Penerapan tata nilai I-SAFE juga merujuk pada ketentuan dalam PP No. 77 tahun 2012 tentang Perusahaan Umum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia (Perum LPPNPI).

Brief History
SEJARAH SINGKAT
Berdasarkan Undang-Undang No. 1 tahun 2009 tentang Penerbangan dan Peraturan Pemerintah (PP) No. 77 tahun 2012 tentang Perum LPPNPI, AirNav Indonesia diresmikan pada tanggal 13 September 2012 dan mulai beroperasi sejak 16 Januari 2013. Pendirian Perusahaan ini ditujukan untuk meningkatkan keselamatan dan pelayanan navigasi penerbangan, serta membangun citra positif Indonesia dalam hal pelayanan navigasi penerbangan yang prima.
Hasil audit Universal Safety Oversight Audit Program and Safety Performance (USOAP) tahun 2005 dan ketentuan International Civil Aviation Organization (ICAO) tahun 2007 menjadi dasar pertimbangan dibentuknya AirNav Indonesia. Berdasarkan hasil audit tersebut, tugas rangkap PT Angkasa Pura I (Persero) dan PT Angkasa Pura II (Persero) serta Direktorat Jenderal Perhubungan Udara dalam mengelola bandara yang berorientasi kepada profit (laba) dengan kegiatan turunannya di seluruh Indonesia dinilai tidak memenuhi rekomendasi minimum International Safety Standard yang ditetapkan oleh ICAO.

On the basis of Law No. 1 of 2009 on Aviation and Government Regulation No. 77 of 2012 on Perum LPPNPI, AirNav Indonesia was established on September 13, 2012 to start operation on January 16, 2013. The Company was established to improve air navigation safety and services, as well as to develop a positive image of Indonesia in terms of excellent navigation services.
Findings of Universal Safety Oversight Audit Program and Safety Performance (USOAP) 2005 audit dan the provisions of International Civil Aviation Organization (ICAO) 2007 formed the basis for the deliberation that resulted in the establishment of AirNav Indonesia. The audit had found that the dual responsibility of PT Angkasa Pura I (Persero) and PT Angkasa Pura II (Persero) as well as Directorate General of Civil Aviation in the profit-oriented management of both air navigation and airports, along with their attendant activities, across Indonesia had not met the minimum recommendation of International Safety Standard set forth by ICAO.

penerbangan yang memiliki standar kerja, peralatan, fasilitas, dan kebijakan berbeda-beda. Hal ini disebabkan oleh pengelolaan navigasi penerbangan sebelumnya yang turut dikelola oleh Bandar Udara Unit Pelaksana Teknis Direktorat Jenderal Perhubungan Udara, pemerintah daerah, swasta, dan militer. Hadirnya AirNav Indonesia sebagai operator tunggal navigasi penerbangan diharapkan akan membuat pelayanan navigasi penerbangan lebih fokus dan dapat meningkatkan keselamatan penerbangan.
Pengalihan pengelolaan navigasi penerbangan dari PT Angkasa Pura I (Persero), PT Angkasa Pura II (Persero), dan Dirjen Perhubungan Udara kepada AirNav Indonesia ditandai dengan pengalihan pelayanan navigasi penerbangan di 26 bandara ke perusahaan. Operasional AirNav didukung sumber daya manusia dan peralatan dari pengelola sebelumnya turut dialihkan untuk mendukung operasional AirNav. Pada tahun tahun selanjutnya, secara berangsur-angsur dilakukan pengalihan layanan navigasi penerbangan di sejumlah bandara, tahun2014 dan 2015 sebanyak 193 bandara, 2016 sebanyak 275 bandara, 2017 sebanyak 284 bandara, 2018 sebanyak 286 bandara. Hingga akhir tahun 2019, AirNav memberikan pelayanan navigasi penerbangan di 286 bandara di seluruh Indonesia.

This practice had stemmed from the fact that in the past air navigation was managed by Airport Technical Implementation Unit of the Directorate General of Civil Aviation, local government, private entities, and the military. AirNav’s establishment as single operator of air navigation was expected to promote focused navigation services to improve flight aviation safety guarantee.
Transfer of air navigation management from PT Angkasa Pura I (Persero), PT Angkasa Pura II (Persero) and Directorate General of Civil Aviation to AirNav Indonesia was marked with handover of air navigation services at 26 airports to the company. AirNav operations have been fully supported by the human resources and technical equipment transferred from the previous management. In the following years, air navigation services in a number of airports were gradually transferred: the number reached 193 airports in 2014 and 2015, 275 in 2016, 284 in 2017, 286 in 2018. By late 2019, AirNav was providing air navigation services in 286 airports across Indonesia.

