JAKARTA – Indonesia hasarrested eight terror suspectswho were plotting a mass poi-soning of police personnel, ac-cording to an anti-terror officer,as one report saying they hadplanned to use cyanide.

President Susilo Bambang Yudhoyono (SBY), Friday (Jun 10) night, officially opened the33rd Bali Arts Festival (BAF) 2011, 11th National Utsawa Dharma Gita (UDG) and Bali WorldCulture Forum (BWCF) 2011. The opening ceremony taking place in Ardha Candra Amphi-theater, Bali Art Center, was marked with transfixion of an eight-budded lotus kayonan byPresident Yudhoyono resumed with the presentation of colossal ballet entitled BhismaDewabharata.

President Yudhoyono observedthe theme of BAF was inspiring toarouse mankind on this earth to de-velop universal values of culturalwealth owned by each country. SBYhad confidence that within themeaning of every sublime cultureand civilization lay some similari-ties of universal cultural value. Andevery eminent culture and civiliza-tion also contained differences.However, the difference could evenengender harmonious and elegantcolorful beauty. “That’s social capi-tal that can be the basis for thegrowth of tolerance, adaptation aswell as cultural harmony in globaland multicultural values,” he said.

According to SBY, BAF had be-come a means of presenting thepeaks of art and cultural creativity,

innovation and high appreciation ofBalinese culture. He affirmed BAFwas not only eagerly awaited by thecommunity but also by domestic andforeign tourists. “BAF has been ableto maintain and preserve the unique-ness of amazing Balinese culture.BAF poses a window of culture andintercultural communication bridgefor local, national and foreign cul-tures. On that occasion, PresidentYudhoyono also incredibly appre-ciated the implementation of the11th National UDG. It was said thatUDG was very important for Hin-dus in confirming the understand-ing, appreciation and practice of the

Vedic teachings. UDG as part of theHindu tradition was rich in culturaland spiritual values so that it couldbe a source of inspiration for char-acter development of the nation.“Through the UDG, the Hindus areinvited to interpret the Vedic teach-ings in community life, foster tol-erance and build good character andnoble morality,” he said.

Likewise, President Yudhoyonoalso responded positively theimplementation of Bali World Cul-ture Forum (BWCF) 2011. In thisforum, participants would discussabout the culture in terms of vari-ous aspects. Hopefully, the viewsand experiences of participantscoming from various countriescould give contribution to the de-velopment and preservation of Ba-linese culture. “Bali World CultureForum is part of our journey to re-alize the aspiration of a world cul-tural forum, namely the World Cul-ture Forum held in Bali in the up-coming 2012,” he said.

Furthermore, PresidentYudhoyono invited all componentsof both artists and art activists com-ing from Bali and from all over thecountry and overseas to make BAFan icon of cultural appreciationwith international standard.Through BAF, Yudhoyono also in-vited the community to increase ap-preciation to Balinese art and cul-ture together with other cultures aswell as peal the message of broth-erhood and peace to every nook andcranny of the world.

“Let us make BAF a medium ofpromotion for Bali tourism and In-donesian tourism as a whole. Letus show off to the world that Indo-nesia is a country having a very richand colorful cultural diversity. Ul-timately, let us show off that Balican offer the environment-basedtourism or ecotourism and cultureand heritage-based economy orheritage economy,” he affirmed.

Meanwhile, Governor of BaliMade Mangku Pastika reported thecentral theme carried in the 33rdBAF was Desa Kala Patra: Self-ad-aptation in Multi-culture. He said

the theme implied the importanceof adaptation and tolerance in real-izing social harmony of the currentheterogeneous Balinese people.Concept of diversity was in linewith the philosophy manyamabraya (brotherhood) as behaviorthat had been developed by Ba-linese society for generations. “Ihope this theme reinforces the spiritof the artists and the people of Balito fortify their cultural existencefrom the onslaught of global cul-ture,” said Mangku Pastika whileadding that BAF 2011 would last amonth long period filled with a se-ries of events end on July 9, 2011.

Mangku Pastika also added thatproceeds of artistic creativity, senseand initiative with noble and dy-namic qualities were driven by thesense of love, devotion, motivationand life replete with divine inspira-tion. Such noble and dynamic at-tributes were then fostered by en-deavors through implementation ofhigh dynamic concepts in BAF ac-tivities formulated in the form ofparade, performance, competition/parade, exhibition and workshop bydisplaying various genres of art. Allactivities involved 334 art troupesfrom the regency/city throughoutBali supported by more than 15thousand artists. Additionally, theBAF 2011 was also enlivened by 24participants from 16 provinces be-yond Bali and seven foreign partici-pants from five countries, namelyJapan, the United States, India,Malaysia and Australia.

