Closure of the dredging projectwas carried out around 10:00 a.m.Local Time. The public order offic-ers led by the Head of OperationSection, Wayan Sukadana, directlycame to location. Incidentally, theproject was still in operation thatmorning. “Since it has no permit, the process of land dredging wasclosed and stopped,” said Sukadanaafter leading the closure. Accordingto him, the dredged area reached7,000 square meters, located rightnext to the office of Candi KuningVillage’s Head and the shore ofLake Beratan.

Although it did not belong to typeC excavation, the dredging activi-ties on the lakeside were quite dan-gerous. During the rain it was wor-ried to trigger landslides. Moreover,

Denpasar (Bali Post)—The growth of human population

leading to deforestation and illegallogging reduces the water absorbingcapability and becomes a crucial is-sue faced by Indonesia. Aside fromundergoing food and energy crisis,Minister of Public Works of the RI,Djoko Kirmanto, stated that in yearsto come Indonesia would also experi-ence a water crisis due to increasingpopulation. Even, such complicatedproblem was estimated to trigger astruggle for clean water.

“Indonesia should not face a watercrisis because we are the fifth coun-try in the world rich in water. On thataccount, we ask the experts to con-sider how to utilize a lot of water dur-ing the floods so it could overcomethe crisis in the dry season,” Kirmantosaid in Denpasar, Wednesday (May 4).

According to him, Indonesia hadmore than 1,250 dams that could ac-commodate water of 12.5 billion m3.Meanwhile, the large dams with in-ternational standards amounted to 132units and those meeting the criteriapursuant to Government RegulationNo. 37/2010 concerning with damwas currently around 284 units. “Withsuch amount of dam, Indonesia cancope with flooding as well as resolvethe water crisis,” he said.

Directorate General of Water Re-sources, Ministry of Public Works,Suharto Sarwan, said the water prob-lem was related to the provision ofwater and the needs of water. “The de-mand is increasing, while the supplyremains constant. As a result, this con-dition triggers a water crisis,” he said.

On the other hand, the present rainwas very difficult to predict. Some-times it rained shortly, while on theother occasion the rain lasted longer.

It is indicated by thenon-existence of public facilitiesalong the beaches such as publicbathrooms, toilets and others, whereas the coastal territory belong-ing to the cultural-oriented city hasbecome a tourist attraction with sig-nificant contribution to the region-ally generated revenue (PAD).

Mangupura (Bali Post)—When the findings of corruption

eradication commission (KPK)have not been resolved, the BaliCrisis Center project or LED TV atDewa Ruci Junction, Kuta, was af-flicted by another issue. Controver-sial project of the Bali ProvincialGovernment was touted to get af-fected by the underpass construc-tion that will be implemented soon. From the planning, LED TV in facthas touched the track of underpassproject, so it is threatened to be dis-mantled.

From the information gathered, including the detailed design, in factthe area of LED TV entered into theconstruction of the Dewa Ruci Junc-tion underpass project. Meanwhile, the Dewa Ruci statute had beenfeared to be displaced, but it re-mained safe at its original position.

This had also been justified by thecommitment maker official (PPK) ofDewa Ruci Junction UnderpassProject, Hendro Satrio, who was

Beaches in Denpasar lack of public facilitiestion for the Hindus, such as for themelasti (purificatory rite) procession.“We hope the public facilities on thebeach could be provided to avoid theslum impression of the beach,” saidSuweta.

In line with Suweta, Arya Saputraalso criticized the public facilitiesalong the Sanur Beach. Except for theissue of public toilets provision, thisfaction also expected the installationof street lighting ranging from the BaliBeach area until Pengembak Beach,Sanur. “We see a lot of street lightingsin the lane are out of order,” he said.

He also highlighted the problem onthe existence of CCTV installed byDenpasar Municipality. The surveil-lance device should be well main-tained, so they could function prop-erly. “Maintaining the security at tour-ist destination like Sanur is truly im-portant to prevent any crimes,” saidthe legislator from Serangan Island.

In relation to the provision of pub-

lic facilities, the Head of DenpasarSpatial Planning and Housing Ser-vices, I Made Kusuma Diputra, saidhis party faced a little obstacle be-cause the hotel operators were notwilling if in front of their hotel wasbuilt a public bathroom or toilets. Onthat account, the public toilets wereonly built by government at locationswhere there was no tourist facility, such as on the Sunrise Beach andSemawang Beach. On both locationshis party had prepared public facili-ties. “We are constrained by the ho-tel operators not to build toilets infront of their hotel,” he said.

From the observation of Bali Postalong the Sanur Beach, some res-taurants and hotels took advantageof public land to place tables for theirguests. Ironically, the land was usedfor business activities by the enter-prise nearby. The public land hereis the space outside the joggingtrack. (kmb12)

LED TV threatened to be dismantledasked for his confirmation Wednes-day (May 4). Hendro did not argueif the LED TV entered the track ofthe underpass project. “Indeed, theLED TV is affected, while the DewaRuci statue is not,” he said. ThoughHendro admitted if it was affectedby the underpass, he was unable toexplain about the continuation ofLED TV. So far, it had not been de-cided whether it would be demol-ished or removed. He reasoned itwas still under technical review.

