PLTU 1 Jawa Barat (3 X 330 MW) lndrarnayu
Kronologis : 1. PLN-E mengusulkan sebelum melanjutkan pembahasan pada Book II Part 4.3A dan Part 4.38,
maka PLN-E ingin menyampaikan informasi secara resmi List of Approval Sub Contractors of Major Equipment yang sudah dilaksanakan pada pembangunan PLTU Indramayu.
2. Pada saat mulai pembangunan PLTU lndramayu terdapat kebijaksanaan dari Project Director (PD) Y8 sbb : a. .lika Kontraktor yang melaksanakan sesuai dengan Vendor List, maka secara langsung
dapat disetujui dengan catatan bahwa spesifikasi teknik mengikuti yang ada di dokumen kontra k.
b. .lika usulan tidak terdapat pada Vendor List, maka Kontrator wajib memberikan usulan kepada Project Director Y8, selanjutnya akan dilakukan pembahasan bersama PLN-E dan PLN JMK dan keputusan persetujuan dikeluarkan oleh PD Y8.
c. Hal-ha1 yang berkaitan dengan surat edaran DIRKON mengenai approval Sub Vendor harus diputuskan melalui DDDAN, maka pada tanggal tersebut persetujuan sudah mendekati penyelesaian. Sehingga perlu d~laksanakan evaluasi pada rapat hari ini. (Laporan SCH.3.10 terlampir).
3. Pembahasan hari ini dapat diselesaikan Book II Part 4.3A. 4. Pembahasan Book II Part 4.3B akan dilaksanakan pada hari Kamis dan Jum'at, tanggal 28-29
Januari 2010, di Site Indramayu.

4.3A.2 DATA AND DRAWING SUBMISSION No.

4.3A.2.1 GENERAL
The Contractor shall submit with his proposal all data, information and drawings specified herein. Data and curves related to the performance of the plant items and equipment shall be a part of the Contract.
Information and Drawings : OK, data pendukung dan curve performance belum lengkap, sehingga perlu diselesaikan sebelum COD.
Following the award of the Contract, the Contractor shall prepared and provide to the Owner revised and certified Contract Proposal documents including all data and drawings mentioned above being correct in every detail, as well as all document, data, calculations and drawings showing the detail design performed by the Contractor, to be approved by the Owner.
Di dalam approval as built drawings maka masih ada kesempatan untuk melengkapi data‐data tersebut dan akan dikoordinasikan antara PLN‐E, PLN JMK, PLN Kit Indramayu (Site) dan PLN JASER.
4.3A.2.2. DATA AND DRAWINGS REQUIRED WITH BID PROPOSAL
The Contractor shall include but not limited to the following data and drawings with his Bid Proposal.

Layout with elevations and sections showing the plant arrangement, principal dimension, parts to be assembled on Site, and shall also clearly indicate the laydown areas and major component removal routes the general plant arrangement drawing shall include sufficient plan and elevation views to show the arrangement of all equipment both horizontally and vertically in relation to each other

Sudah dilaksanakan Kontraktor dan as built drawings harus diselesaikan sebelum COD (agar dilakukan rapat pembahsan di Site untuk memulai pembahsan as built drawings sejak bulan Januari ini).

4.3A.2.3.1 General

During the erection and commissioning period it may be necessary on the approval of the Owner to make revisions to already approved construction drawings. In such case the Contractor shall provide to the Owner at Site without delay two marked up prints detailing any revision made. Normal revisions of these drawings shall then be made and issued to the Owner as described earlier
Dalam pelaksanaan Kontraktor mengirimkan Proposal melalui mekanisme DMS (Design Modification Supplement). Menurut catatan PLN‐E sudah mencapai hamper 500 item dan di dalam pelaksanaannya sudah mengikuti approval PLN‐E dan diawasi oleh PLN JMK diharapkan bahwa angka NCR = 0 sebelum FAC.
4.3A.2.3.4 As Built Drawings
Following the installation of the equipment, the Contractor shall revise his drawings as necessary to show the "as built" status. The Contractor shall send three copies of the "as built" drawings to the Owner for approval.

4.3A.2.3.5 Contract Drawings

4.3A.3.2 CONTRACT SCHEDULE
The Schedule provided in accordance with clause above shall be revised in detail by Contractor to reflect any changes in scope of Work or scheduled dates agreed during Contract negotiations and to a format acceptable to the Owner suitable for computer application.

