“Taxation as an instrument of set-tings should not be burdensome to thecommunity. Based on the study made, the rate of the underground water inDenpasar is a representative tariff,”said the Dean of the Faculty of Eco-nomics, Udayana University, Prof. Dr.Wayan Ramantha, in Denpasar onMonday (Jan 10).

According to him, the figures onthe list of the Denpasar undergroundwater rates did not appear suddenly. However, the figures were based onanalysis of the feasibility function, regulation and protection, especiallyagainst the nature. “Taxes should beviewed from three aspects, namely asa setting, protection and feasibility. These three keys must be consideredalong with the decision made in ac-cordance with the existing regulations, such as laws and regulations,” he said.

All natural resources, saidRamantha, were managed and regu-lated by the state (government) for theprosperity of the people. Industry asperpetrator of the economy needednatural resources. Industry required aregulation and good business climate.“So the setting of natural resources uti-lization, of course, should not be bur-densome to the community,” he said.

Denpasar (Bali Post) –As a yearly event Denpasar Fes-

tival got its people’s appreciation. Asthe whole four days (28th-31st De-cember) festival has its visits in-creasing looking from the turnoverreceived either from food, textilesand multi products stands reachingIDR 2 billion. Yet Gajah Mada Streetgot evaluated, and so it needs an al-ternative location.

This was stated during theDenpasar Festival evaluation meet-ing at Praja Utama Room inDenpasar Mayor Office last Mon-day (10/1). The evaluation involvedall components including all agen-cies in Denpasar Council area. “Thehigh turnover during the festival isa priority but how to involve cre-ative ideas is another,” City Secre-tary A.A. Ngurah Rai Iswara statedin front of Denpasar Festival com-mittee.

Rai Iswara stated this third timeheld Festival has increased in itsquantity and quality but there werestill things need to be fixed or per-fected to succeed it for this year’s.One of them is anticipating GajahMada Street usage which has beenused for multi products stand. Fornext year it is most probably to bemoved by using Veteran orKaliasem Street so Gajah Mada traf-fics will flow also sellers in thatstreet can feel the festival too.

But, thelower rates stipulated by Denpasar Mu-nicipality than that of the province asacknowledged by the Chairman ofCommission C, Denpasar House,Kadek Agus Arya Wibawa, did not in-tend to go up against the policy of theprovince.

“We did not intend to collide withthe provincial policy regarding to thetariff of underground water. In stipu-lating the rates in Denpasar, we refer tothe policy of governor and other analy-sis by involving academician and theindustry,” he said.

Diversity in the underground tarifffrom what was outlined by the provin-cial government concerned more withthe implementation. Before setting thetariffs of the underground water,Denpasar had performed an analysis byinvolving the Faculty of Economics,Udayana University and listening to theinputs from the industry and analyzeson the environmental impacts.

“The process of determining theserates lasted long because it involvedmany parties, starting from the draft, discussion, analysis, verification andapproval of the minister,” he said.

According to him, all processes andstudies had been performed. Denpasaralso set forth specific requirements for

industries using the underground wa-ter. His party was ready to explainabout the underground water policy ofDenpasar Municipality to the Gover-nor.

“We are ready to meet and commu-nicate about the underground waterwith the executives and provincial leg-islative. We really have no desire togo up against the provincial govern-ment,” he said.

Among the circle of industries, de-scribed Arya Wibawa, had to make awater treatment system no later thantwo years. “It means that we are verycommitted to the environment such aswhat is programmed by the governor,”he said.

In the meantime, the Head ofDenpasar Revenue Services(Kadispenda), I.B. On the other side,we do not want if the decision willactually destroy the industry inDenpasar. It is indeed a difficult deci-sion, but it must be taken,” he said.

Determination of the Ground Wa-ter Acquisition Value (NPAT) inDenpasar was bitterly reacted by Gov-ernor of Bali by threatening to annulthe regional regulations of the regency/city going up against the governor’sdecision. (par)

Turns out thecouncil been switching theseproductive lands usage to besomething unclear seen fromhow they give permits easily forconstructions on it. This wasstated by Klungkung House ofRepresentatives member, A.A.Gde Agung Bagus last Monday

The weak intensification policywas seen from lesser disease andpest management after harvest dueto switching land’s usage, “That

Don’t makeit contra productive.” If it is for self-support then there should be a se-lective attitude in producing permitswhich switches land usage, “I don’tsee this commitment. Denpasar FestivalGajah Mada Street Usage Evaluated

Meanwhile based on written notesstated by I Wayan Geria from Cul-ture Section Expert Group, to makethis festival more neat and expres-sive for stands arrangement it needsa five years blue print so there’s adirection, guide and reference in de-veloping Denpasar Festival thatkeeps promoting local products.

