DENPASAR - Pancasila is a sys-tem which provides opportunities forvarious thought, ideas, and dreams. Thus, Pancasila represents the consen-sus of society, a dynamic, reformist andready-to-accommodate needs of thetimes. Said Vice Chairman of the MPRRI Dr. Ahmad Farhan Hamid, MS.,when acting as a keynote speech, onPancasila Congress II, at UdayanaUniversity Campus, on Monday (31 /5) yesterday.

The existence of Pancasila whichcan accommodate modern time re-quirement actually is not unusual any-more. However, the interpretation stillneeds to be enriched to prevent weak-ening of Pancasila, its position and rolePancasila as an ideology that underliean open society, state and nation.

To affirm its position and role as anideology Pancasila can accommodatethe dynamics of change, then at thebeginning of reform in 1998, TAPMPR RI No. XVIII/MPR/1998 of TAP

Pancasila Congress Phase IIInfluence of Globalization resulted in erosion of the Nation Identity

MPR regarding the revocation of TAPMPR RI No. II / MPR/1978 about P4that prevents a single interpretation ofPancasila.

Strengthen the commitment ofPancasila, the 1945 Homeland andUnity in Diversity, not intended to sa-cred Pancasila and the 1945 Constitu-tion, because they do not need sacred. But the difficulty would not providerationale for replacing the space withthe ideology of Pancasila other or evenchange the opening of the Constitutionof the Republic of Indonesia in 1945which contains the Pancasila as thebasis for the State.

Ahmad Farhan Hamid’s view thereis two aspects in the context of the po-sition of Pancasila present. First, theinternal aspect of the flow of under-standing of

Pancasila requires a serious effort tomake improvements. While the impactof regional autonomy has given raiseprovincialism that ethnic sentiment andreinforce the trend on local nationalism. While these two aspects, namely the

external aspect especially the impact ofglobalization. Besides the positive im-pact of globalization resulted in manynegative effects, not only the orientationon medical and social locations, but alsocan lead to erosion of identity and na-tional identity. It has colored the lives ofall the money each transaction social, political, either on the economy.

While the Bali Governor MadeMangku Pastika declared values ofPancasila has gradually faded inpeople’s lives. Former Bali Police chiefis then provided with a number of ex-amples clamor for elections across In-donesia. These conditions reflect thealready fading into the understandingof the precepts of Pancasila-4, whichdoes not admit any defeat elegant hap-pened. Nevertheless thankful his side, the five elections held in Bali every-thing went smoothly. The attitude takenby those who are not satisfied with

Election Commission policy whichfiled a lawsuit at the ConstitutionalCourt, has indeed reflects the apprecia-tion of the meaning of Pancasila. (sub)

NEGARA - Long queues atGilimanuk Harbor happened again lastSunday (May 30) night. Indeed, this con-dition routinely occurred on Sundaynight. However, the queues on Sundaynight were also caused by the soaringnumber of domestic tourists going homefrom spending their holidays in Bali.

As a result, such long lines also causeda personal vehicle to crush another ve-hicle so that its rearview mirror crackedand front bumper damaged. “Thankfully, this incident could be resolved in the fa-milial atmosphere, if delivering to policethe matter would trigger long case,” re-vealed Mr. Wawan, one of the drivers ofvehicle.

From observations at Gilimanuk Har-bor last Sunday night, such sufficientlylong queues were caused by many tour-ist buses. Although ASDP transportationauthority operated 21 ships, but thousandsof vehicles dominated by tourist busesand the inter-provincial bus (AKAP) re-mained trapped in the queues. This bus-tling condition also led the officers ofGilimanuk Harbor to be overwhelmed. And the efforts of police and bus atten-dants to reduce the queues by divertingbuses to parking lot in front of the termi-

Congestion coming about last Monday morningwas getting more serious as traffic light at the cross-roads of Jalan Gatot Subroto and JalanCokroaminoto, Ubung once went out at around 8:00am Local Time. The congestion was also aggravatedby the hours of leaving for office. All vehicles head-ing for and out of the downtown seemed to slowdown and gather together on Jalan Gatot SubrotoBarat.

To resolve such traffic congestion, dozensof traffic police personnel of Denpasar MetroPolice assisted by patrol unit of West DenpasarPolice and officers of Transportation Serviceswent down to streets. They were made busy ar-ranging the traffic flows, especially at the in-tersection of Jalan Gatot Subroto—JalanCokroaminoto. Police officers were conse-quently forced to have morning ‘calisthenics’or to regulate traffic flows in the midst of thedrizzling rain.

Vehicles coming from the west, namely JalanGatot Subroto Barat, and vice versa were almostnot moving. Congestion occurred starting fromthe crossroad of Jalan Gatot Subroto - JalanBuluh Indah, at the intersection of Jalan GatotSubroto - Jalan Pidada - Jalan Bung Tomo, to

Angantaka villagers, last Monday (May31), led by Head of Angantaka CustomaryVillage made self-execution to the build-ings on the disputed land of Ketut Ngentegfamily located in front of the Banjar Puseh,Angantaka Village, Abiansemal. The execu-tion took place dramatically following aninternal conflict occurred in the family con-cerned involving two families, namely thatof Ketut Ngenteg and Wayan Darma.

Demolition of the building startedaround 1:30 pm Local Time. Customary vil-lagers in traditional outfits arrived at loca-tion after hitting the kulkul or split woodendrum. Village authority also employedheavy equipment such as bulldozer to fa-cilitate the dismantling. As long as the resi-dents did the demolition, the family of KetutNgenteg could only surrender watching. There was no opposition or hostility dur-ing the execution taking place.

