certifies that none of the following entities has failed orrefused to complete satisfactory performance of all

contractual obligations with Company or any of Company's

 parent, subsidiary or affiliated companies indicated by

receiving `red' sanction within the last 12 (twelve) months:

(1) Bidder itself (including each member of a

consortium);

(2) Bidders parent, subsidiary and affiliated

companies (including the parent, subsidiary and

affiliated companies of each member of aconsortium).
