A repeated offender becominga bogus policeman, Putu SukmaAriyasa, 24, was re-arrested. Theresident of Kelembang Hamlet,Rejasa Village, Penebel, was cap-tured because he was back to takefraudulence by claiming himselfas a policeman.

The suspect Sukma often usedthe services of Levina Laundry atJalan Mawar No. 65, GerokgakGede Hamlet, Delod Peken Vil-lage, Tabanan. He claimed him-self as a member of the Bali Po-lice and since his appearance wasconvincing, some workers at thelaundry service believed if he wasa real policeman. The fraud tookplace last Friday (Apr 9) at around7:00 pm. At that time, Sukmacame to the Laundry to borrow amotorbike owned by one of theemployees, Ni Gusti Ayu PutriSuandewi. He who subscribed atthe laundry services would like toborrow a motorbike for duty andwould be returned in the after-noon. Because she knew him as aregular customer, Suandewi hadno suspicion on him and lent themotorbike to the suspect. But, ataround 7:00 pm, the Yamaha Ju-piter Z motorbike with policeplate DK 2320 HS was not re-turned. She also reported the in-cident to police station.

One of the efforts to optimizethe potential of Denpasar is by pro-viding a clear infrastructural devel-opment with a mature study. Thismatter was revealed in a roundtablediscussion entitled the Potency ofDenpasar City at Sari Warta BogaRestaurant, Denpasar, last Satur-day (Apr 10). The discussionguided by Wayan Wirya presentedfour resource persons, namely Rec-tor of the National Education Uni-versity (Undiknas) Prof. Dr. GedeSri Darma, businesspeopleNyoman Mudita, A.A. NgurahYuliartha from PD Pasar Denpasarand I. B. Anom Suniem fromDenpasar Agency for RegionalDevelopment (Bappeda).

Sri Darma saw such rapidprogress of Denpasar having im-pact on the economic sector of theresidents. Moreover, Denpasar di-vided into four districts and had alarge enough population growthwould inevitably be faced withsome problems. Moreover, as theprovincial capital, Denpasar hasbecome a destination of urbanitesto earn a livelihood in this town.

If managed well, the economic potential of Denpasar will certainly be able to prosper its people. However, seemingly the potential is not untapped maximally so far Denpasar still keeps prob-lems in relation to poverty. At least, there are still 14,100 people registered as underprivilegedresidents.

the development of adequate infra-structure, so that its economic po-tential could be exploited. Not onlythat, open information for any in-terest of residents should also beconsidered by local government. Itincluded the clarity of the utiliza-tion of space through informationtechnology that was ensured to pro-vide a positive impact on the sur-vival of the orderly development.

Meanwhile, Nyoman Mudita as-sessed the recent rapid developmentdenoted the result of a natural com-petition. In other words, those whowere strong would be able to masterthe existing potential, so there wastrend where the weak would be in-creasingly displaced in phases. Thiscould be seen from the proliferationof shops and mini markets promis-ing better services. This conditionwas compounded by the difficulty ofcapital for small businesses in devel-oping their business.

On responding to this condition,IB Anom Suniem from Bappeda rec-ognized the regional spatial layoutplan (RTRW) of Denpasar actuallyhad been made in the regulations.Even, the regulation is under revisionagain and is currently entering the fi-

nal stages of discussion in the House. However, he recognized the social-ization concerning with the use ofspace was still limited. Similarly, infrastructural development contin-ued to run according to the existingpriority. However, the budget avail-able for the infrastructural develop-ment was still very limited.

On the other side, A.A. NgurahYuliartha from PD Pasar Denpasar re-vealed the traditional market inDenpasar remained to become a sig-nificant center for the economic devel-opment. The proof, out of the 16 mar-kets managed by PD Pasar Denpasarcould accommodate about 7,700 trad-ers. Not only that, the duty cycle in themarket involved many people, includ-ing market porters, parking attendants, janitors and the employees of PD PasarDenpasar showed such a great poten-tial in the market.

On seeing such huge potential, thePD Pasar Denpasar starts to revital-ize the traditional market for manag-ing the overall market. This arrange-ment aims at achieving the appear-ance of traditional markets in orderto be cleaner, more hygienic, and im-proving the merchant’s services toconsumers. (kmb12)

Being tumor, a man dies hanging himselfroom in her home. After observed, the bathroom’s door was closed andlocked from inside. Suspectingthere was no reply after calling, shecalled out Made Laksana, 46, tocheck into the bathroom by climb-ing the wall. Laksana was extremelysurprised because he saw Sentanain a suspended position with skyblue nylon scarf tied to a woodenbeam of the bathroom. He immedi-ately panicked and broke down thedoor.

