01. Progress reports on Adult Resources Development fromall countries be made available at websites for betterexchange of information.

02. All NSOs shall disseminate Adult Resources materials intheir own language for distribution to their members atall levels

03. APR office reminds NSOs that appraisal format isavailable in the Adult Resources Package for their use.

04. Frequent Adult Resources workshops be conducted byNSOs at all levels.

Let me, first of all, ask you tojoin me. Together, we thank GodAlmighty for his blessing ingiving us all this wonderfulopportunity to be here thismorning to attend the openingceremony of APR AdultResources ManagementWorkshop.

Secondly, the Gerakan Pramukais very thankful to our RegionalDirector, Mr Kim Kyu Young

who entrusted us to helporganize this workshop togetherwith his Office, and to all of youwho have come from outsideIndonesia, and last but not least,we are thankful to allparticipants both from abroadand from Indonesia. Wewelcome all of you to thisimportant workshop!

Thirdly, the Gerakan Pramuka isvery appreciative that for his lastregional activity beforeretirement, our Director Mr KimKyu Young has chosen Indonesiaas the venue for this APR AdultResources ManagementWorkshop. We thank youwholeheartedly, Kak Kim!

With this workshop, we assumethat Kak Kim is giving the rightsignal not only to all NSOs in theAsia-Pacific Region but also tothe whole world, that if ourScout Movement is tocontinuously flourish in thefuture, the adults must becarefully recruited and selected,assigned, trained and be

regularly evaluated . Theserequirements are very muchneeded nowadays, because theworld wherein our younggeneration now lives is adifferent world compared withthe world where we lived whenwe were young. Consider for amoment the revolution in theinformation and communicationtechnologies with the internet asa vehicle for informationsuperhighway making theworld ‘borderless’. AdultResources in our movementwho are not cognizance aboutthis ‘virtual world’ will not belistened to by our young people.They will be left behind for notproviding attractive programs tothem. Our young people cannow easily have access to thewhole world and theinformation they receivethrough all kinds of media mayinfluence their perception,conception and behavior onmany thing, including ourmovement. The same as inschool, the source of knowledgeand information is no longer the

teacher alone, but also themodern media. In the Scoutmovement, the Scout leader isnot the sole informationprovider anymore. In such asituation, our adult resourcesmust be empowered (lifelonglearning) to enable them toguide the young generation.Hence, this workshop!

The situation mentioned aboveon the need for ‘adult andlifelong learning’ is not only feltby the Scout Movement, but bythe whole world. Less than twoweeks ago, Kak Napitupulu, theChairman of Adult ResourcesCommission of the GerakanPramuka who is also aConsultant for the Indonesia’sEducation at the Ministry ofNational Education hasparticipated in the “PolicyDialogue on Adult and LifelongLearning” in Hyderabad, India.It was organized and sponsoredby the UNESCO Institute ofEducation, Harburg, Germany. Iam sure, he will inform youabout that dialogue.

We hope that with the reasonsstipulated above, all theworkshop participants willpositively and seriously takepart in the program and processthem now for the benefits of ouryoung Scouts in the future.

Welcome RemarksI welcome you all to thissignificant Scout event. AdultResources is the second priorityarea in our Vision 2013. Assuch, the Asia-Pacific Regionhas organized several AISrelated Workshops. Today, Iwould like to emphasize theconcept of “Back to the Troop”.

We have experience that manyScout organizations lack propermanagement of Scout Troops. Ifall adults in all positions atnational and regional level aredirectly or indirectly involved inrunning troops, our mission ofScouting can be achieved.

As of now many national Scoutorganizations in our regionhave advanced in theimplementation of AdultResources Policy. We verymuch appreciate that GerakanPramuka is making movetowards reviewing its AdultResources Management System.

If we analyze, we will find thatmost of the elements of Adult

Resources are partially existingin NSOs rules and procedures.What we need to do is to reviewthe present situation andimplement the World AdultResources Policy at nationaland sub-national levels. Ofcourse, local culture has to beconsidered to decide on themethodology to implement thepolicy.

In today’s business world, wehave to consider the effectivemanagement of all adults. Itwould be difficult to attract andretain young people in themovement without efficientadults in leadership roles. Theyshould clearly know their jobresponsibilities and be properlytrained and supported.

