Visi Terwujudnya penyelenggaraan USO yang efektif dan efisien dalam

rangka penyediaan infrastruktur telematika di daerah USO sebagai landasan bagi pemenuhan kebutuhan dasar dan kebutuhan sosial ekonomi serta menjembatani kesenjangan digital.

Misi Penyusunan Model kelembagaan USO yang efektif dan akuntabel Keterjangkauan dan ketersediaan layanan dan informasi di seluruh

wilayah nusantara Keterjangkauan layanan untuk seluruh lapisan masyarakat Pemanfaatan teknologi secara tepat guna mendorong terciptanya

konvergensi infrastruktur dan layanan terpadu sesuai kebutuhan pengguna sehingga tercipta efektifitas penyelenggaraan.

Penggunaan sumber daya nasional secara efisien.

The key USF features & trends1. Funding targets

Access networks for Voice & Internet – Public Access, POPs, Mobile Penetration Network Backbone – increasing number of cases School Internet access – usually Internet only on declining subsidy basis Other Essential Facilities – Local Government, Health clinics, Security Content & Capacity / Training National Internet Exchanges

2. USFs moving from purely access to backbone Broadband demands backbone upgrades – mostly to fibre OECD countries tend to finance direct but USFs still important for non OECD

3. Operators, especially mobile, have greater interest in reaching rural areas commercially which reduces required subsidies Well over 90% of population of the World now in coverage of 2G mobile service 3G now the de facto means to reach rural areas with Internet Operators can reach most areas commercially if backbone is supplied and

frequency allocations are suitable for rural coverage

The Tool for a liberalized market – Subsidy replaces obligations on Monopoly Incumbent & direct Government financial involvement in the sector A form of PPP, but Government’s main role is to provide direction and targets The money comes from the operators The money returns to the operators, usually under a competitive auction process A practical “pay or play” concept – all operators pay their obligation, while those

who wish can compete for the money

Competition for funds - transparent, impartial & fair

The account is independent of Government budget - but audited & publicly reported

The Subsidy - awarded to the winning operator as a capital contribution