“The presence of arts by partici-pants from outside Bali and over-seas are very important in diversi-fying the treasures of BAF imple-mentation as a forum to share ex-perience and knowledge among theartists and societal components asan effort to enrich the national cul-ture,” he said.

After officially opening the BAF,President Yudhoyono and his wifemingled with thousands of peopleof Bali to see the presentation ofcolossal ballet entitled BhismaDewabharata. To anticipate the re-emergence of rabies cases, the entire population of dogs in Tabanan wasvaccinated on Saturday (Jun 11). This activity was carried out simultaneously by vaccinationteam formed by Tabanan Animal Husbandry Services. The team strictly targeted the entirehousing and public places. Once the team encountered dogs, they were directly injected withanti-rabies. Such a method was taken because dog’s owners lacked of awareness of the vaccina-tion provided by the Regency Government.

Sweeping vaccination wasstarted in the morning. The medi-cal team was targeting the entire thenook and cranny of housing com-plexes. As met by Bali Post inKediri Subdistrict, the officers werebusy capturing the roaming straydogs by using small net. Oncecaught, the rabies-prone animalswere directly injected by the vac-cine. “We must go into each houseto find the dogs and then vaccinatedthem for free,” said one of the of-ficers of Kediri Animal Husbandry,Ketut Merta Nadi.

In addition to residents, the of-ficers also vaccinated dogs in pub-lic places such as field, graveyard

and others. This method was fo-cused on stray dogs because theownerless dogs were prone to trans-mit rabies. According to Adi Merta,the vaccination implemented a newmethod, namely with the vaccinecooler box. Because, the vaccinechilled with ice was considered lessqualified. The mass vaccine waswelcomed enthusiastically by dogowners. They rushed to hand overtheir pet when the officers arrived.During the activity, a number ofdogs were seen roaring when net-ted by the officers.

Movement of mass vaccinationwas planned to be held until Sep-tember 12. There were 12 teams es-

tablished where each consisted of67 personnel. The movement wasintended to suppress the number ofrabies in Tabanan ranked third inBali. “Our target can vaccinate upto 70 percent of dog population inTabanan,” said the Head of TabananAnimal Husbandry Services, NiNyoman Rusmini.

Population of dogs in Tabananwas recorded to reach 31,189. Ofthat amount, 21,832 dogs had ob-tained anti-rabies vaccine en masse.Vaccination teams would be work-ing at one village each day. Themeasure was believed to be effec-tive in preventing rabies casualties.(udi)

EVERY Temple and Shrine has a special date forit annual Ceremony, or “ Odalan “, every 210 daysaccording to Balinese calendar, including the smallerancestral shrine which each family possesses. Becauseof this practically every few days a ceremony of festi-val of some kind takes place in some Village in Bali.There are also times when the entire island celebratedthe same Holiday, such as at Galungan, Kuningan,Nyepi day, Saraswati day, Tumpek Landep day,Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place onthe same day if the wuku or 210 day calendar is used. Whennew moon is used then the celebration always happens onnew moon or full moon. The day of course can differ thereligious celebration of a temple lasts at least one full daywith some temple celebrating for three days while the cel-ebration of Besakih temple, the Mother Temple, is neverless than 7 days and most of the time it lasts for 11 days,depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressedwith pieces of cloths and sometimes with brocade,sailings, decorations of carved wood and sometimespainted with gold and Chinese coins, very beautifullyarranged, are hung in the four corners of the shrine. Infront of shrine are placed red, white or black umbrellasdepending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides theseumbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributesof Holiness. In front of the Temple gate put up “Penjor”,long bamboo poles, decorated beautifully ornaments ofyoung coconut leaves, rice and other products of the land.Most beautiful to see are the girls in their colorful attire,carrying offerings, arrangements of all kinds fruits andcolored cakes, to the Temple. Every visitor admires thegrace with which the carry their load on their heads.

Bali Will Have World’s Highest Tower“The construction of the tower

will be started by the end of thisyear or early next year,” he said.

Its feet only, Dahlan said, havethe size of a soccer field with a liftin the middle, and the width of theupper part of the tower’s cable is 70meters from one point to the other.

The large width will be made toprevent strong winds to cause thetwo cables to touch one another,considering that in the last 100years the speed of the wind over theisland paradise had reached 60meters per minute.

The tower and its cables will bebuilt to enable it to withstand verystrong winds blowing up to 70meters per minute.

“The tower will also be the prideof Bali, as it would be higher thanthe current highest in the world inPeople’s China, which is 370

meters high,” he said.He said that PLN will also team

up with the forestry authorities inusing the tower to help control theforests in Gilimanuk.