4.3A.4. PROGRESS REPORTS No. Description

4.3A.4.1 SCHEDULE WORK
The Contractor shall prepare and submit to the Owner within 15 days after the first day of every month, a written progress report summarizing the progress of the various sections of the works both in the factory and at Site. Such progress reports shall indicate accurately the status of different activities covering design, major procurement, manufacture, factory tests, shipping, erection, testing and commissioning and shall be related to key dates identified in the programs referred to in Part 5, Schedule 4. The report shall also include data on labor strength and equipment employed at the Site.

4.3A.4.2 COST CONTROL
The Contractor shall submit, with his Bid Proposal a time‐ phased, estimated cash flow on a Month‐by‐Month basis for each Unit. The payments for labor and materials shall be separated and shown for each Month, reflecting the estimated Monthly costs for the Contract throughout its scheduled life.

4.3A.5.1 GENERAL
The codes, standards and specifications referenced in this Document (including addenda, amendments and errata) shall govern in all cases where references thereto are made. In case of conflict between these codes (or standards or specifications) and the requirements specified in this Document, the latter shall govern. (See CDA: G002)

4.3A.6.1 GENERAL
The equipment and systems to be supplied under this Contract shall undergo tests for verification that the components satisfy all the performance requirements as specified. All equipment tests shall be conducted in accordance with the codes and standards specified in this Document. Any equipment performance test not covered by codes or standards in this Technical Requirement shall be subject to the review and approved by the Owner

4.3A.6.2 SCOPE
Contractor shall conduct performance tests, which shall include all individual items of equipment, complete systems and subsystems covered under this Contract.

Contractor shall provide all equipment and instrumentation required for testing. The Contractor shall conduct all the required mechanical, electrical, running and functional tests under simulated conditions for all applicable items of equipment prior to shipment as well as at Site.

It is Contractor’s responsibility to carry out all performance tests in this Contract. The equipment at Site shall be operated by the Owner’s operators during the tests.

Performance tests on each assembled equipment shall be conducted in accordance with all detailed requirements of the Technical Specifications for that item of equipment, or as otherwise agreed with the Owner.

4.3A.6.3 EQUIPMENT PERFORMANCE
Performance tests at Site shall be conducted as required by Part 3, Clause 13 and Part 4 Section 4.3A.6, on all equipment in the Contractor's supply in order to verify that the equipment satisfies all the design requirements, and to demonstrate that the performance and guarantees specified in the Contract have been met. The Contractor shall provide and install all necessary test points, instruments, fittings and other equipment and consumables except fuel required for conducting the performance tests.

Power Output

Auxiliary Power
The Contractor shall guarantee the auxiliary power consumption corresponding to TMCR of each Coal Power Plant, at the corresponding TMCR load with specified fuels.

The turbine generator generates net output which shall be 300 – 400 MW under exhaust pressure conditions 0,087 bar (a), which shall correspond to worst condition of cooling water temperature 35 oC with 3% make‐up water (Capability).

(2) Valve Wide Open (VWO) The turbine generator shall be capable of producing
continuously a power output with valves wide open (VWO) of not less than 105% of rated output.

The Contractor shall also conduct all tests related to guarantee items on the plant, Water Treatment System, Waste Water Treatment System, Coal, Ash Handling System, Noise, as detailed in Part 5, Schedule 6.

PERFORMANCE TEST
To determine whether the equipment complies with the guarantees, the Contractor shall carry out the performance tests after trial operation and reliability tests. The performance tests at MCR 100%, 75%, and 50% load shall be carried out for the period of one (1) day continuously, and also maximum, and minimum load tests shall be carried out to conform the guarantee in four (4) hours each.

GENERAL (1) Test schedule will be prepared by the Contractor and the test shall be conducted in accordance with the
“PERFORMANCE TEST PROCEDURE” submitted by the Contractor and approved by the Owner and complying with the specified guarantee conditions.
(2) This specification describes the outline of the performance test. The Contractor shall make the detailed test
procedure which covers all guarantee items based on the outline in this specification, and shall submit it to the Owner for approval.
(3) The detailed test procedure shall include the following items.
a) The sequence of the tests to be conducted. b) The time duration of each test at each load. c) The number of test runs at each load. d) List of instruments, which shall be used for each test. The list shall designate which instruments are (a)
special test instruments, (b) certified, (c) to be calibrated before and after each test, (d) check instruments, (e) station supply instruments.
e) All formulas, calculations, conversion factors, curves, correction curves, etc, to be used in conducting the tests and the calculations of the test results.
f) Sample test reports or data sheets and all specific result sheet forms that will be used for the test. g) Correction factor curves shall be submitted as a part of the detailed procedure. Such curves will be used if
necessary, for correction variations in test conditions from the specified conditions. The correction curves shall cover the complete ranges variation that may be encountered.
(4) The Contractor shall provide sufficient and skilled supervisory staff and service engineers to perform all tests. (5) Turbine generator heat rate shall be calculated as "Feed water Flow Base". therefore, the Contractor shall
provide a calibrated flow orifice for feed water flow measurement. (6) The Contractor shall provide all necessary instruments work for the tests, such as calibration of instrument,
recording, calculation, and other related works. (7) The Contractor has to repeat any test, if in the opinion the Owner, the test was not performed properly.