When asked about the physicalworks, Hendro stated it was stillwaiting for the accomplishment ofland acquisition process handled bythe Badung Regency. Possibly, thephysical works of the underpassspending totally around IDR 311billion could have been imple-mented in next August.

Separately, the Badung RegencyGovernment Land AcquisitionTeam conducted an internal meet-ing to discuss about the continuingprocess of the underpass land ac-

quisition last Wednesday. DivisionHead of the Badung Governance, INyoman Soka, revealed that themeeting only discussed about thedecree of location and committeedetermination. Schedule and mea-sures of the land acquisition couldonly be issued after both decreeshad been accomplished.

Back to the issue of LED TV, thisproject of Bali Provincial Govern-ment reaped controversy in 2010.The LED TV was the target of se-vere criticism and rejections. At thebeginning of its development, quitemany people assessed if the projectdid not comply with the rules be-cause pursuant to the rules ofBadung Regency, the location ofLED TV should be sterile from anyadvertising displays. After the opera-tion, it was often criticized becauseit seemed redundant and found todisplay commercial advertising. Andthe latest issue was the finding ofKPK if the LED TV was overpricedworth IDR 4.6 billion. (kmb25)

Indonesia deals with water crisis2015, Bali in clean water crisis

These conditions affected the wateravailability. To that end, it was re-quired an effort to manage and utilizethe existing water sources like the longand wide rivers, including the searchfor rain water reserves that could beaccommodated in dams or reservoirs.

“Five measures taken to overcomethe water crisis can be done throughconservation, empowerment, repair todamage springs as well as communityinvolvement in maintaining and pro-viding adequate information for soci-ety,” he explained.

Meanwhile, the Head of BaliAgency for Regional Development(Bappeda), Tjokorda NgurahPemayun in the midst of the inaugu-ral event of the Coordination Team ofWater Resource Management(TKSPDA) for Bali-Nusa PenidaRiver Area estimated that populationdensity and limited carrying capacitywere kindled by a massive land con-version resulting in Bali’s clean watercrisis in 2015.

Based on data in the Bali Agencyfor Regional Development, the waterscarcity had been perceived in South-ern Bali area and elsewhere in keep-ing with the rapid population growth. As a consequence, the water demandwas also increasing. “We predict thatin 2015 Bali will experience a watercrisis, particularly in the Southern Baliregion,” he said.

He described, the water crisis wastriggered by the increasing burden ofhigh density that was not shored upby natural resources. Badung Regencyand Denpasar Municipality would beseriously affected by the upcomingwater crisis if there were no seriousefforts to address the public awarenessto safeguard and not to exploit thenatural resources. Under Japanese law, nuclear plantworkers cannot be exposed to morethan 100 millisieverts over five years, but to cope with the Fukushima cri-sis, the health ministry raised the le-gal limit on March 15 to 250millisieverts in an emergency situa-tion. Radiation of up to 49millisieverts per hour was detectedinside the building on April 17 whenthe company sent in a robot.

The magnitude 9.0 quake andmassive tsunami that followed onMarch 11 killed about 14,800 people, left some 11,000 missing and de-stroyed tens of thousands of homes. It also knocked out all the coolingsystems at the Fukushima plant, 240km (150 miles) north of Tokyo, lead-ing to the greatest leak of radiationsince the 1986 Chernobyl disaster.

People living within a 20 km ra-dius of the plant were evacuatedand banned from returning homeon April 21 due to concerns aboutradiation levels. The Japanese gov-ernment and TEPCO have comeunder fire both at home and abroadfor their handling of the crisis.

SYDNEY – Briton ClaudeChoules, the final World War Icombat veteran, has died aged 110in Australia, the last of more than70 million military personnelmobilised during the conflict.Blind and almost totally deaf,Choules, nicknamed “Chuckles”,died at his hostel home in Perthovernight.

“I can confirm that he haspassed away. His family said hepassed away at midnight thismorning,” Australian DefenceForce spokesman Gary Booth, whois close to the family, told AFP.“It’s too early to talk about funeralarrangements.”

But the media mogul said onstate TV that he and party leaderswill decide in two years who willrun for the office. “We’ll see at theend of this legislature if it will benecessary for the center-right to putme up for election again at the helmof the government,” Berlusconisaid. If that’s the case, “I won’t holdback,” Berlusconi said during tap-ing of the show, the Italian newsagency ANSA reported.

Should he not run again,Berlusconi’s economy ministerGiulio Tremonti would be a topchoice, the premier said, adding thathe would eep some political role forhimself, such as running the party.

