According to Sastrawan, thewaste problem posed the biggestobstacle for the regency/city govern-ment in Bali to achieve a clean andbeautiful environment. It was saidthat poor waste management hadbeen started from the householdlevel as the main source of wasteproduction. Many households didnot comply with the schedule of rub-bish disposal set by local govern-ment.

Disobedience of communitycaused many piles of garbage strewnin the streets that did not get trans-

Chairman of the National Execu-tive Board of the Association of In-donesian Fishermen (HNSI), MajorGeneral (Ret.) H. Yusuf SoliehienMartadiningrat admitted that Indo-nesia was an archipelagic countryhaving extraordinary potential offisheries and marine resources. However, Indonesia was unable tomanage the potential maximally.

Failure of six regencies in Bali, namely Jembrana, Tabanan, Badung, Gianyar, Klungkungand Denpasar to achieve the Adipura trophy and certificate indicated if the majority of re-gional environmental management system in Bali was not good. From various criteria ofAdhipura assessment, the failure of regencies in Bali to attain an outstanding achievement inthe environmental field was estimated to have been triggered by incapability of managing rub-bish. Level of participation and public awareness of Bali in waste management was also rela-tively low. Head of Bali Environment Agency (BLH), A.A. Gde Sastrawan, told Bali Post aboutthe matter on Monday (Jun 6).

ported by rubbish truck provided bygovernment. Ultimately, this condi-tion led to the formation of illegaltemporary landfill (TPS) and causedthe city to look dirty and shabby.“Considering the existing condition,it can be concluded that most regen-cies/city in Bali failed to achieveAdhipura because of rubbish prob-lem. In addition, the volume of endlandfill (TPA) in Bali was averagelyoverloaded, too. As a result, this con-dition also caused the poor score inthe assessment. Meanwhile, otherparameters in the assessment,

namely air and water pollution fac-tors, I think the condition of our airand water are still relatively good orbelow the required threshold,” hesaid.

Alit Sastrawan added the causeof failure to achieve the Adhipurawas also triggered by drainage sys-tem in the respective regency that av-eragely did not meet the require-ments. Poor drainage was alsocaused by behavior of people whostill liked littering. Sometimes, people disposed their rubbish intodrains so that water channels were

jammed. When it rained, the floodscould not be avoided. Additionally, the rubbish dumped into waterwaysalso potentially reduced the qualityof water in Bali. “So, this rubbishproblem will spread everywhere andcan be a trigger of water and air pol-lution through a process of decaywhich resulted in an unpleasantsmell. Moreover, it can be a mediumof various germs to grow,” hewarned.

Low BudgetWhen contacted separately,

Deputy Head of Commission IV ofBali House, Ketut KariyasaAdnyana, admitted to be not sur-prised if the majority of regencygovernment/municipality in Balifailed to achieve the Adhipura. Interms of physical appearance, thecondition of towns in Bali was stillfar from the clean category. Besides, the level of public awareness to man-age the environment remained low.

Such a condition was also aggra-vated by the attention of local gov-ernment that was extremely low tothe efforts of environmental im-provement. “Low attention of localgovernment can be seen from thevery low budget provision for the en-vironmental remediation efforts,” heobserved.

This people’s representative ofBuleleng pointed out that Bali gov-ernment in fiscal year 2011 only al-located about IDR 13 billion for en-vironmental improvement efforts. Ifcompared to the total budget of Baliin 2011 reaching IDR 1.98 trillion, the budget allocated for the environ-ment was only 0.6 percent. “Thebudget for environment is still verylow. I am sure, the low awareness ofenvironmental remediation effortsalso occurs in the regency/city gov-ernment across Bali. It is very easyto check it. Just count the number ofrubbish truck owned by respectiveregency or city,” he said. (kmb13)

dous potential, government, fisher-men and stakeholders have to workhard hand in hand. Most importantly, there should be a will,” said Yusufin Denpasar on Monday (Jun 6).

Explained, the catch fishery ofIndonesia had the potential of 6.2million tons per year, but only 5.2million tons per year could be culti-vated. Similarly, the potential ofaquaculture was also quite large. However, in developing the fisherypotential it had not been worked onby fishermen because they werefaced with capital problem.

“So far, the number of fishermenin Indonesia, both fishing cultivationand catch fishery, reaches 3 millionpeople. Due to inadequate capital, some of them are unable to go to seaand to carry out their aquaculture ac-tivities,” he said.