Unfortunately, he was too latebecause Sentana has died. The in-cident was then informed to policeofficers. In a short time, police of-ficers arrived on the scene and tookthe body of the victim. From theexamination on the crime scene,

witnesses and examination bymedical officer, it was not foundany signs of violence on thevictim’s body. Thus, he was allegedto commit suicide because of thetumor disease suffered by the vic-tim. According to his relative, thevictim probably despaired with thetumor disease he suffered.

Meanwhile, Spokesperson ofTabanan Police Endung Hardanto, accompanied by Chief of Marga Po-lice Made Rai Sudana, last Saturday(Apr 10) said, according to informa-tion of the victim’s family, previouslythe illness suffered by the victim hadbeen operated and was cured. How-ever, later on the tumor grew back,so that victim got depression withsuch notorious disease. (kmb14)

Again, a boguspoliceman arrested

Police officers only took aboutan hour to capture the suspect. The officers led by Division Headof Operation of Criminal Detec-tive Unit, Nengah Sugitayasa, im-mediately captured the suspectand dragged him to Headquartersof Tabanan Police. Previously,Sukma also committed a fraud byclaiming to be a policeman. Hisappearance was indeed very con-vincing, well-built, clean andcrew cut.

Spokesperson of Tabanan Po-lice, Endung Hardanto, accompa-nied by Division Head of Opera-tion, Sugitayasa, said in doing hisaction the defendant always worea semi police uniform. In the samecase, he had been sentenced toprison for 20 months.

For his actions, the suspect wasensnared with article 378 in con-nection with article 372 of PenalCode on the fraud and embezzle-ment by a maximum prison threatof fraud and evidence confiscatedwas a complete set of police uni-form, such as shirts, pants, beltand coupling, shoes, and bagsbearing the police.

In the examination, Sukma con-fessed to be frustrated. He had ap-plied for being a member of the po-lice but failed. On that account, heused his dashing police uniformfor his personal benefit. (kmb14)

The discourse on the death penaltyfor criminals reaps the pros and cons. Many parties consider the decision oflaw enforcement officers have not is-sued a verdict resulting in deterrenteffect to the corruptors robbing thetreasure of Indonesian people. There-fore, they extremely support the deathpenalty that can make a deterrent ef-fect. But, on the other hand, some oth-ers declared to give a deterrent effectthe judge should impose a sentencethat could make the corruptors as pooras possible.

A legal observer from GadjahMada University Denny Indrayana, inan occasion, judged the death sentencefor corruptors did not infringe the hu-man rights and 1945 Constitution. Theconsideration, the death penalty didnot violate the Constitution. In termsof human rights, it did not violate thehuman rights. However, this legal ad-viser to President Susilo BambangYudhoyono mentioned 6 criteria thathad to be considered in applying thedeath penalty for corruption. Firstly, corrupters being punishable for deathpenalty are recurrent corruptors.

Secondly, the nominal of the cor-rupted was categorized into a largeamount. Thirdly, such criminals werelocated in strategic position. Further-more, the criminals sentenced to deathare the main perpetrators and not theintermediary. Fifthly, it resulted in avery damaging impact and sixthly, thecourts have no doubt that those cor-ruptors had committed a corruption.

Meanwhile, the legal observerGede Made Suwardana disagreed ifthe criminals were sentenced todeath. Deterrent effect would indeedbe felt very much because anyonewho became a defendant must haveshuddered when facing a threat ofthe death penalty. However, howabout the returning of the loss of theState as a result of the corruption?Death punishment must be under-gone by the corruptor, while the re-turn of loss of the.

According to Maba, there were alot of obstacles in improving the qual-ity of education.Given, the educationin Indonesia so far was inseparablefrom the problems of quantity becausethe condition of the Indonesia’s edu-cation system was still thinking aboutthe quantity. It did not commit to get tothe qualities such as touted. As proof,in 2006 there was a circular letter fromthe Director General of External Edu-cation offering the students who did notpass the national exam (UN) to takethe equation exam package.