The buildings demolished were angkul-angkul (entrance gate), garage, bathroomand kitchen that were claimed to be ownedby Wayan Darma who is the stepbrother ofKetut Ngenteg. The buildings on disputewere with an area of land approximately3.5 ares, while total extent of the land wasabout eight acres.

According to Head of Angantaka Cus-tomary Village, IB Nyoman Mayun, the dis-puted land belonged to communal land (vil-lage property) and was not inheritance land. Therefore, Ketut Ngenteg only had the rightto occupy it. Such land was later disputedby Ketut Ngenteg and was also going toexpel Wayan Darma from the house. Peace-ful mediation was done for many times at

SEMARAPURA — Attitudinal change offarmers in the Klungkung Regency convert-ing their paddy fields from planting rice toflower garden, in fact, is considered normaland not alarming for the development of riceproduction in the land of serombotan veg-etables. Instead, it is considered the intelli-gence of farmers seeing the potential and mar-ket opportunities is getting better.

“I agree with the consideration of farmersthat the flower cultivation is more promisingthan rice production,” said the Head ofKlungkung Agricultural, Plantation and For-estry Services (Distanbunhut) , WayanMuliarta, when asked for his confirmation, last Monday (May 31).

If the conversion was considered to bemore profitable for the economy of farmers,Muliarta admitted to support the endeavor offarmers. After all, he had confidence that notthe whole land would be converted intoflower garden. “The price of commodities isvolatile. When the production is abundant, theprice automatically drops. Then, when allfarmers convert to flower cultivation, simi-lar thing will occur automatically. Of course, farmers certainly do not want such a thing tohappen,” he said.

DENPASAR - The rain flushing Denpasar and surrounding areas since last Sunday(May 30) and until Monday (May 31) morning, caused traffic jams at some streets aroundDenpasar. The most severe traffic congestion ensued along Jalan Gatot Subroto Barat.

the central point of the intersection of Jalan GatotSubroto - Jalan Cokroaminoto, Ubung. Similarcondition also had an impact until on the junc-tion of Jalan Maruti - Jalan Cokroaminoto andcrossroad of Jalan Gatot Subroto - Jalan A. Yani,Lumintang. In such condition, motorists couldonly be patient. “Wow, traffic congestion is oc-curring everywhere. Absolutely, I can not findany alternative way to avoid this bottleneck,”said Gede Mardika, a travel driver who was stuckin traffic congestion on Jalan Gatot Subroto.

Expression of such travel driver representeda number of other motorists who complainedabout the traffic jams along Jalan Gatot SubrotoBarat, last Monday morning. “By and large, atthe beginning of the week there is no trafficjam like this. But because of rain, the trafficjams are inevitable,” said Agus, who just de-livered his son to school.

According to the Bureau of Meteorology,Climatology and Geophysics, the weather fore-cast of Denpasar on last Tuesday (Jun 1) morn-ing until this Wednesday (Jun 2), showed rainsthat potentially happened with temperature of24o-32o Celsius and humidity ranging between64-94 percent. (kmb)

Agricultural Services:Function conversion doesnot diminish rice production

Nevertheless, Muliarta still encouragedfarmers to stay using intercropping patterns. Some of the land should be used for growingrice, while the rest for flower and crops. Byimplementing the system, he believed it couldprotect farmers from price fluctuations.

He asserted that the plant conversion wasnot worried. Yet, it had to be recognized thatit remained to affect the output as a result ofreducing acreage. However, he could not callcertain numbers of acreage reduction and re-duced harvest proceedings. “If regarding todata, frankly speaking I do not rememberthem,” he admitted. To anticipate this condi-tion, Muliarta claimed to continue increas-ing the production boost. Previously, on av-erage the production could reach 6 tons ofrice per hectare, but in the future it was ex-pected to reach 6.5 to 7 tons per hectare. “Dif-ferent ways will be attempted to increase theproduction. So, it will not suffer a signifi-cant setback,” he said.

Previously, a number of farmers claimedto utilize their paddy fields for cultivatingflowers because they became more promis-ing. If paddy pant harvested within three-months, flowers could have been harvestedonly within 20 days. This farming conversiontook place in the region of Gelgel, Bajing,Selisihan and others. (kmb20)

Disputed land at Puseh Hamlet:Village authority holdsself-execution to houses of resident

the village level, as well as legal action incourt, but they never got a settlement.

This case was originally brought tothe Denpasar District Court that waslater won by Wayan Darma. Seeing this,Ketut Ngenteg did not keep silent andappealed. In the High Court, KetutNgenteg even won the case and decidedto perform an execution to the landowned by Darma.

“Actually, in the High Court Ngentegwon the dispute case. However, the villageauthority did not accept and kept defend-ing Wayan Darma. This land should be di-vided in two,” he said.

Meanwhile, different version wasproposed by Nyoman Sukarini, daugh-ter of Ketut Ngenteg. According to her,her family actually did not dispute theland if Wayan Darma asked for it. How-ever, it should be a good way. “As amatter of fact, if he requested it prop-erly we could provide it. If the disputeis unresolved like this, we can just sub-mit to our fate,” she said.

Still from the party of Ketut Ngenteg,Wayan Darma actually had no right to oc-cupy the land because Wayan Darma didnot belong to ayahan pokok (main custom-ary services). In addition, the lawsuit incourt was already won by Ketut Ngentegas the owner of the whole land. Unfortu-nately, after a protracted conflict and reso-lution in legal procedures, Wayan Darmapersisted in asking for his rights and theinvoked protection to the customary village.“Curiously, the village decision defendedWayan Darma. If so, it means the villageauthority does not respect the prevailinglaw,” she said. (ded)

BAGHDAD - US military supportfor Iraqi efforts to secure Baghdad’sGreen Zone ended on Tuesday, in thelatest step in the American with-drawal from Iraq more than sevenyears after its invasion of Iraq.