The 74-year-old premier haslong battled judicial woes, most ofthem stemming from dealings inhis media empire, since shortlyafter he jumped into politics in theearly 1990s. So far, he has eitherbeen acquitted or seen the statuteof limitations expire. Among thecriminal cases he is currently be-ing prosecuted for, one is a trial inMilan in which he is accused ofpaying for sex with an underageprostitute.

Berlusconi has denied wrong-doing in all of the probes, insist-ing that he is the victim of pros-ecutors he contends sympathizewith the left.

“It’s hard to imagine all thethings he’s seen in his life — twoWorld Wars, horse and cart to manon the moon.” After AmericanFrank Buckles died earlier thisyear, Choules was declared the lastknown combat survivor of theGreat War that left 37 million sol-diers dead or wounded.

The only other surviving veteranof World War I is said to be Britain’sFlorence Green, who served with theRoyal Air Force in a non-combatrole and is now aged 110. Born inEngland, Choules served with

Britain’s Royal Navy on board theHMS Impregnable in 1916 at theage of 15 and witnessed the scut-tling of the German fleet at ScapaFlow. He moved to Australia afterthe war and was seconded to theRoyal Australian Navy in 1926.

As the acting torpedo officer atFremantle in Western Australia inWorld War II, he disposed of thefirst German mine to wash up onAustralian soil during the conflict.

He remained with the navy af-ter the war and spent his finalworking years in the crayfishingindustry at Safety Bay, south ofPerth. Choules had two daughters,a son, 13 grandchildren, 26 great-grandchildren and two great-great-grandchildren.

“So far, the local food pro-ducers such as farmers have notbeen properly appreciated. Forexample, in 1998 their hardwork was ignored by importingrice from neighboring countries. As a consequence, the profes-sion of farmer is left by manypeople,” said Sri Darma inDenpasar, Wednesday (May 4).

It was said, the domestic mar-ket invaded by imported prod-ucts with competitive qualityand price would eliminate thelocal producers. Even, it coulddrive the domestic entrepreneursto shift their business from pro-ducer in various economic sec-tors to be an importer and eventrader only.

“Self-sufficiency program ismerely a lip service. Actually, itis awfully strange when talkingabout food security, but govern-ment does not develop the do-mestic food production seri-ously,” he said.

According to him, myriad im-ported products with cheaperprice would make the local in-dustries be at lost. Moreover, their prices were greatly differ-ent. The only possible solutionfor local entrepreneurs to sur-vive was to behave pragmati-cally, namely becoming an im-porter instead of manufacturer. For example, textile traders werevery pleased with the over-whelming legal China’s prod-ucts at cheaper price than localproducts. Meanwhile, if thishappened to a company employ-ing massive workers and manu-facturing millions of products, itwas usually defeated by invasionof foreign products in terms ofprice. Consequently, local pro-ducers were threatened to gobankrupt. Later, it could kindle

“Consequences of the over-whelming imported products inthe middle of uncertainty are los-ing the competition against othercountries. Moreover, our entre-preneurs have been long lulla-bied by conditions and circum-stances. Even, they are deliber-ately protected by government,”he said.

He added the government in-tervention could no longer begiven considering the ACFTAagreement had been signed. Con-crete measures of governmentwere to nurture and train the en-trepreneurs so they remainedcompetitive, particularly creat-ing the SME entrepreneurs.

Meanwhile, the Head of BaliIndustry and Trade Services(Disperindag), Gde Darmaja, when asked about his commentin response to the abundant im-ported products, especially food, argued if the production of rice, flour and sugar included in stra-tegic products of the communitycould not be fulfilled.

“The import policy on stra-tegic products such as rice andsugar is to anticipate the pub-lic demand. Government mustsecure the food stock for atleast three months. It is unableto meet the needs of communityif only relying on the domesticproduction,” he explained. Theimplementation of free-marketpolicies such as the ASEANFree Trade Area (AFTA), asrecognized by Darmaja, pro-vided opportunities for foreignimporters to market their prod-ucts to Indonesia without im-port duties.

JAKARTA - A new World Bankreport prepared in consultation withthe ASEAN Secretariat shows thatconflict and insecurity affect develop-ment for millions worldwide, and ca-pable and accountable institutions thatcan provide citizen security, justice andjobs are crucial to prevent violence.

“Currently, there are around 1.5billion people living in countries af-fected by political and criminal vio-lence. The Voluntary Partnership Agree-ment with Indonesia, the world’sthird-largest tropical forest nation, isthe most ambitious yet of the EU’sbi-lateral pacts aimed at slowing thedestruction of tropical forests, ac-cording to the European Forest Insti-tute (EFI) in a press statement.

Illegal timber until recently had rep-resented approximately 50% of timberexported from Indonesia and 20% oftimber products imported into the EU,according to various estimates.

In less than 50 years, Indonesia hasgone from being 82% forest to only49% today, a trend that has led to so-cial problems, environmental degra-dation and a loss of economic oppor-tunities on a massive scale, accordingto studies of the impact of deforesta-tion on the nation of 245 millionpeople. In 2007, a UN report estimatedthat 73 to 88 percent of timber loggedin Indonesia was illegally sourced.