To avoid a monotone agenda, itneeds innovation and comparison toother area’s festivals. And for theopening parade this year, it hadgood quantity but still quality short-age. To Geria, Denpasar Festival’spurpose is not only for exhibitionsand just a yearly event but also tobring up small businesses, socioeconomy health and to improve thepeople’s wealth also prosperity. Soit needs a monitoring and supervis-ing towards the real developmenteffect from this yearly event thatpreviously was named Gajah MadaTown Festival.

Meanwhile Head of CommitteeA.A. Putu Suwetja who’s alsoDenpasar Village Head hoped thisevaluation could minimize theshortage of Denpasar Festival in thecoming years. Many suggestions re-ceived will be a guide and to himthis year’s success was due to theCity Council’s support alsoDenpasar residents that actively par-ticipated to interact fully during theFestival. Denpasar (Bali Post)—Middleman practice plays many

roles in the process of making pass-ports and immigration documentsat the Immigration Office. The el-ement of conspiracy with the in-siders or unscrupulous immigra-tion officials has become a com-monplace. Unsurprisingly, the costof a passport making deviates fromthe official rates posted on the bul-letin board or expensive.

Requirement of the RI’s pass-port application is by filling out theapplication form or Perdim 11, sub-mitting a copy and original iden-tity card, family card, birth certifi-cate/ diploma/marriage certificatesand passports for those who havethe old RI’s passports. At least, thisprocess will take four days after thefiling of the application form.

Process of the passport arrange-ment base on the deadline of nolater than 4 days is used by middle-men to ensnare their prey by usingthe minimum time limit specifiedin the immigration office. Pass-ports can be quickly accomplishedif the applicant is willing to spendmore money as agreed.

The first class Immigration Of-fice of Denpasar at the beginningof January 2011 announced its tar-iff changes related to the passportmaking pursuant to its respectivetype, such as the 24-page regularpassport fee is charged at IDR105.000, a regular 48-page pass-port at IDR 225.000, 24-page elec-tronic passport at IDR 405,000, and48-page electronic passport at IDR655 000 at no fingerprint fee.

Based on the observation of BaliPost in the first class ImmigrationOffice of Denpasar, a number ofpassport applicants preferred to useintermediary services with thetime-saving reasons. As conse-quence, they should be willing tospend more money than the offi-cial rate.

“The applicants just need tocome once and submits the require-ments without necessity to fill outan application form. Later on, wewill contact them for the taking ofphotograph and fingerprints,” saidone of the middlemen who hungout in the parking lot of the office.

The measures to become an in-ternational standard hospital havebeen steadily taken by SanglahHospital. It is indicated by the as-sistance of the Health Departmentto Sanglah Hospital in the form ofsupplies and equipment to supportthe hospital services. One of theassistances is the Magnetic Reso-nance Imaging (MRI).

Thus, the Director of Human Re-sources and Education of theSanglah Hospital, Putro TriNugroho, revealed on Monday (Jan10). “The assistance is expected toarrive this March. It is not in theform of money but equipment,”said Nugie who formerly served asDirector of General Affairs and Op-erations of Sanglah Hospital.

Other than MRI, there is also

Sanglah Hospital will soon have MRIequipment assistance used to supportthe health services in radiology, op-erating chamber, sterilization centerand laundry services.

To support the MRI services, added Nugie, the Sanglah Hospitalhad established a new radiologybuilding and renovated the old build-ings. “MRI is one of the supportingequipments of the radiology depart-ment. By such equipment, the inter-nal checkup can be carried out inmore detailed, especially for patientswith cancer and patient of surgery,”he said. So far, if there were patientsrequiring an MRI examination inSanglah Hospital, they were usuallyreferred to Kasih Ibu Hospital.

According to Nugie, there weresufficiently large amount of patientsrequiring an MRI examination in

Sanglah Hospital so the existence ofMRI in Sanglah Hospital could fa-cilitate the health services to patientwithout having to be referred else-where. Although MRI was of highvalue it did not necessarily mean thatthe poor could not enjoy it. Nugiesaid that the MRI services were pro-vided to everyone. “If poor patientindeed requires an MRI examina-tion, of course, there is a policy offinancing from the government. Sofar, the process ran so,” explainedNugie.

MRI and other equipment wereestimated to have arrived from thecentral government around nextMarch. Meanwhile, its operationwould be undertaken as soon aspossible after arriving in SanglahHospital. (san)

Again, Bali Water Police Directorate Troops successfully failed tens of turtles smuggling. The turtles were then carried to ayellow truck and so police followed itthrough the Karangasem-Denpasarroute. The truck was then stoppedaround Candi Dasa Raya Street,Karangasem, “After checked, tens ofturtles are in it. Moreover, the driverand a passenger (two accused, red)could not show complete documents.”