Meanwhile, in this year the govern-ment also issued the Package A policybeing in harmony with provision ofopportunity to students who did notpass the main examination to take fol-low-up examination. “Indeed, there isinconsistent impression. As if the mat-ter of education quality issue was ne-gotiable,” he regretted.

In years to come, Maba suggestedthe importance of making of matrix forthe SKBM. It was not for the UN it-self, but for the process towards the UN.Among the schools, the matrix mightvary because it depended on the schoolconcerned. For example, the matrix forSMAN 1 Denpasar and SMAN 4Denpasar were categorized into Inter-national Pioneering School (RSBI) thatcould not be equated to the matrix im-posed on the non-RSBI schools.

“The school itself set up the stan-dard of the learning process. However, those standards were not allowed be-low 5.50 or below the standard of na-tional exam,” he said while recalling.Within the same context, he added, there might be a kind of grade to clas-

Improve the quality of education

Basic competency targetBasic competency targetBasic competency targetBasic competency targetBasic competency targetmust be reachedmust be reachedmust be reachedmust be reachedmust be reached

IMPROVEMENT on the quality of education will never be achieved if the government remainsinconsistent and inconsequent in implementing the commitments proposed. In the process of im-proving quality, there should be a clear target of basic competency that must be fulfilled by a stu-dent in order they can continue to pursue higher education. If the basic competencies or minimumstandards of learning mastery (SKBM) were not met, the students concerned were not entitled tofill the next grade or graduate their education and must be willing to repeat until they met the basiccompetencies. An education observer, Prof. Dr. Wayan Maba stated this opinion at a roundtablediscussion entitled the Evaluation of National Exam (UN) held by Bali Post, not long ago.

sify the existing schools. For example, grade I denoted the highest level andthe schools grouped into this grademight consist of schools having thecategory of SBI / RSBI and grade IIpopulated by schools of SKM / RSKM.And so on until the lowest grade.

“In years to come, I am more com-fortable if the UN is using the grade.SBI / RSBI grade, for example, hasminimum score of graduation at 8.00and SKM grade should have minimalscore at 7.00 and so on according tothe grade of each school. Unlike thestandard applied at this time whereminimum score for graduation is setequally regardless of the grade of theparticipating schools in the UN. If wewant a better education, we must setthose grades,” he said while adding theUN should remain to be conducted be-cause the evaluation was an absolutething in the process of education. Thosewho successfully met the SKBM re-served the right to finish his education, otherwise they were obliged to repeatthe failed subject until the SKBM re-quired could be fulfilled.

Meanwhile, the Head of Bali Edu-cational, Youth and Sports Services(Disdikpora), I Wayan Suasta, claimedto agree with Maba if the UN shouldremain to run. Of course, it was accom-panied with a number of improvementsand evaluations to cover all the weak-nesses occurring in the implementationof the UN including minimizing the oc-currence of fraudulent practices withinthe UN. If there was a desire to restorethe right to determine the graduationof students to the entire board of teach-ers, certainly the Government Regula-

tion No. 19/2005 should be amendedfirst. “In my opinion, the UN shouldkeep on running. Because, if the UNdoes not work, the students would haveno motivation to learn because theyhave no target or SKBM that must bepursued,” he said again.

Further, Suasta also responded posi-tively to the schools in Indonesiagrouped into a certain grade in appro-priate with the level of students’ abili-ties. It was said, there was a number ofindicators that could be utilized asguidance to classify the school’squality. Quality indicators includedin the aspects of cognitive or scien-tific insights, aspects related to skillsor psychomotor skills and affectiveaspects such as attitude, morals anddiscipline. “If the three aspects couldbe achieved, then it may be called aquality school. So, how is about thestandard? In the existing curriculum, there have been SKBM,” he said.

So, how to manage the schoolsin order the three aspects could beachieved according to the expectedquality? Responding to this ques-tion, Suasta confirmed all woulddepend on the learning process at theschool concerned. When talkingabout the process, teachers playedthe most important role. “Unfortu-nately, in terms of the quantity Balistill lacked for teachers. Similarly,in terms of quality, half the teachersin Bali have not met the requiredacademic qualifications,” he saidand added that it was necessary togive serious attention because it wasclosely associated with the teacher’sprofessionalism. Denpasar (Bali Post)—Circulation of illegal imported

spirits, apparently still occur in thecity of Denpasar. This was provenby the raid of Customs and Exciseofficers at two locations becomingthe sub-distributors. Thousands ofimported spirits affixed with false ex-cise banderol were secured by theofficers of Customs and Excise, lastFriday (Apr 9) at 02:00 pm LocalTime.

