“Of the total airports cooperated, 11airports of them have the status as civilenclave. Meanwhile, the remaining 49airports have the status as military en-clave or military aviation activities uti-lizing the airport facilities,” said the AirForce Chief of Staff Sukirno KS inKuta, Monday (Jan 31).

Utilization of the air base (mili-tary enclave) as an airport (civil en-clave) is based on Joint Decree is-sued by three ministers including theMinister of Defense and Security/Commander of the Armed Forces,Minister of Transportation and Min-ister of Finance. Similarly, the de-cree stipulated that 11 air bases couldbe used as an airport and 49 airportscould be used as an air base.

AirForce base in Singkawang, WestKalimantan and Morotai, NorthMaluku, recognized Sukirno, wouldsoon be operated for civil aviation. As a matter of fact, it physicallycould be operated when some re-quirements had been complied with.

According to him, the relationshipof the Indonesian Air Force and rel-evant authorities regarding to the uti-lization of civil and military airporthad been going on for so long. How-ever, so far the implementation re-mained partial and did not have aclear legal reference. “The use ofjoint airport as a base in an emer-gency situation, and on the contrary, air base for civil aviation in the in-

terest of business, is expected to pro-vide mutual benefit,” he said.

Meanwhile, the Director Generalof Air Transportation, Ministry ofTransportation, Herry Bakti, said thedeal would bring benefits to the air-line in improving the operational ef-ficiency and business developmentfor both the airline and the airportoperators. “In the future, pursuant tothe needs in the country’s border ter-ritory, the military enclave as an air-port of civil aviation would possiblyincrease,” he said.

He also admitted the plan to openother new civil enclaves for flightoperations in Morotai and Saumlakiby using military air base there. Itwas intended to trigger the increaseof maritime economic activities ofthe local communities. (par)

Mangupura (Bali Post)—In addition to the procurement of official vehicles in the

Badung House considered contradictory to the condition ofthe current society, in 2011, the traveling habit of BadungRegency entourage remains to go on. On the upcoming Feb-ruary 15-21, the first entourage will leave for Italy to par-ticipate in BIT tourism exhibition. The Badung RegencyGovernment argued that billions of rupiahs taken from thepublic money through the Badung Regional Budget wereeffective for promoting Bali tourism in general and Badungtourism in particular.

The Head of Badung Government Tourism Office(Kadisparda), Tjok Raka Darmawan, Monday (Jan 31), saidthe promotion to Italy would involve a number of partici-pants. Among others, there would be an envoy of the Indo-nesia Hotels and Restaurants Association (PHRI), a dancer,a décor artist, stand management in the BIT consisting ofthe Head of Badung Government Tourism Office and threestaff and involved the members of the Badung House. TheRegent of Badung A.A. Gde Agung would also be expectedto lead the entourage.

The fund of Badung Regional Budget taken to financethe participants (excluding the members of the House) ap-proximately amounted to IDR 600 million. Tjok Raka couldnot explain how much fund required for financing the de-parture of those legislators as it lay in the authority of theBadung House’s Secretariat. In addition, there would be agroup of tourism entrepreneurs. Differently, the employerentourage did not use the regional budget.

Tjok Raka countered if the departure of Badung Regencyentourage was only intended to have leisure and squanderthe public money. Instead, he argued, the entourage wouldperform direct promotional efforts to boost the tourist visitsfrom Europe. European tourists remained a minimal marketcompared to that of Australia and East Asia. Therefore, itshould be worked on seriously. “Promotion like this is veryeffective because we can meet the European businessmen inperson. There we can directly interact and offer the poten-tial we have. Moreover, we will also invite the foreign massmedia,” he said.

Furthermore, the position of Badung in the trip was toparticipate in the national campaign held by the Ministry ofCulture and Tourism of the RI. All provinces were invited toattend the activity. In addition to Badung, Bali ProvincialGovernment would also take part. BIT was seen as a poten-tial tourism promotional event in addition to two other eventssuch as ITB (Germany) and WTM (London). “Obviously, the purpose of the activity is not for fun, but for promotingtourism that later on can be expected to boost the touristvisits,” he added.