The accused were then brought tothe Bali Water Police Headquarters tobe investigated further. AKBP Doetastated from the 38 turtles confiscated, five of them had died. These turtleswere admitted to be captured at Madurawaters. For their acts, the two accusedhas been stated to violated section 21

The two accused could get 5years jail punishment at most.

Sugianyar added to cut this pro-tected animal smuggling network isjust by realizing especially to thosewho buy it to make food. Eventhough Bali has lots of turtle satay orlawar admirers, if the seller knowsthis is a protected animal then he orshe wouldn’t sell it, “If there are noturtle satay or lawar sellers, then therewon’t be any of this smuggling. Andso from now, we suggest these sell-ers not to sell it anymore.” (kmb21)

vices. “We are also assisted by theinsiders to accelerate the process ofmaking the passport and, of course,it is with a benefit,” he said.

Meanwhile, Sugi, one of thedozens of applicants taking advan-tage of the service felt to have beenhelped by the existence of interme-diary services. “Using the serviceof middlemen is more quickly thansubmitting it in person. Aside frombeing complicated, the lengthyqueue also takes a long time. It doesnot matter to spend at IDR 100,000if the process could be accelerated,”he said.

The Head of the Denpasar Im-migration Office, Hatomi, whenmet on Monday (Jan 10) did notdismiss the role of middlemen inthe process of passports making andother immigration matters. “We’vecalled on the applicant for not ap-plying the passport through middle-men services. However, we are un-able to restrict or inhibit those tak-ing advantage of such a service be-cause the specified requirementshad been met,” he said.

Related to the quick process ofthe passport making, he explainedthat it could be carried out withoutan intermediary service of themiddlemen. As long as all require-ments had been met and the needof making the passport was veryclear. “Conspiracy is not only hap-pening in the immigration, but alsoalmost in all offices. We are unableto prohibit them because the peoplethemselves wishing them to remainexist,” he said.

He affirmed that the party ofImmigration Office never toleratedif its officials were convicted tohave asked for bribes including thecheating when entering the data ofthe passport applicant. If sufficientevidence could be found, his partywould take firm action by impos-ing a dismissal and charging withcriminal act.

Meanwhile, the Gayus-relatedcases involving the immigrationofficials, Hatomi was reluctant togive comment at length. “I haveconfidence if he passes through thecorrect procedure he would be un-able to do so. Perhaps, there wasinsider or unscrupulous person tak-ing part in doing so,” he said whileadding that in the case Gayus wasable to penetrate the fortress of Im-migration in Kuala Lumpur,Macao and Singapore. It shouldbecome a valuable lesson for theImmigration Office. (par)

Karzai’s relations with U.S. dip-lomatic officials in Kabul arethought to be testy at best, and hehas often complained of interna-tional interference in Afghanistan’spolitical affairs. Last week he toldforeign powers to stop meddling inthe country’s internal affairs — ap-parently lashing out at those who sayrampant government corruption un-dermines rebuilding the nation. Hewas careful not to single out specificissue, but fraud-marred electionshave also been a recent target of in-ternational criticism.

LUCKNOW, India – Cold weather killed nine homeless people in India overnight Tuesday, bringing the death toll from three weeks of frigid winds and near-freezing temperatures to 116.Police say the worst-hit state is Uttar Pradesh where about 90 people, mostly poor and homeless, have died during the cold spell sweeping northern India.

dipped below 37 degrees Fahren-heit (3 degrees Celsius) in parts ofUttar Pradesh. Schools were or-dered closed in Delhi, UttarPradesh and Bihar until theweather improves.

Though India is famous for itsbrutally hot summers, tempera-tures fall sharply for a few weeksin December and January. Poorpeople, particularly those living onthe streets, are the worst affected.

Drug violence has increased insouthern Guerrero state as factions ofthe Beltran Leyva cartel began fight-ing for territory after leader ArturoBeltran Leyva was killed by Mexicanmarines in December 2009.

The decapitations were the larg-est single group found in Mexico inrecent years. In 2008, a group of 12decapitated bodies were piled outsidethe Yucatan state capital of Merida. The same year, nine headless menwere discovered in Guerrero’s capi-tal, Chilpancingo. “The increase is the result ofan increased target of the 2011national economic growth,” hesaid here Monday.

He also said that the 2011 eco-nomic growth rate will also havean effect on the number of localtourists to Bali.

He said tourism developmentsare substantially affected by theeconomic situation. Economicgrowth will increase business ac-tivities including tourism activities.

He also said that economicgrowth normally will raise the in-come of the people, which willin turn increase tourism activi-ties.

“Bali is the main destinationof tourists in Indonesia, millionsof local tourists will come to theisland paradise,” Ramantha said.

