Kondisi industri koran di Indonesia saat ini menghadapi masalah mengenai

turunnya oplah koran setiap tahunnya yang dipengaruhi oleh pertumbuhan media

online yang pesat. Permasalahan ini juga terjadi di Surakarta yang pada penelitian ini

diambil studi kasus koran Solopos. Koran Solopos juga memiliki permasalahan oplah

koran yang cenderung menurun dengan rata-rata penurunan oplah per tahun adalah

8%. Permasalahan lain juga terjadi pada proses replenishment cycle yaitu tingginya

retur koran sebesar 5,33% dari total kiriman koran. Pada proses manufacturing cycle

terdapat permasalahan keterlambatan pra cetak dan jumlah missprint koran tinggi.

Permasalahan yang diuraikan tersebut merupakan indikasi awal terjadinya

permasalahan rantai pasok sehingga perlu dilakukan penelusuran lebih lanjut.

Penelusuran tersebut dilakukan dengan melakukan pemetaan dan pengukuran kinerja

rantai pasok menggunakan model Supply Chain Operations Reference (SCOR®).

Data penelitian meliputi data primer dan data sekunder. Kuesioner disusun

untuk melakukan verifikasi terhadap Key Performance Indicators (KPI) yang sesuai

dengan kondisi perusahaan. KPI dihitung nilai performansi dan dibandingkan dengan

target perusahaan serta perusahaan sejenis menggunakan gap analysis. Proses rantai

pasok berdasarkan level 1 dan 2 SCOR® dikaitkan dengan KPI untuk melakukan

evaluasi terhadap proses tersebut. Proses yang terkait dengan metrik yang belum

sesuai target perusahaan dapat diperbaiki dengan melakukan peningkatan kinerja

berdasarkan rekomendasi beberapa best practices. Beberapa best practices tersebut

dipilih dua best practices yang paling prioritas untuk dilakukan dan kemudian

dilakukan rancangan implementasi untuk perusahaan.

Berdasarkan pengukuran yang dilakukan, dapat diketahui nilai performansi

yang belum mencapai target adalah perfect order fulfillment, returns rate, total cost

to serve, cash-to-cash cycle time, return on fixed assets, dan return on working

capital yang memiliki gap secara berturut-turut sebesar 0,25%, 0,33%, 1,76%, 15

hari, 3%, dan 9%. Terdapat beberapa sub operasi proses sistem rantai pasokan yang

menyebabkan ketidakefisienan metrik tersebut sehingga perlu diperbaiki.

Berdasarkan analisis yang telah dilakukan, best practice yang dirancang sebagai

rekomendasi implementasi di perusahaan adalah identification of obsolete capital

assets dan ABC inventory classification.

USING SUPPLY CHAIN OPERATIONS REFERENCE (SCOR®) 11.0

MODEL CASE STUDY OF NEWSPAPER SUPPLY CHAIN. Undergraduate

Thesis. Surakarta: Industrial Engineering Department, Faculty of Engineering,

Sebelas Maret University, August 2017.

The condition of newspaper industry in Indonesia is currently facing the

problem of declining newspaper circulation every year. This problem also occurred

in Surakarta City, which in this study is taken place of Solopos’s newspaper. The

Solopos newspaper also has an issue that tends to decline with an average annual

decrease of 8%. Another problem also occurs in the process of replenishment cycle

which is the high return of newspaper from agent that is equal to 5.33%. In the

manufacturing cycle process there are also have a problem of pre-printing delay and

the number of newspaper missprint is still high. The described problems are an early

indication of the problem on newspaper supply chain, so that further investigation is

needed. The investigation can be done by performing supply chain mapping and

supply chain performance measurements using the Supply Chain Operations

Reference (SCOR) model.

Data in this research consist of primary data and secondary data.

Questionnaires are structured to verify the Key Performance Indicators (KPI) in

accordance with the conditions of the company. The value of KPI performance was

calculated and compared with the company’s target and similar companies using the

gap analysis. The first and second level of supply chain processes are associated with

KPIs to evaluate the process. Processes related to metrics that have not achieved

company targets can be improved by improving performance based on several best

practices recommendations. Two of the most prioritized best practices are selected to

the company for implementation recommendations.

Based on the measurements that have been done, it can be seen that the

performance values that have not reached the target consist of perfect order

fulfillment, returns rate, total cost to serve, cash-to-cash cycle time, return on fixed

assets and return on working capital with the gap 0.25% , 0.33%, 1.76%, 15 days,

3%, and 9%. The inefficiency of the metrics was caused by several sub-processes of

the supply chain system, therefore it needs to be improved. Based on the analyze, the

best practices chosen to be designed are identification of obsolete capital assets and

ABC inventory classification.