BIDANG KEGIATAN
Bidang usaha AirNav Indonesia adalah menjalankan kegiatan usaha di bidang jasa pelayanan navigasi penerbangan. Sebagaimana diatur dalam Peraturan Pemerintah No. 77 tahun 2012, Kegiatan usaha yang dilakukan yaitu sebagai berikut:
1. Pelayanan Lalu Lintas Udara (PLLU), yang terdiri dari:
a) Pelayanan pemandu lalu lintas penerbangan;
b) Pelayanan informasi penerbangan; dan
c) Pelayanan kesiagaan.
2. Pelayanan Telekomunikasi Penerbangan, yang terdiri dari:
a) Pelayanan aeronautika tetap;
b) Pelayanan aeronautika bergerak; dan
c) Pelayanan radio navigasi aeronautika.
3. Pelayanan Informasi Aeronautika (PIA) yang terdiri dari:
a) Pelayanan informasi aeronautika dan peta penerbangan;
b) Penerbitan dan penyebarluasan Notam (notice to airmen); dan
c) Pelayanan informasi aeronautika bandar udara.
4. Pelayanan Informasi Meteorologi Penerbangan (MET).
5. Pelayanan Informasi Pencarian dan Pertolongan (SAR).
AirNav Indonesia operates business activities in air navigation services. In accordance with Government Regulation No. 77 of 2012, AirNav Indonesia is engaged in the following business activities:
1. Air Traffic Services (PLLU), including:

AirNav Indonesia merupakan bentuk komitmenPemerintah Indonesia dalam meningkatkanpelayanan dan keselamatan penerbangandi wilayah nusantara. Tujuan utama AirNavditekankan pada peningkatan keselamatanpenerbangan, dan bukan untuk mencari keuntungan. Semua keuntungan yang didapat dari operasional, diinvestasikan kembali ke dalam perusahaan untuk biaya operasional, peningkatan mutu & kualitas fasilitas CNSA, serta SDM. Perusahaan menerapkan kebijakan mutu terkait efisiensi dan efektivitas navigasi penerbangan yang mengacu pada standar nasional dan internasional. Salah satu cara perusahaan yaitu dengan memastikan bahwa kompetensi sumber daya manusia (SDM), penggunaan peralatan, penerapan prosedur, dan berbagai aspek operasional lainnya sesuai dengan Peraturan Keselamatan Penerbangan Sipil (PKPS). Perusahaan juga berkomitmen dalam menyeragamkan standar pengelolaan navigasi penerbangan di Indonesia, sehingga pelayanan navigasi penerbangan menjadi efektif, efisien dan tidak ada hambatan dalam pertukaran data.
Agar dapat memberikan layanan navigasi penerbangan yang maksimal, kegiatan operasional AirNav di seluruh Indonesia didukung oleh sejumlah kantor pelayanan, fasilitas, dan sarana serta peralatan sebagai berikut:
• 1.399 peralatan telekomunikasi;
• 427 peralatan navigasi penerbangan;
• 102 peralatan surveilans;
• 18 sistem automasi;
• 77 sistem informasi aeronautika;
• 1.008 alat penunjang teknik;
• 129 bangunan menara ATC
AirNav Indonesia represents the commitment of the Indonesian Government to enhance air navigation safety and services within the country’s territory. AirNav’s main objective places greater emphasis on the improvement of air navigation safety rather than profitability. All profit generated from the company’s operation is to be re-invested in the company as operational expenses and for the development of quality and quantity of CNSA and human resources. The Company implements quality assurance policy with regards to air navigation efficiency and effectiveness based on national and international standards. To this end, the company has taken measures to ensure that human resources (HR) competence, equipment utilization, procedures implementation, as well as other operational aspects are in line with the Civil Aviation Safety Regulation (PKPS). In addition, the Company is also committed to develop standardized quality of air navigation management in Indonesia to improve effectiveness and efficiency and remove barriers in data exchange.
To provide high quality air navigation services, AirNav operation across Indonesia is supported by service offices and facilities, infrastructure as well as equipment in the following numbers:
• 1,399 telecommunication equipment;

• 102 surveillance equipment;

AirNav Indonesia membagi layanan navigasi penerbangan berdasarkan ruang udara yang terbagi menjadi dua, yaitu:
Flight Information Region (FIR) Jakarta yang terpusat di Kantor Cabang Jakarta Air Traffic Services Center (JATSC), dan
FIR Ujung Pandang yang terpusat di Kantor Cabang Makassar Air Traffic Services Center (MATSC).
Total luas FIR yang saat ini dikelola oleh Perusahaan yaitu sebesar 5.193.252 Km2 dengan luas wilayah sebesar 4.110.752 Km2, serta memiliki jumlah lalu lintas penerbangan sebanyak 5.800 movement/hari. Wilayah operasi AirNav Indonesia berbatasan langsung dengan FIR Melbourne dan Brisbane (Australia), FIR Colombo (Sri Lanka), FIR Singapura, FIR Kuala Lumpur dan Kinabalu (Malaysia, FIR Manila (Filipina), FIR Oakland (Amerika Serikat), FIR Port Moresby (Papua Nugini) dan FIR Chennai (India).
AirNav Indonesia allocates air navigation services into two air spaces, namely:
Flight Information Region (FIR) Jakarta which is centralized at Jakarta Air Traffic Services Center (JATSC) Branch Office, and
FIR Ujung Pandang which is centralized at Makassar Air Traffic Services Center (MATSC) Branch Office.
The Company currently manages a total FIR spanning 5,193,252 Km2 over an area of 4,110,752 Km2 that caters to air traffic consisting of 5,800 movement/day. AirNav Indonesia’s region of operations lies adjacent to FIR Melbourne and Brisbane (Australia), FIR Colombo (Sri Lanka), FIR Singapore, FIR Kuala Lumpur and Kinabalu (Malaysia), FIR Manila (Philippines), FIR Oakland (United States), FIR Port Moresby (Papua New Guinea) and FIR Chennai (India). FASILITASPRODUKSI
AirNav didukung sejumlah fasilitas produksi yang mumpuni dalam menjaga kualitas layanan navigasi penerbangan serta meningkatkan keselamatan penerbangan, antara lain alat komunikasi, navigasi, surveilans, automasi, aeronautical information system, alat penunjang teknik, menara ATC, dan alat produksi lainnya. Selama tahun 2019, AirNav melakukan penambahan utilitas dan alat produksi demi menunjang kegiatan operasional.
Per 31 Desember 2019, AirNav Indonesia memiliki 3.160 unit alat produksi. Jumlah ini mencapai 96,43% pemenuhan dari target RKAP 2019 sebanyak 3.277 unit. Pada tahun 2019 terdapat peningkatan jumlah alat produksi sebesar 11,29% untuk menambah dukungan pada kegiatan operasional Perusahaan. Perbandingan jumlah alat produksi utama yang dimiliki oleh AirNav Indonesia pada tahun 2019 dan 2018 adalah sebagai berikut.
AirNav operations is supported by excellent production facilities for maintaining quality of air navigation service and improving safety. The facilities include telecommunication equipment, navigation equipment, surveillance equipment, automation, aeronautical information system, technical support equipment, towers, and other production tools. Throughout 2019, AirNav had increased its utilities and production equipment to support air navigation operations in Indonesia.
As of December 31, AirNav Indonesia operates 3,160 units of production equipment. The number represents 96.43% of the Corporate Work and Budget Plan (RKAP) target for 2019 of 3,277 units. In 2019 the Company recorded an 11.29% increase in production facilities to augment support on Company operations. Comparison of numbers of AirNav Indonesia main production facilities between 2019 and 2018 is as follows.

