    L T R T E O FROM flZWe write in relation to the above planning application ~ ~ : : : 2 2 ~ ~= = = : :that we have about the proposed development. Our family home at 586South Circular Road is situated to the west of the proposed developmentsite on the South Circular Road which is Zoned Z2 - ResidentialNeighbourhood, Conservation Area and has the stated objective of Toprotect and/or improve the amenities o residential conservationareas . This development does not meet this objective and accordinglywe have a particular interest in any proposals which may represent athreat to our established residential amenities . We enclose a cheque madepayable to An Bord Pleanala in respect of the prescribed fee for making asubmission outlining our objections to the application.

    We would like to firstly state that we have no objection to the fact that therewould be some development on this site as it is owned by St. JamesHospital. We have always welcomed the proximity of St. James Adulthospital and have always expected that there would be developments tocomplement our neighbourhood, as was previously done by St. Jameswith the development of the Private Clinic and the buildings that nowhouse the Speech and Language Clinic, National Centre for HereditaryCoagulation Disorders and Hepatology Department.

    In addition to our general objection to this proposal to build a NationalChildrens Hospital on the St. James Hospital site (as detailed in acomprehensive objection submitted by the South Circular Road ResidentsAssociation), we as a family also have specific objections to the proposeddevelopment of Family Accommodation on the site of St James s hospital

    'adjacent to the South Circular Road, Brookfield road entrance. Thisobjection is based on the following grounds:

    1) We strongly object to the height of the proposed Family Accommodationdevelopment exceeding two stories. The planning application proposes thedemolition of current 2-storey building that houses the National Centre forHereditary Coagulation Disorders and Hepatology Department andreplacing it with a 4-storey Family Accommodation unit. This building is onthe road front of Brookfield Road and is directly opposite the back gardensand rear aspects of our house and neighbouring houses on the SouthCircular Road . All these houses are late Victorian or early Edwardian andof typical construction not exceeding two stories in height. Building abovethis height immediately adjacent to the road will destroy the character o fthe area, will overlook front and rear aspects of these family homes with animmediate impact on their privacy, and will overshadow Brookfield Roaddue to the doubling of the existing building elevation, leading to greatlydecreased sunlight in this area.

    With regard to the impact on privacy, the building currently on this sitehouses Clinics that typically operate on a 9 am to 5 pm basis.Replacement of this with a Family Accommodation unit that will beoccupied 24/7, with several windows overlooking the front aspects ofhouses on Brookfield Road, and rear aspects of houses on the SouthCircular Road, will have a huge detrimental impact on our privacy. Ineffect, it will be possible to look straight into our bedroom and ourchildren's bedrooms at any hour of the day and night.

    2) The proposed 4-storey height of the family accommodationdevelopment will add to the sense of industrialization of this urbanresidential space and will be in direct contravention of the Z zoning of thisarea of the South Circular Road: To protect and/or improve the amenitieso residential conservation areas .

    3) We strongly object to the removal of the large, healthy, mature Lime treeon the site of the proposed Family Accommodation development. Thistree has stood at this site for many years and has previously beenrecognised as part of the amenity. The planning approval which wasgranted in June 1997 (ref 1485/97) for the 2-storey building which currentlyhouses The National Centre for Hereditary Coagulation Disorders andHepatology Department contained the condition as stated by the planningauthority the existing tree to be retained .... Reason: In order to provide asuitable setting for the proposed development and in the interest of visualamenity . This tree integrates the hospital entrance with the tree lined

    South Circular Road and provides an important visual amenity at theentrance into the hospital complex. Additionally, it provides a habitat for athriving bird population . Proposed urban developments should strive toenhance their attractiveness to colonization by wildlife rather than theopposite, which will be the case here if this tree is removed.

    4 The current building on this site was designed in 1997 to be sympatheticto the local residential environment, having two storeys, a red brick facade ,and stepped back in a staggered fashion, several metres from the roadfront. It is unfortunate that the series of photomontages produced by theNew Children's Hospital which accompanied the planning application didnot seek to show the impact of the proposed 4-storey FamilyAccommodation on its immediate neighbourhood. Had this been done, itwould be readily apparent that the plan for this proposed build ing iscompletely unsuitable for a residential Z2 zoned area , as detailed in ourobjections above.