Between 1990 and 2005, Indone-sia lost 28 million hectares of forest, almost enough to cover the landmassof the Philippines. Indonesia hasboosted efforts over the past years tocombat illegal logging.

In fact, a recent Chatham Housestudy reports log smuggling from In-donesia to China has fallen by 92%since 2004, and illegal logging in theforest nation has dropped 75 percentin the last decade, although some 40%of timber production remains illegal.

In concluding their negotiations, theleadership of the EU and the Govern-ment of Indonesia made clear their com-mitment to jointly respond to the prob-lem of illegal logging and related inter-

national trade; they also linked the imple-mentation of a new Indonesian systemfor ensuring that timber has been legallyharvested to recent legislation that willprohibit the importation into the EU ofillegal timber and timber products.

In a congratulatory speech follow-ing the signing ceremony in Jakartatoday, Commissioner Karel de Guchtnoted, “Not only is Indonesia the firstAsian country to conclude VPA nego-tiations with the EU, it is also by farthe largest timber exporter to enter intosuch an agreement.”

Indonesian Forestry Minister Zulkiflicalled the agreement a significant break-through, the culmination of four yearsof negotiations. Two new laws recentlyenacted in the US and the EU thought toaffect approximately one- third ofIndonesia’s forest exports’ have been keydrivers in the government’s decision toadhere to the strict auditing scheme toensure legality.

As of March 2013, the new EUTimber Regulation will prohibit theselling of illegal timber in the EU. Fur-thermore, all first-time sellers mustensure that the wood in the productsthey import has been legally harvested.

World Bank, Asean launch world development report on conflict, securityas likely to be out of school. Theeffects of violence in one area canspread to neighboring states, hurt-ing development and economicgrowth for entire regions.” Jakarta-based ASEAN Secretariat said in apress statement here Thursday.

The World Development Report2011: Conflict, Security and Devel-opment shows how organized vio-lence in the 21st century is provokedby a range of domestic and interna-tional stresses, including youth un-employment; income shocks; ten-sions among ethnic, religious or so-cial groups; and organized crime andtrafficking networks.

In citizen surveys done for thereport, unemployment was cited as

the most important factor into gangsand rebel movements. Thesestresses, when combined with na-tional institutions that lack in capac-ity or legitimacy, can also heightenthe risk of violence.

“More than 90 percent of civilwars in the last decade occurred incountries that already had a civil warin the previous 30 years. Capable, legitimate institutions are needed tomediate the stresses that lead to theserepeated waves of violence,” saidSarah Cliffe, the World Bank’s Co-Director and Special Representativefor the World Development Report.

“National and global leaders needbetter ways to respond to calls for se-curity, jobs and justice in the most

fragile situations. Good examples ofwhat has worked in the past can befound right here in East Asia: the com-bination of local and national leadership, regional assistance plus global supporthelped restore stability in Timor Lesteafter the 2006 violence. The same com-bination was important in Aceh after thepeace agreement, and in Myanmar fol-lowing cyclone Nargis,” she added.

In all three examples, ASEAN - theAssociation of South East Asian Na-tions - helped bring together localleadership and outside assistance.

In Myanmar, ASEAN’s involve-ment helped bring international aid todevastated areas of the country wheremore than 130,000 men, women andchildren lost their lives.

In Aceh, ASEAN helped bringin technical assistance from theEuropean Union to help people re-build their lives. ASEAN’s in-volvement in these instances alsohelped ensure that region’s finestcould be quickly deployed.

In Timor Leste, the peacekeep-ing mission was made possiblethrough years of joint training be-tween the armed forces ofASEAN-members Korea, Thai-land and the Philippines as well aslong-standing cooperation withAustralia and New Zealand. Inpost-disaster Myanmar, ASEANwas able to draw on experiencedpersonnel from Indonesia,Singapore and Thailand.

Archaeological researches in Balihave found a number of archeologicalheritages, which belonged to prehistoricand historic remains. Prehistoric remainsproved the earliest of the people’s life, started from hunting and food gatheringthrough cultivation up to mastering theadvanced technology. Such remains in-dicated the struggle and the achievementof the people’s life gradually, after adapt-ing and exploring their environment itsnatural resources for their life, becausethe nature was still quite dangerous. Onthe other hands, the remains also dem-onstrated the relationship of the prehis-toric Balinese people to those who livedin Java, Sumatera etc, even to the South-East Asian people.

The most important of the prehistoriclive in Bali is the invention of the metal-lic technology along with the megalithictradition. During the advance technol-ogy the Balinese people have producedseveral kind of bronze goods for ritualpurpose such as kettledrums and for dailyuses as well such as axes etc. Masteringthe advance technology, Balinese peoplehave succeeded to develop stone mouldsin the village of Manuaba (Gianyar) forcasting bronze kettledrum. The human-mask decoration, showed a remarkablesimilarities to the decorations of the hugekettledrums found in the village ofPejeng not so far of the east of Manuaba, but the stone moulds of Manuaba aresmall in its size.