SERTIFIKASIDAN PENGHARGAAN
SERTIFIKASIUntuk meningkatkan kualitas pelayanan dan keselamatan navigasi penerbangan di Indonesia, AirNav memiliki sertifikasi yang terdiri dari Civil Aviation Safety Regulation (CASR) 171, 172, 173, 175 yang telah diterbitkan oleh Dirjen Hubungan Udara, baik untuk layanan, peralatan, maupun personel navigasi penerbangan. Hingga saat ini 144 cabang telah mendapat sertifikasi CASR 171, kemudian 122 cabang memperoleh CASR 172, satu CASR 173 untuk kantor pusat AirNav Indonesia, dan CASR 175 terkait sertifikasi ISO Pelayanan Publikasi Aeronautical Information Publication. Selain kantor pusat dan cabang AirNav Indonesia yang mendapatkan sertifikasi, para personel dan fasilitas yang digunakan dan dimiliki oleh AirNav Indonesia juga memperoleh sertifikasi secara berkala.
Selama tahun 2019, kantor layanan AirNav di seluruh Indonesia mendapatkan sertifikasi dari Kementerian Perhubungan c.q Direktur Navigasi Penerbangan.
CERTIFICATIONTo promote service quality and safety of air navigation in Indonesia, AirNav Indonesia holds certifications consisting of Civil Aviation Safety Regulation (CASR) 171, 172, 173, 175 issued by the Directorate General of Civil Aviation for service, equipment, and air navigation personnel. To date, 144 branches have been certified CASR 171, 122 have passed CASR 117 certifications, a CASR 173 certificate has been issued for AirNav Indonesia Headquarter, as well as CASR 175 on ISO certification on Aeronautical Information Publication Service. In addition to the head office and branch offices, the Company’s personnel as well as the facilities used and owned by AirNav Indonesia have also been periodically certified.
In 2019, AirNav service offices across Indonesia have received the following certifications from the Ministry of Transportation, in this case Director of Air Navigation.

Polana B. Pramesti lahir di Jakarta pada 2 November 1961, merupakan Warga Negara Indonesia berusia 59 tahun, berdomisili di Jakarta. Beliau menyelesaikan pendidikan Sarjana Teknik Sipil di ITB (1986), Post Graduation Program in Transportation di ITB (1991), serta Post Graduation Diploma in Aerodrome Engineering di Singapore Aviation Academy and Nanyang University (1996). Beliau menjabat sebagai Ketua Dewan Pengawas sejak Januari 2019 berdasarkan SK Menteri BUMN No. SK-14/MBU/01/2019 tanggal 8 Januari 2019.
Polana B. Pramesti juga menjabat sebagai Direktur Jenderal Perhubungan Udara Kementerian Perhubungan mulai 2018 hingga Januari 2020. Beliau memulai karir sebagai Wakil Direktur Bandar Udara, Direktorat Jenderal Perhubungan Udara (2007-2013); Direktur Teknik, PT Angkasa Pura I (Persero) (2013-2018); Direktur Navigasi Udara, Direktorat Jenderal Perhubungan Udara (Februari 2018-Mei 2018); dan Direktur Bandar Udara, Direktorat Jenderal Perhubungan Udara (Juni 2018–November 2018).
Polana B. Pramesti was born in Jakarta on 2 November 1961, is an Indonesian citizen aged 59 years, and resides in Jakarta. She completed her Bachelor of Civil Engineering education at Bandung Institute of Technology (ITB) (1986), a Postgraduate Program in Transportation at ITB (1991), and a Postgraduate Diploma in Aerodrome Engineering at Singapore Aviation Academy and Nanyang University (1996). She has served as the Chair of the Supervisory Board since January 2019, based on Minister of State-Owned Enterprises Decision Letter No. SK-14/MBU/01/2019 dated 8 January 2019.
In addition, Polana B. Pramesti has also served as Director General of Civil Aviation in the Ministry of Transportation since 2018 to January 2020. She started her career as a Deputy Director of Airports, Directorate General of Civil Aviation (2007-2013); Director of Technical Affairs, PT Angkasa Pura I (Persero) (2013-2018); Director of Air Navigation, Directorate General of Civil Aviation (February 2018-May 2018); and Director of Airports, Directorate General of Civil Aviation (June 2018–November 2018).