One of the executive officers ofthe Customs and Excise, Mirno, jus-

Triggering deterrent effects on the corruptors

Death penalty not amust, the verdict shouldimpoverish them

State as the essence of eradicatingthe corruption must have been diffi-cult to achieve. The lecturer of Fac-ulty of Law at Udayana Universityargued that to make a corruptor de-terrent the judge was advised to makea verdict that could create a corruptperson to be poor.

The trick in the decision, the judgewith his belief could declare the en-tire wealth of the corruptors wouldbe confiscated for the State. If suchcorrupt persons denied that the prop-erty was acquired fairly, then thejudges with its authority let him proveit in reverse.

“It is not necessary to impose allthe criminals with death penalty. Fordeterrent effect, the verdict of thejudges should be how to make it mis-erable corruptor. In other words, please make a corruptor as miserableas possible, as he has made otherpeople miserable,” he said.

His party observed the law en-forcement officials were still half-hearted in carrying out their duties.Primarily, it concerned with how toreturn the loss of the State. The offic-ers were often trapped by many per-sonal interests, so the State loss couldnot be saved accordingly.

Law No. 31/1999, as amendedby Law No. 20/2001, on the Eradi-cation of Corruption, set the deathpenalty that can be imposed to theperpetrators of corruption, amongothers, when the country was hitby the crisis, natural disaster, or incertain circumstances. The non-ex-istent today is the courage ofjudges to apply the death penalty. The need for severe sanctions forthe perpetrators of corruption re-appeared because despite having alot of officials convicted with cor-ruption-related cases, the sanctionsdid not make an officer or otherperson deterrent to commit the cor-ruption. Corruption, particularlybribery, is now has been consid-ered as a ‘culture.’ (sub)

Custom and excise secured thousandsof imported spirits

tified the raid to two locations of sub-distributors of illegal spirits. One of thelocations was on Jalan Danau Tempearea, Sanur, South Denpasar, while an-other located on the area of Jalan GatotSubroto, Denpasar. Recorded, therewere 2,827 bottles of alcoholic drinksbelonging to various brands confiscatedby the officers.

According to Mirno, the successfulreveal of the illegal imported spirit wasbased on the information from a num-ber of retail spirit outlets. Not only that, the information was also strengthened

by many discoveries of imported spir-its affixed with false excise banderol.Well, on that basis, Customs and Ex-cise officers made an investigation rightaway.

Two locations used as storage ofthose spirits were successfully tracked.Officers were immediately conducteda raid by deploying a number of mem-bers. Around Jalan Danau Tempe,Sanur, South Denpasar, officers couldseize 2,000 bottles of spirits that havebeen affixed with the alleged false ex-cise banderol.

Meanwhile, other 651 bottles hadnot been affixed with excise banderol. In addition to the evidence, the offic-ers also claimed to have arrested JS asa person in charge of the sub-distribu-tors. “We are still investigating the con-cerned person. Meanwhile, the evi-dence has been secured in the office ofCustoms and Excise,” he said.

In the meantime, around Jalan GatotSubroto, Denpasar, the officers seized152 bottles of spirits that have beenaffixed by excise banderol. Allegedly, the excise banderol was false, while

other 24 bottles have not been affixedwith the excise banderol. In themeantime, the person arrested had theinitial NM. He also claimed to be theresponsible person.

Other evidence confiscated by theofficers consisted of several rolls offalse excise banderol. Due to the actof the perpetrators, the loss of thestate was estimated to reach IDR 150million. “Perpetrator is ensnared witharticle 54, 55b, and 56 of the Act ofExcise. The penalty is 5 years inprison,” he added.

Russian officials had initially said97 people were killed but revised thefigure to 96. Poland’s Foreign Min-istry also confirmed the figure.

Polish government spokesmanPawel Gras said that despite the lossof so many leaders, the country’sarmed forces were operating nor-mally, and all state offices were do-ing the same.

That the crash occurred nearKatyn served as a stark reminder toPoland of the horrors of that place.Kaczynski and those aboard theflight were headed there to remem-ber the thousands of Poles system-atically executed by Josef Stalin’sNKVD, the forerunner to the KGB,in 1940.