The pullback marked the firsttime since 2003 that no US soldierswere present at any of the so-called“entry control points” to what is nowreferred to as the International Zone.

The National Intelligence Ser-vice declined to confirm the report.

The South, with US and Japa-nese support, will ask the SecurityCouncil to sanction — or at leastto censure — the North for thesinking, one of the worst militaryattacks since the 1950-1953 war.

Seoul needs support from veto-wielding Council members, in-cluding Russia and China whichhave traditionally been close toPyongyang.

The foreign ministry in Moscowhas said it needs “100 percentproof” of the North’s involvement.

Seoul has also asked China tosend its own experts but Beijinghas not responded, according tolocal media, some of which saidthe offer had been rejected.

At a three-way weekend sum-mit, China’s Premier Wen Jiabaoresisted pressure from the Japaneseand South Korean leaders to pub-licly support the UN move or tocondemn the North. Wen insteadcalled for efforts to ease regionaltensions.

Despite China’s unclear stance,South Korea continued its cam-paign by sending Second Vice For-eign Minister Chun Yung-Woo, incharge of UN affairs, to the UnitedStates Monday for discussionswith US officials.

With the US government re-viewing how to step up its own ac-tions against North Korea, SouthKorean Foreign Minister YuMyung-Hwan said restricting cashflows to the North was an effec-tive punishment.

“If the cash inflow into NorthKorea is restricted, I think it willlower the possibility of nuclearweapons development and deterbelligerent behaviour,” he said ina BBC interview aired early Tues-day. South Korea estimates that itsown reprisals will cost the cash-strapped North 260-300 milliondollars a year.

TEHRAN - President Mahmoud Ahmadinejad said on Tuesday thatIran has precise information that Israel plans to launch a “massiveattack” on Gaza in the wake of its deadly raid on an aid flotilla.

“This time if you back the crimesof the Zionist regime, the anger ofregional nations ... will not just belimited to the borders of Palestine, but will also put on trial you andthose who are accomplices in thecrime,” he said to cheering crowds.

Ahmadinejad criticised Washing-ton for adopting a “weak stance”against Israel for its deadly raid onthe Gaza aid flotilla.

“The US government has adopteda very weak and biased position. In-stead of condemning, it has spokenvaguely and sought to evade takinga stance,” he said, while some Euro-

pean countries had adopted a “good”stand.

On Monday, Israeli commandosraided an aid flotilla in internationalwaters of the Mediterranean headedto Gaza that left at least nine pro-Palestinian activists dead, accordingto the Israeli army.

The attack on the flotilla has trig-gered a fresh wave of tirades fromAhmadinejad against Israel.

The animosity between the Is-lamic republic and the Jewish statehas worsened under Ahmadinejad, who has repeatedly said Tehran’sarch-foe is “doomed to be wiped offthe map.”

Israel, for its part, has consis-tently demanded strong actionagainst Iran for pursuing its contro-versial nuclear programme and hasnot ruled out a military strike.

US monitoring groups said thedeath of Yazid, who was the leaderof Al-Qaeda in Afghanistan and itsliaison with the Taliban for threeyears, was announced by the groupin a message to jihadist websites onMonday.

“We have strong reason to be-lieve that’s true, and that (Yazid) waskilled recently in Pakistan’s tribalareas,” a US official said. “In termsof counterterrorism, this would be abig victory.”

Yazid, one of a number of Egyp-tians in the higher echelons of Al-Qaeda, was a founding member of thenetwork and a former treasurer to binLaden who was accused of channel-ling money to some of the Septem-ber 11 hijackers.

Yazid, also known as SheikhSaid al-Masri, would be one of thehighest profile Al-Qaeda leaderskilled since US President BarackObama took office.

“Al-Masri was the group’s chiefoperating officer, with a hand in ev-erything from finances to operationalplanning,” the US official said.

“He was also the organisation’sprime conduit to bin Laden and (Al-Qaeda number two Ayman)Zawahiri,” he said. “He was key toAl-Qaeda’s command and control.”

The Al-Qaeda message carriedby the SITE group that monitors Is-lamist websites did not say where orwhen Yazid was killed other than tospeak of his “martyrdom”.

But it said his wife, three of hisdaughters, his granddaughter, andother men, women and children werekilled along with him.

“His death will only be a severecurse by his life upon the infidels. Theresponse is near,” according to the

KABUL - Al-Qaeda said its number three leader and Osama bin Laden’s one-time top moneyman Mustafa Abu al-Yazid has been killed along with several family members, in what would bea major blow to the global terror network.

message translated by SITE. Some US media reports said

Yazid was killed in a US drone strikein the Pakistani tribal areas on theAfghan border, where the UnitedStates has been waging a covert dronewar against militants in areas outsidedirect government control.

In the most recent such attack, local officials said six militants werekilled on May 22 in North Waziristan,a rugged area Washington labels a glo-bal headquarters of Al-Qaeda and themost dangerous place on Earth.

“Though these terrorists remainextremely dangerous and determinedto strike at the United States, the re-moval from the battlefield of top lead-ers like al-Masri is further proof thatthe tribal areas are not quite the safehaven Al-Qaeda and its allies thoughtthem to be,” the US official said.

Waheed Omar, spokesman forAfghan President Hamid Karzai, saidthe death of any “terrorist involvedin terrorism activities in either Af-ghanistan or Pakistan, or on the bor-ders, is a development (that) ad-vances the cause”.

But he added: “We are not sureof any significant impact of the kill-ing of one of the members of Al-Qaeda.