Elfi Amir lahir di Bukittinggi, pada 29 Desember 1961, merupakan Warga Negara Indonesia berusia 59 tahun, berdomisili di Denpasar. Beliau meraih gelar D-2 Pengatur Lalu Lintas Udara Keselamatan Penerbangan Curug-Tangerang (1982), D-3 Penilik Lalu Lintas Udara Keselamatan Penerbangan Curug (1993), D-4 Ahli Lalu Lintas Udara Keselamatan Penerbangan Curug (2000), S-1 Universitas Terbuka Jakarta (2002), dan S-2 STIE Immi Jakarta (2003). Beliau menjabat sebagai Anggota Dewan Pengawas berdasarkan SK Menteri BUMN No. SK-249/MBU/09/2018 tanggal 26 September 2018.
Selain menjadi anggota Dewan Pengawas AirNav Indonesia, beliau juga menjabat sebagai Kepala Otoritas Bandara Wilayang IV Denpasar sejak 2019 hingga saat ini. Sebelumnya beliau bertugas sebagai Kasubdit Manajemen Lalu Lintas Penerbangan Dit.Navigasi Penerbangan (2013-2016); Kasubdit Personel Navigasi Penerbangan Dit.Navigasi Penerbangan (2016-2017); dan Kabandara Juwata-Tarakan (Desember 2017- Mei 2018), Direktur Navigasi Penerbangan (2019), dan Kepala Otoritas Bandara Wilayang IV Denpasar (2019 - saat ini).
Elfi Amir was born in Bukittinggi, West Sumatra on 29 December 1961, is an Indonesian citizen aged 59 years, and resides in Denpasar. He earned his Diploma II as Air Traffic and Aviation Safety Supervisor at Curug, Tangerang (1982), Diploma III as Air Traffic and Aviation Safety Inspector, Curug, Tangerang (1993), Diploma IV as Air Traffic and Aviation Safety Expert, Curug, Tangerang (2000), Bachelor degree from the Open University, Jakarta (2002), and Master degree from STIE Immi Jakarta (2003). He serves as a Member of the Supervisory Board based on Minister of State-Owned Enterprises Decision Letter No. SK-249/MBU/09/2018 dated 26 September 2018.
In addition to serving in AirNav Indonesia Supervisory Board, he also holds the post of Chief of Airport Authority Region IV Denpasar since 2019 to the present. Tri Wahyuningsih Retno Mulyani Lahir di Purwokerto, Jawa Tengah pada 4 Maret 1965, merupakan Warga Negara Indonesia berusia 55 tahun yang berdomisili di Jakarta. Tri Wahyuningsih Retno Mulyani menjabat sebagai Anggota Dewan Pengawas AirNav Indonesia sejak Mei 2018 melalui dasar hukum penunjukan SK Menteri BUMN No. SK-145/MBU/05/2018 tanggal 30 Mei 2018.
Beliau meraih gelar pendidikan Sarjana Hukum dari Universitas Jenderal Soedirman (1989) dan menyelesaikan pendidikan Pascasarjana Ilmu Hukum dari Universitas Parahyangan Bandung (2004). Selain sebagai anggota Dewan Pengawas AirNav Indonesia, beliau saat ini menjabat sebagai Direktur Hukum dan Hubungan Masyarakat Direktorat Jenderal Kekayaan Negara Kementerian Keuangan sejak Agustus 2017.
Tri Wahyuningsih Retno Mulyani was born in Purwokerto, Central Java on 4 March 1965, is an Indonesian citizen aged 55 years, and resides in Jakarta. Tri Wahyuningsih Retno Mulyani has served as a Member of the Supervisory Board of AirNav Indonesia since May 2018 based on Minister of State-Owned Enterprises Decision Letter No. SK-145/MBU/05/2018 dated 30 May 2018.
She received her Bachelor of Law degree from Jenderal Soedirman University (1989) and completed Postgraduate education in Law from Parahyangan University, Bandung (2004). As well as serving as member of the Supervisory Board of AirNav Indonesia, she is currently also serving as Legal and Public Relations Director of the Directorate General of State Assets, Ministry of Finance, since August 2017.

Beliau memulai karir sebagai Ekonom Keuangan serta menjadi Ketua Analis Keuangan PT Telekomunikasi (2000-2005);Ketua Sub Divisi Penerimaan Negara Bukan Pajak (2009-2010); Kepala Bagian Industri Strategis - Kementerian BUMN (2010); Komite Audit PT Aneka Tambang (2009-2012); Komite Manajemen Risiko PT Aneka Tambang (2012-2014);Wakil Direktur Kerja Sama Pendanaan Internasional dan Perubahan Iklim (2015-2017); Ketua Tim Model Keuangan Ekonomi (2012-saat ini); Konsultan Bisnis, Keuangan, dan Ekonomi PT Aneka Tambang (2017-saat ini); Wakil Direktur Pengawasan Sistem Keuangan (2017-saat ini).