Meanwhile, Secretary of the Badung House, IGN RaiSudharma, revealed the promotion involved ten members ofthe House. Document submission of five participants hadbeen approved in the embassy. Related to the budget, hewas not able to explain. He simply referred to the budget ofthe House’s Secretariat in the form of annual allocation. However, based on the account of overseas official travel ofthe Badung House’s Secretariat, the budget set was IDR 3.2billion for four departures. In other words, each departurewould spend maximally at IDR 800 million. (kmb25)

According to the Head of BaliHealth Services, Nyoman Sutedja, the habitat of Legionella bacteriacausing the Legionnaire disease wason the water with a temperature be-tween 35o to 45o. By and large, thebacterium causes pneumonia if theimmune system of the body de-creased. On that account, for thosehaving water heaters and swimmingpools should pay attention to theirsanitation because the bacteriumliked living in those places.

Sutedja appealed the hotels andvillas in Bali to pay serious atten-tion to the sanitation of water reser-voir, especially the hot water reser-voir tower and swimming pool. By

Within the past few weeks, Bali has been staggered by the presence of Australians sufferingfrom Legionnaire disease. Though it seems new, the Legionnaire disease has actually been foundin Bali in 1987. So, what is really the Legionnaire disease? Legionnaire disease is an acute respi-ratory tract infection caused by Legionella pneumophilia bacterium and other species of Legionella. The diseases caused are such as cough, fever and pneumonia. As a matter of fact, the disease is notdangerous for those having good bodily resistance, but highly susceptible to the elderly, smokersand people with diabetes.

Denpasar (Bali Post) –In finishing the revision of build-

ing permit (IMB) regional regula-tions which is done by Special Com-mittee VII of Denpasar House ofRepresentatives (DPRD) last Mon-day (31/1), they visited the PermitAgency. This visitation was re-ceived by Head of Denpasar PermitAgency, A.A. Ray Soryawan andthe committee discussed further therevised regulations.

Interestingly, in the meeting theyjust discovered that a special build-ing has to have a Mayor Recom-mendation before a permit wasgiven. Besides that, on field super-visions are so minim which causesmany violations have been done.

Member of the committee A.A.Susruta Ngurah Putra questionedthe recommendation as he just knewof this regulation. MeanwhileSoryawan stated that special build-ings there are now have been fol-lowing regulations such as fivestarred hotel, “There has been aregulation on it. But I don’t knowthe details or specification to a spe-cial building.”

In the meeting it was revealedthat the on field supervisions doneby Spatial Planning and HousingAgency, Peace and Order Agency

doing so, the disease would notflourish well in the future. “Thewater must contain chlorine withconcentration of about 0.2-0.5 ppm, mainly on the streams of hot waterand swimming pool,” said Sutedja. If the sanitation of water was notconsidered properly, these bacteriawould possibly develop easily.

For the case of pneumonia dis-ease, resumed Sutedja, caused byLegionella bacterium was found in1987 and the case had disappeared. Then, some foreigners were seenagain suffering from the Legionnairedisease in Kuta in October 2010.“However, it was known that the af-fected residents had traveled every-

where. Therefore, it could not bemade sure if they were infected inBali or elsewhere,” said Sutedja. Nev-ertheless, the infection of pneumoniacaused by Legionella bacterium wasnot sporadic as bird flu. “The case islike any other pneumonia. It is cur-able and the potential of death is notas severe as bird flu,” said Sutedja.

In Indonesia, the pneumoniacaused by Legionella bacterium wasnot specifically identified but be-longed to the pneumonia disease ingeneral. “Essentially, if our environ-mental sanitation is good and clean,of course the bacteria or virus willnot be able to develop flourishingly,”added Sutedja. Singaraja (Bali Post) –Even though there has been do-

According to one of the commit-tee member who is also Head ofCommission B, Eko Supriadi, re-vealed that many facts on permits arenot matching to what the Agency hasas the lowest officials such as Headof Villages tend to just sign in agree-ing to giving permits without under-standing the rules and regulations ofgetting an IMB, “The fact that there’smany violation on the field was be-cause of a weak supervision.”

He asked for the lowest officialsto be given intensive and guidancein supervision so they realize the re-sponsibility to face a violation intheir area, “If it’s ignored then it willdamage Denpasar, especially if theseofficials keeps being weak in super-vising.”