About 4,000 Polish army officerswere killed in Katyn itself. In totalsome 22,000 officers and others werekilled there and in other areas.

Polish-Russian relations had beenimproving recently after being poi-soned for decades over the massa-

In Warsaw on Sunday, onemourner, Boguslaw Staron, said heturned out to honor Kaczynski, “agreat patriot.”

“He taught Poles how to respectour traditions, how to fight for ourdignity, and he made he made hissacrifice there at that tragic place,”said Staron, 70.

Kaczynski, 60, was the first serv-ing Polish leader to die since exiledWorld War II-era leader Gen.Wladyslaw Sikorski in a mysteri-ous plane crash off Gibraltar in1943.

The bodies of Kaczynski and hiswife were expected in Warsaw byearly afternoon, the Foreign Min-istry said. Kaczynski’s twin brotherJaroslaw flew to Smolensk on Sat-urday evening and identified thebodies.

CORAIL-CESSELESSE, Haiti– The first of 50,000 earthquakevictims that officials fear are mostthreatened by Haiti’s loomingrainy season were relocated Sat-urday as nonprofi t groupsscrambled to receive them.

Adults and children living atthe Petionville golf course walkedup a steep hill with their belong-ings and climbed into buses thatrumbled off to yet another tempo-rary home.

They wore yellow wristbandsthat indicated their departure timeand new neighborhood: Corail-Cesselesse, an extremely dry anddusty area about nine miles (15 ki-lometers) north of Port-au-Prince.

Among them were Elvina Serinand her four brothers, who got re-peated calls from United Nationsofficials reminding them to leaveSaturday.

“They told us we were going tohave water and bathrooms andthat there’s going to be a schoolnearby,” Serin said with a smile.

Prime Minister Gordon Brown andhis challenger David Cameron bothhave image problems that they’re tack-ling in a way the British electorate isn’tused to seeing: by dispatching theirspouses to the campaign trail.

The Labour Party’s Brown is seenby some as a cold, distant grouch. En-ter Sarah Brown, his articulate and ap-proachable spouse, to add a warm, hu-man dimension.

Conservative leader Cameron —fighting some voters’ perception thathe is a spoiled rich kid from Britain’smost elite private school — has de-ployed his sunny wife Samantha tosoften his “posh boy” reputation, de-spite the fact she herself is a distant rela-tive of King Charles II.

The result is a British campaign inwhich the candidates’ spouses are in thespotlight as never before, giving therace a bit more of a U.S. flavor, remind-ing voters of how Michelle Obama’sappeal helped her husband move intothe Oval Office.

For an unpredictable election inwhich polls suggest no one party maywin an outright majority, the candidatesare using every advantage they canmuster.

LONDON – One wants to dispel the notion that he’s half-man, half-machine. The other wantsto banish the notion that he’s too posh for office. So in a break with tradition, the men fighting tobecome Britain’s prime minister are turning to their wives for help.

women, who worry about what the bal-lot will mean to their families.

“Using their wives is a cheap way oftrying to appeal to women,” said StevenFielding of Nottingham University whorecently conducted a poll among work-ing class women. “They try to maketheir partners out to be nice family menand husbands but this isn’t a way to con-nect with working class women whomay vote. A lot of these women are justtrying to make ends meet.”

Sarah Brown is a former public re-lations executive who is traveling thecampaign trail with her husband. Sheprovides regular updates on Twitter —she has more than 1.1 million followers— allowing a peek behind No. 10’s fa-mous black door.

She provides an open counterpoint toBrown, who was once accused of ignor-ing a question from concerned motherson what his favorite cookie is. (The even-tual answer: anything with chocolate, buthe’s trying to cut down.) She, on the otherhand, draws a picture of a cozy homelife, telling the world how they watchmovies, dote on their children, and gofor walks together. In a column for theMirror, Sarah Brown revealed theiryoung sons, John and Fraser, surprisedtheir dad with “a lovely big hug” after heannounced the election call.

“The issue that Brown is trying toovercome is the impression he’s half-man, half-machine,” said AndrewHawkins of polling firm ComRes, “andfor David Cameron to demonstrate thathe is principled and there’s some sub-stance under the style.”

Samantha Cameron is also trying toshow her husband as a normal guy —despite the fact that her background iseven more aristocratic than his. Likemany of the voters her husband is woo-ing, she’s a working mother — the cre-ative director of an upmarket retailer— who looks after two kids and hasanother on the way.