It should be noted here that bronzekettledrums were not only found in Bali, but also in Java, and Eastern IndonesianIsland. Another bronze moulds made ofclay were also found in West Java, butnot for producing kettledrums, but formaking spearheads, axes, etc. Regard-ing the human-mask decorations, whichwere founds on the kettledrums ofPejeng, on the stone moulds of Manuabaand on the number of the sarcophagifound in Bali, was regarded as symbolof the leader’s or the ancestor’s spirits. The people believed that the spirit, whowere abode on the top of the mountainor on the inaccessible place have themagic power for protecting the living so-ciety. When Hinduism have spreadwidely in Indonesia, the people believedto the sacred mountain as the place ofthe Hindu pantheons and the ancestor’sspirit as well. Based on this conception, then the people built their temples on themountain area such as as Pura Besakihon the slope of Mount Agung.

Along with the development of themetallic industry, the megalithic tradi-tion increased not only in Bali, but alsoin Sumatera, Flores etc. Several kindsof megalithic remains were founds therenamely menhirs, dolmens, menhirstatues, stepped pyramids etc. Itis a matter of facts that the megalithictradition have strongly influenced thepeople’s life and it is not surprising anymore that living megalithic traditioncould be found until to present day inNias, Toraja, Bali and Eastern Indone-sians Islands. In Bali, the megalithic re-mains, exe the sarcophagi are regardedas sacred monuments and functioned forworshipping the Hindu Trinity, the lo-

the government anyway they can. Thepeople must throw away their garbagein the proper place and by doing so, theofficers will be easier to take it to theTPA.

Meanwhile, Bali Governor, MadeMangku Pastika, said that garbage andsanitation is complained by the touristswho come to Bali. In addition to gar-bage, there are ten other problems thatmust be handled to make Bali as thebest tourism destination in the world.

Among the problems are traffic jamand the long queue in Ngurah Rai Air-port.

It is the responsibility of everyone

to handle the problem face by Bali.Clean water also becomes the main is-sue in Bali. It has been decreasing bothin quality and quantity.

Four lakes in Bali have been suffer-ing from sedimentation and the groundwater in the dense populated area hasbeen drained so it causes sea water in-trusion.

Abrasion and the damage of coralreefs are also the main concern of thegovernment. All of them is becausehuman activities which ignore the en-vironment so the need of cooperationbetween the government and all peoplein Bali is essential.

“The geothermal energy in Indo-nesia is the most heat energy in theworld. Many countries in Europeeven want to buy our energy,”Unggul said.

In addition to the great potential, the utilization of heat energy ismuch cheaper than other source of

Archaeological heritage in Balical deities and the ancestor’s spirit(Sutaba 1984).

Researches on the advanced tech-nology and on the megalithic traditionin Bali in particular, have made con-clusions that Balinese people havebuild their social organization headedby the leaders. The well organizationshave made favorable conditions formastering the advance technology. Then the social and cultural develop-ment became the solid foundation forfacing the new era when Hinduismarrived in Bali (Sutaba, 1930).

Bali have got Hindu-Budhis influ-ences nearly at the 9 century A.D. asProved by the finding of clay stuphikasand seals beared Budhis formula, nearthe village of Pejeng, Gianyar. Then apillar inscription was rediscovered inBlanjong Sanur (Badung) which men-tioned the name of the king KesariWarmadewa. This inscription wasoriginated from c.10 century A.D.Since this period, Hinduism wasspread widely in Bali and went deeplyinto the life of the Balinese people andthen survived until today. Having welldeveloped social organization andcultural life before the arrival of Hin-duism, have led the Balinese peoplesuccessfully modified the new ele-ments in accordance with their char-acters and became the new one baredBalinese identity.

The well-known king of Bali is acouple royal named king Udayana andhis wife Gunapryadharmapati (c.10century A.D), then succeeded by theirfamilies. During the ancient history ofBali, a number of temples were builtnearly in the whole island. In thesetemple several kinds of historical re-mains were preserved e.g. statues, in-scriptions etc. As the follower of Hin-duism, Balinese people regard thetemples including the remains in themas sacred monuments for worshipingthe Hindu pantheons, the local deitiesand the ancestor’s spirit as well. Thisreligious function was the responsibil-ity of the Balinese people for keepingthe monuments in well conditions andthe welfare of the living society.

