseem to like; the cons are grands prix that are a bit less comprehensibleand, since Istanbul, what I call ‘the end of qualifying.’ “For the first timethis year we’ve seen that, once Q3 is reached, instead of trying to snatchpole position off the others like they always do, drivers and teams pre-ferred to make their calculations and just be content.

“The truth is that strategy this year has a more decisive role than usual. Here at Istanbul, for example, the race started before the race itself bysaving tyres. As I’ve always said, everyone’s mission at this time is to learnthe Pirellis. Well, after three races we finally have an initial and reliablemeasure of the level of tyre degradation.

“So, whoever had the capability and the strength to save a set of tyreson Saturday did just that. This thing obviously involved the drivers thatmade the top ten. As soon as they made the Q2 cut, they started to maketheir calculations. For many the problem was whether to utilize or not theremaining set of tyres. The ones that got into Q3 by a whisker, the outsid-ers, didn’t even try.

“The top guys set the laptime then stopped. The others, the ones whousually animate the fight, did one try and quit at the first mistake. Somefeel a formula that worked has been ruined. I don’t want to say that. Isimply observe that these are the rules and the drivers have adapted tothem.

“There are pros and cons, I repeat: the pros are better races decided inthe last 10-15 laps depending on the strategies and the tyres, while thecons are that qualifying is less spectacular and more tactical.”