Analysts said several of Yazid’spredecessors as Al-Qaeda numberthree had been killed or captured, while there were rumours in 2008that he himself had been killed.

Yazid, 54, was among thosewhose assets were frozen by the USTreasury in the wake of the Septem-ber 11, 2001 attacks on the UnitedStates.

According to the FBI, it wasYazid who transferred funds viaDubai for Mohammed Atta, Marwan

al-Shehhi and Wal al-Shehri, threeof the hijackers who flew aircraftinto the Twin Towers and the Penta-gon.

Yazid, wearing thick glassesand a white turban, appeared in anumber of videos released by Al-Qaeda since he first emerged as headof Al-Qaeda in Afghanistan in May2007.

A former member of the Is-lamic Jihad movement in Egypt, hehad close links with fellow EgyptianZawahiri and served time in jail overthe 1981 assassination of Egyptianpresident Anwar Sadat.

“This is one of the most sig-nificant blows against Al-Qaeda inrecent years and its impact will befelt by the group,” said Ben Venzkeof intelligence analysis groupIntelCenter.

He said Yazid ran Al-Qaeda op-erations in Afghanistan and Pakistan.

According to Yasser al-Sirri,the director of the London-based Is-lamic Observatory, Yazid was bornin December 1955 in Egypt.

Sirri said at the time of Yazid’sappearance in May 2007 that he was“trusted by bin Laden, for whom heran businesses in Sudan” when thefounder of Al-Qaeda lived in exilethere before Khartoum expelled himin 1996.

“Yazid is known for his integ-rity and management skills, but hasnever taken organisational or mili-tary responsibility at the heart of Al-Qaeda, of which he was one of thefounders in 1989,” Sirri said.

Yazid’s last public statementwas on May 4, when he deliveredeulogies for the two top Al-Qaedaleaders in Iraq who were killed inApril.

ALARM bells not wedding bellsare ringing over Indonesian propos-als to demand a 55,000-dollar “se-curity guarantee” from foreign menwho marry Indonesian women.

Enraged brides-to-be are threat-ening to flee the country and marrytheir boyfriends abroad if the gov-ernment approves the plan, which ispart of a wider marriage law reformbeing pushed by Muslim conserva-tives.

And befuddled foreign groomsare asking why they are being tar-geted when stories of foreign menbeing exploited by gold-diggingwomen are rife in the SoutheastAsian country.

The proposal requires foreignmen wishing to wed Muslim women— it will not apply to Christians orBuddhists or Hindus — to put a guar-antee of 500 million rupiah (55,000dollars) into a bank.

If the couple divorce, the wife willbe entitled to take the money. If theystick together for at least 10 years,

Indonesian students attend a protest against Israel’s attack in Jakarta on June 1, 2010. Hundres of Indone-sian student protesters held a peace demonstration against Israel’s assault on an aid convoy sailing to Gaza.

Since 7 am Tuesday hundreds of people have converged on the HotelIndonesia traffic circle and then marched peacefully to different locationsin the city to protest the violence and loss of life when Israeli commandosstormed the flotilla in international waters Monday, killing at least ninepro-Palestinian activists in a pre-dawn raid.

The protesters brought posters and banners with calls “Do not preventhumanitarian aid reaching Palestine.”

In addition, the protesters also urged the international community totake stern action against the Israeli aggression in Monday’s storming ofGaza-bound aid ships.

Also seen among the protesters were Indonesia’s red-and-white flagsand Palestinian black-white-green-red flags of different sizes.

According to the Metro Jaya Police Traffic Management Center, thepeaceful rallies that would last until 12.00 would also be staged in front ofthe United States Embassy in Medan Merdeka Selatan Street in CentralJakarta. Meanwhile, AFP reported that United Nations Secretary GeneralBan Ki-moon was “shocked” by the naval assault on a convoy carryinghundreds of pro-Palestinian activists in international waters.

As tens of thousands of people protested across the world, Ban calledon Israel to “urgently” explain the raid reported to have killed up to ninepeople, many of them Turks.

AFP said the UN Security Council went into an emergency session atwhich Turkish Foreign Minister Ahmet Davutoglu charged that Israel had“lost all legitimacy.”

Britain, France, Russia and China — four out of the five veto-wieldingSecurity Council members — called for the blockade of Gaza to be liftedand for an independent inquiry.

Even the United States, Israel’s traditional ally, hinted that the blockadeshould at least be eased.

Turkey, the Jewish state’s chief regional partner, scrapped joint war gameswith Israel and recalled its ambassador, while Prime Minister Recep TayyipErdogan described the raid as “inhuman state terror”.

“It is not proper to debatePancasila as the basic principles ofthe state any longer. This is impor-tant because MPR RI (the People’sConsultative Assembly) in 1998through its decree No. 18/MPR/1998 has declared it the basic prin-ciples of the state. Let’s stop debat-ing Pancasila as the basic principlesof the state because the debate iscounter productive and a historical,”

JAKARTA - Hundreds of people staged anti Israel rallies at variouslocations in Jakarta on Tuesday to protest that country’s raid on anaid flotilla sailing to Gaza on Monday.

Stop debating Pancasila as state ideologyhe said in his address marking thefounding father Soekarno’s speech onJune 1, 1945 at the parliament build-ing on Tuesday.

Also present at the event wereVice President Boediono, formerpresident Megawati Soekarnoputri, former vice presidents Jusuf Kalla,Try Sutrisno and Hamzah Has, MPRChairman Taufik Kiemas and a num-ber of cabinet ministers.

In his 30-minute address, PresidentYudhoyono said Pancasila, along withthe 1945 Constitution, the UnitaryState of the Republic of Indonesia andUnity in Diversity were four main pil-lars of the nation and state which werepart of the national life all the time.