According to him, fishermenwere in dire need of capital assis-

tance that of course did not incrimi-nate them. Central governmentthrough the Ministry of Maritimeand Fisheries Affairs had previouslypromised to provide convenience tofishermen, especially in Bali, to ob-tain non-collateral loan (KTA).Aside from capital problem, 72 per-cent of the existing fishermen did notattend school education. Mostly, they were graduated from primaryschool only.

“At least, the nine-year compul-sory education program of govern-ment can help them. The state alter-natively can provide free educationto fishermen. As consequence, theywill be able to improve their skill andexpectation to be the world’s largestfishery producer can be achieved,”he said.

Separately, Division Head of Re-search and Development, Ministryof Maritime and Fishery Affairs, Dr.

Endhay Kusnendar, stated his partywould increase the economic valueof fishery products as well as sup-port the community sustainability.

He hoped the meeting of Asia-Pacific Economic Cooperationwould generate a shared commit-ment in the better handling of ma-rine and fisheries because each meet-

ing previously had their own com-mitment. The meeting would be at-tended by delegates from Asia Pa-cific countries, including Japan,Malaysia, China, Chile and the host-ing country Indonesia. “The han-dling of marine affairs cannot bedone alone, but must be shared andsustainable,” he added. (par)

Cur-rently, the trend of international mar-ket begins to shift to multifunctionalproduct.

For example, the most favoredbamboo handicraft, especially byFrench market, was gazebo with ad-ditional drawers and cupboards at thetop or bottom, so it could be functionedas seating, beds and storage. Within ayear, the demand for multifunctionalgazebo could reach 3,000 units. “Atthe moment, craftsmen should dare tocome out of the existing fixed designby adding innovative styles that havenever been thought of by others previ-ously, but very interesting and sale-

Denpasar (Bali Post)—Though not spreading out widely

in Bali, people were expected to pro-cess their food and beverages maxi-mally (until completely cooked). Headof Bali Agency for Food and DrugControl (BBPOM), Corry Pandjaitan, when contacted by Bali Post last Mon-day explained that E-Coli bacteria wascurrently not only found in vegetables, but also spreading to various processedfood, eggs and beverages.

“E-coli bacteria are easily carriedaway by wind, flies and water that isnot optimally or well cooked,” shesaid. She also added that food and bev-erage were very susceptible to thespread of disease. Therefore, the foodhandling should receive primary atten-tion. E-Coli bacteria could be causedby feces of humans and animals. Thisdry dirt would be blown by wind inthe form of dust and then would stickto raw food materials and water. Be-sides, the bacteria could be transmit-ted through flies perching on cookedfood. These bacteria were not easilyseen by naked eye. More hazardously, the bacteria could not be completelyeradicated because they were easilycarried out by wind or water.

“These bacteria can be preventedby hygienic lifestyle. Food ingredientsand water should be completely

able,” he explained.According to the Head of Gianyar

Industry and Trade, I Wayan Suamba, bamboo handicraft was superior prod-ucts of Gianyar Regency, especially inthe export products. Within the pastone month, the non-oil export productshowed a slight decrease. Cumula-tively, the volume of non-oil exportsdeclined 18.70 percent. In response tothat matter, craftsmen and manufac-turers had to improve the quality bothin terms of product design and materi-als so they could compete against theother exporting countries, chiefly thebamboo curtain country (China).

Meanwhile, the Head of Bali Indus-try and Trade, Gede Darmaja, said thatcraftsmen did not need to worry aboutthe loss of export markets because thebamboo handicraft products of Balihad a different aura and charisma. Therefore, they were much in demand. However, to make it more competi-tive, all craftsmen should be able tomake something different, especiallyin terms of design. Furthermore, otherthan targeting the dominant exportdestinations like the United States,Japan, France, Australia and Spain, currently the handicraft exports be-gan to target the Arabian and Africanregion. Aside from starting to favorthe handicraft products of Bali, theeconomic condition of the regionswas getting better. (kmb16)

cooked until done. And avoid eatingsoft-boiled eggs,” she advised. Sheadded that supervision of food process-ing should be improved from now on.It could be executed by simple step, namely by cleansing finely the foodingredients before processed and thencooking them properly. Afterward, shesuggested covering the cooked foodsso there would be no dust exposure orinfestation of flies.

