Officials are promising sur-prising new initiatives. The pope’s personal secretary is speaking out. And bishops around theworld are being told to report abuse cases to the police.

Lombardi said new initiatives werebeing studied, including more papalmeetings with victims as well as a“deepening of the measures of preven-tion and response” to abuse. He de-clined to elaborate. But victims groupshave long complained that the Vaticanhas never issued any universal normsinstructing bishops on the pastoral carethey should provide for victims or pre-vention strategies to make surepedophiles aren’t admitted into thepriesthood in the first place.

On Monday during a trip to Chile,the Vatican’s No. 2 official, CardinalTarcisio Bertone, said he believed thepope would take further initiatives“which won’t fail to surprise us.” Hedeclined to elaborate.

The Vatican for weeks has been try-ing to argue the same — that abusivepriests were primarily the responsibil-ity of bishops, not Rome. That strat-egy has also been employed by theVatican’s lawyers in the U.S. who aretrying to shield the Holy See from law-suits alleging it was liable for the fail-ure of bishops to report abuse cases topolice.

On Monday, the Vatican posted onits Web site what it claimed is alongstanding policy requiring bishopsto report abuse to police, where civillaws require it. Such a policy has neverbefore been explicitly spelled out.

Attorney William McMurry, whohas sued the Holy See in Louisville,Kentucky, on negligence charges, saidposting the policy was nothing morethan an attempt by Rome to “deflectattention and responsibility for the pastonto the bishops.”

“If they always wanted bishops toreport, they wouldn’t need a black let-ter policy today,” McMurry said.

A local military official, ShiHuajie, told CCTV rescuers wereworking with limited equipment.

To Balinese people, biu batu or seedy banana is nomore bizarre fruit. Actually, it is a versatile plant whereranging from its corm, false stem, leaf, blossom and fruitare often used. Though sweet, its ripe fruit is lessdelicious because of many seeds. However, it may beenjoyed by making it into a drink mixed with palm sugarand tamarind paste. Meanwhile, its young fruit is usedfor the mixture of tum (steamed chopped meat withcomplete spices) and lawar (chopped meat mixed withboiled vegetables served with complete spices). Here,the young seedy banana is enjoyed as vegetable incoconut milk.

Ingredients: 6 pcs young seedy banana and 2 cup ofcoconut milk

Spices: 4 cloves shallot, 2 cloves garlic, 2 smallchilies, 1 red large chili, 1 slice turmeric, 1 slice kencur,½ tsp coriander, 1tbsp cooking oil and ½ tsp salt, whileMSG is optional.

Others: 1 pc salam leaf, 1 tbsp of sliced large chiliMethod:· Slice thinly the seedy banana, cleanse and

drain. Then, boil until cooked and take out. Again,cleanse to remove its sap and drain. Ultimately, press asgood as possible so it nearly contain no water.

· Grind all spices and stir-fry on the frying panuntil fragrant. Put the coconut milk, ingredient, slicedlarge chili and salam leaf. Stir for a while and let themboil. Take out and it is now ready to serve. (BTN/punia)

But the US leader remindedChina that it had to live up to its pledgeat a meeting of the Group of 20 indus-trialized and emerging economies in“making sure that currencies are track-ing roughly the market and not givingany one country an advantage over theother.”

PARIS - Aid for developing countries from major industrialized nations is expected toshrink this year from 2009 levels and miss an overall target for such assistance, the OECDsaid Wednesday.

The UN Millennium Develop-ment Goals call for halving the pro-portion of people whose income isless than a dollar a day by 2015.

The projected 2010 overalldevelopment assistance level, 108billion dollars, is based on 2004prices, according to a baselineadopted by the G8 at the 2005 sum-mit in Gleneagles, Scotland.

The shortfall this year, accord-ing to the OECD, would be 18 bil-lion dollars against the 2005pledge, adjusted by the OECD totake account of the recent economicdownturn.

“While most countries havemaintained their commitments for2010, others, including some largedonors, have reduced or postponedthe pledges they made for 2010,”the OECD said.

France, Germany and Italy areexpected to miss their targets whilethe Netherlands, Britain, Sweden,Switzerland and the United Statesare likely to meet or surpass theirs,according to OECD estimates.

The United Nations has rec-ommended that rich countries com-mit 0.7 percent of their gross na-tional income to development aid,a target Sweden is expected to sur-pass this year with a commitmentof 1.01 percent, according to theOECD.

The United States in 2009, al-though the largest donor by volumeat 28.7 billion dollars, committedjust 0.20 percent of its gross na-tional income to development as-sistance. Only four other countries,Greece, Italy, Japan and South Ko-rea, had a weaker showing.

Total development aid fromworld’s leading industrialised na-tions last year came to 119.6 bil-lion dollars, a rise of 0.7 percent inreal terms. Excluding volatile debtrelief, the gain was 6.8 percent, theOECD said.

Five countries, Denmark,Luxembourg, the Netherlands, Nor-way and Sweden exceeded the tar-get 0.7 percent of gross nationalincome in 2009.

But China defends its exchange ratepolicy as necessary for the survival ofChinese manufacturers and to supportjobs growth.

US lawmakers are pushing the USTreasury to label Beijing a “currencymanipulator” — a move that would openthe door to sanctions by Washington.

But the Treasury announced thedelay of a report that was due in mid-April and which could have slappedChina with the “manipulator” tag, withGeithner saying there were better waysto advance US interests.

China made its currency a littleflexible in 2005 following US pressure,but when the global financial crisiserupted in 2008, it repegged the yuan toaround 6.8 yuan to the dollar.