“When we link Pancasila to trans-formation and reformation, reforma-tion is actually continuity, change,

and something still relevant (to thepresent condition) the more so be-cause we inherit the four pillarsfrom our predecessors and thus, wemust maintain their continuity. Wecan do new things to make the lifeof the state better without abandon-ing the basic values. It is for thisreasons that Pancasila serves asan important pillar we have agreedupon since Indonesia proclaimed itsindependence,” he said.

For its part, the President calledon the nation to use the commemo-ration of the founding father’s speechon June 1 as a momentum to under-stand the great ideas of Soekarno, thehistory of declaring Pancasila thebasic principles of the state and howthe present Indonesian generationscould actualize the ideas.

Can’t buy love? Indonesia thinks foreign men shouldthey can claim it as “shared property”.

“The provision... is intended toprotect the rights of women and theirchildren if their husbands neglect, failto provide for, leave Indonesia se-cretly... divorce or do anything whichharms their interests,” the bill says.

Love-struck couples are outraged.“How ridiculous... the government

wants to sell me off,” sniffed 36-year-old events organiser Roslina, who isplanning to tie the knot with her Ger-man boyfriend, Christopher, in Sep-tember.

“My future husband will pay theamount but that’s not the point. We’lldefinitely marry abroad if this be-comes law.”

A 24-year-old model who de-clined to be named said she and herboyfriend, also from Germany, werebeing unfairly discriminated against.

“It looks like the government hasno respect for Indonesian women. It’scrazy to penalise only foreign men.Why not charge local men who marrythree or four wives but can’t afford

it?” she said.Her 39-year-old boyfriend, a

banker who declined to give his name, said: “It’s a clear statement by thegovernment that it owns its people andit sells them on the meat market.”

“Maybe we’ll also see cataloguesin the future of women who are onthe market for sale. Maybe I can openan office abroad and start marketingIndonesian women,” he added sarcas-tically.

Female student Masyita agreed:“People say that love is priceless, butyou have to pay a penalty if you fallin love in Indonesia. But don’t worry;it’s only 500 million rupiah... socheap, aren’t we?”

The proposal, spearheaded by thereligious affairs ministry, will be sentto parliament for approval by the endof the year, an official said.

The guarantee is designed to stopforeigners entering fake marriages inorder to set up businesses or buy prop-erty in their wives’ names, and to en-sure that women are financially se-

cured against divorce, ministry offi-cial Nasaruddin Umar said.

“When the women are no longerof use, it’s usually goodbye to them,”he added without providing figuresor research to back up his statement.

“Marriage is pure and sacred; itshouldn’t be tainted by lust or per-sonal interests. We want to protectour women.”

The plan has drawn mixed re-sponses from the country’s clerics, women’s groups and lawmakers.

Clerics in the world’s most popu-lous Muslim-majority country havethrown their weight behind the draftbill.

Critics say it will only encouragepeople to “live in sin” outside ofwedlock, leaving women more vul-nerable.

“I applaud this proposal. We’veheard many cases of foreigners mar-rying our women and then desertingthem and their kids with nothing,”Indonesian Council of Ulema chair-man Amidhan told AFP.

But lawmaker Iskan Qolba Lubissaid: “People want to marry becausethey’re in love so why are we makingthings difficult for them? It’s also dis-criminatory. We wouldn’t be happyif other countries did the same to us.”

Nia Schumacher of Melati World-wide, a group which lobbies for theinterests of people in mixed mar-riages, said the proposal would leadto an exodus of “runaway brides”.

“Or the couples may not registertheir marriages or skip marriage al-together and co-habit instead. Is thatwhat the government wants?” sheasked.

Some women’s rights activists saythe plan treats women like a commod-ity and discriminates against foreignmen.

“We clearly reject the proposal. Itlowers the dignity of women and notall foreign men have that muchmoney,” Association of IndonesianWomen in Multinational Marriages(Srikandi) co-chairwoman EmmyliaHannig said. (Agence France-Presse)

Are you getting bored with culturalattractions offered by Bali? Do notworry, forget it for a while. Simply di-vert your attention to more light thingsto see around Bali. Activities of farm-ers in the rice field, for instance, willhave various attractions. From the dawnuntil the nightfall, they are loyally cul-tivated their land beyond doing otherside jobs.

With the subak system inheritedfrom some a thousand years ago, theycultivate their land with regular irriga-tion. The system can survive because itadopts modern techniques, too. Both gohand in hand in keeping with the mod-ernization. Mechanization and agricul-tural technology are in one side, whileancient tradition in another side. It wasMpu Kuturan who introduced the ritualguidance for subak through his famouspalm-leaf manuscript DarmaningPemaculan featuring the preparation ofseedlings up to storing the post-harvesthusked rice in granary. Other than ob-serving their daily works, visitors canalso see their ‘struggle’ against disturb-ing birds. When they are preparingsome seedlings, some spotted doveswill steal the sprouts. Farmers areforced to cover the newly seedlings byalang-alang grass until they reach somefive to six days old. Another enemy isthe slow white heron along with itsfriend. Though such long-legged birdsdo not eat the sprouts but they disturbenough because usually walk aroundhaphazardly in the seedling area wheretheir prey like small frogs or grasshop-pers go. Probably, your coming throughbird watching can keep those birdsaway from seedling area.