According to a survey and glo-bal documentation of the Minis-try of Culture and Tourism, the

HINDU possesses a medical sci-ence that has been very renowned fromtime immemorial, namely Ayurvedicmedicine. Ayurvedic medicine refers tothe contents of the scripture Ayurvedaborn thousands of years ago. Ayurvedicscripture denotes a part of Upaweda inthe group of Smriti Vedas. However, the Ayurvedic scripture is often con-fused with Yajur Veda, the scripturecontaining sacrificial formula that alsobelongs to Smriti Veda. Yajur Veda it-self is a scripture discussing about Yajñaor ceremony.

Author of the book Usada Bali (Ba-linese Traditional Healing), the lateProf. IGN Nala, once said that to helpthe healing, the Ayurvedic healers usu-ally provided natural herbal medicinehaving few side effects. Almost allplants existing around us could be eaten, they were medicine. On that account, all plants having efficacy for healingwere necessary to be inventoried anddeveloped.

In the meantime, the Dean of Fac-ulty of Health Science, Hindu Univer-sity of Indonesia (Unhi), I NyomanPrastika, said that based Taru Premanapalm-manuscript there were a numberof beneficial herbs having the efficacyto cure diseases. Parts of those plantstaken advantage consisted of its leaf, flower, fruit, bark or roots. Each herbhad different quality such as cool, warmand mild.

To know whether a particular planthad a cold, warm or mild quality, itcould be observed from the color of itsflower and flavor. For instance, white, yellow and green flower had warmquality. If their flowers were red andblue, these plants had cool efficacy.Meanwhile, if the flower was multi-colors, they could be ensured to havemild efficacy.

Likewise, if they tasted sweet andsour, its quality might be warm. How-ever, if they tasted bitter and hot, theyhad cool efficacy. Then, if they weretasteless, they belonged to mild plant.

In herbal medicine system, addedPrastika, people would be healthy ifthey consumed (ahara) nutritioushealthy foods regularly, had adequaterest or sleep (nidra), and behaved(vihara) healthy. If the three aspects hadbeen committed well, but it was stillfound health disturbances, then a herbaltreatment (ausadhi) was required.Preparation method of herbal medicinecould be divided into three kinds, namely grinding, spraying and boiled.

Antara DENPASAR - The number of local tourists in 2011 may increase by 6.3 pct, Udayana

University’s Economic Faculty Dean Prof Dr Wayan Ramantha said.number of domestic tourists toBali accounted for 150 percent ofthe number of foreign tourists.

If last year the number of for-eign tourists reached 2.45 million, the number of domestic tourists inthe same year reached more than3.2 million.

Ramantha added that of thisyear the central government set agrowth of 10 percent, and consid-ering the before mentioned esti-mate, the number of domestictourists will reach more than 3.5million.

When asked about the wide-spread building of city hotels inDenpasar, Ramantha said the phe-nomenon is only natural, becauseit is only natural that Denpasar asadministrative center in Bali hasadequate tourist and accommoda-tion facilities.

“Denpasar is a city center withmany business and government

meetings and activities. This citytherefore needs adequate and rep-resentative hotels,” he said.

He said that in the past fewyears Denpasar indeed had manybig hotels like the one at JalanTeuku Umar which became a busi-ness center with several three andfour star-rated hotels, and domes-tic tourists chose the hotels forspending their holidays.

“Especially that the room ratesin Denpasar are lower than thoseof similar hotels in the tourist re-sorts of Kuta and Nusa Dua,Badung regency,” he said.

He added that the hotels inDenpasar have far different char-acteristics than most hotels inKuta and Nusa Dua.

“Hotels in Denpasar are smallerwith few parts. Unlike those in theresorts in Nusa Dua and Ubudwith their wide parts and swim-ming pools,” he said.

Its healing method could be performedby drinking and dropping for internalhealing, while the spraying or apply-ing the paste for external use.

Then, what kinds of plant could beused to cure diseases? Prastika said thatvirtually all edible plants by animalscould be eaten by humans. Whether theherbs had medicinal quality, they couldbe observed from the color of theirflowers and flavor as mentioned above.Similarly, the plants frequently used forspices in the cooking contained drugefficacy.

Red ginger for example, was goodto increase warmth of the body as wellas to stimulate or maintain immunity. If red ginger added with the flowers ofcarambola, bark of tamarind andkalmegh leaves, they could be used toaccelerate breathing and relieve cough.

Meanwhile, to break up kidneystones and cure colic, people could alsouse herbal medicine. Its ingredientsconsisted of roots of reed, roots of palmtree, root of areca nut tree and addedwith palm sugar. All materials werethoroughly boiled. Afterward, its decoc-tion water was drunk in the morningand afternoon.