Between 2005 and 2008, Chinahad allowed the yuan to appreciate byabout 20 percent against the dollar.Some experts however say the Chinesecurrency remains undervalued by up to40 percent.

CAPE CANAVERAL, Fla. – Apair of spacewalking astronauts fin-ished installing a fresh storage tankoutside the International Space Sta-tion on Tuesday, but a stuck valvewas threatening to jeopardize halfof the cooling system. No soonerhad Rick Mastracchio hooked upthe fluid valves for the new ammo-nia tank on the third and finalspacewalk of shuttle Discovery’sflight, then flight controllers en-countered the valve trouble in aseparate pressurizing unit.

Flight director Ron Spencer saidthe problem needs to be resolvedas soon as possible and that space-walking repairs may be neededsometime after Discovery leavesthis weekend. The problem is ex-asperated by the fact that a periodof intense sunlight on the space sta-tion is fast approaching, and theammonia will be expanding morethan usual with the added heat. Thestuck valve is in a nitrogen tankassembly on the right side of thespace station. Nitrogen is used topressurize the ammonia, which cir-culates through large radiators.Without that capability, half of thestation’s electronics eventuallymight have to be turned off. Thecooling system on the left side —left alone on this flight — is oper-ating just fine. For now, so is theone on the right side.

“We do have a couple tricks upour sleeves” to remotely free thevalve, Spencer told reporters. Hesaid a spacewalk would be a lastresort and that it was too soon toknow when a decision might needto be made. The seldom-used valvecannot be replaced alone. The en-tire nitrogen assembly would haveto be swapped out. Fortunately, twospares already are at the space sta-tion. As engineers struggled withthe nitrogen valve, Mastracchio andClayton Anderson were dealingwith a stubborn bolt on the oldammonia tank, which had been re-moved on the previous spacewalk.

Its pilot remained seated in anoffice chair in a windowless room in the Mojave Desert, monitoring the autonomous flight of the GlobalHawk via an array of computer screens.

One of NASA’s immediate goalsis to expand the envelope of the Glo-bal Hawks, Newman said. “The mili-tary typically flies at a constant alti-tude. They turn their instruments onwhen the get to a target, and they turnthem off when they leave a target,”Newman said. Scientists, however,

want to turn on their instruments onthe ground and turn them off onlywhen the aircraft is back on theground to acquire a “vertical profileof information,” he said. Variousproblems prevent that for the timebeing. Also, for now the FederalAviation Administration allows theGlobal Hawks to operate only overoceans while the safety of unmannedaircraft in the nation’s airspace isstudied.

The Global Hawk that departedEdwards on Tuesday was expectedto fly north off the Pacific coast ofNorth America, turn west along theAleutian Islands and then south.Below the Hawaiian islands, thecraft was to turn east and fly be-low the orbital path of a cluster ofEarth-observing satellites knownas the A-Train. This was to allowactual sampling of the particles ofthe atmosphere that the satellitesmeasure remotely from space. Oneinstrument aboard the aircraft is alaser identical to one in orbit. “Sowe can prove that those satellitesare working correctly,” Newmansaid. The Global Hawk was ex-pected to return to California atabout 7 a.m. Wednesday. The firstflight in the Global Hawk Pacificcampaign occurred April 7 andlasted 14 hours. Three more flightsare planned.

Mastracchio andAnderson were trying to secure theboxy, 1,300-pound tank inDiscovery’s cargo bay when theproblem cropped up. The space agency is try-ing to stockpile as many big partsup there as possible. Only threeshuttle missions are left after thisone, and there will be limited roomon the much smaller Russian, Eu-ropean and Japanese cargo shipsthat will be supplying the stationuntil its projected end in 2020.

He’s already axed hispredecessor’s effort to return astro-nauts to the moon. The ammoniaand nitrogen hoses for the new tankshould have been connected duringSunday’s spacewalk. But the astro-nauts had trouble attaching the newtank to the space station because ofa stubborn bolt, nd some chores hadto be put off. QATAR-Yamaha MotoGP bossDavide Brivio has admitted that histeam needs to find more power, butis concerned that the 2010 engine userestrictions could hamper its effortsto do so.

Although Yamaha started the2010 season with a one-two in Qatarfor Valentino Rossi and JorgeLorenzo, the M1 appeared to lackstraightline performance comparedto its rivals - with Honda in particu-lar seeming to enjoy a power advan-tage. With each rider only allowedto use six engines during the 2010campaign, Brivio is concerned thatcatching up could be difficult.

“We struggle on the straights,”Brivio admitted to Gazzetta delloSport. “Let’s hope we can quicklyfind some small solution to patch thesituation.

“But because of the new rule thatforces us to use no more than sixengines for the season, finding an im-mediate solution may be a bit of aproblem. We must take into consid-eration the available units.”

Rossi’s bike stopped just after thechequered flag on Sunday night, hav-ing run out of fuel. Brivio confirmedRossi’s suspicion that this was sim-ply because excessive wheelspinduring the race had used more fuel,but said it had not been a drama andYamaha’s in-built automatic fuel

“If the bike slides, you lose gripand the bike consumes more fuel,”he said.

“We have a system that calculatesfuel consumption during the race andleaves you with a sufficient amountto reach the end of the race. If it cal-culates that it’s consuming too much,it steps in by reducing the power.

atic than others, and it has occurredin the past that we finished right onthe limit. It also depends on the com-bination between track and tempera-ture: when it’s cold you consumemore, less so when it’s hot.

“During the post-race meeting wehave established that the system didnot step in. The fuel was sufficient,and in fact Valentino crossed the fin-ish line with no problems. The sys-tem did not reduce the power.”