Based on the evidence found inBali there were thousand temples, which then named Bali as “The Islandof Thousand Temples” or “The Islandof Paradise”. Most of the old templesare located in the village between thetwo rivers called Pakerisan and Petanunamely the village of Bedulu,Pejengand Tampaksiring (Gianyar). Itis remarkable that the temples foundhere originated from different period,e.g. Pura Goa Gajah, Yeh Pulu relief(Bedulu); Pura Kebo Edan, PuraPusering Jagat, Pura Penataran Sasih,Pura Ukur-ukuran, rock cut templeKelebutan (Pejeng); rock cut GunungKawi, Pura Megening, Pura TirthaEmpul, Pura Pegulingan etc(Tampaksiring). The densities of ar-chaeological remains in Pejeng haveled the archeologist to conclude thatprobably Pejeng wasthe capital of theancient Balinese Kingdom. (BTN/Sutaba)

The approval, which paves theway for the tariff-slashing accordto take effect as early as July, camein a one-sided late night voteWednesday that saw Grand Na-tional Party lawmakers wield theirmajority in the National Assembly.EU lawmakers approved the dealearlier this year.

A total of 169 National Assem-bly members were present and 163voted in favor of the legislation, which passed a little more than anhour before midnight. One law-maker voted against it while fiveabstained. The assembly has 299members.

“I announce that the free tradeagreement between the Republicof Korea and the European Unionhas been ratified,” National As-sembly Speaker Park Hee-tae saidafter the vote.

The main opposition Demo-cratic Party boycotted the sessionin a dispute about providing safe-guards for farmers and small re-tailers, Yonhap news agency re-ported.

Members of the smaller Demo-cratic Labor Party protested bystanding near the speaker’s chairand holding up signs reading “Op-pose the Korea-EU FTA” afterPark ended debate ahead of thevote.

Negotiations toward an agree-ment began four years ago soon af-ter South Korea and the UnitedStates concluded negotiations ona free trade deal. Despite the laterstart, Seoul and Brussels stand tosee their accord take effect first —a potential development that hasworried U.S. businesses who seeEuropean rivals potentially gain-ing an advantage in the South Ko-rean market.

it by a wide margin in February. Both sides have said they want itto take effect on July 1st.

Seoul’s Ministry of Foreign Af-fairs and Trade welcomed the pas-sage, saying it can help South Ko-rea better weather global economicchallenges such as Japan’s earth-quake, political changes in theMiddle East and North Africa andSouth Korea’s strengthening cur-rency.

“We expect the Korea-EU FTAto improve our companies’ over-seas trade environment,” the min-istry said in a statement.

EU Trade Commissioner KarelDe Gucht, meanwhile, said theagreement will lead to growth andcreate jobs, among other benefits.

“This is a landmark agreementand a benchmark for what we wantto achieve with other key tradingpartners,” he said in a statement.

The passage comes as SouthKorea’s free trade deal with theU.S. remains unratified in bothcountries. Secretary of StateHillary Rodham Clinton said lastmonth during a visit to Seoul thatthe administration of PresidentBarack Obama is determined tosee the agreement passed this year.

The deal is the biggest for theU.S. since the North AmericanFree Trade Agreement in 1994 andwould bring the country economi-cally closer to South Korea, al-ready a key long-term security ally.

The South Korea-U.S. agree-ment, negotiated under the admin-istration of President George W.Bush, stalled under Obama afterhis government complained thepact did not adequately address alarge deficit in auto trade favoringSeoul. The two sides reached a re-vised deal in December that theU.S. said it felt could win congres-sional approval.

In Washington, the WhiteHouse said Wednesday it wasready to send free trade deals withColombia, Panama and South Ko-rea to Congress for approval. Thefirst step in the process, technicaldiscussions with congressionalaides, could begin as early asThursday.

The White House had hoped forquick approval of the deal withSeoul. But Republicans threatenedto block it unless the Obama ad-ministration also completed agree-ments with Colombia and Panama. That breakthrough came in April, after months of negotiations.

Freddie Mac said it had achieveda positive worth of $1.2 billion in thequarter after write-offs of $2.98 bil-lion (up from $2.77 billion a year ear-lier) and a $500 million injectionfrom the US Treasury late last year.

It also said it had paid a $1.6 bil-lion quarterly dividend to the Trea-sury.

Non-performing assets, mainlyhome mortgages in default, rose to$124 billion dollars — 6.4 percentof its total mortgage portfolio —from $117 billion a year earlier.

“Our support of the US housing

market remained steadfast duringthis critical period, funding oneout of every four home loansoriginated and helping more than62,000 struggling borrowersavoid foreclosure,” said chief ex-ecutive Charles Haldeman in astatement.

But he warned the US housingsector was not clearly recovering.

“Continued improvements onthe employment front and inearly-stage delinquencies werepositive signs during the quarter, but we believe large inventoriesof unsold homes and a high num-ber of distressed sales will con-tinue to put downward pressureon home prices in many neighbor-hoods.”

Reality kingpin Mark Burnett, whose credits include“Survivor,” “Celebrity Apprentice” and newcomer “TheVoice,” will produce the ceremony airing Sept. 18, ac-cording to an academy-network statement. “We are ex-cited about the continued collaboration with our broad-cast partners, and look forward to working with Fox and,for the first time, with Mark Burnett on this year’s tele-cast,” said John Shaffner, academy chairman and CEO.