Daryatmo lahir di Wonogiri pada 10 April 1955, merupakan Warga Negara Indonesia berusia 65 tahun yang berdomisili di Bogor. Beliau meraih gelar pendidikan Akademi Angkatan Udara (1978), Sekolah Komando Kesatuan Angkatan Udara (1987), Sekolah Staf dan Komando Angkatan Udara (1994), Sekolah Staf dan Komando Tentara Nasional Indonesia (1999), dan Program Pendidikan Reguler Angkatan Lemhannas (2005). Daryatmo menjabat sebagai Anggota Dewan Pengawas sejak Januari 2019 melalui dasar hukum penunjukan SK Menteri BUMN No. SK-14/MBU/01/2019 tanggal 9 Januari 2019.

Daryatmo was born in Wonogiri on 10 April 1955, is an Indonesian citizen aged 65 years, and resides in Bogor. He pursued his education at the Air Force Academy (1978), Air Force Unit Command School (1987), Air Force Staff and Command School (1994), Staff and Command School of the Indonesian National Armed Forces (1999), and Regular Education Program of the National Defense Institute (2005). Daryatmo has served as a Member of the Supervisory Board since January 2019 based on Minister of State-Owned Enterprises Decision Letter No. SK-14/MBU/01/2019 dated 9 January 2019.
His work experience includes serving as Head of the Air Force Information Service (2006 – 2007), Head of the Air Force Personnel Service (2007-2009), Head of the Air Force Education Command (2009-2010), Chief of Personnel Staff, Commander of the Indonesian Armed Forces (2010-2011), Head of the National Search and Rescue Agency (2011-2012), Chief of General Staff of the Indonesian Armed Forces (2012-2013), and General at the Air Force Headquarters (2013).

Novie Riyanto lahir di Pekalongan, Jawa Tengah pada 11 November 1966, merupakan Warga Negara Indonesia berusia 53 tahun yang berdomisili di Tangerang. Beliau menjabat sebagai Direktur Utama Perum LPPNPI berdasarkan SK Menteri BUMN No. SK-42/MBU/3/2017 yang ditetapkan di Jakarta pada 2 Maret 2017. Beliau meraih gelar Sarjana Teknik Geodesi dari Universitas Gadjah Mada, Yogyakarta (1991) dan Magister Teknik Aeronautika, Jurusan Eksplorasi Aeronautika dari Ecole Nationale de L’aviation Civile (ENAC), Toulouse, Perancis (1998).
Selain itu, beliau juga tercatat mengikuti beberapa pelatihan dan program sertifikasi internasional, antara lain Executive Leadership Program (ELP) Kementerian Badan Usaha Milik Negara (2017); APEC New Aviation Technologies Workshop II di Thailand (2010); Kursus Pelatihan ICAO Regional State Programe (RSP) di Thailand (2009); Audit Keselamatan Navigasi di STPI (2009); ADS-B Familiarization di Australia (2006); Senior Workshop Sistem Manajemen di Singapura (2006); Kursus PIM III (2005); dan ICAO PANS-Ops Update Seminar di Perancis (2004).
Beliau memiliki pengalaman kerja beliau dalam lingkungan Kementerian Perhubungan dimulai sebagai Kepala Standardisasi Bagian Navigasi Penerbangan, Direktorat Keselamatan Penerbangan (2006-2001); Deputi Direktur Sistem dan Tata Cara Navigasi Penerbangan, Direktorat Keselamatan Penerbangan (2006-2009); Deputi Direktur Standardisasi dan Sertifikasi Navigasi Penerbangan, Direktorat Navigasi Penerbangan (2009-2014); Kepala Daerah Kewenangan II Medan (2014-2015); dan Direktur Navigasi Penerbangan, Kementerian Perhubungan (2015-2016).

Selain itu, beliau mengikuti beberapa pelatihan dan program sertifikasi internasional, antara lain, Safety Access and Reliability Analysis di Inggris (1990); Airframe Engine & Electrical Falcon 900 di Perancis (1991); Safety Assessment Reliability di Amerika Serikat (1992); ICAO Safety Management System di Bangkok, Thailand; dan lain-lain.

Rahadi Sulistyo lahir di Pati, Jawa Tengah pada 28 September 1965, merupakan Warga Negara Indonesia berusia 54 tahun yang berdomisili di Tangerang. Beliau menjabat sebagai Direktur Sumber Daya Manusia dan Umum berdasarkan SK Menteri BUMN No. SK-234/MBU/11/2015 yang ditetapkan di Jakarta pada 18 November 2015. Rahadi Sulistyo meraih gelar Dokter Umum dari Universitas Diponegoro Semarang pada tahun 1991.
Pengalaman kerja beliau dimulai dengan berprofesi sebagai dokter di Puskesmas Somagede Kabupaten Banyumanik Semarang di tahun 1992. Kemudian beliau melanjutkan kariernya di PT Kereta Api Indonesia dengan menduduki beberapa posisi penting, antara lain Vice President Kesehatan pada tahun 2013; Vice President Daerah Operasi 2 Bandung pada tahun 2014; Vice President Assessment & Human Resources Development pada tahun 2014; dan terakhir menjabat sebagai EVP Personnel Care and Control sebelum akhirnya diangkat menjadi Direktur Sumber Daya Manusia dan Umum di AirNav Indonesia.
Rahadi Sulistyo was born in Pati, Central Java on 28 September 1965, is an Indonesian citizen aged 54 years, and resides in Tangerang. He serves as Director of Human Resources and General Affairs based on Minister of SOEs Decision Letter No. SK-234/MBU/11/2015, which was issued in Jakarta on 18 November 2015. Rahadi Sulistyo graduated as a General Practitioner from Diponegoro University, Semarang in 1991.
His work experience began as a doctor at Somagede Community Health Center, Banyumanik District, Semarang in 1992. He then continued his career at PT Kereta Api Indonesia, holding several important positions, including Vice President for Health in 2013; Vice President of Operations Region 2, Bandung in 2014; Vice President of Assessment and Human Resources Development in 2014; and finally as Executive Vice President for Personnel Care and Control, before being appointed as Director of Human Resources and General Affairs at AirNav Indonesia.