But things don’t always go to plan:SamCam, as she’s known in the tab-loids, was chided in the British pressfor popping in to visit her father, SirReginald Sheffield, just before a cam-paign stop last week. The Times re-ported that “her attempts atclasslessness were slightly under-mined” when she had lunch at his3,000-acre Thealby Hall estate.

Justine Roberts, the founder ofMumsnet, a parenting Web site that at-tracts a large, vocal audience — andput the cookie question to Brown —said the notion that women will votefor a candidate because they have anaffinity with his wife is insulting.

“It has been a challenge be-cause we’ve had less than a weekto prepare,” said Laura Bank, aspokeswoman for World Vision.

It is unclear where the remain-ing 1,500 people in high-risk ar-eas will be moved, because thereis no room for them at the Corail-Cesselesse camp, which coversnearly 11 square miles.

A lot of time was lost search-ing for adequate land, Liz Satow,World Vision’s acting responsemanager, said in a statement thisweek.

“Now we’re faced with a deli-cate balance to move fast for thesake of the displaced communi-ties, but not so fast that we over-look their rights,” she said.

“This can be a bad precedent forother regions which have similar ten-dencies and which try to put reli-gious values above the country’sconstitution,” he told AFP.

President advised to exert maximumpower to eradicate corruption

curruption. The president must useall his powers and encourage theimposition of severe sanctions oncorrupters, including the death pen-alty or life sentences,” Ismet saidduring a discussion themed

“Dreaming about EradicatingCorruption.”

Ismet said judicial mafia practiceshad been going on for a long time, had become rife and were being en-gaged systematically at thecountry‘s law-enforcing institutions.

He said the penalties so far metedout to corrupters were too light andhad little deterrent effect. Citing anexample, he said a corrupter caughtred-handed stealing billions of rupiahwas only sentenced to five years in jail.

In China, he said, corrupters were

invariably sentenced to death. “As aresult, corruption now rarely hap-pens in China,” he added.

The discovery of a money launder-ing case involving tax officer GayusTambunan should serve as wake-upcall for the government to reform thecountry‘s law system, he said.

Meanwhile, a sociologist at theUniversity of Indonesia (UI),Thamrin Amal Tamagola, said he didnot support the idea of sentencingall corrupters to death.

He argued the question of life anddeath was one between man and God.But he agreed corrupters should begiven life sentences with the extrapenalty of community service, doingmenial jobs such as cleaning roadsidegutters or public latrines.

DETROIT - U.S. safety regulators may seeka second penalty against Toyota Motor Corp forknowingly delaying a massive recall over de-fective accelerator pedals, after imposing a record$16.4 million fine against the automaker onMonday.

The National Highway Traffic Safety Ad-ministration, in a April 5 letter to Toyota, saidToyota’s recall of 2.3 million vehicles in Janu-ary for faulty accelerator pedals came at leastfour months after the automaker had determinedthere were safety defects in the vehicles.

NHTSA may pursue a second fine basedon documents submitted by Toyota, which in-dicated there were two separate defects in therecalled pedals, the letter showed. The agencysaid Toyota would have faced a fine totaling$13.8 billion if not for caps set by U.S. law.

The proposed $16.4 million civil penaltyagainst Toyota is the maximum allowed by U.S.law and the largest that the U.S. Department ofTransportation has ever sought.

“Here, the gravity of Toyota’s apparentviolations is severe and potentially life-threat-ening,” NHTSA Chief Counsel O. KevinVincent said in the letter, a copy of which wasreviewed by Reuters.

U.S. law allowed a $6,000 penalty foreach defective vehicle sold by Toyota, addingto $13.8 billion. Due to a law that limits indi-vidual fines against a manufacturer, the maxi-

ATHENS - Greece may use an EU/IMFsafety net if needed, Prime Minister GeorgePapandreou said in an interview with a Greeknewspaper to be published on Sunday.

“The question remains whether thismechanism will convince markets just as agun on the table. If it does not convince them,it is a mechanism that it is there to be used,”Papandreou was quoted as saying in an ad-vance copy of To Vima’s Sunday edition.

Euro zone finance ministers, the Euro-pean Central Bank and the European Com-mission will hold a teleconference on Greeceon Sunday, days before Greece auctions 1.2billion euros ($1.6 billion) in total of six- and12-month T-bills on April 13.