The major broadcasters will continue airing theawards in a “wheel rotation,” with Fox kicking off thenew cycle. The academy earned a small increase in itslicense fee from the networks, which agreed to pay atleast $8.25 million for the ceremony each year for aguaranteed $66 million over the life of the agreement.

The previous deal, which was reached in 1992 andexpired this year, provided for license fees of $7.5 mil-lion per year for the past four years. In a move aimedat boosting viewership, the agreement calls for eachyear’s designated network and the academy to considerreviewing the number of awards and how they’re pre-sented.

Previous efforts to trim the show’s roster of two-dozen-plus categories to create a sleeker, more audi-ence-friendly show have run into industry resistancefrom writers and others. The agreement notes that theinterests of “various constituencies” will be taken intoaccount.

That review doesn’t kick in until after the first yearof the contact, which was concluded with too little timeleft for Fox to attempt changes. While the Grammysand some other awards show have managed to increasetheir ratings in recent years, the Emmys have struggledfor attention.

LOS ANGELES – With hisboyish looks and his thick head ofblond hair, Jackie Cooper seemedto be eternally young. He was“Skippy,” taking the popularcomic strip character to the bigscreen in a turn that would garnera best actor Oscar nod at age 9.

At anearlier press day for the film, the Oscar-nominated actress musedon what having another child would do to her career choices.

“I think now what’s happening to me is that I’m shifting,”Hudson, who also has a seven-year-old son from her first mar-riage, explained. “There are always different times and shifts inyour life, especially when you have kids. Now I’m going to havetwo kids. Meaning that making ‘Something Borrowed’ was prob-ably the last time that I would be able to do something on a whim,to just pack up and go away. The kids are the priority.”

PARIS – Japan’s many dialects originate in a migration of farmersfrom the Korean Peninsula some 2,200 years ago, a groundbreakingstudy borrowing the tools of evolutionary genetics reported Wednes-day. The findings suggest that Japan’s many language variants — andby extension much of its culture — did not emerge, as widely believedby many Japanese, primarily from indigenous hunter-gatherers alreadypresent on the archipelago for millennia.

the language and the people — de-scend directly from this stone-ageculture, which had some agriculturebut was based mainly on huntingand gathering. According the thistheory, the migration of otherpeoples from mainland Asia around200 B.C. brought metal tools, riceand new farming techniques but hadscant impact on linguistic develop-ment.

Other researchers counter that

this influx from the Korean Peninsulahad a far deeper influence, largely re-placing or displacing both the indig-enous inhabitants and their spokentongues. Recent archaeological andDNA evidence support this theory, but researchers at The University ofTokyo wondered if additional cluesmight be found by tracing dozens ofdistinct dialects back through time totheir earliest common ancestor.Where that search wound up, theyreasoned, could provide powerfulevidence as to which school ofthought was right.

To carry out the study, Sean Leeand Toshikazu Hasegama used a tech-nique developed by evolutionary bi-ologists to examine DNA fragmentsfrom fossils in order to create familytrees, often reaching back millions ofyears.

We’ve found a goodway of playing away from home.Wembley’s not an away game, it’s aneutral ground. But I think we’ll bequite well prepared.”

Ferguson also declined invitationsto characterise the final as an oppor-tunity for his players to avenge theirdefeat in Rome two years ago, whenthey were comprehensivelyoutplayed by Guardiola’s pass mas-ters. “Revenge doesn’t come into it,”Ferguson said. “What does comeinto is that this is another opportu-nity for Manchester United to win aEuropean trophy.

“I’ve always said that other clubshave done better than us, and weshould have done better in Europe.“You have to admire the wayBarcelona play, they play with greatstyle, they’ve got fantastic players. But we’ve got a job to do and we’llfind a solution.

Ferguson also admitted he wouldseek advice from Real Madrid coach

“But the experience that RealMadrid have and from Jose’s angle— you always take information fromthat because he’s very helpful thatway.” Ferguson steered clear ofempathising with Mourinho’s sug-gestions that Barcelona were benefi-ciaries of a sinister conspiracy to fixEuropean competitions in theirfavour.

“At this moment in time I don’tthink that’s an issue with us. I thinka final at Wembley should representthe qualities and histories and tradi-tions of both clubs,” he said. “It’s adifferent set of conditions betweenReal Madrid and Barcelona becauseof the tribalism of both clubs inSpain. CHICAGO – Jamal Crawford could see it in the Chicago Bulls. They were trailing in a seriesthat many expected to be a breeze for them, and the last thing they could afford was anotherletdown. “They were desperate tonight,” Crawford said.

when he scored 16 points. He went cold after that and

wound up hitting just 10 of 27 shots, going 1 of 8 on 3-pointers, and com-mitting eight turnovers. He did con-vert 4 of 6 free throws after failingto get to the line in the opener, andhe insisted the left ankle he sprainedin the opening round against Indi-ana and twisted at the end of Game1 in this series is fine.