PLN also planned to build twounder sea circuits with a technologi-cal capacity of 200 megawatts.

Dahlan also said the main rea-son to build the tower was that anundersea cable would not be too re-liable because it would be too proneto current especially that the currentin the Bali strait is the strongest inIndonesia’s seas.

Experience in building nine un-dersea cables shows that only twowere left, the rest was destroyed bythe strong current, Dahlan said.

If everything goes well in over-coming the need for electricity, theneed for electricity in Bali wouldbe met in the next 25 years.

Of course, if you prefer to stick with cheeseburger or a

Colonel Sanders’ meal-deal, or to drink your regular

Well, typically, a meal consists of a plate of steamed

rice, and a number of main courses. Instead of eating

one course at a time a la Western meals, the main

courses, and sometimes including the soup, are all

eaten at once. Soup is poured over the rice much like a

steak sauce is poured over the steak. Desserts are

mostly tropical fruits, which by themselves are enough

of a feast and a reason to visit Bali!

Balinese usually eat three meals in a day, with lunch

as the primary, heaviest meal. Breakfast can be as light

as a cup of coffee (which is usually not light), or a

plateful of “nasi goreng” or fried rice. Lunch is the

heaviest meal, with a plate of steam rice (or a mound if

you prefer), accompanied by a number of main courses,

usually consisting of a meat or fish dish, a vegetable

dish, and a soup. Dinner is a smaller version of lunch.

Desserts for both lunch and dinner can vary from

various kinds of fruits, depending on the season, to a

specially prepared dessert like pisang goreng (fried

banana fritters) or tape (fermented sticky rice).

Additionally, there are variants of non-alcoholic

beverages above that have met Balinese creativity and

outside influence, resulting in various kinds of

interesting drinks. Air kelapa muda (young coconut

can be found in many restaurants, presented attractively

NEW YORK – The Interna-tional Monetary Fund, alreadyreeling from last month’s arrest ofits former leader, is investigatingan attack on its computer system.

IMF spokesman David Hawleysaid the organization is fullyfunctional. He declined to pro-vide further details on what hetermed an “IT incident,” includ-ing i ts scope or nature andwhether any sensitive data weretaken. The IMF has confidentialinformation on countries in finan-cial trouble.

The New York Times cited un-named IMF officials as saying theattack was sophisticated and se-rious.

The IMF told staffers about iton Wednesday but hasn’t made apublic announcement.

The IMF is already facing apublic-relations headache afterthe arrest of Dominique Strauss-Kahn, who resigned as IMF chieflast month after being accused ofsexually assaulting a maid in aNew York hotel.

BEIJING – China’s inflation rate may accelerate to more than 6 percent year-on-year inJune, which could bring the full-year consumer price index for 2011 to as high as 5 percent, agovernment researcher said in remarks reported on Sunday.

Zhang Zhuoyuan, an economistat the Chinese Academy of SocialSciences, a top government thinktank in Beijing, said taming infla-tion would remain the priority incoming months. He called for fastersteps to push real interest rates intopositive territory and douse pricepressures.

The People’s Bank of China hasraised interest rates twice in 2011and many analysts believe it mayraise them again soon in an effort tocontrol inflation.

“It will be very difficult for Chinato cap its annual inflation within 4

percent and the full-year CPI is likelyto reach 5 percent,” Zhang wasquoted as saying by the state radio.

Beijing has set an annual infla-tion ceiling at 4 percent this year, butprices keep rising stubbornly andmany economists have said it willbe tough to achieve the goal.

Zhang said his inflation forecastfor June also reflected the relativelylow as of comparison of a year ear-lier.

He attributed the persistent infla-tionary pressure mainly to an exces-sive supply of money and credit overa long time, when Beijing rolled out

LOS ANGELES – The year’s first total eclipse of the moon willlast an unusually long time, a rare celestial treat for a wide swath ofthe globe.

The next total lunar eclipse willfall on Dec. 10 with best viewingfrom Asia and Australia. The moonwill be completely blotted out for51 minutes. Only parts of the U.S.including Hawaii and the PacificNorthwest will catch a glimpse.

The rest of the continental U.S.will have to wait until April 15, 2014to witness a total lunar eclipse.

Redding managed to lead for thefirst four laps, though he could notshake Bradl off and the Germanwas eventually able to move backahead into Copse.

By that time both were comingunder pressure from the flyingMattia Pasini, who had chargedthrough the field from 22nd for thenew Ioda team. On lap six he slicedpast Bradl to take the lead - but hewas in front for less than two lapsbefore crashing out under brakingfor Vale.