Meanwhile, Ketut Resmiyasaquestions the number of IMB thathas been done yet it’s not taken bythe owners. He said violation likethis tends to lessen income and vio-lating rules, “The owner only got thecopy of IMB as evidence yet the realone is never taken which causes IMBretribution gone. According to Juniadi, the airportconstruction needs a specific anddeep research or visibility studyfirstly first. This research not onlysee from the affect towards theeconomy and agriculture, but alsoon geology, physic, biology, sociol-ogy, economy and culture.

It is explained Buleleng is a suit-able location to build the interna-tional airport remembering the landneeded is around 1.000 hectare

It is also said that it can’t bedenied that it can cause a nega-tive risk even though positive af-fect will be much bigger such asopening a market towards localgoods from agriculture, small andmedium industries, from sea andmore, “For the people pleasedon’t be negative to the risks thatmight happen, but let’s get to-gether in reaching safety and dis-ciplinary so the plan of creatingan airport can happen.” (kmb15)

SEOUL, South Korea – SouthKorea’s president pressed North Ko-rea on Monday to take responsibilityfor two deadly attacks last year andto change its pattern of provocationsif it wants to improve relations withthe outside world. President LeeMyung-bak also said he was open tomeeting North Korean leader KimJong Il for talks — but that NorthKorea must change its behavior andshow sincerity first.

South Korean President LeeMyung-bak speaks with experts atthe presidential Blue House inSeoul, Tuesday, Feb. 1, 2011. Lee isurging North Korea to show respon-sibility for two deadly attacks lastyear, ahead of looming defensetalks between the divided countries.

South Korea’s Lee open to summit with Kim Jong Ilyears, to ease months of hostility onthe Korean peninsula that have raisedfears of war.

Tensions have been at one of thehighest levels in decades since NorthKorea’s artillery bombardment of aSouth Korean island in Novemberkilled four people.

The attack on a front-line civilianarea — one of the gravest assaults byNorth Korea since the 1950-53 KoreanWar — came eight months after thedeadly sinking of a South Korean war-ship blamed on Pyongyang. The Northhas denied its involvement in the sink-ing, which killed 46 South Korean sail-ors.

After weeks of threatening war, theNorth has pushed recently for talkswith South Korea and the resumptionof six-nation negotiations over its

nuclear weapons program. Last week,South Korea agreed to defense talksin what would be the rivals’ first offi-cial contact since the November ar-tillery barrage. The two Koreas havenot yet agreed on a date for prelimi-nary talks.

Lee said North Korea must changeits pattern of behavior — raising re-gional tensions with provocations andthen seeking negotiations to wrestbadly needed aid — if it wants toimprove ties with the South or see theresumption of nuclear-disarmament-for-aid negotiations. “When (NorthKorea) has a position that it really in-tends to have genuine talks rather thanarmed provocation, we can haveSouth-North Korea talks and eco-nomic exchanges, and discuss the six-party talks,” Lee said.

Asked whether a summit withNorth Korea’s leader was possible, Leesaid: “Yes. I don’t deny it. I’d hold asummit if necessary.” Before last year’sattacks, the two Koreas reportedlypushed for a summit but failed to agreedue to differences over North Korea’sdemand for food aid.

Lee has said in the past that he waswilling, in principle, to meet Kim atany time if that would help foster peaceon the Korean peninsula, which hasremained in a technical state of warsince the Korean War ended in a truce.

The leaders of the two Koreas heldtheir first-ever summit in 2000, withthen-South Korean President Kim Dae-jung traveling to Pyongyang to meetwith Kim Jong Il. The second summitwas held in 2007 between then-Presi-dent Roh Moo-hyun and Kim.

CAIRO – Egypt’s military pledged not to fire on protesters in a signthat army support for President Hosni Mubarak may be unravelingon the eve of a major escalation — a push for a million people to taketo the streets Tuesday to demand the authoritarian leader’s ouster.

“He only needs a push!” was oneof the most frequent chants, and aleaflet circulated by some protesterssaid it was time for the military tochoose between Mubarak and thepeople.

The latest gesture by Mubarakaimed at defusing the crisis fell flat. His top ally, the United States, roundly rejected his announcementof a new government Monday thatdropped his highly unpopular inte-rior minister, who heads police

forces and has been widely de-nounced by the protesters. Thecrowds in the streets were equallyunimpressed.