Strauss-Kahn, managing director of the In-ternational Monetary Fund, also said that glo-bal economic recovery is still sluggish and un-even and needs continued policy support inmany advanced economies.

Growing concerns about the ability ofgovernments to finance the high level of pub-lic debt after the financial crisis, particularly inthe case of Greece, have been making inves-tors jittery in the past few months.

Strauss-Kahn said public debt in the ad-vanced economies is forecast to rise by about35 percentage points on average, to about 110percent of gross domestic product in 2014.

“Reversing this increase will be a tremen-dous challenge — let alone reducing debt be-low pre-crisis levels, which may be needed toleave enough fiscal space to tackle future cri-ses,” he told an economic conference at Cam-bridge University.

“Therefore, for the next decade or two, cyclical upswings should be used to reducepublic debt, rather than finance expenditure in-creases or tax cuts.”

Strauss-Kahn’s speech was disrupted byprotestors, who climbed to the balcony abovethe screen by where he was standing and threwa banner that read: “IMF is part of the problem,

not the solution.” The IMF head said that in Europe, as well

as at a global level, policy coordination was im-portant to secure economic growth.

“I recently spoke about this, in the con-text of Europe, where a broader framework ofpolicy cooperation — encompassing monetary, fiscal, financial and structural issues — isneeded to bolster economic growth. But some-thing similar is also needed on the global scale,to secure growth that is balanced, and hence sus-tainable,” he said.

Strauss-Kahn mentioned an idea that tar-geting higher inflation could leave more room tolower interest rates in the face of a deflationaryrecession, proposed by his colleague at the IMF.

“I think this is an interesting idea that mer-its serious discussion. But it is not the principalquestion for monetary policy, and should notdistract us from more important concerns.”

He also said the global economy now ap-peared to be on the path to recovery.

“Though it remains sluggish and uneven, and in need of continued policy support in manyadvanced economies. Moreover, the costs of thecrisis — low growth, high unemployment andsharply higher public debt — will take manyyears to overcome,” he said.

mum the government could seek was $16.375million, Vincent said in the letter.

Toyota has until April 19 to decidewhether to appeal that penalty for the first offi-cial finding that the world’s largest automakerviolated U.S. safety regulations.

“If Toyota will not agree to pay the de-manded penalty, NHTSA will refer this mat-ter to the U.S. Department of Justice with therecommendation that the Attorney Generalcommence a civil action in federal court ...,”Vincent said.

The New York Times first reported theNHTSA letter.

Automakers are legally obligated to tellU.S. safety regulators within five days if theydetermine a safety defect exists.

U.S. safety regulators said in proposingthe record fine against Toyota on Monday thatthe automaker’s own records showed that ithad issued repair notices for the sticky pedalproblem in Canada and Europe in Septemberbut did not take action in the U.S. market untilJanuary.

The agency continues to investigateToyota recalls, including one in October 2009for floor mats that can jam the gas pedal andcause uncontrolled acceleration. NHTSA hassaid that additional fines are possible.

Previously, the largest fine was $1 mil-lion against General Motors Co for failing topromptly recall windshield wipers in 2002-2003model vehicles.

Asked if Greece could afford the euroand if it could be forced out of the single cur-rency area, Papandreou said:

“The euro is not to blame for our prob-lems. Greece belongs in the euro zone. Anyother scenario is ridiculous.”

Asked about Germany, which has so farbeen very reluctant to come to the rescue ofits debt-laden partner, Papandreou said:

“Like all European countries, Germanyhas its own internal problems due to the in-ternational crisis.”

“But it is a delusion to believe the so-lution to these problems can be found out-side or at the expense of the rest of Europe.Germany’s prosperity depends on the pros-perity of its main trading partners which arethe European countries.”

CAPE CANAVERAL, Fla. – Astronauts struggled with stiff boltswhile attaching a big new tank full of ammonia coolant to the Interna-tional Space Station on Sunday, their second spacewalk in three daysto accomplish the job.

“Push, push, push, push, push. Alittle more,” one of the spacewalkerssaid as they tried to force the bolts.

“You guys want to take a breatherfor a minute?” shuttle commanderAlan Poindexter asked from inside.“You guys just take it easy, relax yourhands.”

The astronauts advised MissionControl to start coming up with along-term solution in case the boltswould not cooperate.

