    Kenaikan Harga BBM Sengsarakan

    Rakyat

    JAKARTA, KOMPAS.com - Rencana kenaikan harga bahan bakar minyak (BBM) saat ini,

    tidaklah tepat dan mencerminkan sikap pemerintah yang tidak memedulikan kegelisahan rakyat.

    Saat ini, masyarakat masih terbelenggu kemiskinan dan pengangguran, sehingga daya beli

    mereka rendah.

    Kenaikan harga BBM bakal semakin membuat rakyat kecil terpuruk.

    "Kenaikan harga BBM bakal semakin membuat rakyat kecil terpuruk," kata Ketua Presidium

    Gerakan Mahasiswa Nasional Indonesia (GMNI), Twedy Noviady Ginting, di Jakarta, Kamis

    (15/3/2012) ini.

    Implikasi kenaikan BBM tersebut, ungkap Twedy, tentu berdampak luar biasa, khususnya bagi

    rakyat kecil. Kebijakan ini sudah pasti memicu kenaikan harga barang-barang, khususnya

    kebutuhan pokok rakyat.

    Bahkan, lanjutnya, rencana kenaikan harga BBM yang jauh-jauh hari telah diwacanakanpemerintah telah mendorong beberapa pihak untuk menimbun BBM. Ini menjadi pekerjaan rumah

    yang selama ini tidak mampu diselesaikan pemerintah.

    "Beberapa argumentasi pemerintah untuk menaikkan harga BBM menunjukkan sikap ambil jalan

    pintas, bahkan cenderung reaksioner terhadap fenomena kenaikan harga minyak dunia," kata

    Twedy.

    Menurut Twedy, semestinya pemerintah tetap mempertahankan subsidi BBM, termasuk ketika

    besarannya semakin tinggi ketika harga minyak dunia meroket. Subsidi itu perwujudan dari

    amanat konstitusi, agar pemerintah menggunakan pendapatan negara untuk sebesar-besarnyakemakmuran rakyat.

    Anggaran subsidi yang selama ini dianggap membebani APBN, merupakan cara pandang

    pemerintah yang keliru dan telah mengkhianati Pasal 33 UUD 1945.

    "Konstitusi sudah jelas mengamanatkan bahwa anggaran pembangunan untuk sebesar-besarnya

    kemakmuran rakyat, merupakan kewajiban negara. Anggaran subsidi untuk rakyat adalah amanat

    konstitusi," kata Twedy.

    People's Fuel Price Increase Sengsarakan

    Implications ofthe rise in fuel prices, said Twedy, of coursetremendous impact, especially

    for small people. This policy is certain to drive up the price ofgoods, especially the people's

    basic needs.

    In fact, he continued, the planned increase in fuel prices has beenfar in the

    government discourse has prompted some to hoard fuel. Itbecomes a chore that has not

    been able to settled government.

    "Some of the arguments the government to raise fuel prices take a

    shortcut attitude, even likely reaction to the phenomenon ofrising world oil

    prices," said Twedy.

    According Twedy, the government should maintain fuel subsidies,including when the amount

    is higher when world oil pricesskyrocketed. Subsidy is the embodiment of constitutionalmandate,the state government to use revenues for the greatest welfare of the people.

    The subsidy that had been considered a burden the state budget, is a mistaken view that the

    government has betrayed and Article 33 of the 1945 Constitution.

    "The Constitution has clearly mandated that the development budget for the overall

    prosperity of the people, is a state obligation.Budget subsidies to the people is

    a constitutional mandate," saidTwedy.