“BBPOM has routinely conductedcounseling to the public about how toprocess and package a good andhealthy food. Hopefully, the E-colioutbreak currently prevalent in Ger-many will not spread to Indonesia, es-pecially Bali,” she expected.

Nevertheless, she stayed to call foran early prevention. One of them wasby making a habit of healthy livingbecause food contaminated by bac-teria was not visible to naked eye.Related to the disease caused by E-Coli bacteria, Corry said that it gen-erally caused gastrointestinal disor-ders with abdominal pain, diarrheaand sometimes accompanied byvomiting. The disease was causedby foods contain a number of patho-genic bacteria or toxins released bybacteria. Such a disease could at-tack all people such as children andparents. (bit)

Temple CeremonyCalendar Event for May 25 through July 8, 2011

EVERY Temple and Shrine has a special date forit annual Ceremony, or “ Odalan “, every 210 daysaccording to Balinese calendar, including the smallerancestral shrine which each family possesses. Becauseof this practically every few days a ceremony of festi-val of some kind takes place in some Village in Bali. There are also times when the entire island celebratedthe same Holiday, such as at Galungan, Kuningan,Nyepi day, Saraswati day, Tumpek Landep day,Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place onthe same day if the wuku or 210 day calendar is used. Whennew moon is used then the celebration always happens onnew moon or full moon. The day of course can differ thereligious celebration of a temple lasts at least one full daywith some temple celebrating for three days while the cel-ebration of Besakih temple, the Mother Temple, is neverless than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressedwith pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimespainted with gold and Chinese coins, very beautifullyarranged, are hung in the four corners of the shrine. Infront of shrine are placed red, white or black umbrellasdepending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides theseumbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributesof Holiness. In front of the Temple gate put up “Penjor”,long bamboo poles, decorated beautifully ornaments ofyoung coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits andcolored cakes, to the Temple. Every visitor admires thegrace with which the carry their load on their heads.

New Zealanders were mourningthe loss of the country’s most famoussheep on Tuesday, a shaggy nationalicon named Shrek who was re-nowned for avoiding being shorn foryears.

Shrek captured the public’simagination in 2004 after he evadedthe annual shearing roundups forseven years by hiding in caves onhis farm on the South Island. Whenfinally found, he was clad in an as-tonishing 60 pounds (27 kilograms)of wool.

In a country where sheep out-number people by nearly 10 to one,Shrek’s story of stubbornness andguile appealed to many.

After his capture, Shrek — aMerino breed of sheep prized forhaving some of the softest wool —was shorn on live TV in a broadcastthat was picked up around the worldand watched by millions. His storyinspired three books. “He was quitean elderly statesman,” said ownerJohn Perriam. “He taught us a lot.”

Until becoming sick three weeksago, Shrek toured the country, com-manding $16,000 for appearancesand getting the star treatment wher-ever he went. In one appearance,Shrek was shorn atop a large ice-berg that was floating near the South

Some of the delegates willtravel outside the showpiece cityof Pyongyang and will decidewhether to offer aid two or threeweeks after the trip, it said, cit-ing a diplomatic source in Seoul.

US officials made a similartrip between late May and earlyJune. Robert King, the US spe-cial envoy for human rights inNorth Korea, said last week thatWashington was still decidingwhether to provide food.

The North, where hundreds ofthousands died in a famine in the

1990s, suffers chronic foodshortages.

This year Pyongyang pleadedwith the US and other nations forfood as international aid dwindledpartly due to irritation over itsnuclear programmes and tensionson the Korean peninsula.

International relief groupshave voiced fears that parts ofNorth Korea may run out of foodin mid-June.

But some South Korean offi-cials are sceptical about the need, saying North Korea wants tostockpile supplies for handoutsto mark the 100th birth anniver-sary of its founder Kim Il-Sung.

At first, people knows about themeaning and values behind bratapenyepian (Nyepi fasting) as a partof Hindu’s teaching and one Ba-linese unique tradition. In its devel-opment there’s a want to make thattradition as part of tourist attraction. Now, people want it more than thatwants it as a part to be applied andseen as something important in theglobal environment.

Before this there were some psy-chology problems appearing as inNyepi. Supports did not come fromthose who did not involve in thesepriorities yet it came at last after thepositive appreciation spread havingits approach added or changed andso global priorities got in it.