The slot for the tank was emptiedearlier in the spacewalk, whenMastracchio and Anderson poppedout a nearly empty ammonia tank thathad been on the space station for eightyears. The ammonia is circulatedthrough radiators to cool space sta-

tion electronics.Removing the old tank also had its

share of difficulty. One side of the boxycontainer got hung up on a mecha-nism, and Anderson had to tug it loose.

“I’m really getting good at this,”Anderson said as the tank popped out.He had to use a pry bar duringFriday’s spacewalk to get the newreplacement tank out of space shuttleDiscovery.

As the spacewalkers were movingthe old tank toward the robot arm forcapture, Anderson got caught on a pitpin and lanyard. “Jiminy Christmas,”he grumbled, freeing himself.

“Just go slow. It’s fine. There’s norush,” astronaut Dorothy Metcalf-Lindenburger assured him from inside.

With the spacewalkers serving aslookouts, the robot arm placed the oldtank on a space station rail cart fortemporary storage. “Keep it coming... beautiful,” Anderson said. The menstrapped the tank down with severaltethers.

Rodriguez, in the 55th minute, addeda second as Barca went three pointsclear of Real at the summit.

It was a fourth successive Clasicowin for Barca and their coach PepGuardiola while Messi continued hisknack of scoring against Real hav-ing netted twice in the 6-2 drubbingat the Bernabeu last season.

“It was not between him(Ronaldo) and me,” said Messi. “Itwas simply that Barca were superiorto Madrid. We are back at the topagain and we have an advantage.”

Inter exposed after draw at Fiorentinain Serie A should Roma win theirhome match against Atalanta onSunday.

A goal eight minutes from timefrom Per Kroldrup earned the Violaa deserved point after Inter had

come from behind to snatch the leadin the second half.

Prolific strike duo Diego Militoand Samuel Eto’o had each steeredhome right-wing centres to cancelout Keirrison’s early strike in an ab-

sorbing end-to-end contest. The result means Inter go two

points clear of Roma having playeda game more, while Fiorentinamove up a place to eighth.

“After going ahead we giftedFiorentina a second goal but thesethings happen in football - you’reoften most vulnerable after scor-ing,” said Inter sporting directorMarco Branca, who spoke as coachJose Mourinho is boycotting theItalian press.

“We aren’t bothered what Romado against Atalanta.” Fiorentinacoach Cesare Prandelli thought thedraw was a fair result.

“Inter have strength of characterand will always fight to the death. They put us under a lot of pressureand it was difficult to hold out.Their second goal was annoyingbecause they shouldn’t have beenable to break from our corner.”

With Fiorentina’s Peruvian leftwinger Juan Vargas injured and topscorer Alberto Gilardino only fitenough for the bench, Inter beganthe match on the front foot withWesley Sneijder having a 20-yardshot tipped around the post.

From the resulting corner Militohad a glorious chance to put Interahead but the Argentine could onlyhit the post.

The Nerazzurri were soon madeto pay as Fiorentina sliced throughtheir defence in the 11th minute.

Riccardo Montolivo waited for

the right moment to release the ma-rauding Gianluca Comotto, whosesquared centre was slammed highinto the net from eight yards by Bra-zilian prospect Keirrison.

Jose Mourinho’s men respondedby dominating possession but couldfind no way through the well-organised Viola backline.

The elusive Sneijder fizzed a 25-yarder a foot wide, Maicon sliced avolley horribly off target andEsteban Cambiasso, Cristian Chivuand Eto’o all blasted well over fromdistance before the break.

The home side continued to bedangerous on the counter-attackthough and two minutes after therestart Stevan Jovetic almostdoubled the lead but, slipped in byMontolivo, the Montenegrinscrewed his finish wide of the farpost.

Just as it seemed Inter had runout of steam, they turned the gameon its head with two copycat goalsin six minutes.

On 75 minutes Sneijder sprayedthe ball wide to Maicon, whosefirst-time cross from the right wassteered home by Milito, before sub-stitute Mario Balotelli delivered theperfect centre for Eto’o to score.

Inter’s celebrations lasted but aminute, however, as goalkeeperJulio Cesar missed another crossand defender Kroldrup scrambledhome from six yards to snatch a po-tentially telling point.

“We put the soft tyre on andwent slower and at this momentin time I am completely out ofideas as to what we can do.Maybe we need a magic wandthat we can wave at the bike andeverything slots into place.

“We’ll see what the race is likebut I don’t expect it to be a goodone for us.”
