Laporan ini disusun oleh Delegasi Indonesia ke Y20 Summit Jerman 2017 dan Indonesian Youth Diplomacy.

Indonesian Youth Diplomacy atau IYD adalah sebuah organisasi yang didirikan oleh anak muda untuk anak muda yang bertujuan untuk meningkatkan kapasitas dan partisipasi pemuda dalam diplomasi internasional untuk meningkatkan kontribusi terhadap pembangunan nasional dan kerjasama internasional. Kami ada sebagai wadah bagi pemuda-pemudi Indonesia yang tertarik pada isu-isu pembangunan, finansial, lingkungan, dan ekonomi di skala internasional untuk dapat mendalami isu- isu tersebut dan mengapl ikasikan pengetahuan mereka dalam pertemuanpertemuan dan kegiatan strategis di mana kami bisa mengembangkan jaringan dan kerjasama.

IYD telah merekrut, melatih, dan mengirimkan delegasi-delegasi pemuda ke G8 dan G20 Youth Summit sejak tahun 2010. Para delegasi terlibat dalam menyusun komunike dan deklarasi dalam pertemuan Pemuda G8 dan G20. IYD sebelumnya dikenal sebagai G20 Youth Indonesia dan pada tahun 2013 mengubah namanya menjadi yang sekarang ini untuk memperluas lingkup kerjanya agar mencakup agenda-agenda diplomatik lainnya, seperti agenda pembangunan post-2015 dan pertemuan Majelis Umum PBB, dan melakukan program-program penjangkauan, seperti IYDDiplomatic Workshop dan Meet the Diplomats – sebuah kolaborasi antara IYD dan kedutaan besar asing di Indonesia.

Pendahuluan

Youth 20 (Y20) atau yang juga disebut sebagai G20 Youth Summit ini merupakan kelompok konsultasi resmi dari forum Group of 20 (G20). Seperti kelompok konsultasi G20 lainnya, delegasi Y20 bertugas untuk memformulasikan rekomendasi terhadap topik-topik terkait isu global skala nasional dan global dari sudut pandang pemuda kepada para pemimpin negara-negara anggota G20.

Perwakilan Pemuda

Pada G20 Youth Summit di Berlin tahun ini, sekitar 70 orang pemuda dari negara anggota G20 dan negara tamu termasuk Singapura, Belanda, Nowegia, Spanyol) serta perwakilan dari organisasi internasional seperti Organisation for Economic Co-operation (OECD), Asia Pacific Economic Co-operation (APEC), World Trade Organization (WTO), International Labor Organization (ILO), New partnership for Africa’s Development (NEPAD), United Nations Major Group for Children and Youth (UNMGCY), United Nations Inter-Agency Network on Youth Development’s Working Group on Youth & Gender Equality.

Dari observasi kami, setiap negara mengirimkan sebanyak dua delegasi dan rata-rata umur delegasi pemuda di Y20 Summit 2017 sekitar 25 tahun. Komposisi gender dalam perwakilan pemuda yang hadir juga berbeda-beda. Ada beberapa negara yang mengirimkan dua delegasi wanita namun kebanyakan mengirimkan satu wanita dan satu pria untuk mewakili negara mereka masing-masing.

Acara

G20 Youth Summit 2017 mengangkat 11 topik utama yang telat ditetapkan sebelum konferensi Y20 Summit dimulai di Berlin. Penetapan 10 topik utama tersebut sudah di diskusikan via media sosial dan telah melalui proses voting. 10 topik utama yang dibahas di Y20 Summit tahun ini antara lain; perekonomian dunia, perdagangan internasional, pekerjaan, digitalisasi, perubahan iklim, Agenda 2030, pemberdayaan wanita, masalah pengungsi, terorisme, anti-korupsi, kesehatan dan kualitas hidup. Selama pelaksanaan Y20 Summit sendiri, para perwakilan pemuda melakukan negosiasi sampai terbentuknya komunike yang final dan diserahkan kepada Kanselir Jerman, Angela Merkel pada tanggal 7 Juni 2017. Hasil