Meanwhile, Balinese traditionalhealing used several palm-leaf manu-scripts as reference. One of them wasLontar Usada Tiwang. This manuscriptdescribed about various types of dis-eases along with their treatments.Tiwang conveyed numerous symptomsin the form of disorder on the functionof organ. There were several types oftiwang presented in the manuscriptssuch as tiwang utara, tiwang tojos, tiwang wedul, tiwang pemalipepasangan, tiwang wong, and tiwangrajasa.

Prastika added that tiwang pemalipepasangan had symptoms like prick-ling pain in the chest and on the back.Being no resistant to the pain, the suf-ferers often groaned. The disease itselfcould be treated by means of bark ofrauvolfia, temu tis(Curcumapurpurascens), grilled coconut, hazel-nut and fennel. It was applied by spray-ing its paste. (BTN/kmb)

Wherever you are travelingin Bali, it is easy to find the Ba-linese doing ritual activities. There are rituals held privatelyat home or at the family’s holyplace, and those held collec-tively at the Pura (temple) ormany other sacred places likethe beach, water resources, atthe market, rice field and in-volving the krama (member) ofthe village or banjar. Gambelan(Balinese traditional music)sound is played incessantly, thesmoke of fragrant incense andthe sound of the hand bells ofPemangku (Balinese priest)who recites various mantra, makes the situation very merryand full of magical enchant-ment.

The rituals that are per-formed by the Balinese are ac-cording to the concept of PancaYadnya (5 kinds of rituals asthe shape of honest and straightforward sacred sacrifice) thereis Dewa Yadnya, the ritual thatis presented to Sang HyangWidhi with all of His manifes-tations, Pitra Yadnya the ritualthat is dedicated to the pitara(ancestor), Butha Yadnya, ari tual to the Butha kala,Manusa Yadnya, a ritual for hu-man beings, Rsi Yadnya, ritualfor the Maha Resi. Those fivekinds of rituals are aimed tokeep the security and promotea harmonic l ife between

Bhuwana Agung and BhuwanaAlit (the universe and all it con-tains).

Many kinds of sesajen (offer-ing) that are dedicated during thatritual are a symbol of sincerityand purity of the Balinese for thegift of prosperity that is given bySang Hyang Widhi, Gods andGoddess, the ancestor spirit ,Maha Resi (Great priest), and stillguarding the balance of the uni-verse, the harmony of the powerof nature, time and dimension(Butha Kala), and also the har-monic relationship between hu-man beings.

The offering materials consistof solid substances, that is severalBalinese cakes (jaja), fruits, meats, cooked rice, flowers, janur(young coconut leaf) and others. All these materials are arrangedto create a beautiful, lovely, andtremendous sesajen (offering).Whereas the liquid substance con-tains arak, berem, tuak, cuka, andwater. These liquid substances inthis offering are called tetabuhan/tabuh, because the way to dedi-cate is by menabuhkan (pouring)it to the ground or besides the of-fering three times.

According to the Balinese faith, this tetabuhan of arak, tuak, berem, and cuka is because they are thefavorite drinks of Butha Kala, magic creatures who also guard thesafety of the universe. By givingthe tribute in the form of their fa-

vorite foods and drinks, thosecreatures will never disturb theritual celebration, then they alsoparticipate to keep the universeand human life in prosperity.

With the belief of Butha Kala, the mysterious power of naturein its various manifestations, many mysterious stories arespread between people. A lot ofplaces in Bali, whether moun-tains, rivers, rice fields or a bigtrees are considered to be sacredbecause it is believed that magiccreatures stay there. The infor-mation about the mysteriousevents, creatures, and places of-ten become a hot story in manymass media that are published inBali. A lot of Balinese traditionalpainters pour their ideas on can-vas about mysterious creatureswith scary faces, and the mysteryof the universe is absorbed andtransformed into paintings.

The drinks such as tuak, arak, berem, contain alcohol, and ifconsumed in a large quantitieswill cause ineberation. But, if justa little bit is taken, it will warmthe body. During the rainy seasonlike now, alcoholic drinks can bemixed with tea or coffee. Somesay that arak mixed with certainspices or roots, is a strong potionand able to increase sexual desire.

Tetabuhan arak, berem, tuak, and cuka is one of the Balineseofferings dedicated to ButhaKala. (BTN)

TOKYO - Japan pledged tobuy euro zone bonds thismonth in a show of support forEurope’s struggle with asmouldering debt crisis, butmarket players doubted thegesture would offer the euromuch relief.

Finance Minister YoshihikoNoda told reporters after acabinet meeting on Tuesdaythat Tokyo was consideringbuying about 20 percent ofeuro zone bonds to be jointlyissued later this month to raisefunds to support Ireland. Japanwould use its existing euro re-serves to pay for the debt, Nodasaid.

