Per 1 Mei 2020, Iuran Peserta Segmen PBPU dan BP Telah Disesuaikan

Jakarta (30/04/2020) – Mulai 1 Mei 2020, iuran peserta Program Jaminan Kesehatan Nasional-Kartu Indonesia Sehat (JKN-KIS) untuk segmen Pekerja Bukan Penerima Upah (PBPU) dan Bukan Pekerja (BP), kembali mengacu pada Peraturan Presiden 82 tahun 2018, yaitu sebesar Rp 80.000 untuk kelas 1, Rp 51.000 untuk kelas 2 dan Rp 25.500 untuk kelas 3. Hal tersebut merupakan tindak lanjut dari Putusan Mahkamah Agung (MA) Nomor 7P/HUM/2020 yang menyatakan membatalkan Pasal 34 Peraturan Presiden Nomor 75 tahun 2019. Kepala Humas BPJS Kesehatan, M. Iqbal Anas Ma’ruf menjelaskan, perhitungan pemberlakuan penyesuaian iuran sesuai dengan Putusan MA adalah per 1 April 2020. Untuk iuran bulan Januari sampai Maret 2020 tetap mengacu pada Perpres 75 tahun 2019 yaitu sebesar Rp 160.000 untuk kelas 1, Rp 110.000 untuk kelas 2 dan Rp 42.000 untuk kelas 3. “Jadi untuk iuran Januari sampai Maret 2020 tidak ada pengembalian atau dikompensasi di bulan berikutnya. Namun, terhadap kelebihan iuran peserta JKN-KIS yang telah dibayarkan pada bulan April 2020 akan dikompensasikan ke iuran pada bulan berikutnya,” kata Iqbal. BPJS Kesehatan sudah melakukan penyesuaian sistem teknologi informasi (TI) serta penghitungan kelebihan iuran peserta. Iqbal berharap per 1 Mei 2020, peserta sudah mendapatkan tagihan yang telah disesuaikan. “Pada prinsipnya kami ingin pelayanan kesehatan kepada peserta JKN-KIS tidak terhambat. Terutama memperhatikan kondisi sosial ekonomi saat ini di tengah pandemi Covid-19. Dengan dikembalikannya nominal iuran segmen PBPU sesuai Putusan MA per 1 Mei 2020 ini, kami harapkan dapat membantu dan tidak membebani masyarakat. Peserta dapat terus berkontribusi, menjaga status kepesertaannya tetap aktif dengan rajin membayar iuran rutin setiap bulannya. Ini merupakan salah satu wujud gotong royong khususnya di saat bangsa sedang bersama melawan Covid 19,” tambah Iqbal. Iqbal menambahkan, apabila pada 1 Mei 2020 peserta mendapat kendala terkait status kepesertaan, tagihan serta membutuhkan informasi lainnya dapat menghubungi BPJS Kesehatan Care Center 1500 400. Iqbal juga mengingatkan peserta untuk tetap memprioritaskan jaminan kesehatan sebagai kebutuhan dasar terlebih di masa pandemi Covid-19. Risiko sakit akan semakin memperlebar keterpurukan ekonomi apabila tidak memiliki jaminan kesehatan. Iqbal juga menekankan, bahwa penyesuaian iuran ini hanya berlaku bagi segmen peserta PBPU dan BP. Untuk segmen peserta lain seperti peserta Penerima Bantuan Iuran (PBI) dan Pekerja Penerima Upah (PPU) masih mengacu pada Perpres 75 tahun 2019. Pemerintah saat ini sudah menyiapkan rencana penerbitan Peraturan Presiden yang substansinya antara lain mengatur keseimbangan dan keadilan besaran iuran antar segmen peserta, dampak terhadap kesinambungan program dan pola pendanaan JKN, konstruksi ekosistem jaminan kesehatan yang sehat, termasuk peran Pemerintah (pusat dan daerah). As of May 1 2020, Participants' Contribution for PBPU and BP Segments Has Been Adjusted

Jakarta (04/30/2020) - Starting May 1, 2020, participant contributions from the National Health Insurance- Indonesia Healthy Card Program (JKN-KIS) for the Non-Wage Workers (PBPU) and Non-Workers (BP) segments, refer to the Presidential Regulation 82 of 2018, with the amount of Rp. 80,000 for class 1, Rp. 51,000 for class 2 and Rp. 25,500 for class 3. It’s to follow-up the Supreme Court Decision (MA) Number 7P/HUM/2020 which cancel Article 34 of Presidential Regulation Number 75 in 2019. Head of Public Relations BPJS Kesehatan, M. Iqbal Anas Ma'ruf explained, the calculation of the imposition of contributions adjustment is according to the Supreme Court Decision is as of April 1, 2020. For contributions from January to March 2020, it still refers to Perpres 75 of 2019 which is Rp 160,000 for class 1, Rp 110,000 for class 2 and Rp 42,000 for class 3. "For contributions from January until March 2020, there is no refund or compensation in the following month. However, the excess contributions of JKN-KIS participants that have been paid in April 2020 will be compensated for contributions in the following month," said Iqbal. BPJS Kesehatan has made adjustments in the information technology (IT) system and the calculation of the excess contribution of participants. Iqbal hopes that as of May 1, 2020, participants will receive the adjusted bill. "In principle, we want health services to JKN-KIS participants not to be hampered. Especially with the current socioeconomic conditions amid the Covid-19 pandemic. With the return of nominal of PBPU segment contributions which according to the Supreme Court Decree as of May 1, 2020, we hope it can help and not burden the community. Participants can continue to contribute and maintain their active membership status by regularly paying monthly contributions. This is a form of mutual cooperation, especially when the nation is fighting together against Covid-19, "added Iqbal. Iqbal added that if on May 1, 2020 participants had problems related to membership status, bills or needed other information, they could contact BPJS Kesehatan Care Center 1500 400. Iqbal also reminded participants to continue to prioritize health insurance as a basic need especially during the Covid-19 pandemic. The risk of illness will further widen the economic slump if people does not have health insurance. Iqbal also said that this fee adjustment only applies to PBPU and BP participant segments. For other participant segments such as Contribution Aid Recipients (PBI) and Wage Recipient Workers (PPU) still refer to Perpres 75 of 2019. The government has prepared a plan for the issuance of a Presidential Regulation that contain the regulation to balance the contribution rates among the participant segments, the impact on the sustainability of the program and JKN funding patterns, the construction of a healthy health insurance ecosystem, including the role of the Government (central and regional). The draft Presidential Regulation has gone through a process of harmonization and will subsequently proceed to initial the ministers and submit for signature of President.
