VISI, MISI DAN KONSEPSI KOTA LHOKSEUMAWE

Visi : Lhokseumawe Banda Silaturahmi Investasi Lingkungan Untuk meraih Rahmatan Lilalamin

Misi :1. Melestarikan alam menuju habitat yang seimbang bagi seluruh kehidupan.

2. Menata kawasan terbangun dan mengolah potensi lingkungan guna mewujudkan kota harapan

3. Menjalin hubungan sosial internal warga dan antar daerah sesuai konsep islami dan warisan budaya leluhur dalam lingkup tuntutan global

4. Mengembangkan kepatuhan dalam kebersamaan dan demokratis, terpimpin serta anti tirani.

Konsepsi Kota Lhokseumawe

1. Dalam posisi KOTA LINTAS memfasilitasi prasarana keterjalinan hubungan dan integralitas regional dari aktivitas eksternal Medan-Banda Aceh-Singapura-Malaysia-dan Thailand Selatan menuju pasar Bebas AFTA.

2. Dalam posisi KOTA UTAMA kawasan Timur Utara Nanggroe Aceh Darussalam memberi tempat dan kesempatan bagi kehidupan dunia pendidikan, pasar agrobisnis, pusat perdagangan dan Industri, wahana budaya dan syiar agama islam sehingga kawasan hinterland tumbuh dan berkembang.

3. Dalam posisi KOTA MANDIRI melayani tuntutan kebutuhan lebih dari 150 ribu warga terhadap lapangan kerja, produksi pangan dan air bersih, komunikasi dan transportasi internal, sehat lingkungan, aman jasmani dan rohani.

SEJARAH SINGKAT KOTA LHOKSEUMAWE

Asal kata Lhokseumawe adalah Lhok dan Seumawe. Lhok artinya dalam, teluk, palung laut, dan Seumawe artinya air yang berputar-putar atau pusat dan mata air pada laut sepanjang lepas pantai Banda Sakti dan sekitarnya Sebelum Abad ke XX negeri ini telah diperintah oleh Uleebalang Kutablang. Tahun 1903 setelah perlawanan pejuang aceh terhadap penjajah belanda melemah, Aceh mulai dikuasai. Lhokseumawe menjadi daerah taklukan dan mulai saat itu status Lhokseumawe menjadi Bestuur van Lhokseumawe dengan Zelf Bestuurder adalah Teuku Abdul Lhokseumawe tunduk dibawah Aspiran Controeleur dan di Lhokseumawe berkedudukan juga Wedana Serta Asisten Residen atau Bupati. Pada dasawarsa kedua abad ke XX itu, diantara seluruh daratan Aceh, salah satu pulau kecil luas sekitar 11 km2 yang dipisahkan Sungai Krueng Cunda diisi bangunan-bangunan Pemerintah Umum, Militer dan Perhubungan Kereta Api oleh Pemerintah Belanda. Pulau kecil dengan desa-desa Kampung Keude Aceh, Kampung Jawa, Kampung Kutablang, Kampung Mon Geudong, Kampung Teumpok Teungoh, Kampung Hagu, Kampung Uteung Bayi, dan Kampung Ujong Blang yang keseluruhannya baru berpenduduk 5.500 jiwa secara jamak disebut Lhokseumawe. Bangunan demi bangunan mengisi daratan ini sampai terwujud embrio kota yang memiliki pelabuhan, pasar, stasiun kereta api dan kantor- kantor lembaga pemerintahan. Sejak Proklamasi Kemerdekaan, Pemerintahan Negara Kesatuan Republik Indonesia belum terbentuk sistematik sampai kecamatan ini. Pada Mulanya Lhokseumawe digabung dengan Bestuurder Van Cunda. Penduduk di daratan ini makin ramai berdatangan dari daerah sekitarnya seperti Buloh Blang Ara, Matangkuli, Lhoksukon, Blang Jruen, Nisam, Cunda serta Pidie. Pada tahun 1956 dengan Undang-Undang DRT nomor 7 Tahun 1956, terbentuk daerah- daerah otonom Kabupaten- kabupaten dalam lingkup daerah Propinsi Sumatra Utara, dimana salah satu kabupaten diantaranya adalah Aceh Utara dengan Ibukotanya Lhokseumawe.