Hendroyono lahir di Yogyakarta pada 9 November 1959, merupakan Warga Negara Indonesia berusia 60 tahun yang berdomisili di Tangerang Selatan. Beliau menjabat sebagai Direktur Keuangan Perum LPPNPI berdasarkan SK Menteri Negara BUMN No. SK-141/MBU/05/2018 yang ditetapkan di Jakarta pada 25 Mei 2018. Beliau meraih gelar Sarjana dari Universitas Gadjah Mada pada tahun 1985 dan Pasca Sarjana dari University of Illinois pada tahun 1997.
Selain itu, beliau juga mengikuti beberapa pelatihan dan program sertifikasi internasional, antara lain Chartered Accountant (CA Indonesia), Certificate Business Management Program in Financial Management di Jakarta, dan Certificate Consultant SAP Finance di Jerman. Pengalaman kerja beliau mencakup beberapa posisi penting, antara lain sebagai Finance & Business Support Director di PT Pertamina Gas (2015-2017) dan sebagai Direktur Keuangan, Investasi dan IT di PT Asuransi Jiwasraya (2018).

He has also taken part in several training and international certification programs, including Chartered Accountant (CA Indonesia), Certificate of Business Management Program in Financial Management in Jakarta, and Certificate as SAP Finance Consultant in Germany. His work experience includes several important positions, including as Finance & Business Support Director at PT Pertamina Gas (2015-2017) and Director of Finance, Investment and IT at PT Asuransi Jiwasraya (2018).

He started his career as Assistant to the Head of the Safety Bureau in the Risk Management Bureau, PT Angkasa Pura I Head Office (1 Aug - 31 Dec 2012), followed with postings as Safety Management System Department Head, PT. AirNav menyadari pentingnya Sumber Daya Manusia (SDM) dalam keberlangsungan kinerja perusahaan untuk mencapai visi Perusahaan, yakni menjadi penyedia jasa pelayanan navigasi penerbangan bertaraf Internasional. Perusahaan berkomitmen untuk melakukan pengelolaan SDM dengan terencana dan terstruktur dengan baik serta sesuai dengan kebutuhan Perusahaan. Salah satu strategi perusahaan yaitu melakukan pemetaan SDM khususnya terkait dengan ruang lingkup tanggung jawab dan kompetensi setiap fungsi. Hal ini bertujuan untuk membangun pondasi yang kuat guna menunjang koordinasi dan komunikasi yang efektif dan efisien.
AirNav is aware of the importance of Human Resources (HR) in the sustainability of the company’s performance to achieve Company’s vision, which is to become a provider of international air navigation services. This company is committed in managing HR in a well-planned and structured manner and in accordance with the needs of the Company. One of the company’s strategies is to do HR mapping, specifically related to the scope of responsibilities and competencies of each function. Pengelolaan SDM di lingkungan Perusahaan mengacu pada perundang-undangan terkait ketenagakerjaan yang berlaku di Indonesia, yaitu UU No. 13 tahun 2003 tentang Ketenagakerjaan. Selain itu, prinsip keberagaman dan hak asasi manusia juga diakui dan dihormati di lingkungan kerja AirNav. Hal tersebut tercermin pada praktik ketenagakerjaan AirNav yang tidak membedakan ras, agama dan kepercayaan, jenis kelamin, usia, maupun status dalam memberikan kesempatan perkembangan karir karyawan di Perusahaan.
Karyawan AirNav Indonesia terdiri dari karyawan berstatus tetap dan kontrak. Tercatat hingga 31 Desember 2019, jumlah karyawan di AirNav Indonesia seluruhnya adalah 5.117 karyawan. Jumlah tersebut mengalami pengurangan karyawan dari yang semula pada tahun 2018 sebanyak 5.150 karyawan.
KOMPOSISI KARYAWANBERDASARKAN USIAAirNav Indonesia didominasi oleh karyawan dengan rentang usia 21-30 tahun. Kondisi demografis ini memberikan tantangan tersendiri bagi Perusahaan dalam menciptakan lingkungan kerja yang sesuai dengan harapan, preferensi dan kebutuhan karyawan muda. Selain itu, AirNav juga memiliki turnover karyawan yang rendah serta dapat menerapkan manajemen karier yang baik untuk karyawan.
Human Resource Management within the Company refers to regulations related to employment that are applicable in Indonesia, which is Law No. 13 of 2003 concerning Manpower. In addition, the principle of diversity and human rights is also recognized and respected within AirNav work environment. It is reflected in AirNav’s employment practices that distinguish no race, religion and creed, gender, age and status in providing career development opportunities for employees at the Company.
AirNav Indonesia’s employees consist of permanent and contract employees. As of December 31, 2019, the total number of employees at AirNav Indonesia was 5,117. The number has decreased from the previous year’s figure of 5,150 employees in 2018.