Delegasi Indonesia berhasil memasukan poin-poin yang menyangkut kepenting nasional Indonesia dan juga mempertahankan posisi-posisi penting Indonesia dalam menyikapi isu-isu global yang berkembang saat ini. Poin-poin yang dimasukan antara lain dibutuhkannya sebuah system perdagangan yang tidak hanya bebas namun juga adil bagi kedua negara yang sedang berdagang, perlu diaturnya para pengungsi yang ada di seluruh dunia, pentingnya memberantas korupsi, pentingnya

factor inklusivitas dalam pembangunan ekonomi agar pertumbuhan dirasakan oleh seluruh kalangan masyarakat. Kemudian, kami juga mendukung mayoritas perwakilan di Y20 Summit untuk menegaskan komitmen semua negara terhadap perjanjian iklim Paris (Paris Climate Agreement), terlebih setelah Presiden AS Trump menarik diri dari perjanjian tersebut.

Delegasi Indonesia juga berhasil mempertahankan dan menunjukan nilai-nilai kebangsaan dan jati diri bangsa ketika berdiskusi dengan perwakilan pemuda lainnya seperti tetap sopan dan ramah, mengutamakan musyawarah dan selalu memberika ide dan pendapat yang berada dalam koridor hukum yang berlaku di Indonesia beserta nilai-nilai keagamaan yang diakui oleh negara Republik Indonesia. Kami rasa penting untuk menunjukan nilai-nilai tersebut, agar jati diri dan identitas bangsa Indonesia benar-benar ditunjukan pada KTT Y20 Summit 2017 ini.

Dukungan

Delegasi Indonesia ke Y20 Summit Jerman 2017 berada dibawah dukungan dan naungan dari Indonesia Youth Diplomacy (IYD) dan didukung oleh Sherpa G20 Indonesian dan Kementerian Koordinator Bidang Perekonomian serta Kementerian Luar Negeri. Delegasi Indonesia juga mendapatkan dukungan dari pemerintah Jerman untuk keperluan transportasi pulang-pergi Jakarta- Berlin, transportasi ketika berada di Berlin serta akomodasi. Dari segi persiapan, delegasi Indonesia juga dibantu oleh U-Report Indonesia dalam rangka menyerap aspirasi-aspirasi pemuda Indonesia mengenai isu-isu yang akan di bahas di KTT Y20 Summit ini. Terakhir, delegasi Indonesia juga mendapatkan sambutan dan dukungan dari KBRI Berlin dimana kami bertemu dan diterima oleh Wakil Duta Besar Indonesia untuk Jerman di Kedutaan Besar Republik Indonesia di Berlin, Jerman.

Melvin Hade

Melvin merupakan seorang konsultan manajemen di McKinsey & Company, perusahaan konsultan manajemen global terkemuka yang membantu banyak bisnis, pemerintahan dan institusi paling berpengaruh di dunia. Di McKinsey, pengalamannya meliputi membangun strategi komersial dan merumuskan strategi perusahaan untuk perusahaan-perusahaan besar di Asia di berbagai industri.

Sebelum menjadi McKinsey, Melvin adalah seorang Analis Investment Banking di Credit Suisse, Equity Research Intern di Mandiri Sekuritas, Asisten Riset di Nanyang Technological University dan Investment and FX Research Intern di United Overseas Bank. Selain itu, institusi dan perusahaan besar di Asia telah memberinya 4 beasiswaselama 10 tahun terakhir.

Melvin meraih gelar Sarjana Ekonomi dari Universitas Indonesia, di mana dia lulus dengan predikat Cum Laude dalam 3,5 tahun dan dianugerahi penghargaan IPK Tertinggi di program studinya. Selama perkuliahan, Melvin telah memenangkan 4 gelar nasional dan internasional di bidang Model United Nations dan telah mewakili universitas dan negaranya untuk konferensi dan kompetisi internasional, termasuk Harvard National Model United Nations pada 2015 dan Open Government Partnership Conference pada tahun 2014.

