Implications

• Support for the conduct of research projects and activities that help enhance capacities for research may be essential in the management of research in the Zone. However, the effects on productivity may not be immediately apparent. The low-producing HEIs do not seem to derive immediate benefits from these types of support.

• University structures that allow a programmatic orientation to the development of faculty research serve to enhance research culture, and consequently, research productivity. Research collaboration within research centers/research programs may improve the output of less productive institutions.

• Research productivity is supported by opportunities for research supervision and teaching at the graduate level. Supporting the arrangements for graduate research supervision until the stage of publication may contribute to productivity.