The majority of AirNav Indonesia employees belong in the 21-30-year-old age group. The demographics presents particular challenge for AirNav Indonesia to create work environment that suits the preferences and needs of young employees. AirNav Indonesia memiliki karyawan yang ditempatkan pada kantor cabang yang tersebar di seluruh Indonesia. Pada kantor cabang tertentu, Airnav Indonesia menyediakan program pendidikan pelayanan navigasi penerbangan bagi SDM daerah, seperti Papua, untuk kemudian diangkat menjadi karyawan tetap AirNav Indonesia di kantor cabang asal daerahnya. Penempatan karyawan di kantor pusat maupun kantor cabang dilakukan dengan menerapkan sistem kerja rotasi.
AirNav Indonesia has employees assigned in branch offices all over Indonesia. At certain branch offices, Airnav Indonesia provides air navigation education program for regional human resources, for instance in Papua, for future recruitment as permanent employees of AirNav Indonesia local branch office. Employee placement system at both the headquarter and branch offices is conducted by implementation of a work rotation system

PENILAIAN KINERJA KARYAWANAirNav memiliki mekanisme penilaian kinerja yang berkelanjutan pada seluruh level karyawan untuk meningkatkan kualitasnya. Penilaian kinerja dilakukan dengan menerapkan skema Performance Management Development (PMD) yang terbagi dalam tiga tahap sebagai berikut:
1. Planning
Pada tahap ini Perusahaan menetapkan target kerja dan indikator penilaian kinerja pekerja berdasarkan tujuan Perusahaan yang diimplementasikan oleh masing-masing unit kerja dan level individu.
2. Monitoring
Pada tahap ini, Perusahaan melakukan kajian dan pengawasan sebanyak dua kali per tahun (mid-year review dan end-year review) terhadap hasil capaian target tiap periode.
3. Evaluation
Tahap terakhir dari penilaian kinerja karyawan adalah evaluasi yang dilakukan
EMPLOYEE PERFORMANCE APPRAISALAirNav has an ongoing performance appraisal mechanism on all employee levels to improve quality. Performance appraisal is conducted on the basis of Performance Management Development (PMD) scheme, which is divided into following stages:
1. Planning
On this phase, the Company sets the employee’s work targets and performance assessment indicators. Work target is set according to the objective of the organization and is implemented by each work unit and individual.
2. Monitoring
At this stage, the Company conducts twice yearly analysis and monitoring (mid-year review and end-year review) of each period’s target realization.
3. Evaluation
The last stage of employee performance appraisal is the evaluation by mapping out

dengan cara memetakan kekuatan dan kelemahan kinerja setiap pekerja. Pada tahap ini, Perusahaan dapat mengetahui hasil penilaian masing-masing indikator yang belum memuaskan. Hasil penilaian kemudian dijadikan acuan perbaikan kinerja di masa mendatang, dengan demikian untuk periode selanjutnya target yang direncanakan dapat tercapai.
Selanjutnya, skema PMD dituangkan menjadi Key Performance Indicator (KPI) untuk masing-masing pekerja. KPI ditetapkan secara berkala setiap tahunnya dengan menggunakan Balanced Scorecard. AirNav juga memiliki beberapa inisiatif dan kebijakan untuk mendukung pengelolaan dan peningkatan kualitas SDM selain penerapan PMD, antara lain:
1. Menyelenggarakan focused group discussion (FGD) terkait tema kepemimpinan yang diikuti oleh jajaran pemimpin, dari level middle management hingga Direksi.
2. Melakukan perbaikan sistematis pada proses penilaian kinerja karyawan.
3. Menerapkan dan mengoptimalkan metode pembelajaran internal sharing knowledge, yang mengakomodir diskusi bagi para karyawan untuk saling berbagi keahlian dan pengetahuan.
4. Mengembangkan sistem presensi atau kehadiran untuk mendorong produktivitas kerja.
5. Menjaga keseimbangan kehidupan kerja karyawan dengan efisiensi waktu kerja lembur.
6. Mengembangkan skema remunerasi karyawan berbasis keahlian dan kinerja.

Next, the PMD scheme is set down as Key Performance Indicator (KPI) for each individual employee. The KPI is set periodically on an annual basis using a Balance Scorecard. In addition to implementing PMD, AirNav Indonesia also applies several initiatives and policies to support HR management and quality development, including:
1. Organize focus group discussion (FGD) on leadership themes attended by middle management ranks up to BOD.
2. Implement systematic improvement to employee performance assessment process.
3. Implement and optimize internal knowledge sharing as a learning method which accommodates discussion among employees to exchange expertise and knowledge.
4. Develop attendance record system to encourage productivity
5. Maintain employee work-life balance by improving overtime efficiency.
6. Develop employee remuneration scheme based on expertise and performance.

KESEJAHTERAAN KARYAWAN AirNav Indonesia memperhatikan hak karyawan untuk memperoleh kesejahteraan selama dan setelah bekerja di Perusahaan, melalui berbagai kebijakan dan program yang bermanfaat bagi karyawan, antara lain:
• Program Pensiun Manfaat Pasti, yaitu tunjangan bagi karyawan yang telah selesai masa tugasnya di AirNav Indonesia.
EMPLOYEES BENEFIT AirNav Indonesia is concerned with the employee rights to enjoy benefits during and after their service to the Company, and issues various policies and programs for the benefit of the employee, including:
• Fixed Benefit Pension Plan as a benefit for employees who have completed their service at AirNav Indonesia.
Perusahaan secara berkala setiap semester menyelenggarakan penilaian kinerja karyawan. Penilaian dilakukan untuk mengevaluasi tingkat kemampuan karyawan, mengetahui kebutuhan pengembangan karir, dan pelatihan karyawan. Pada tahun 2019, sebanyak 261 karyawan telah menerima penilaian kinerja dan menerima promosi, rotasi, maupun mutasi atas permintaan sendiri.
The Company conducts regular employee performance appraisal every semester. Each assessment is carried out to evaluate the employee capability, determine need for career development, and employee training; in 2019, as many as 261 employees have received performance appraisals followed up by promotions, rotations, and transfers at their own request.