Japan’s offer comes days af-ter China reaffirmed its com-mitment to buy Spanish debtand analysts said it reflectedboth Tokyo’s concern about theimpact of the crisis on its ex-port-reliant economy and an ef-fort to reassert itself on the glo-bal stage.

“I think it’s appropriate forJapan to purchase a certainamount of bonds to boost con-fidence in the EFSF (EuropeanFinancial Stability Facility)and make a contribution as amajor country,” Noda said.

The European Union set upthe 440 billion euro fund as asafety net for heavily indebtedeuro zone nations, but it failedto deter investors from bettingon more bailouts.

A finance ministry sourcetold Reuters that Japan wouldcontinue to buy bonds issuedunder the scheme as part of itscommitment as a Group ofSeven nation to stabilising theworld economy and containingthe debt crisis. The official de-clined to be named because hewas not authorized to speak tothe media.

Tokyo’s pledge also followsreports that the European Cen-tral Bank was buying Portu-guese bonds on Monday, afterspeculat ion that Portugalwould soon follow Greece andIreland in seeking an interna-tional bailout pushed the euroto four-month lows.

Japan’s announcement liftedthe single currency as far as$1.2992 on trading platformEBS from around $1.2925.

But it pulled back later when

The IMF said in a statement thatits executive board had granted thetwo-year increase as a successor toa 47-billion-dollar flexible line ofcredit authorized nearly a year ago.

It would be the biggest flexibleline of credit ever awarded by theIMF. But it may never be drawnon.

“As before, the (Mexican) au-thorities intend to treat the arrange-ment as precautionary,” said JohnLipsky, the board’s acting chair-man.

Even so, he said the new line ofcredit would play “an even stron-ger role in insuring Mexico againstexternal risks while continuing tosupport the authorities’ overallmacroeconomic strategy.”

Lipsky said Mexico had strongeconomic fundamentals, goodpolicies and had made majorprogress over the years towardstrengthening public and private

BEIJING - China overshot itsbank loan target in 2010 and finishedthe year with money growth still run-ning too fast, underscoring the needfor more decisive policy tightening tokeep inflation in check.

At the same time, a record $199billion surge in foreign exchange re-serves in the fourth quarter pushedChina’s stockpile, already the world’sbiggest, to $2.85 trillion, highlightingthat money streaming in from abroadwas complicating policy efforts athome.

Chinese banks issued 7.95 trillionyuan ($1.2 trillion) in new loans lastyear, the central bank said on Tues-day, more than the 7.5 trillion yuanthat the government wanted for the fullyear. The broad M2 measure of moneysupply grew 19.7 percent, also toppingthe official target of 17 percent.

“Lending is still excessive andChina’s process of monetary normal-ization has not finished yet,” said WuTujin, economist with Guosen Secu-rities in Shenzhen. “That means Chinawill still face high pressure from in-flation and asset bubbles.”

More than just an economic issue,high-speed money and credit growthhas become a political concern, help-ing propel Chinese consumer inflationto its fastest in more than two years.

sector balance sheets.“These strengths have facili-

tated the maintenance of orderlyeconomic conditions in Mexico, even amidst the substantial exter-nal volatility during the global cri-sis, supported by the authorities’prompt and well-calibrated policyresponses,” he said.

“The arrangement of contingentfinancing with the IMF through theFlexible Credit Line has helpedmaintain confidence,” he said.

Lipsky noted that Mexico wasexperiencing a robust recovery, and said the authorities were tak-ing steps to further bolster its me-dium term prospects and policies.

“However, important risks tothe global economic outlook re-main, particularly from pressureson global investor confidence andcapital flows, which pose continu-ing challenges for emerging mar-kets like Mexico,” it said.

When Mexico requested the in-crease last month, President FelipeCalderon said he wanted to “finan-cially armor” the country’seconomy at a time of persistent un-certainty in the world financialmarkets.

At the time, IMF managing di-rector Dominique Strauss-Kahnagreed that the longer duration andgreater amount of the new creditline would help support Mexico’spolicy strategy and in maintainingexternal confidence.

The flexible credit line is a newinstrument that the IMF created tohelp countries with strong funda-mentals to ward off financial cri-ses.

Two other states besidesMexico have flexible credit lines— Poland (21 billion dollars) andColombia (3.5 billion dollars).None of the three have drawn ontheir credit lines as yet.

China overshoots loan target andmore tightening to come

a source of public discontent, the gov-ernment declared late last year that itwould shift to a tighter monetarypolicy stance. Some effects of thatcould be seen in the data for the finalmonth of the year.

Chinese banks extended 481 bil-lion yuan in new loans in December, down from 564 billion yuan in No-vember and the lowest in one year.

But the December figures alsoshowed that the impact of policy tight-ening thus far has been less severe thanthe market had expected. The medianforecast of economists was for issu-ance of 380 billion yuan in new loans.