These global priorities were partof the ongoing three aspects that inintroducing and socializing themeaning of Nyepi with new ap-proaches will let others see the useof having it in preserving the envi-ronment. Nyepi was introduced tothe nation and international not forBali’s tourism priorities but forwider importance, global itself, forongoing development. Nyepi fromglobal perspective can still be as-sessed such as environmental pol-lution.

In this context the Head of In-donesia Delegation for ClimateChange Summit Conference year2007 in Nusa Dua, Emil Salim, re-vealed that Nyepi has a great con-tribution in decreasing CO2 (Car-bon Dioxide) emission not only inBali and not only a day and night

Nyepi, Part of Global Environment Prioritiesbut its positive affect spreads andfor that it is not weird if other con-ference attendees were amazed withthe film about Nyepi in Bali. Theywere amazed remembering thisconference was about the reflectionof the world’s complaint againstglobal warming as the earth’s sur-face temperature kept going up withcarbon dioxide and other gasses orgreen house gasses kept coveringearth, keeping heat.

This approach should be devel-oped and has a wider appreciationthat brata penyepian is not only inorder to appreciate certain religionand for Bali’s tourism, but it’s foreveryone, a universal priority andfor the future. Bali is rich with uni-versal characteristic spirits and soto introduce it so doesn’t need a re-ligious approach such as spirit inagriculture is the subak (irrigation)system, tumpek kandang ceremonyfor environment preservation whichis all part of traditional spirit whichamazed others as it has universalmeaning. Other than that would beNyepi itself, kawitan (ancestors),banjar, desa pakraman (traditionalvillages), sekaa (groups) and more.

Those spirits were not only digand united to make the dreamedBali, Bali Dwipajaya, but also toactualize in finding balance pointsin developing variety in purposethose spirits keep protected and be-came an inspiration source in thenew variation. For example Bali tra-ditional spirit taught to build abuilding not just for owner’s need

but also for the environment. Yet itsheight parameter is not “not allowedto be higher than a coconut tree” butit’s “not more than 15 meters”.

These spirits couldn’t be appliedif facing globalization grabbing theworld. Agriculture sector with itssubak system seems no longer seenits role when the international worldhit by food crisis. In other hand, theaffect of higher commodity agricul-ture price in international marketnot felt by the local farmers. Alsowhen soya beans price and othersare being played by overseas trad-ers, the local entrepreneurs couldn’tfight back. This is showing that allthis time we haven’t fully actualizethese spirits that is developing be-neath the people and so the balancepoint in variety hasn’t been found. Moreover those universal meaning-ful spirits starts to go.

The analogue with Nyepi is theTri Hita Karana (three human har-monic connection with God, humanand environment). Tri Hita Karanahas universal values in the conceptand implementation not separatingraces, generations and religions. Forthat in the process to approach andsocialize it to national and interna-tional, Tri Hita Karana not onlyshould be a philosophy that comesfrom certain religion but also to beunderstood as a concept with uni-versal values. So in explaining TriHita Karana academically based onratio and general logic, as started allthis time it needs to be sharpen anddeveloped further. (IBP/Doc)

In recent months, euro zone in-flation has risen well above theECB’s target of just below 2 per-cent on the back of higher energyand food prices. It slowed margin-ally to 2.7 percent last month, butis seen remaining above 2 percent

for some while.Recent data also shows evidence

of second-round effects — wheresupply-related cost increases beginto have an impact on wage demandsand other prices.

Producer prices in the commoncurrency bloc rose more than ex-pected in April, data showed onMonday.

“The further spike up in eurozone producer prices in April rein-forces belief that they will signalan interest rate hike,” IHS GlobalInsight economist Howard Archersaid.

ECB staff projections are likelyto be lifted, both for inflation andeconomic growth.

In the last set of forecasts, pub-lished in March, the ECB forecastinflation of around 2.3 percent thisyear and 1.7 percent next. Thoseprojections now seem outdated.

“We expect them to feature sig-nificant upward revisions to the2011 GDP and inflation projec-tions,” RBS analyst Silvio Peruzzosaid, forecasting a new midpointfigure of 2.7 percent in 2011 and 1.9in 2012.

The central bank is likely to alsoincrease its euro zone growth fore-cast for this year after a positivesurprise in the first quarter, whenthe annual rate hit 2.5 percent, whileit is seen keeping next year’s esti-mate around 1.8 percent.

