Information is data that have been organized so that they have meaning and value to the recipient.
Knowledge consists of data and/or information that have been organized and processed to convey understanding, experience, accumulated
learning, and expertise as they apply to a current problem or activity.

Menurut Turban cs., 2007. An information system (IS) as one that collect, processes, store, analyzes, and disseminate data and information for a specific purpose. The composition of information systems is usully the
same: each containts hardware, software, data, procedures, and people.
Another possible component of an information system is one or more smaller information systems, Information systems that contain smaller systems are
typical of large companies.

Menurut ITMRA = The Information Technology(IT) Management Reform Act of 1996, USA,
INFORMATION TECHNOLGY – (A) The term information technology, with respect to executive agency means any equipment or interconnected system or subsystem of equipment, that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency. Information Officer (OCIO) is to establish accountability for IT management in the a Department
of ….. and to implement an IT Investment Management process for selecting, controlling, and
evaluating IT investment.
The Clinger Cohen Act 1996 calls for executive branch agencies to designate a Chief Information
Officer who has overall responsibility for this management function.

INFORMATION TECHNOLOGY SYSTEM An IT system is the process and procedure that utilizes IT

IT MANAGEMENT PHILOSOPHYThe basic philosophy of the ITMRA for the management of IT includes the
following concepts:• Each of ICD (Institutes, Centers and Divisions) should establish effective and
efficient capital planning processes for selecting, managing, and evaluating the results of all of its major investments in IT systems
• The IT management process should be integrated with the processes for making budget, financial, and program management decisions within the ICD investment.
• The process should provide identifying, for a proposed investment, quantifiable measure for determining the net benefits and risks of the investment
• The process should provide for evaluation of the work process to determine the best for it to be performed and the best way for it to be performed before the process is automated.
• The process should provide the means for senior management personnel of th ICD to obtain timely information regarding the progress of an investment in an information system, including a system of milestones for measuring progress, on an independently verifiable basis, in term of cost, capability of the system to meet specified requirements, timeliness, and quality.
• The acquisition of commercial off the shelf (COTS) IT hardware and software should be handled in the same manner as furniture, supplies and other types of commodity equipment and materials.
• The amount of management activity expended i\on IT should be commensurate with the size and complexity of the IT activities .

Menurut Barrett, Richard dalam “Building Values-Driven Organization”, [2006] sehubungan dengan manusia
keberhasilan perubahan sistem-keseluruhan mempunyai tiga pra syarat.
1. Para pimpinan kelompok seyogyanya menjalankan proses perubahan; mereka perlu punya komitmen, dan menjadi contoh-contoh dalam hal visi, misi, nilai-nilai dan perilaku – harus “Walk the talk” -. Perubahan bermula dengan transformasi personal kepemimpinan kelompok.
2. Visi, misi dan nilai-nilai termasuk perilaku pendukungnya seyogyanya berpengaruh terhadap semua pembuat-keputusan. Nilai-nilai dan perilaku seyogyanya mereflaksikan setiap aspek struktur, sistem-sistem dan proses-proses kelompok. Setiap aspek tentang apa yang dilaksanakan perlu sejalan dengan visi, misi, nilai-nilai dan perilaku.
3. Mempertahankan kinerja tinggi, budaya seyogyanya teramati secara komprehensip melalui pengukuran individu dan kolektif dari indikator kinerja “kausal” (nilai dan perilaku). Sebaiknya tidak diperlukan “early-warning system” yang mengukur entropi kultural atau suatu pnurunan ketahanan kultural.

Proses ini melibatkan perencanaan dan pengelolaan penggunaan sumber-sumber keseluruhan perusahaan

is, by itself, relatively meaningless. Information is data that has been processed or reorganized

Business process redesignSistem-sistem informasi mendukung proses busines atau
membuat bisinis otomatis. Kalau ada persoalan bahwa tidak membawa perubahan secara substansial, maka
proses bisinis jelas tidak efisien atau berbiaya mahal. BPR atau Busiess Process Redesign melibatkan perubahan
sustansial proses bisinis. Sehingga BPR mencari implmentasi yang lebih substasial dan peningkatan,
uapaya lebih dibandingkan dengan CPI. Dalam BPR proses bisinis didokumentasikan dengan hati-hati dan dianalisa tanpa tergantung waktu, botleneck, atau
biaya dan apakah setiap tahap atau tugas benar-benar menambah nilai terhadap organisasi. Kemudian proses
bisinis didesain kembali (redesigned) untuk efisiensi maksimum dan biaya terendah (optimum setia saat).