And the 19.7 percent in annual M2growth was quicker than the 19.5 per-cent pace in November and far fasterthan the 18.9 percent increase ex-pected by analysts.

“Lending was still very strong de-spite constant regulatory efforts tocontain the pace. That shows there isrobust demand for loans from the realeconomy,” said Ren Xianfang, econo-mist with IHS Global Insight inBeijing.

“I expect January data will be evenhigher. That will prompt the Chineseauthorities to take pre-emptive steps,”he said.

The People’s Bank of Chinaraised interest rates twice last yearand officially increased lenders’ re-quired reserves six times. Econo-mists polled by Reuters expect two

further increases of both interestrates and required reserves in thefirst half this year.

But the central bank on Tuesdayallowed just a mild rise in auctionedbill yields and also mopped up li-quidity through open-market opera-tions, signaling that it will keeprates and reserve ratios stable untilearly February.

In another move to ease thebuild-up of cash in the economy,China will allow residents of thewealthy coastal city of Wenzhou toinvest in select markets overseas,an experiment in liberalizing thetightly controlled capital account.

With Chinese financial marketsstill under-developed, administra-tive controls over the volume ofbank lending are a centerpiece ofthe government’s economic policy.

There had been much specula-tion that Beijing would set a loantarget for 2011 lower than lastyear’s 7.5 trillion yuan, but recentreports in official media have sug-gested that the government willavoid publicly declaring a clear tar-get.

Instead, China is planning to re-fine its techniques for keeping ahandle on lenders, using regular,bank-specific adjustments of re-quired reserves and perhaps capi-tal adequacy ratios to penalize ex-cessive issuance of credit.

Japan to buy euro zonedebt, little relief for euro

i t became clear that Tokyowould use its existing euro re-serves to buy the bonds and ana-lysts expected the impact ofJapan’s gesture to be short-lived.

“I don’t think these commentschange the backdrop for the euroat all,” said Todd Elmer, cur-rency strategist for Cit i inSingapore.

“Despite the fact that we’reseeing this groundswell of inter-national support, it doesn’t re-ally change or address the under-lying problem and that’s not go-ing to change until the Europeanauthorities themselves come upwith a more comprehensive so-lution.”

Analysts said that besidesconcern that an escalating debtrout in Europe could thwartJapan’s own recovery, Tokyomight also be acting to preserveits standing in global economicdiplomacy after Beijing seizedthe initiative.

China’s declared support forSpain — euro zone’s fourth-largest economy seen most atr isk of contagion fromPortugal’s troubles — followsBeijing’s pledges last year tobuy bonds issued by Greece, thefirst euro zone nation to need arescue.

“With China pledging to buyeuro zone bonds and its currency-based diplomacy increasinglyprominent, Japan appears to betrying to follow suit to secure Eu-ropean support in possible futurenegotiations, either with theUnited States or China,” saidYasunari Ueno, chief marketeconomist at Mizuho Securities.

Analysts also say that just likeBeijing, at odds with Europe andthe United States over its yuanpolicy, Tokyo could do with somegoodwill capital after its marketintervention to curb the yen drewfire from its trading partners.

Data released on Tuesdayconfirmed that Japan spent morethan $25 billion to halt the yen’srise in September out of its re-serve stockpile that stood at $1.1trillion at the end of last year —second only to China’s $2.85trillion.

As part of its 80 billion eurorescue plan for Ireland agreed inDecember, the EU intends tolaunch four or five benchmarkbonds this year, aiming for 3 bil-lion to 5 billion euros ($3.9-6.5billion) for each transaction.

Hubble telescope zeroes in on green blob in space2007 and is named Hanny’s Voorwerp( H A N ’ - n e e ’s - F O R ’ - v e h r p ) .Voorwerp is Dutch for object. NASAreleased the new Hubble photo Mon-day at the American AstronomicalSociety meeting in Seattle.

Parts of the green blob are collaps-ing and the resulting pressure fromthat is creating the stars. The stellarnurseries are outside of a normal gal-axy, which is usually where stars live.

That makes these “very lonelynewborn stars” that are “in the middle

of nowhere,” said Bill Keel, the Uni-versity of Alabama astronomer whoexamined the blob. The blob is the sizeof our own Milky Way galaxy and itis 650 million light years away. Eachlight year is about 6 trillion miles.

The blob is mostly hydrogen gasswirling from a close encounter of twogalaxies and it glows because it is illu-minated by a quasar in one of the gal-axies. A quasar is a bright object fullof energy powered by a black hole.

The blob was discovered by el-ementary school teacher Hanny vanArkel, who was 24 at the time, as partof a worldwide Galaxy Zoo projectwhere everyday people can look atarchived star photographs to catalog

new objects.Van Arkel said when she first

saw the odd object in 2007 it ap-peared blue and smaller. TheHubble photo provides a clear pic-ture and better explanation for whatis happening around the blob. “Itactually looked like a bluesmudge,” van Arkel told The As-sociated Press. “Now it looks likedancing frog in the sky because it’sgreen.” She says she can even seewhat passes for arms and eyes.