When the paddy plant has bearyoung fruit, cereal eater birds will comewithout invitation. They consist of sev-eral families like scaly breasted munia,white-headed munia. In a large crowd,

they ordinarily like to suck the youngmilky content of the rice, moreover ifit belongs to local variety like stickyrice. The latter is more delicious. If thisattack is neglected or gets less atten-tion within few days the entire paddymay be empty. Therefore, farmers at-tempt to dismiss them by generatingvarious sounds. Some of them can becarried out by making split bamboo log, propeller or even install some scare-crows at every corner. Of course, it willbe accompanied by installation of someropes to move them. To make easier inoverseeing the birds, farmer will evenbuild temporary high hut. But, a littlenegligence of farmer will be taken ad-vantage by those birds.

If you are lucky enough, your birdwatching may encounter some manyarbirds or golden weaver belonging tomunia family. Uniquely, this bird buildsa hanging nest on trees, bamboo highergrass or coconut made from plaitedgrasses. Moreover, this bird can alsomake a basinet for their baby. Whenthey grow older, they will be ready tosway on the stalk of rice. Some otherinteresting birds to see in the rice fieldare Javan kingfisher (Balinese: tenggek)with its blue feather and red or whitebeek, white breasted water hen(krekuwak) usually walk and slip intothe spaces between paddy plants.

In essence, local farmers do not havea habit to kill the annoying birds. Theyjust dismiss them by eco-friendly meth-ods such as by generating sounds manu-ally, by wind or even water. If the attackis rampant and considered stubborn, theywill hold ngelepeh ceremony by offeringsacrifice at Bedugul Temple. Hopefully,by offering some oblation gods master-ing the birds could control their subjects.Last but not least, have a nice bird watch-ing while looking closer at farmer’s ac-tivity in the rice field. Coconuts are widely used in Bali, for making sugar, alcohol, housing, utensils, temple offerings and charcoal. The grated flesh of the coconut is frequenly added tofood, it can also be squeezed in water to make coconutmilk. If freshly grated coconut is not available, driedunsweetened coconut moistened with warm water canbe used a substitute. To make fresh coconut milk, put 2cups of freshly grated ripe coconut into a bowl and add2 cups of lukewarm water. squeeze and knead thecoconut thoroughly for 1 minute, then strain throughcheesecloth into a bowl to obtain thick coconut milk.Repeat the process with another 1 cup of water toobtain thin coconut milk. Combine both for the coconutmilk called for in recipes in this book. Coconut milk canbe frozen , thaw and stir thoroughly before use. Adistinctive Balinese flavor is obtained by roasting chunksof fresh coconut in a charcoal fire until blackened on allsides. Combinethis with warm water as directed on the packet . For thericher, creamier flavor required for desserts and cakes, use canned (unsweetened) coconut cream.

BEIJING - China’s housing mar-ket problems are worse than those inthe United States before the globaldownturn as they could stoke publicdiscontent, a central bank adviser haswarned.

The comments were made beforeChina’s State Council, or cabinet, an-nounced it would “gradually reform thereal estate tax” — the first official signof a possible annual levy on residentialhousing aimed at reining in soaringprices.

“The housing market problem inChina is actually much, much morefundamental, much bigger than thehousing market problem in the US andUK before your financial crisis,” saidLi Daokui, a member of the bank’smonetary policy committee.

“It is more than (just) a bubble prob-lem,” he told the Financial Times in aninterview published Tuesday.

The property market in the UnitedStates collapsed as too many peoplewere unable to repay their high-risk, orsub-prime mortgages, leading to acredit crunch in which thousands losttheir homes and lending dried up.

China has recently introduced arange of measures to prevent thegrowth of asset bubbles and soaringproperty prices.

Authorities have tightened restric-tions on advance sales of new propertydevelopments, introduced new curbson loans for third home purchases, andraised minimum downpayments forsecond homes.

The latest tax plan was expected todiscourage property speculation andhelp replenish the coffers of local gov-ernments, which have been severelydepleted by an investment binge overthe past year, Chinese media reportshave said.

With Moscow and Brusselsboth humbled by economic worries, talks were set to gloss over geopo-litical disputes and work to smoothbumps in ties over trade, visas andEU concerns about its reliance onRussian energy supplies.

Past summits were marred byspats over issues such as humanrights abuses in Russia, the August2008 war in Georgia and Moscow’sire at perceived EU encroachmentinto its former Soviet fiefdom.

Moscow declared setting atimeline to abolish visas its prior-ity ahead of the summit, but the is-sue was only listed as one amongmany on a packed agenda Tuesdayand analysts said the sides were un-likely to make headway on the is-sue.

Russia, which has long soughtvisa-free travel for its citizens toEurope, has voiced growing irrita-tion over visa barriers while insist-ing the EU’s immigration problemsare at its southern, not eastern bor-ders.

The Kremlin is also eager forEU investment and technologyknow-how in modernising Russia’seconomy after the crisis showed upits dependence on oil and gas ex-

A property tax is likely to be imposedon a trial basis in Beijing, Shanghai, thesouthwestern municipality of Chongqingand the southern city of Shenzhen byend-June, state media said previously.

China currently has no such levy onresidential property but does impose a1.2 percent tax on 70-90 percent of thevalue of commercial real estate.

The State Council also approved aplan to encourage the withdrawal of statecapital in “general competitive sectors”,in an apparent effort to reduce the amountof government-backed investment in thered-hot property market.

Li said recent moves by Beijing torein in the property market needed to bepart of a long-term push to bring highhousing prices under control, the Finan-cial Times reported.

He warned the high cost of housingcould hamper future growth by slowingurbanisation. Rising prices were also apotential political flashpoint, especiallyamong younger people who felt lockedout of having their own home. “Whenprices go up, many people, especiallyyoung people, become very anxious,” hesaid. “It is a social problem.”

He added that there were still signsthat the economy was overheating andrecommended modest increases in de-posit interest rates and the value of theChinese currency, the report said.