Umumnya pemilik sistem “kurang peduli” terhadap “raw data”, perhatiannya terhadap “informasi yang

menajer “membuat keputusan yang cerdas” dalam upaya mendukung organisasi yang berkaitan
dengan misi, goals, objectives, dan kompetisi.
Pengetahuan bisinis atau business knowledge bermula dapat dalam bentuk daftar sederhana
tentang “business entities” dan “buiness rules”

Pandangan para pengguna terhadappengetahuan atau knowledge
Para pengguna sistem informasi mampu mngetahui tentang data yang mengungkapkan bisinis.
Para pekerja informasi (information workers) menangkap, menympan, memproses, mengedit, dan mempergunakan data setiap hari. Biasanya
melihat data hanya dalam arti bagaimana data saat ini disimpan atau bagaimana memikirkan data seyogyanya disimpan. Bagi mereka data
dicatat dalam suatu format, disimpan dalam “file cabinet”, dicata dalam buku-buku dan “diikat”, diorganisasikan kedalam
“spreadsheets”, atau dalam “computer files” dan “database”.Tantangan saat mengembangkan sistem-sistem “mengidentifikasi dengan benar” dan “memverifikasi” persyaratan-persyaratan “users’
data”.“Data requirement” merupakan pengembangan entitas dan aturan bisines
yang semula teridentifikasi oleh para pemilik sistem.Para pengguna sistem dapat mengidentifikasi tambahan entitas dan
aturan, karena lebih mengetahui tentang data.Yang lebih penting adalah para pengguna sistem harus menspesfikasi
dengan benar atribut-atribut data yang akan disimpan dan dengan aturan bisines yang presisi untuk memelihara data tersebut.

Perhatikan contoh berikut.
Mungkin pemilik sistem mengidentifikasi kebutuhan menyimpan data tentang suatu entitas bisines, sebut saja nasabah (customer). Para
pengguna sistem mungkin memberitahu bahwa perlu mendeferensiasikan antara PROSPECTIVE CUSTOMERS, ACTIVE
CUSTOMERS, dan INACTIVE CUSTOMERS, karena pengguna sistem mengetahui adanya perbedaan antara para nasabah. Selanjutnya para pengguna dapat memberikan secara presisi tentang data dari setiap
macam nasabah. Misalnya setiap ACTIVE CUSTOMER masih memerlukan atribut data seperti CUSTOMER NUMBER, NAME,
BILLING ADDRESS, CREDIT RATING, CURRENT BALANCE. Selain itu juga para pennguna sistem mengetahui betul atau presisi yang
mengatur entittas dan hubungannya. Misalnya selanjutnya pengguna sistem perlu menerangkan tentang the credit rating denmgan atribut PREFERED, NORMAL ATAU PROBATIONARY dan the defoult for a
new customer is NORMAL. Para pengguna sistem juga perlu menetapkan atau menspesifikasikan
bahwa hanya SEORANG ACTIVE CUSTOMER dapat menetukan suatu ORDER, dan mungkin juga bahwa seorang ACTIVE CUSTOMER tidak
mempunyai “current order” disuatu waktu tertentu.

Ada catatan buat contoh diatas, bahwa persyaratan data para pengguna sistem dapat diidentifikasikan tidak tergantung kepada the DATABASE TECHNOLOGY
yang mungkin akan atau dapat dipergunakan menyimpan data.
Para pengguna sistem cenderung memfokuskan diri kepada “the business issues” saat meninggung tentang data.
Yang penting bahwa para pengguna sistem menyediakan persyaratan data yang
konsisten dan melengkapi “the information scope and vision” yang ditetapkan oleh
pemilik sistem.