I take this opportunity tocongratulate the members of theAPR Adult ResourcesCommittee under the leadershipof Mr. M. Fazlur Rahman fortheir efforts and support in theconduct of this workshop. Ithank Gerakan Pramuka/

Indonesia for hosting twosignificants events – the APRAdult Resources Committeemeeting and the APR AdultResources Workshop in abeautiful Scout Centre like this.It’s also my pleasure to informyou that Gerakan Pramuka willhost the very first InternationalResources DevelopmentWorkshop on 14-18 October thisyear and the next Top LeadersSummit in 2003. I consider the Asia-PacificRegional Adult ResourcesManagement Workshop inCibubur, Jakarta – Indonesia tobe a milestone event for the A-PScout Region. It is well thoughtout and is very timely. We havehigh level of expectations fromthis workshop.

The 23 NSOs comprising theA-P Scout Region are now atmuch varying levels inimplementation of the World

Adult Resources Policy. NSOslike those of Australia, NewZealand, The Philippines andHK have matured or maturingin the implementation of thepolicy. While NSOs like thoseof India, Indonesia, Singapore,Japan, Korea, Malaysia are moreor less in the middle. NSOs likethose of Bangladesh, Brunei arestruggling to be in the middle.Some NSOs are very new, forexample, those of Bhutan,Mongolia and Pacific Islands.They are just beginners in AIS.

We should expect thesedifferences to be only naturaland obvious arising out of thedifferences in endowment,notably human resources,language and existing levels ofquality in Scoutingachievements. Accordinglysome NSOs will require moretime to implement the AISpolicy and sustain. I thank theAPR Scout Committee andGerakan Pramuka, who havearranged this wonderfulopportunity for us to share the

experiences of different NSOsand thereby learn moreeffectively. We understand, thatthe APR Scout Committeewants us to advance and wepledge to work more in thisarea. We hope, this is taken ingood spirit, not only in APRScout HQ in Manila, but also inWSB in Geneva.

Brothers and Sisters in Scouting,I like to remind you that thisworkshop has one specialsignificance, because of thegood coordination with the APRAdult Resources CommitteeMeeting held in this verycampus. The CommitteeMeeting was again hosted byGerakan Pramuka and tookplace immediately before thecommencement of thisimportant workshop. Thus wehave the rare benefit of havinggood number of notedinternational experts as facultyfor this workshop. We arefortunate that both theChairman of APR ScoutCommittee and the Regional

Director will address us. We arealways benefited by theirinnovative leadership. We havea meritorious and committedgroup of experts from theGerakan Pramuka. Above all,we have an expert from theWSB/Geneva. I have rarelyseen a faculty as resourceful andrich in experience and drawnup with so much of meticulouscare, as in the present case.

Dear participants, we should,therefore, make best use of ourtime in Cibubur and optimizeour learning in all possibleways. Please do question thepresenters. Please do not shyaway. To optimize on time,please write out your questionon a piece of paper and then sayit. That saves both your timeand the faculty’s time inresponding to your queries.Please make friends. When yougo out of Cibubur, I want youto go out as a Scouter, who ismore informed, enlightened andmore committed in the service

of young people in respectiveareas.

Asia-Pacific Regional Scout Committee

When I took over theChairmanship on 11 October2001 at the Asia-Pacific RegionalConference in New Delhi, India,I mentioned in my acceptancespeech that my three-year termwould be a difficult one becauseof the uncertainties in the worldand the numerous challengesahead.

It was one month to the dayafter the 9-11 incident when theTwin Towers in New York Citywere destroyed by terrorismand many innocent people werekilled. The whole city wasdevastated and the people werecrying and mourning for theirloved ones. The whole countrywas in a state of alert. Thewhole world condemned theaction. Then came theworldwide economic downturn.Many countries were badlyaffected, especially in ourregion. There wasunemployment due toretrenchment, companyrestructuring and mergers.Companies began to cut losses.

They started to reduce staff tokeep afloat. Many companiesfolded up.

Today, it is not much of adifference. In fact, it is worse.We are all painfully aware of thewar against terrorism, inAfghanistan. You have read inthe media and watched thetelecasts of the destruction ofbuildings and loss of human lifein Palestinian and Israel. Thereare unrests in the Middle East,riots and overnight change ofgovernment in Venezuela andchaos everywhere. It seems thatthere is no place in the worldthat we can call a safe placenow!