Official data showed real estate pricesin 70 cities jumped 12.8 percent in April, the fastest year-on-year rise for a singlemonth in five years.

At the Beijing Real Estate Expo inApril, the average price of a new apart-ment in the Chinese capital was 21,164yuan (3,100 dollars) per square metre, double that of last year, state media said.

That means a 90-square-metre (970square feet) apartment in Beijing wouldcost 1.9 million yuan, compared with theaverage per capita income of 17,175yuan in 2009.

FORMER Liberian President Charles Taylor’s defense lawyers onMonday opposed a request by prosecutors at his war crimes trial to callsupermodel Naomi Campbell as a witness, branding the move “a pub-licity stunt.” Prosecutors earlier this month filed a motion seeking tohave Campbell subpoenaed to testify about claims Taylor gave her“blood diamonds” at a reception in South Africa in 1997. But Taylor’slawyers said the evidence was “tangential to the real issues” againstTaylor and said prosecutors were trying to introduce it too late in thetrial — 15 months after they closed their case.

“For the prosecution to present such inferential evidence at this ad-vanced stage, as part of an obvious publicity stunt, would bring theadministration of justice into serious disrepute,” Taylor’s British law-yer Courtenay Griffiths wrote to judges. According to the prosecutionmotion seeking a subpoena, Campbell told prosecutors through her law-yer she does not want to get involved in the case and is concerned forher safety.

Prosecutors want Campbell to testify about Taylor’s alleged gift ofdiamonds along with actress Mia Farrow and another witness, CaroleWhite, who were both at the same reception in South Africa. In a written

statement to the court, Farrowsaid Campbell told her thattwo or three men woke her upand “presented her with alarge diamond which they saidwas from Charles Taylor.”White says she heard Taylorsay he was going to giveCampbell diamonds and sawthem being delivered.

Sprint Nextel Corp. is the firstcarrier to beat the drum for fourth-generation wireless technology. It’s releasing its first 4G phone, theEVO, this week.

In the fall, Verizon Wirelesswill be firing up its 4G network in25 to 30 cities, and probably willmake a big deal of that. A smallerprovider, MetroPCS Communica-tions Inc., is scheduled to intro-duce its first 4G phone around thesame time.

So what is 4G? Broadly speak-ing, it’s a new way to use the air-waves, designed from the start forthe transmission of data ratherthan phone calls. To do that, itborrows aspects of the latest gen-eration of Wi-Fi, the short-rangewireless technology.

4G wireless: It’s fast,but outstripped by hype

For consumers, 4G means, in theideal case, faster access to data. Forinstance, streaming video mightwork better, with less stuttering andhigher resolution.Videoconferencing is difficult on3G and might work better on 4G.Multiplayer video games may ben-efit too.

Other than that, it’s difficult topoint to completely new uses for4G phones — things they can dothat 3G phones can’t.

Instead, the upgrade to 4G ismore likely to enhance the thingsyou can already do with 3G, saidMatt Carter, president of Sprint’s4G division.

“View it as the difference be-tween watching regular TV andhigh-definition TV,” Carter said.“Once you’ve experienced high-definition TV it’s hard to go backto standard TV. It’s the same sortof thing here.”

So the improvement from 3G to4G is not as dramatic as the stepfrom 2G to 3G, which for the firsttime made real Web browsing, video and music downloads prac-tical on phones. The introductionof 3G started in earnest about fiveyears ago, but it isn’t complete —AT&T Inc. and T-Mobile USA stillhave little rural 3G coverage, forinstance.

WASHINGTON – Ten minutes of brisk exercise triggers metabolicchanges that last at least an hour. The unfair news for panting newbies:The more fit you are, the more benefits you just might be getting.

some of the metabolic changes thatbegan after 10 minutes on the tread-mill still were measurable 60 min-utes after people cooled down.

Your heart rate rapidly drops backto normal when you quit moving, usu-ally in 10 minutes or so. So finding lin-gering biochemical changes offers whatGerszten calls “tantalizing evidence” ofhow exercise may be building uplonger-term benefits.

Back to the blood. Thinner peoplehad greater increases in a metabolitenamed niacinamide, a nutrientbyproduct that’s involved in blood-sugar control, the team from Mass Gen-eral and the Broad Institute of MIT andHarvard reported last week in the jour-nal Science Translational Medicine.

Checking a metabolite of fat break-down, the team found people who were

more fit — as measured by oxygen in-take during exercise — appeared to beburning more fat than the less fit, orthan people with shortness of breath, apossible symptom of heart disease.

The extremely fit — 25 BostonMarathon runners — had ten-fold in-creases in that metabolite after the race.Still other differences in metabolitesallowed the researchers to tell whichrunners had finished in under fourhours and which weren’t as speedy.

“We have a chemical snapshot ofwhat the more fit person looks like. Now we have to see if makingsomeone’s metabolism look like thatsnapshot, whether or not that’s goingto improve their performance,” saysGerszten, whose ultimate goal is bet-ter cardiac care.

Don’t expect a pill ever to sub-stitute for a workout — the newwork shows how complicated thebody’s response to exercise is, saysmetabolomics researcher Dr. DebbieMuoio of Duke University MedicalCenter.

Twice in the second set, fellow left-hander Bellucci, beaten by the worldnumber two in the first round in 2008,gallantly retrieved breaks, but remainedunable to capitalise as Nadal stretchedto a two-sets lead. Bellucci droppedserve again in the opening game of thethird set, only for Nadal to hand itstraight back. The Spaniard recoveredto lead 3-2 and took the match after 2hr33min when Bellucci, whose high-riskstrategy sparked 40 unforced errors, netted a service return. Victory was par-ticularly sweet as it was at the same last16 stage in 2009 where Nadal was sentcrashing to a first Roland Garros de-feat by Robin Soderling.