Pandangan para desainer tentang pengetahuan atau knowledge
Perspektif tentang pengetahuan para desainer berbeda secara signifikan dengan perpektif para pemilik dan para
pengguna.Para desainer lebih menitik beratkan terhadap DATABASE
TECHNOLOGYYang akan dipergunakan oleh sistem informasi dalam
mendukung “business knowledge”.Para desainer akan menterjemahkan persyaratan data bisines
dari para pengguna sistem ke “database designs” yang akan dipergunakan oleh pembangun sistem
mengembangkan “computert databases” yang akan dbuat siap dalam sistem informasi.

Pandangan desainer sistem terhadap data dibatasi oleh beberapa limitasi berdasarkan pemilihan DBMS, Database
Management System.Kadang-kadang pilihan telah ditentukan dan pengembang
harus mempergunakan teknologi tadi. Misalnya beberapa business telah memberikan standard terhadap an
enterprise BDMS, seperti Oracle, BB2 atau SQL Sever dan a work group of DBMS seperti Access.
Dalam beberapa kasus, pandangan para desainer sistem terhadap pengetahuan, terdiri atas
data structure, database schemas, fields, indexes, dan beberapa teknologi yang terkandung dalam komponen,
Beberapa spesifikasi teknis cukup kompleks untuk diketahui oleh para pengguna sistem. Para anlis sistem-sistem
dan/atau para spesialis database mendesain dan mendokumentasikan pandangan-pandangan teknis atas
data.

Pandangan pembangun terhadap Pengetahuan
Pandangan akhir tentang pengetahuan adalah relevan bagi pembangun sistem; pembangun
sistem yang jelas dekat dengan kenyataan teknologi sistem manajemen database dan harus menyampaikan dengan sangat presisi dan tanpa salah bahasa-bahasanya, biasanya adalah SQL
(Structured Quary Language), selain itu ada juga yang lain seperti Acces dan FoxPro termasuk
propriety langauge atau beberapa fasilitas untuk membangun database.
Tidak semua sistem-sistem informasi mempergu-nakan teknologi database untuk menyimpan data
bisinis, banyak yang dibangun dengan flat-file technologies, seperti VSAM.

tidak tergantung departemen mana yang terlibat.Biasanya sistem untuk fungsi bisinis oleh para

Merujuk setiap peristiwa dan respons yang diamati, pemilik dapat menghayati persoalan, beberapa kesempatan, goals, objecitves dan juga kendala
(constrints). Biaya dan manfaat mengembangkan sistem-sistem informasi untuk mendukung fungsi-
fungsi bisinis juga perlu didiskusikan, sebagai pengetahuan. Pemilik tidak banyak perhatian
kepada masalah yang terinci atau detail.Biasanya pemilik juga mengamati jasa dan tingkatan
jasa yang diperlukan oleh nasabah, suppliers, dan juga karyawan (employees).

Pandangan pengguna terhadap ProsesWajar kalau pengguna memperhatikan proses-proses bisinis atau “pekerjaan” yang dilaksanakan agar dapat memberikan respons yang sesuai terhadap peristiwa-
peristiwa bisinis.Para pengguna menentukan atau memberikan spesifikasi
proses bisinis dalam istilah “process requirement” bagi sistem baru; biasanya didokumentasikan dalam bentuk beberapa aktivitas, aliran-aliran data, atau aliran kerja.
Beberapa persyaratan proses harus ditentukan dengan presisi, terutama kalau diotomasikan atau didukung
oleh teknologi pirantilunak.Biasanya perysratan bisinis didefinisikan dalam bentuk
“Kebijakan” dan “Prosedur”. Kebijakan atau policy merupakan aturan yang ekslisit yang harus dihayatu saat menyelesaikan suatu proses bisinis; sedangkan prosedur merupakan langkap yang presisi yang harus
diikuti dalam menyelesaikan proses bisinis

Beberapa persyaratan proses biasanya ditetapkan dalam bentuk “aliran kerja”; bisinis umumnya sangat tergantung terhadap “check and balance” saat mengimplementasikan
aliran kerja. “Check and balance” mungkin tidak praktis atau mengarah kebirokratis. Para analis dan para
pengguna seyogyanya berupaya mencari kelayakan antara “check and balance” dan jasa serta kinerja.
Suatu tantangan untuk pengembangan sistem untuk mengamati, mengungkapkan dan menganalisa persyaratan proses bisinis secara eksklusif dalam istilah-istilah bisinis
sehingga dapat dihayati oleh para pengguan sistem.
