KONSEP DASAR Standar Operasional Prosedur ( SOP )Rangkuman Materi Diklat SOP Kemendagri di Pusbang SDM Aparatur Perhubungan

HAKEKAT SOP

SOP diartikan sebagai "petunjuk organisatoris yang menetapkan suatu tindakan baku".

SOP ditetapkan untuk menghindari

miskomunikasi, konflik, dan permasalahan pada pelaksanaan tugas/pekerjaan.

Secara menyeluruh SOP akan

menggambarkan secara detail cara instansi beroperasi (bekerja).

SOP DALAM BERBAGAI ISTILAH

SOPs : Standard (Standing) Operating Procedures (diadopsi dari Bahasa Inggris).

SPO : Standar Prosedur Operasi (Terjemahan istilah SOPs, biasa dipergunakan pada bidang perkebunan,kesehatan ).

POS : Prosedur Operasional Standar.

(Terjemahan istilah SOPs, biasa dipergunakan pada bidang keagamaan). SOB : Standar Operasional Baku.

(Terjemahan istilah SOPs, biasa digunakan pada bidang industri).

Protap : Prosedur Tetap (Istilah yang biasa digunakan di kalangan militer dan kepolisian).

Istilah lain: Safe Work Instructions, Safe Operating Procedures, Standard Working Procedures, Medic Procedures, Prosedur Operasional yang Baku. SOP : Standar Operasional Prosedur.

(Biasa digunakan dalam dunia pendidikan dan istilah kebijakan dalam Peraturan

Menteri PAN dan RB Nomor: 35 Tahun 2012 Tentang Pedoman Penyusunan Standar Operasional Prosedur (SOP) Administrasi Pemerintahan).

SOP rinci yang menggambarkan kegiatan yang dilakukan oleh satu pelaksana atau dengan satu peran.

Menggambarkan cara melakukan pekerjaan.

Contoh:

- SOP Pengoperasian Komputer.

- SOP Pengujian Sampel di Laboratorium.

- SOP Pengagendaan Surat.

BERDASARKAN SIFAT KEGIATAN:

b. SOP ADMINISTRATIF

SOP umum yang menggambarkan langkah-langkah yang dilakukan oleh lebih dari satu pelaksana.

Bisa bersifat makro atau mikro, dan tidak

menggambarkan cara melakukan pekerjaan.

Contoh:

- SOP Pelayanan Pengujian Sampel di

Laboratorium.

- SOP Penanganan Surat Masuk.

- SOP Penyelenggaraan Bimbingan Teknis.

MENURUT CAKUPAN DAN BESARAN KEGIATAN:

a. SOP MAKRO

SOP yang merupakan integrasi dari beberapa SOP (mikro) yang membentuk serangkaian

kegiatan.

Tidak menggambarkan kegiatan yang riil dilakukan oleh pelaksananya.

b. SOP MIKRO

SOP yang gambaran kegiatannya merupakan bagian dari kegiatan yang lebih besar (makro).

Dapat dikatakan sebagai sub/anak SOP.

Pengajuan Cuti Tahunan

Dasar hukum:

1. Pegawai yang akan mengajukan cuti tahunan, harus mengisi formulir cuti tahunan, dan menyerahkan formulir yang telah diisi kepada Bagian Kepegawaian untuk diteliti

mengenai hak cuti yang tersisa;

2. Pegawai yang mengajukan cuti menandatangi formulir pengajuan dan

menyampaikan kepada atasan langsung yang bersangkutan dan pejabat yang berwenang memberikan cuti untuk ditandatangani;

3. Atasan langsung menyerahkan kepada pegawai yang bersangkutan;

4. Pegawai yang melaksanakan cuti wajib melapor kepada atasan langsung setelah melaksanakan cuti.

Dasar hukum:

1. Mengisi formulir cuti tahunan:

Formulir tersedia di Bagian Kepegawaian

Isi formulir dan serahkan kepada Bagian Kepegawaian untuk diteliti mengenai hak cuti yang tersisa

Formulir diserahkan kembali kepada pegawai yang mengajukan cuti setelah Bagian kepegawaian memberikan pengesahan mengenai hak cuti yang akan diambil sesuai dengan sisa cuti yang tersedia

Pegawai yang mengajukan cuti menandatangi formulir pengajuan dan menyampaikan kepada atasan langsung yang bersangkutan;

2. Persetujuan atasan langsung dan pejawat yang berwenang memberikan cuti:

Atasan langsung yang bersangkutan memberikan persetujuan dengan memberikan tandatangan pada formulir pengajuan dan menyampaikan kepada pejabat yang berwenang memberikan cuti

Pejabat yang berwenang memberikan cuti memberikan persetujuan dengan menandatangani formulir pengajuan, menyerahkan formulir kepada atasan yang bersangkutan untuk selanjutnya diserahkan kepada yang bersangkutan;

3. Pelaksanaan cuti:

Pegawai yang mengajukan cuti, menyampaikan satu berkas formulir asli kepada Bagian Kepegawaian, menyampaikan satu copy untuk Bagian Tata Usaha, menyimpan satu copy untuk dirinya sendiri untuk dokumentasi Pegawai yang mengajukan cuti melaksanakan cuti dengan kewajiban sebelum melaksanakan cuti melaporkan kemajuan pekerjaan-pekerjaan yang menjadi tugasnya kepada atasan langsung;

Pegawai yang melaksanakan cuti wajib melapor kepada atasan langsung setelah melaksanakan cuti.