Against this scenario, we arehoping to attract and to recruitadults into the Scout Movement.We are also hoping to sustainthe present membership.Fortunately, living up to theScout motto of “BEPREPARED”, we have plannedour strategies up to 2004 for theshort term and up to 2013 for

the long term. Of course, inbetween the years and terms ofoffice, we will have to take stockof what we have done, whatstrategies have to be revised andchanged to meet the challengesfor the future!

Scouting is for the young. It is aboy’s game but a man’s work!We must have relevant, excitingand challenging programmesfor the youth. These have to beregularly appraised in thecontext of the on-going andrapid changes and influencesaround. We have to do this ifwe want to continue to be as avalue-added educationalmovement that complementsthe formal educational system;and provides an importantdimension to the growth anddevelopment of the young.

The Asia-Pacific Region has 69%of the world’’s Scout populationof 28 million members. Ourmajor challenge is the effectivedelivery and implementation ofyouth programmes at sub-

national and unit levels – aprocess that depends greatly onan effective information andcommunication flow to andfrom the grassroots of Scouting.Reaching out to a greaterproportion of our membershiprequires an effecientorganizational structure andtremendous resources.

Our goal is for every member inthe movement to grow, for aslong a possible, until hisphysical, intellectual, emotional,social and spiritual potentialsare developed to the fullest, thusensuring that he becomes aperson who is self-reliant,supportive, responsive andcommitted. He will then be, inadulthood, a good citizen, loyalto his country and willing toserve his community. He willreturn to the Scout Movementwhat he has benefited from it.

More youth organizations mayoffer similar activities as we doin Scouting and may evencompete for membership. To

retain our unique attraction, it isimportant that our activities foryoung people are constantlyreviewed and updated; and theprinciples and practices ofScouting emphasized.

There are more than one millionadult leaders in the Region. Forthem to make meaningfulcontributions, they selflesslyrender time, skills andresources. Socio- economicfactors affect their lifestyle andattitudes, especially when theyhave to grapple to balancebetween personal andprofessional pursuits at thesame time, even as they arevolunteering to serve Scouting.It is a challenge to recruit theright people at the right place,keep their voluntary zeal, and toprovide them opportunities forcontinuous training, personalgrowth and development.

The traditional style of trainingmay still be prevalent andpracticed in some NationalScout Organizations although

most of them are in the processof developing their NationalAdult Resources Programme.One challenge to this process isdesigning a systematic andparticipatory approach thatincludes all adult functions inaccordance with the WorldAdult Resources Policy.

Although the World AdultResources Policy was adopted in1993, the concept is in differentstages of implementation onregional and individual Scoutorganizations. The challenge isto help NSOs implement thepolicy and provide them thematerials to do so effectively.

Recruiting and retrainingleaders are key challenges to theScout movement. There is aneed to recruit new membersand, at the same time, to analyzeand determine the key reasonswhy leaders and youngmembers leave the movement.

At this important workshop, Iwould like to urge all of you to:

• Improve the quality of AdultResources Management atall levels, within the region,in accordance with theWorld Adult ResourcesPolicy.

• Encourage your NationalScout Organization toprovide appropriate qualitytraining and personaldevelopment opportunitiesfor all adults in Scoutingthrough an establishedsystem.

• Establish a process thatensures support to youradults in leadership roles, atall levels.

• Strengthen services ofprofessional Scout Leadersby enhancing theirmanagement skills.

• Develop strategies to recruitnew members and to retainleaders and young members.

In conclusion, I must thank thehost organizing committee forthe hard work put intoorganizing this workshop, thespeakers, group facilitators andcoordinators for sharing theirexperience and expertise andstaff members for their untiringefforts in making this regionalevent possible.

I must also congratulate theparticipants from the variouscountries for taking time off andfor travelling all the way fromtheir countries to attend thisworkshop; and moreimportantly, when they return,for sharing the knowledge andexperience gained here withtheir colleagues in their nationalorganizations so that moreleaders can learn from what wediscuss here.

May I wish you all, a successfuland productive workshop.

Training Patterns

Linear training – meets all thecompetencies necessary to fulfilla given function, using aspecific route from one step tothe next.Generic training – meets all thecompetencies necessary to fulfilla given function, but recognizesthat there are some topicscommon to all functions.