At times, he seemed more ag-gressive, but the shots stopped fall-ing. “Shots I normally hit, they justdidn’t fall tonight,” Rose said. “Theway that they’re playing me, I’mgoing to continue to shoot.” TheHawks are sagging off him, daringhim to hit from the outside, and hevowed that will change.

Noah helped pick up the slack. Sodid Luol Deng, who scored all buttwo of his 14 points in the secondhalf and grabbed 12 rebounds in thegame. Carlos Boozer, bothered by aturf toe injury on his right foot, hadeight points and 11 boards and heardit from the home crowd — some-thing that didn’t sit well with Noah.

“Sometimes our home crowd,it’s a tough place to play,” he said.“We have a lot of love for our

crowd, but through tough times, wegot to stick together.” Noah remem-bers being booed as a rookie, and“it’s tough.” Boozer, meanwhile, hasn’t been the same since hemissed five games with a sprainedleft ankle.

“With Carlos, I think people haveto understand he’s playing throughan injury right now, and he’s givingus what he’s got,” Noah said. “He’ssomebody who has an unbelievablepresence and he opens up a lot ofthings for a lot of us. I think thatsometimes people are quick to bashone player, but this is a team. Andwe know that we need Carlos to getto where we want to go. I think Taj(Gibson) does an excellent job, butwe need everybody.”

Like Noah, coach TomThibodeau rushed to Boozer’s de-fense. “Carlos is giving us every-thing that he has,” he said. “He’snicked up. He’s playing hard. He’son the boards. We need that re-bounding. His offense will comearound.” The Bulls won eventhough they shot just over 39 per-cent and were 5 of 22 on 3-point-ers, because they dominated on theglass and locked down Atlanta.

RECOVERING from a brokenfemur and exhausted from Sunday’srace, Alvaro Bautista could only ridefor 17 laps in Monday’s EstorilMotoGP test - but that was enoughto give a resounding thumbs up to anew chassis for his GSV-R.

All of Bautista’s test laps were doneusing the same set of tyres and he seta best lap-time of 1min 38.850sec onhis final circulation - over a secondfaster than his best lap in Sunday’s raceand over three-tenths-of-a-secondfaster than his qualifying time.

signing a deal to join the team fromnext month.

After all the reshuffling prior tothe weekend, Williams’ focus nowreturns firmly to the job at hand asit seeks to open its account for theseason with Michael confirming anumber of new parts will be used

in an effort to boost performance.“We’re bringing a number of up-

grades to the FW33 over the nextfew races, starting with Istanbul,” hesaid. “The package for Turkey willinclude new brake ducts, revisedfront wing and rear wings, plussome other secondary items. Com-bined, these components shouldgive the FW33 a decent step-up inperformance. Our objective is to getthe car into the points as soon as

possible.“Istanbul Park has a great layout

for the drivers to get their teeth into.In particular, it boasts an excellentnatural overtaking spot at the end ofthe back straight. Turkey has the no-torious turn eight, a left-handerwhich places considerable loads onthe car’s aerodynamics. A car that canhandle those pressures, combinedwith one capable of some significantkerb riding through the last sequenceof corners, is critical at this track.”Team leader Rubens Barrichello saidhe was confident that the new parts

would be beneficial to the team.“I want to have a more competi-

tive weekend with the team than wehave had so far this season,” he said.“We have new parts coming for Tur-key which will hopefully work inour favour. I love Istanbul Park. Itis one of the most challenging cir-cuits on the calendar and we willaim to be flat out there. Everyonesays turn eight is a highlight, and itis, but I also find the circuit nicefrom a set-up point of view withqualifying also a good challenge. Ilike the track as a whole.”Bautista gives thumbs-up to new Suzuki chassis

The marked improvement waslargely due to a completely newchassis design for the GSV-R, whichperformed well on initial tests in Ja-pan. Bautista’s few laps on the newchassis were enough to convince himthat it is a significant improvementand he will use it at the French GrandPrix in two weeks’ time.

“My leg was really sore today - asI expected - but it was good enoughto do four laps at a time and I reallywanted to understand this new chas-sis, so I have to forget the pain and do

some work, this is the life of a racer!”said Bautista, who broke his leg dur-ing practice for round one in Qatarjust six weeks’ ago.

“Anyway, I am happy I tried itbecause - at least at this track - thestep was quite big. The turning ofthe bike is improved a lot, thismeans I can open the gas muchquicker and improve my cornerspeed and acceleration.

“The lap-time came a lot more eas-ily with this chassis and when I followedLorenzo, who was making low 1.38 atthis point, we were really similar on thewhole lap until we arrived in the slowchicane at the end of the circuit, then hedisappeared because it’s just too pain-ful to throw the bike through this direc-tion change like I need to.

“But - apart from the actual po-sition in the race [13th and last] - Iachieved everything I wanted tohere in Estoril so I am happy, and Iwill be stronger in Le Mans.”
