DESCRIPTION DUTIES
• Monitor the physical progress of construction at approximately four schools against the design and specification of the approved Technical Proposals. Specifically, use the monitoring instrument to measure the degree of compliance with the requirements and procedures set out in the MoEC guidelines and construction manuals in relation to: − Administrative requirements, − Transparency and reporting requirements, − Accountability requirements, − Project management requirements, and − Quality of the building construction consistent with the technical proposal
including drawings, specifications, costing, and schedules prepared by the Construction Management Consultant (CMC), which forms part of the agreement between the Government of Indonesia and the School Construction Committee (SCC).
• Provide advice to the SCC and/or CMC on technical issues as required and discussed with MoEC or DEO.
• Estimate the amount of physical progress on site and compare to the quantities and material unit costs shown in the approved costing and provide information to the Monitoring Coordinator (MC) for MoEC consideration in approving tranche payments to the school.
• Work closely with district officials prior to, during, and upon completion of school construction to facilitate the monitoring of school construction and successful handover of schools to district officials. This may include some level of capacity building of DEO teams and individual staff. − Brief DEO on monitoring method and instrument − Coordinate with DEO before and after every visit − Conduct joint monitoring visits with DEO as required − Provide copesd of monitoring reports and briefings to DEO − Assist DEO in conducting regular meetings with SCC and CMC to discuss
progress and issues • Provide assistance to DEO for the verification of sites for future construction, and
the provision of training and/or on-going coaching/mentoring on school infrastructure planning and asset management.