Kemudian pada tahun 1964 dengan Keputusan Gubernur Daerah Istimewa Aceh Nomor 24/G.A/1964 tanggal 30 November 1964, ditetapkan bahwa Kemukiman Banda Sakti dalam Kecamatan Muara Dua, dijadikan Kecamatan tersendiri dengan nama Kecamatan Banda Sakti. Berdasarkan Undang-Undang Nomor 5 Tahun 1974 tentang Pokok-pokok Pemerintah di Daerah, berpeluang meningkatkan status Lhokseumawe menjadi Kota Administratif. Pada tanggal 14 Agustus 1986 dengan Peraturan Pemerintah Nomor 32 tahun 1986 Pembentukan Kota Administratif Lhokseumawe ditandatangani oleh Presiden Suharto, yang diresmikan oleh Menteri Dalam Negeri Soeparjo Roestam pada tanggal 31 Agustus 1987. Dengan adanya hal tersebut maka secara De Jure dan De Facto Lhokseumawe telah Menjadi Kota Administratif dengan Luas Wilatyah 253,87 Km2 yang meliputi 101 Desa dan 6 Kelurahan yang tersebar di Lima Kecamatan yaitu : Kecamatan Banda Sakti, Kecamatan Muara Dua, Kecamatan Dewantara, Kecamatan Muara Batu, dan Kecamatan Blang Mangat. Sejak tahun 1988 gagasan peningkatan status Kotif Lhokseumawe menjadi Kotamadya mulai diupayakan sehingga kemudian lahir UU No.2 tahun 2001 tentang pembentukan Kota Lhokseumawe tanggal 21 Juni 2001 yang ditanda tangani Presiden RI Abdurrahman Wahid, yang wilayahnya mencakup Tiga Kecamatan yaitu: Kecamatan Banda Sakti, Kecamatan Muara Dua dan Kecamatan Blang Mangat.

Perencanaan pembangunan yang baik dan terarah, haruslah berbasis pada data statistik yang faktual, akurat dan terpercaya, dengan demikian pembangunan yang akan dilaksanakan dapat berhasil guna dan berdaya guna. Selain itu data-data yang akurat dan lengkap juga sangat bermanfaat dalam mengevaluasi hasil-hasil pembangunan yang telah dilaksanakan.

Seperti halnya tahun-tahun yang lalu, penerbitan buku Kota Lhokseumawe Dalam Angka 2009 ini merupakan kerja sama antara Badan Perencanaan Daerah (BAPPEDA) Kota Lhokseumawe yang mempunyai fungsi sebagai penyelenggara pemerintahan di bidang perencanaan dan pengendalian pembangunan daerah dengan Badan Pusat Statistik (BPS) Kota Lhokseumawe,sesuai dengan Undang-undang RI Nomor 16 tahun 1997 tentang Statistik dan Keppres RI Nomor 86 tahun 1998 tentang BPS Bab V Pasal 26 Ayat (2), bahwa Dalam rangka memenuhi kebutuhan data Statistik Regional bagi Pemerintah Daerah, penyediaan dana dan fasilitasnya dibebankan kepada Anggaran Pendapatan dan Belanja Daerah setempat.

Akhirnya kepada semua pihak yang telah membantu memberikan data hingga terselenggaranya penerbitan ini diucapkan terima kasih.

Data yang disajikan bersumber dari kegiatan rutin, Survey dan Sensus yang dilaksanakan oleh BPS Kota Lhokseumawe dan dilengkapi dengan data sekunder yang dikelola oleh instansi pemerintah dan swasta di wilayah Kota Lhokseumawe.

Dengan adanya publikasi ini, kita memiliki sumber data yang sama. untuk mendasari dan memantapkan perencanaan serta untuk tujuan evaluasi dan pengendalian atas pelaksanaan kegiatan pembangunan yang telah dilaksanakan. As the previous years, the publication of Lhokseumawe Municipality in Figures 2009 is a joint effort between Regional Development Planning Board (BAPPEDA) as administration caretaker in planning and controlling of regional development and BPS of Lhokseumawe Municipality appropriate of Indonesian Republic Ordonancy No. 16 year 1997 about statistic and Keppres RI No.86 year 1998 Chapter V Section 26 Sub Section 2. After through revisions have been made in order to improve this publication.

The data presented are primarily compiled from routine activities, surveys, and censuses conducted by BPS- Statistics of Lhokseumawe Municipality. However, the secondary data sources compiled by public and private institutions in Lhokseumawe Municipality, are also utilized.

The availability of this publication provide us with single source of data to perfect all evaluations of planning and control development performance that have been underscored.