“It’s almost the same govern-ment, as if we are not here, as if weare sheep,” sneered one protester,Khaled Bassyouny, a 30-year-oldInternet entrepreneur. He said it wastime to escalate the marches. “It hasto burn. It has to become ugly. Wehave to take it to the presidentialpalace.”

Another concession came lateMonday, when Vice President OmarSuleiman — appointed by Mubarakonly two days earlier — went on stateTV to announce the offer of a dia-logue with “political forces” for con-stitutional and legislative reforms.

Inspired by puranic or mytho-logical stories, many Hindu artisansin Bali manage to make variouskinds of sculpture. When visitorshappened to have island excursion, you may encounter many statuessuch as outside the temple, at theend of each bridge, intersection, hotel’s gardens or even on the pave-ment on the protocol roads inDenpasar. Sacred statues are placedin the sanctum representing godsand goddess as well as heavenlycreatures, decorative statue in-stalled in commercial premises andthe last one is statue to commemo-rate the great heroes.

Statues depicting the great he-roes can be encountered in the re-gencies pursuant to their respectiveorigin. One of the great heroes ofBali is I Gusti Ngurah Rai as thename of local international airport.Right in the east of the airportstands still the Statue of NgurahRai. He was the commander ofCiung Wanara troops of Bali strug-gling bitterly against the Dutch co-lonial for the sake of freedom.

With him, there were some othercompanions in arms. For instance,I Gusti Ngurah Bagus Sugianyar, his statue is strategically installedin the intersection of Jalan GatotSubroto and Jalan Cokroaminoto,Ubung. As if he welcomes every-

one entering the city from outsideDenpasar and outside Bali from thewest. Then, Cokorda AgungTresna—Head of Badung StruggleHeadquarters. His statue is installedon the intersection of Jalan GatotSubroto and Jalan Nangka, right inthe east of Sugianyar’s statue. Mean-while, Ida Bagus Putu Japa was amember of Pembela Tanah Air (em-bryo of the Indonesian Military) im-mortalized with a statue put in theRenon roundabouts.

In the meantime, Puputan BadungSquare located right in the heart ofDenpasar City also retained statutesof other great heroes. The statues areplaced in the northern side of thesquare. They depict the bitterstruggle of the Badung Kingdomagainst the colonial until their lastbloodshed. This heroic incident oc-curred on September 20, 1906 andnow it is celebrated as the PuputanBadung Day.

Those statues are intended toshow an appreciation over the mer-its of great heroes of Bali that haddedicated their entire life sincerelyfor the nation. Similarly, they denotean educational medium to introducethe heroes to younger generation sothey get a simple illustration aboutthe heroes living before their time. Lastbut not least, they also give good vi-sual impression to the arrangement ofurban landscaping and attraction totourists reflecting one of the artistictreasures owned by Bali. (BTN/punia)

LOS ANGELES – A notorious criminal case that waited 400 yearsto go before a jury resulted in no definite answer to the question ofwhether the defendant — Hamlet Prince of Denmark — was sane whenhe committed murder.

said Blair Berk, who representedHamlet. “To be sane, or not to besane, at the time he killed Polonius. That is the question.”

Berk and the other defense attorney,Richard Hirsch, played onShakespeare’s words in arguing thatHamlet had a classic personality disor-der. “He was truly a melancholy Dane,”said Hirsch, noting that Hamlet’s ownmother proclaimed him to be mad.

But the prosecutors, Deputy Dis-trict Attorney Danette Meyers andattorney Nathan J. Hochman, arguedthat Hamlet was sane — though ob-sessed with avenging the death of hisfather, the king. Meyers told the jurythat Hamlet’s murderous behaviorwas not a result of insanity. “This isanger, and what today would be

called payback,” she said. She also said that his vision of his

father as a ghost giving him orderswas not evidence of his mental state.“Seeing ghosts was not uncommonin the state of Denmark,” she added. Both sides called to the witness standfamed forensic psychiatrists whohave testified in high profile casesincluding those of O.J. Simpson,Charles Manson and the Unabomber.

Dr. Saul Faerstein said Hamletwas “totally crazed and unhinged,”citing soliloquies in which “he’s talk-ing to himself with no one else there.”