• Bonus, yaitu pemberian manfaat bonus bagi karyawan yang ditetapkan berdasarkan estimasi manajemen Perusahaan dan disahkan melalui mekanisme rapat manajemen.
• Program SHT dan PMK, yaitu inisiatif AirNav Indonesia bersama dengan Serikat Karyawan AirNav Indonesia (SKYNAV) untuk menyelenggarakan Program Santunan Hari Tua (SHT) dan Penghargaan Masa Kerja (PMK) bagi karyawan, yang perwujudannya diberikan dalam bentuk uang maupun barang.
• Cuti tahunan dan cuti panjang, yaitu kesempatan bagi karyawan AirNav untuk mendapatkan cuti tahunan selama 12 hari per tahun, dan cuti panjang yang diberikan selama 90 hari per enam tahun, keduanya dengan tunjangan.
• Fasilitas pelayanan Kesehatan bagi karyawan Perusahaan, Karyawan Diperbantukan, dan Karyawan Ditugaskan beserta keluarganya yang terdiri atas 1 (satu) orang istri/suami dan 3 (tiga) orang anak yang resmi terdaftar dan memenuhi syarat yang telah ditentukan perusahaan memperoleh pelayanan kesehatan baik dalam lingkup rawat jalan (menggunakan sistem reimbursement) dan rawat inap (menggunakan surat jaminan dari perusahaan) sesuai hak kelas perawatan yang telah ditentukan. Asuransi jiwa dan ketenagakerjaan, yaitu manfaat jaminan asuransi jiwa dan ketenagakerjaan bagi karyawan AirNav Indonesia yang diselenggaraan bekerja sama dengan beberapa perusahaan asuransi.
• Bonus, constitutes bonus benefit for employees which is decided based on Company management estimation and approved through the mechanism of management meeting.
• Old Age Benefit (SHT) and Long Service Award (PMK), an initiative of AirNav Employee Union (SKYNAV) to provide SHT and PMK in the form funds or object.
• Annual leave and long leave, opportunities for AirNav employees to take 12 days per year of annual leave and 90 days of long leave every six years, both while receiving benefits.
• Health benefits, which is health insurance facilities for employees and their families which cover husband/wife and a maximum of three children under the age 21 and unmarried. Life insurance and work insurance, which provides the benefit of life insurance and work insurance to AirNav Indonesia employees and is organized in partnership with a number of insurance companies.

• Imbalan kerja, yaitu manfaat bagi karyawan AirNav Indonesia yang terbagi atas imbalan kerja jangka pendek, pasca kerja, dan kerja jangka panjang. Perhitungan imbalan pasca kerja dan imbalan kerja jangka panjang dilakukan oleh jasa aktuaris yang ditunjuk dan ditetapkan oleh Perusahaan sesuai dengan ketentuan yang berlaku. Program imbalan pascakerja mencakup juga Program Dana Pensiun Manfaat Pasti yang menetapkan jumlah manfaat pensiun yang diperhitungkan dari faktor usia, masa kerja, dan jenjang kepangkatan (golongan), serta niai kompensasi.
PROGRAM PENINGKATANKOMPETENSI SDMSepanjang tahun 2019, AirNav telahmelaksanakan berbagai kegiatan pendidikandan pelatihan bagi karyawan, baik wajib (mandatory) maupun (non-mandatory).
Pelaksanaan pendidikan, pelatihan, dan sertifikasi diselenggarakan oleh internal dan bekerja sama dengan lembaga eksternal yang memiliki wewenang serta kompetensi yang dibutuhkan. Pada tahun 2019 Perusahaan merealisasikan biaya sebesar Rp94,2 miliar untuk menyelenggarakan kegiatan pelatihan dan pendidikan bagi karyawan. AirNav Indonesia memberikan kesempatan yang sama bagi seluruh tiap individu pada masing-masing level untuk meningkatkan kompetensi dan mengembangkan dirinya dengan mempertimbangkan pemetaan kondisi dan kebutuhan SDM dalam jangka panjang. Penjelasan lebih lanjut tentang Pelatihan bagi karyawan dapat dilihat di bab Tanggung Jawab Sosial dan Lingkungan di bagian lain Laporan ini.
• Employment benefit, constitutes the benefits enjoyed by AirNav Indonesia employees including short-term employment benefit, post-employment benefit, and long-term employment benefit. Calculation of post-employment benefit and long-term benefit shall be with the service of actuarial consultants appointed and approved by the Company according to applicable rules and regulations. Post-employment benefit program also encompasses Fixed Benefit Pensoom Plan which sets the amount of benefit calculated from age, duration of service, and rank (class), and compensation value.
HR COMPETENCY ENHANCEMENT PROGRAMThroughout 2019, AirNav has carried out various mandatory and non-mandatory employee education and training activities for employees.
The implementation of education, training and certification is carried out internally and in collaboration with external institutions that are competent in their fields where necessary. In 2019, the Company realized an expense of IDR 94.2 billion to organize employee training and education activities. AirNav Indonesia provides equal opportunities for all individuals on each level to improve their competence and develop themselves by taking into consideration the mapped-out HR conditions and long-term needs.