Belgium’s Justine Henin returns the ball toRussia’s Maria Sharapova during theirwomen’s third round match in the French Opentennis championship at the Roland Garros sta-dium in Paris.

With darkness falling on a damp and cold Paris evening, play was called off, leaving the old rivals to return on Sun-day with the winner facing Australian seventh seedSamantha Stosur for a place in the quarter-finals.

Sharapova, who lost the first four games of the match, isbidding to avoid what would be her earliest exit from RolandGarros since her 2003 debut when she was defeated in thefirst round. Henin, playing in Paris for the first time since2007, dropped her first set here since the fourth round in2005; her last Roland Garros defeat was in 2004.

Top seed Serena Williams survived a health scare toreach the last 16.

The American, the 2002 champion, beat Russia’s 29thseed Anastasia Pavlyuchenkova 6-1, 1-6, 6-2, but neededtreatment after going 0-5 down in the second set. She hadher pulse tested and temperature taken courtside, althoughshe did manage to compose herself to hit back to book afourth round clash with Israel’s Shahar Peer.

“I just ran out of a little energy. I’m fighting a cold andsickness. But I’m feeling better,” said 12-time Grand Slamtitle-winner Williams, who was told her problem could belinked to a bug doing the rounds at Roland Garros. “It wasa weird match. I wasn’t at my best. I was just happy to win, especially against a player who’s on the up and up.”

Fourth seeded Serbian Jelena Jankovic, twice a semi-finalist, reached the last 16 with a 6-4, 7-6 (7/3) victoryover Ukrainian 27th seed Alona Bondarenko and next facesSlovakia’s Daniela Hantuchova, the 23rd seed. Milan - Inter President Massimo Morattihas revealed that he likes the fact there is aloophole in Fabio Capello’s contract with En-gland. It’s no secret that Capello is Moratti’sNo 1 choice to replace Jose Mourinho whowill be unveiled at Real Madrid this after-noon.

At first it looked like an impossible mis-sion, but despite statements of intent,Capello’s contract was apparently never re-vised from the one he signed in 2007. Thatmeans he can free himself for just £4m afterthe World Cup in South Africa this summer.

Interviewed by Sky Italia last night,Moratti said: “It makes me happy that a Coachof Capello’s level is available. “We are doinga 360 degree view, there are other names un-der exam, not many but we aren’t thinkingabout making a decision in a hurry like ev-eryone thinks. “It’s a delicate decision thatrequires the right timing,” Moratti concluded.

The Italian media insist Fabio Capellocould go to Inter with just a £4m buy-outclause from his England contract. PresidentMassimo Moratti has named Capello as oneof the primary candidates to replace JoseMourinho at San Siro next season. Hamilton and Jenson Button in being able to fight wheel-to-wheel without colliding. After a Turkish Grand Prix where RedBull Racing threw away a 1-2 finish when Mark Webber andSebastian Vettel collided, McLaren duo Hamilton and Buttonraced closely themselves for the lead before cruising home, eventhough they made contact when fighting for first place.

Red Bull vows to avoid driver falloutmatter is not going to be easy one todraw a line under. However, teamprincipal Christian Horner haspromised to move quickly to try andget the situation sorted as best he can- and has said he will do everythinghe can to not let tensions simmerbelow the surface.

“The most important thing, and Ihave had this situation before withdrivers in different formulas, is toget issues out into the open, dealwith them and that is exactly whatwe will do here,” Horner toldAUTOSPORT about how he in-tended to act on dealing with thematter. There is no animosity be-tween the drivers. They are bothcompetitive. They are both hungryanimals, and it is down to us to en-sure that they learn from this and it

doesn’t happen again.”Horner thinks both Webber and

Vettel will take on board the factthat they not only wrecked their af-ternoons in Turkey, but also thoseof the team they work for. “I thinkboth drivers will look at it, theywill reflect on it, and it is impor-tant they learn from it,” he said.“They represent a whole team andRed Bull when they are out theirdriving, and they know that whathas happened has cost not onlythemselves but the team, and RedBull, a lot of points.”

And although Red Bull’smotorsport advisor Helmut Markohas blamed Webber for the incident,Horner has adopted a more balancedview – claiming both drivers haveto share the blame. “They should

very, very sensible,” said Goss.“They both handled themselves par-ticularly well on the circuit and withthe media. “We employ them to beaggressive racing drivers. They like

to fight; they are both world cham-pions and out to prove they’re thebest. But the way they have handledthemselves on the circuit has beenabsolutely exceptional so far thisyear.”

“There has been more than oneoccasion when they have been closeto one another like that, and the twoof them can race and avoid eachother - unlike our next-doorneighbours [Red Bull Racing] whoclearly threw an easy one-twoaway.” Although Red Bull Racing

has enjoyed a car advantage so farthis season, it has not been able tostamp its authority on the worldchampionship standings. Goss be-lieves the situation shows that suc-cess in F1 is not just about a goodchassis design - it is about how ateam works and how its drivers geton.

“You’ve got to have a quick carand you have to get it to the finish,”he said. “In this race Red Bull Rac-ing did not deliver, and they’ve not

delivered because their two driversare racing. Our two drivers were rac-ing, but I think that just shows howwell our two drivers can managethemselves on the circuit.”

When asked for his opinion on theRed Bull Racing accident, Goss said:“I’ve only read that neither driversays they are to blame. There is somegood footage of the incident, and youjust have to look at it and make yourown mind up. But I think Vettel hadenough room on the track.”