Training is provided common toall functions. Training isprovided by the topic ratherthan the role.

Modular training – sets anindividual route for each adult,taking into account previouslyacquired skills.

This is a more flexible approach,new modules can be added infairly easily. Some modules mayreceive accreditation by external

training providers.

Appraisal

Appraisal is simply a method ofmeasuring an individual’sperformance over a period oftime and setting targets for thefuture. (Frank Smit/UK –“Information Exchange” No.4/1992)

(Task) Appraisal is a regularelement in the management ofthe association’’s activities. Itprovides an opportunity toassess the extent to whichobjectives are being met andwhether adjustments arerequired.

It is not a criticism aimed at theperson but an assessment ofwhether objectives are beingachieved, so that adjustmentmaybe made. (The World AdultResources Policy – 1993)

Appraisal is a measure ofperformance betweenindividual carrying out a taskover a period of time settingtargets and activities for thefuture. (World Adult ResourcesHandbook – 2001)

(Self) appraisal is a process ofadult self-education to managehis/her strength, weaknesses,opportunity and threat (SWOT)for his/her better performancein serving to help young peoplein strengthening their moral,

physical, intellectual, social andspiritual through Scouting.

In modern organizations,appraisals provide an importantmechanism for management touse in clarifying performancegoals and standards and formotivating future individualperformance. It is a keycomponent in the personneladministration process of mostcompanies and provides a basisfor decisions affecting mattersrelating to employmentconditions.

Companies have practicedperformance appraisals fordecades, and have adoptedvarious techniques in theprocess. Yet even today mostcompanies are not fully satisfiedwith the effectiveness of theirappraisal processes and alert toopportunities for improvement.

Keys for Appraisal

1. Clearly stated jobrequirements or

Performance Appraisalperformance criteria;

2. Employee self-review ofperformance, interests, goalsand plans;

3. Independent judgement bythe managers as appraiser,using available indicatorsand measuress of actualperformance;

4. Discussion between themanager and the employee,comparing the results oftheir independent reviewsand developing together amutually agreeable reviewof past accomplishment anda plan for future activitiesand targetedaccomplishments.

Without any one of these fourkey components, the process ofmutually discussing andplanning performance progressbreaks down. The effectivedevelopmental appraisal is a joboriented, mutually shared,discussion based planningactivity.

The effectiveness and theeffeciency of the AdultResources Management woulddepend on the effectiveness andefficiency of those components.Therefore performanceappraisal must be functionedeffectively and effeciently if theAIS is to be the tool ofaccomplishing effectively themission of the movement. So arethe other components.

I dare to say so, because I havebeen briefed and got the reportthat everybody has participatedfully, seriously, and positively inall the discussions which meantto me that each one of you isvery eager to learn something tobe utilized later as a capital inbuilding an effective adulthuman resources in each of ourNational Scout Organizationsfor the benefits of the younggeneration, the scouts.

In this connection, and on thisoccasion, before you leaveIndonesia, since in thisWorkshop we are dealing withthe human resourcesmanagement, in particular themanagement of adult resources,I would like to just remind youabout the Report of theInternational Commission onEducation for the Twenty-firstCentury, chaired by JacquesDelors, to UNESCO, entitled,“Learning: The TreasureWithin” that we have to alwayskeep in mind the two principlesof education, i.e. (1) lifelong

learning which means that all ofus have to do some learning allthe time, thus not only thechildren, the school drop-outs,the illiterates, but even aprofessor has to learncontinuously, because thedevelopment of science andtechnology and thereby thedevelopment of our society is,indeed, very very rapid, andtherefore, our knowledgebecomes very very quicklyobsolete; and (2) education hasfour pillars, (i) learning to know,(ii) learning to do, (iii) learningto be , and (iv) learning to livetogether, to live with otherswhich means that every scouteducational program that youare going to plan andimplement must always have allthe four pillars, otherwise,especially when you hold onlyto the first pillar – learning toknow, which you have donesuccessfully during thisWorkshop – then nothing willhappen in our Scout Movement.You must endeavor tocontinuously bridge the existing

gap between knowledge andaction, to always use theinformation you get forformative and transformativepurpose, and to compete inorder to cooperate for thebetterment of human resources,both young people and adults,as a matter of fact, for thebetterment of all human beingsin this world.