He said Hamlet “was experienc-ing was an auditory hallucination”when he saw his father’s ghost.“That was a sign of a significant psy-chological disorder,” Faerstein said.Dr. Ronald Markman disagreed, saying that Hamlet knew right fromwrong and did not meet the currentaccepted criteria for having a majordepressive disorder. “My opinion is,he was sane-based on his behaviorbefore, after and during the act.”

WASHINGTON – A type of diabe-tes that strikes during pregnancy maydisappear at birth, but it remains a bigred flag for moms’ future health — onethat too many seem to be missing.

Roughly half of women who’vehad gestational diabetes — the preg-nancy kind — go on to develop full-fledged Type 2 diabetes in the monthsto years after their child’s birth.

Yet new research shows fewer thanone in five of those women returnsfor a crucial diabetes test within sixmonths of delivery. That’s the first ofthe checkups they’re supposed tohave every few years to guard againstdiabetes’ return, but no one knowshow many do.

The research, by testing-lab giant

Diabetes in pregnancy a risk for mom years laterQuest Diagnostics, is sobering be-cause if they only knew, many ofthese new mothers could take stepsto reduce their chances of later-in-life diabetes that can bring with itsuch complications as heart diseaseand kidney damage.

“It’s almost as if you got a pre-view ... a window to the future,” saysDr. Ann Albright, a diabetes special-ist with the Centers for Disease Con-trol and Prevention. “This is a popu-lation that really should be targetedfor intervention.”

And more mothers-to-be soonmay join the ranks. The AmericanDiabetes Association is recommend-ing a change in how pregnant womenare tested that will identify more mildcases than today, based on some re-cent studies that found treating even

those mothers leads to easier deliver-ies. If obstetricians eventually sign on,it has the potential to double diagnoses— although most mild cases wouldneed only better nutrition and exer-cise, not diabetes medications, theassociation cautions.

New CDC estimates show nearly26 million Americans have someform of diabetes, the vast majorityof them the Type 2 kind that’s linkedto being overweight. Tens of millionsmore have high enough blood sugarto be classified as pre-diabetic.

Women can have either Type 2 dia-betes or the insulin-dependent Type 1variety at the time they become preg-nant. That’s a separate issue, and thosewomen are urged to have their diabe-tes tightly controlled to avoid a rangeof risks to baby and mother.

ANCHORAGE, Alaska – Fossilized tracks from two newly discoveredprehistoric birds have been found in Alaska’s Denali National Park, ac-cording to findings released by an expert in Arctic paleontology. The pre-viously unknown birds were among a wide variety of birds that left fossil-ized tracks in Denali, Tony Fiorillo, a paleontologist and curator at theMuseum of Nature and Science in Dallas, told Reuters in an interview.

most popular visitor destinations inAlaska, is also drawing increasedattention from paleontologists.

Because of the characteristics ofthe rock formations there, Denali hasproven to be one of the best placesin the world to find prehistoric birdtracks, Fiorillo said. Thousands ofprehistoric bird tracks have beenfound there, but what is particularlyimportant is the variety. “It’s themost biodiversity represented by thetracks (in the world),” he said.

Some of the tracks match speciesthat dwelled during that period inmore southern latitudes of NorthAmerica or in Asia — suggestingbirds migrated from great distancesto Alaska to breed and nest in Creta-ceous summers just as they do today.

70 MILLION YEARS AGO“Isn’t it kind of neat to think about

the idea that in the Cretaceous, 70million years ago, Alaska might haveserved the same kind of avian needsthat it does today?” Fiorillo said.

Fiorillo has been conducting pa-leontological digs in search of pre-historic bird tracks in Denali since2006 and has been examining otherfossils in the park since before then.

He helped discover the first dino-saur track in the park in 2005, whichhappened to be in a location close tothe park road that carries busloads ofsummer tourists.

Along with birds, hadrosaurs —duckbilled, plant-eating dinosaurs —were plentiful in Alaska during theCretaceous period, according to hisresearch.

Fiorillo and colleagues from theUniversity of Texas and the Univer-sity of Alaska Fairbanks calculate thatAlaska held about 500,000hadrosaurs at any given time duringthat period — roughly equivalent tomodern caribou populations inAlaska.