The ECB is also due to announceits third-quarter liquidity plans.

While policymakers have saidmoney markets have improved, thesovereign debt crisis — focusedagain on Greece — and fears itmight spill over to the banking sys-tem will keep the ECB from rein-troducing liquidity auctions.

Banks in bailed out euro zonemembers have been shut out of creditmarkets and data from the Bank forInternational Settlements showedGerman banks held $22.7 billion ofGreek government debt at the end ofDecember, down by over $3 billion

in the fourth quarter but well abovethe $15 billion held by French banks.

The ECB started handing out un-limited cash in all liquidity opera-tions in October 2008, after the col-lapse of investment bank LehmanBrothers intensified financial mar-ket turmoil.

Since then, it has scrapped the ul-tra-long six- and 12-month liquidityoperations and moved back to auc-tions in three-month tenders last year. However, it returned to full allotmentfor those operations quickly after theGreek crisis intensified.

Even though the ECB has said theproblem of banks being dependent oncentral bank funds is for governmentsto solve, it will be careful not to re-move their lifeline without other mea-sures in place.

Executive Board member LorenzoBini Smaghi said last week the cen-tral bank might not be ready to an-nounce its plans this week, suggest-ing the bank may make a last minutedecision at its July 7 meeting.

The ECB has committed to keep-ing tenders on an unlimited basis un-til at least July 12.

IMF urges EU faces ‘tough decisions’ on Greece

need to make some decisions,” Traasaid during a banking conference inAthens. “And then we will actuallybe ready to go to our board and dis-burse in early July, but we know thattime is of the essence.”

Last week, debt monitors from theEU and IMF said Greece should re-ceive the euro12 billion installmentin early July — as long as additionalausterity and privatization measuresare deemed sufficient. A final deci-sion is to be taken by the IMF board

and the eurogroup in meetings laterthis month.

The government has been strug-gling to meet the terms of the EUand IMF bailout package despite anausterity package adopted last year.It has found itself forced to announcenew cutbacks and tax hikes, includ-ing Euro 6.4 billion worth of reme-dial austerity measures for this year, and a midterm program to run from2012-2015, two years beyond thecurrent government’s mandate. It is

also pushing through a euro50 bil-lion privatization program.

Prime Minister GeorgePapandreou was meeting with hisSocialist party’s economic affairsdeputies to discuss the issue, a dayafter holding a near 10-hour infor-mal Cabinet meeting, as he seeks toquell internal party discontent. Thenew austerity plans are to be dis-cussed by the Cabinet again onWednesday before the ministers sub-mit the plans to Parliament for a vote.

Papandreou suggested late Mon-day he could hold a referendum onthe measures, which have been im-mensely unpopular even with depu-ties of his own party. The govern-ment also appears rattled by contin-ued anti-austerity rallies in Greekcities, which climaxed with tens ofthousands of protesters thronging themain square outside Parliament incentral Athens on Sunday.

Traa, the IMF envoy, urged thegovernment to quickly make up fora slowdown in structural reforms in2011, but also criticized contradict-ing statements being made from Eu-ropean leaders and talk of a mild re-structuring of Greece’s massive na-tional debt.

“There is no such thing as beinga little bit pregnant,” he said.

The government and several Eu-ropean officials have insisted a re-structuring of debt — which couldinvolve paying back less than the fullamount Greece owes, or at a laterdate — is not on the cards, but therumors have persisted.

“If you want to do a debt restruc-turing that will really make a differ-ence, it needs to be very large,” hesaid. “And if you need a very largedebt restructuring that creates untoldproblems not just for Greece but alsofor the euro area.”

food items for top athletes as theywere the most important sources ofenergy. Athletes on gluten-free di-ets need to find substitutes for theirold standbys.

Serbian Djokovic, who is on a 39-match winning streak in 2011, changedhis diet nine months ago after his nu-tritionist carried out tests and estab-lished he was intolerant to gluten.

Like Djokovic, Lisicki’s bodycannot cope with many carbohydrateproducts and she will need to findsubstitute food items so that she canfind the energy to last the distancein three-set matches. The new diethas definitely paid off for Djokovic.

“I have lost some weight but it’sonly helped me because my move-ment is much sharper now and I feelgreat physically,” Djokovic, who hasbeaten Rafa Nadal in four finals thisyear, said recently.