Melvin juga merupakan salah satu dari 5 lulusan terbaik program Young Leaders for Indonesia yang diselenggarakan oleh McKinsey & Company.

Sherley Mega Sandiori

Sherley adalah seorang mahasiswi jurusan hukum tahun terakhir dan merupakan mahasiswa berprestasi fakultas hukum pada tahun 2016 di Universitas Indonesia. Sebagai pengacara internasional yang bercita-cita tinggi, selama empat tahun belajarnya, dia telah membenamkan diri dalam banyak kegiatan terkait hukum internasional untuk meningkatkan eksposurnya ke dunia kerja sebelum lulus.

Saat ini, dia adalah co-founder dan Direktur Eksternal dari inovasi sosial yang didanai UNICEF yang kemudian berkembang menjadi organisasi nirlaba, yang disebut 1000for1000. Organisasi pimpinan pemuda ini bertujuan untuk mendorong layanan kesehatan bagi penduduk setempat di Kepulauan Seribu dengan meningkatkan kemampuan membaca kesehatan mereka serta memberikan akses kesehatan yang mereka butuhkan.

Sebelum terlibat secara konkret dengan masyarakat, untuk mempertajam kemampuan praktisnya, dia masuk ke firma hukum berafiliasi Circle Circle dan firma hukum terkemuka lainnya yang mengkhususkan diri dalam resolusi perselisihan. Sebelumnya, dia memulai serangkaian prestasinya dengan menerima Diplomacy Award dari Asia Pacific Model United Nations 2015 di Perth, Australia.

Dia juga mewakili Universitas Indonesia di 2016 Harvard National Model United Nations di Boston, AS. Dia juga dianugerahi medali emas pada 2016 Asia Youth Leader atas solusi konkretnya dalam menyelesaikan Masalah Pencemaran Air di Bangkok, yang dipresentasikan di hadapan Bangkok Metropolis Authority.

Selama berada di perkuliahan, dia memperoleh keterampilan penyusunan undang-undang yang baik, terbukti dengan partisipasi aktifnya dalam menulis artikel hukum, bab buku dan kompetisi perumusan hukum nasional mengenai, lagi-lagi, hukum internasional.

Kamis, 1 Juni 2017

Pada tanggal 1 Juni, semua delegasi pemuda dari negara-negara G20, negara undangan serta organisasi internasional mendarat di kota Berlin dan langsung dijemput oleh pihak panitia untuk langsung menuju ke hotel. Setiba di hotel, kami langsung berkumpul di ruang konferensi untuk menghadiri acara pembukaan yang bersifat lebih santai dan informal. Acara pembukaan tersebut hanya dibuka oleh panitia penyelenggara acara dan belum ada perwakilan dari pemerintah Jerman. Kami juga menerima perlengkapan konferensi serta tanda pengenal kami sebagai perwakilan pemuda dari Indonesia.

Jumat, 2 Juni 2017

Jika kemarin merupakan pembukaan secara informal oleh panitia penyelenggara acara, pada tanggal 2 Juni kami diterima langsung oleh Menteri Sekretaris Negara, Dr. Ralf Kleindik di kantor Kementerian Pemuda dan Keluarga. Beliau menyampaikan pesan

p e m b u k a a n s e r t a h a r a p a n - h a r a p a n pemerintah Jerman atas konferensi Y20 yang didanai langsung o l e h p e m e r i n t a h J e r m a n i n i . Kemudian, ada juga sesi tanya jawab dengan beliau dan juga sesi foto bersama dengan Dr. Ralf Kleindik sesudah acara pembukaan dan sesi tanya jawab. Delegasi Indonesia mendapatkan kesempatan untuk bertanya pada sesi tanya jawab, dimana kami menyampaikan harapan kami dari konferensi Y20 ini, serta isu-isu global yang perlu dibahas di dalam konfersi Y20 ini.