Since van Arkel’s discovery, as-tronomers have looked for similargas blobs and found 18 of them. Butall of them are about half the sizeof Hanny’s Voorwerp, Keel said.

Wilson’s team started mak-ing the antibodies in 2009 fromnine people who had been infectedin the first wave of the H1N1 swineflu pandemic before an H1N1 vac-cine had been produced. The hopewas to develop a way to protecthealthcare personnel.

Working with researchers fromEmory University School of Medi-cine, the team produced 86 anti-bodies that reacted with the H1N1virus, and tested them on differentflu strains. Of these, five werecross-protective, meaning theycould interfere with many strainsof flu including the 1918 “Spanishflu” and a strain of H5N1 or avianflu.

Tests of these antibodies in miceshowed they were fully protectedfrom an otherwise lethal dose offlu. And some of these cross-pro-tective antibodies were similar instructure to those discovered byother teams as having potential fora universal flu vaccine.

“It demonstrates how to make asingle vaccine that could poten-tially provide permanent immunityto all influenza,” Wilson said in atelephone interview.

WASHINGTON – The earliest known winery has been uncoveredin a cave in the mountains of Armenia. A vat to press the grapes, fermentation jars and even a cup and drinking bowl dating to about6,000 years ago were discovered in the cave complex by an interna-tional team of researchers.

sity of Pennsylvania Museum inPhiladelphia, who was not part ofthe research team. Such large-scalewine production implies that theEurasian grape had already beendomesticated, said McGovern, au-thor of “Uncorking the Past: TheQuest for Wine, Beer and Other Al-coholic Beverages.”

The same Armenian area was thesite of the discovery of the oldestknown leather shoe, dated to about5,500 years ago. That discovery atthe area known as Areni-1 was re-ported last summer. According tothe archeologists, inside the cave

was a shallow basin about 3 feetacross that was positioned to draininto a deep vat. The basin could haveserved as a wine press where peoplestomped the grapes with their feet, amethod Areshian noted was tradi-tional for centuries.

They also found grape seeds, re-mains of pressed grapes and dozensof dried vines. The seeds were fromthe same type of grapes — Vitis vin-ifera vinifera — still used to makewine. The earliest comparable re-mains were found in the tomb of theancient Egyptian king Scorpion I,dating to around 5,100 years ago.

Because the wine-making facilitywas found surrounded by graves, theresearchers suggest the wine may havebeen intended for ceremonial use.

That made sense to McGovern, who noted that wine was the mainbeverage at funeral feasts and waslater used for tomb offerings.

RED BULL Racing has playeddown speculation that SebastianVettel will be lured to Ferrari in thenext few years - insisting the worldchampion would be ‘stupid’ to goup against Fernando Alonso atMaranello. Vettel’s deal with RedBull runs until the end of 2012 andhis team chiefs have been makingmoves to try to tie him down foranother three years.

But that has not stopped talk thatVettel may be tempted by the pros-pect of being a part of the historicFerrari name - and Alonso himselfhas said he would have no problemracing alongside the German.

Red Bull’s motorsport advisorHelmut Marko sees things very dif-ferently, however, and reckonsVettel is too ‘smart’ to jump shipjust because of a team name. “It isa natural thing that a racing driverdreams of Ferrari, and Ferrari looksat a great driver like Sebastian,”Marko said in an interview withGerman newspaper Bild. “But justfor the legend of Ferrari, Sebastianwill not leave us.

“He is smart enough to know thatthe circumstances would have to beright. He is not going to change aslong as Fernando Alonso is still there– otherwise he would be stupid.”Marko believes Red Bull has all theingredients it needs to ensure it cankeep Vettel for as long as possible.

Meanwhile, BMW’s StephanePeterhansel’s rally went from bad toworse today. Having lost close to 10minutes to the leading Volkswagens oneach of the last two stages due mainlyto punctures, he was struck by over-heating problems and lost more thanan hour.

Peterhansel had more puncturesearly in the stage by had to drive thelast 100km with caution due to an over-heating engine, and has slipped tofourth overall behind de Villiers.

“Just for a change, we got a punc-ture right at the start - but it was noth-ing compared to what happened after-wards,” Peterhansel said. “We had aproblem with the engine overheating. We had to make a quick fix on the fanand stop regularly to add water to theradiator.

“Over the last 150km we must havelost an hour and a half. We had threepunctures as well today, so we’ve fin-ished without a spare wheel. One moreand it would’ve been curtains for us.”

“Last year Sebastian lost 66