(A) Each test shall be carried out for a maximum four (4) hours. The test period shall be selected at a time when the power system is stable and variation of the frequency and generator power factor is small.
(B) Test conditions
(a) The steam generator is operated automatically and maintain main steam pressure and temperature at the specified value. Other main factors such as excess air ratio, number of burners, etc., shall be retained at the specified conditions.
(b) The generator output shall be maintained
constantly by the load limiter. (c) Blow off from steam generator and other
parts are entirely closed.
(d) Soot blowers are not to be operated during the test.
(e) Desalination plant and water treatment
equipment shall not be operated during the test.
(f) Auxiliary steam use is limited to only plant operation.
(5) Instrumentation accuracy The Contractor shall prepare the following instruments
with the certifications of the authorized party. The owner shall have the right to witness calibration of these instruments.

(6) The high heating values of the fuels shall be determined in the owner's laboratory and two other laboratories to be chosen respectively one by the Owner, the other by the Contractor. In order to determine the specific consumptions of the Plant, the arithmetical mean value of the high heating values shall be adopted.

(b) The heat rate shall be corrected according to the deviation of the following items from the specified conditions.

4.3A.6.6 TEST BEFORE SHIPMENT
Before any equipment is packed or dispatched from the Contractor's or Sub Contractor's works all relevant performance and other tests called for in this Contract shall have been successfully carried out in accordance with appropriate codes and standards and to the satisfaction of the Owner, who shall have seen and approved the test results.

4.3A.6.7 TEST RECORDS
During all tests a complete and detailed log of observations and readings shall be made and certified copies submitted to the Owner.

The detailed test procedures, lists, logic diagrams and flow diagrams together with test results shall be correlated and presented as a single bound final test report to form a comprehensive set of test procedures and records of the tests conducted on the plant.

4.3A.6.9 FIRST INSPECTION
At the end of warranty period for each item or equipment, the Contractor shall perform full inspection of the equipment as a condition for the Owner issuance of the final acceptance certificate.

Structures, materials and components have been classified based on the loss of unit capability in the event of failure. The following Table lists (Clause 4.3A.7.2) the structures, materials and components (and associated services) with the QA/QC classification levels specified herein. The classification levels are defined as follows :
LEVEL NO. 1 Structures, materials and components whose failure would result in complete loss of unit capability, or a serious safety or environmental hazard.

Preparation for packaging : The radiograph shall be assembled in accordance with the equipment supplier’ standard practice for handling and filing radiographs
Inner carton : The assembled radiographs shall be inserted into a heavy fiberboard or cardboard carton, and all openings sealed. Radiographs must not be folded.

Contractor shall guarantee that the operating equipment will not produce a sound pressure level greater than 85 dBA when measured one meter from any point on any item of equipment or enclosure including valves. This requirement applies to the running plant taking into account the noise effect from all the equipment within this contract.

A record shall be made of all equipment and material that is received, accepted or rejected. The record shall be as agreed upon with the Owner's Representative at Site.

4.3A.12.5 SPECIAL PROTECTIVE MEASURES
Certain items, by their nature or size, may not be stored in an area which provides the required level of protection and therefore the Contractor shall provide special measures.

4.3A.12.6 HEATER
Outdoor power transformer enclosures for tap‐changers and cable terminal cabinets require internal protection for condensation, as do circuit breaker mechanism housing, outdoor switchgear, larger motor windings etc.

b. The Plant location is classified as industrial area, therefore the maximum noise level measured at the outside boundary of the Power Plant fence shall be less than 70 dB (A).
c. Contractor shall guarantee that the operating equipment will not produce a sound
pressure level greater than 85 dB (A) when measured one meter from any point on any items of equipment or enclosure, including valves.
This requirement applies to the running equipment taking into account the noise effect from all
other equipment within the Plant.