Sabtu dan Minggu, 3 - 4 Juni 2017

Keesokan harinya, barulah kami memulai berdiskusi dan berdebat mengenai 10 topik yang sudah ditetapkan oleh para perwakilan pemuda dari setiap negara. Kami membentuk 10 working group dimana setiap working group akan membahas mengenai 1 topik. internasional sedangkan Sherley Sandiori memimpin pembahasan working group mengenai pengungsi atau refugee and assylum seekers.

P a d a h a r i M i n g g u , k a m i melanjutkan pembahasan di dalam working group tersebut namun juga ada sesi presentasi dimana setiap working group mempresentasikan hasil diskusi mereka selama dua hari dua ruangan utama konferensi. Suasana konferensi pada saat ini memang santai dan informal sehingga para delegasi pemuda berpakaian casual. Hal ini memang sudah ditetapkan oleh panitia agar konferensi berjalan dengan nyaman di akhir pekan ini.

Senin, Juni 5, 2017

Pada hari Senin, para delegasi konferensi Y20 diajak untuk bersantai sejenak dan menikmati kota Berlin dengan melakukan kegiatan touristic discovery. Kami diberikan kesempatan untuk melihat-lihat kota Berlin yang dipandu oleh seorang tour guide yang memang sudah disiapkan oleh panitia. Pada kesempatan ini juga, Delegasi Indonesia membangun hubungan erat dengan perwakilan negara-negara lain, khususnya negara-negara yang memiliki kepentingan nasional yang sama seperti negara-negara Asia.

Selasa, 6 Juni 2017

Kemudian kami bertemu dengan juru bicara Kanselir Jerman, Steven Seibert pada hari Selasa, 6 Juni 2017 di sebuah hotel di pusat kota Berlin atau yang juga disebut dengan Berlin Mitte. Beliau merupakan sosok yang sangat dekat dengan Kanselir Merkel, sehingga kami mencoba untuk menyampaikan draft komunike kami kepada beliau agar dapat dikritisi dan dikomentari oleh beliau. Hal ini dilakukan agar kami mempersiapkan diri sebelum bertemu dengan Kanselir Merkel besok.

Rabu, 7 Juni 2017

7 Juni 2017 merupakan hari yang paling ditunggu-tunggu oleh semua peserta KTT Y20 Summit karena hari ini merupakan puncak dari konferensi kami dan kami akan menyerahkan position paper kami kepada Kanselir Jerman, Angela Merkel. Kami tiba di kantor Kanselir pada pukul 2 siang dan bertemu dengan Kanselir Merkel pada jam 3 siang tepatnya di ruangan International Conference Room. Para delegasi pemuda menyambut kedatangan Kanselir Merkel dengan sangat meraih yang dibalas dengan sebuah senyuman oleh Kanselir Merkel.

Setiap delegasi duduk mewakili negara mereka masing-masing, dan disediakan sebuah placard untuk setiap delegasi yang bertuliskan nama negara atau organisasi yang mereka wakili. Pada saat berdiskusi dengan Kanselir Merkel, semua delegasi pemuda mengakui bahwa Kanselir Merkel banyak berinteraksi dan aktif bertanya dan meminta penjelasan yang lebih detail dari masing-masing delegasi. Keaktifannya tersebut menunjukan bahwa kami, delegasi pemuda Y20 2017 telah menyerahkan suatu position paper yang memberikan masukan yang penting baginya.

Pertemuan dengan Kanselir Merkel berlangsung sekitar 1 jam dan 15 menit kemudian acara langsung dilanjutkan dengan jumpa pers di tempat yang sama dan juga sesi foto bersama dengan Kanselir Jerman.

Ourdiscussionshavefocusedon11outofthe15G20agendatopics.However,weholdtheviewthatallG20agendatopicsareequallyimportantinpromotinggrowthandshouldbeaddressed.OursuggestedactionsandpolicyrecommendationsfortheG20areoutlinedinthispositionpaper.

Wealsonoteinthisdocumentthegrowingmistrustinpoliticalinstitutionsfrommanyyoungpeoplearoundtheworld.Inlightofthisrealisation,wemusthighlighttheimportanceofinclusiveandtransparentglobalgovernance;weencouragetheG20toupholdthehigheststandardsinthisregard.WealsoencouragetheG20todevelopandadoptcreativesolutions,someofwhicharesuggestedinthisdocument,toaddressoursharedchallenges.

YouthparticipationisahumanrightandtheG20shouldtakeleadershipinensuringthatyoungpeoplehaveaccesstotherighttoparticipate.TheG20mustpromotetheactiveengagementofyouth,youthcouncils,andorganisationswhilemakingdecisionsthroughopenandparticipativestructures.WeencouragetheG20tostrengthenamulti-stakeholderapproachinitsdeliberations.

WethereforehighlyappreciatetheeffortsoftheGermanG20PresidencytoorganiseandfinancethissummitallowingyoungpeopletomeaningfullyparticipateintheG20process.Furthermore,weencouragethe2018ArgentineG20PresidencytoenhancethisyouthdialogueduringtheirpresidencytomaintainstructuredcollaborationwiththeG20process.

Youngpeopleneedthechancetolive,prosper,andsucceed.Throughourcontinuedefforts,andwiththesupportoftheG20,wecanensurethattogetherwecanbuildabetterfutureforourgenerationandallgenerationstocome.

Y20youth,inparticular,arefacingcommonanddeep-rootedchallenges:lackofeconomicopportunitiesforyouth,andlackofyouthinvolvementintheglobaleconomy.In2017,globalyouthunemploymentratesisexpectedtoreach13.1percent1.Whatisevenmorealarmingisthefactthat25percentofyouthinmiddle-incomenationsand15percentinhighincomenationsareNEETs:notineducation,employmentortraining2.

TheStateoftheGlobalEconomyChallengesandopportunitiesfromayouthperspective

Theglobaleconomyisatacrossroads.AsG20leadersgathertomapoutstrategiesforglobaleconomicresilience,itisimportanttotakeintoaccountglobaleconomicchallengesfacedbyyouth.Youthrepresentroughlyaquarteroftheworld’spopulation,and85percentliveindevelopingcountries.Althoughthechallengeswefacevaryfromcountrytocountry,weallarelivingintheshadowofaglobaleconomiccrisis.Thelackofeconomicopportunitiesforyouth,andthelackofyouthinvolvementintheglobaleconomycontributetothegreatestsecurityanddevelopmentchallengesoftoday.

In2017,theglobalyouthunemploymentrateisexpectedtoreach13.1percent.Whatisevenmorealarmingisthefactthatnearlyaquarteroftheworld'syoungpeopleareNEETs:notineducation,employmentortraining.Theeconomiclossfromdisengagedyouthunderemployment,inequality,ormarginalisationissignificant.Failuretoprovideyoungpeoplewithopportunitiesnotonlylowerseconomicgrowthtoday,butalsothreatensthefutureoftheglobaleconomy.

Whileeducationisthekeytomoreproductiveandprosperouseconomies,inclusivequalityeducationforyouthremainsachallenge.Housinghasgrownmorecostly,too,especiallyinthegloballyconnectedmegacitieswherethebestjobsarelocated.

WhatgovernmentsandpolicymakersdecideintheG20Summitwillhaveprofoundconsequencesonyounggenerationsaroundtheworld.Itisthereforeessentialtodevelopstrategiestoharnesstheincrediblepowerofyouth’sdynamismtogenerateglobalandsustainableeconomicgrowth.

GiventherisingtendencyofprotectionisminsomeG20economiesandtheageofdigitalisation,theY20Summitacknowledgesthediverse21stcenturychallengesthatareputtingimmensestressonthecurrentglobaltradeenvironment.Duetotheunevenimpactsoftrade,alackofproperresourceredistributionandtradeliteracy,therehasbeenincreasingskepticismtowardfreetrade.Assuch,thereisanurgentcalltoexaminetheevidencetorethinkglobaltradetowardsamoreinclusiveandresponsive21stcentury.1. InclusiveTradeWereiteratethatthebasisforinclusivetradeisarules-basedtradingsystem.Suchasystemiscrucialforpredictions,forwardplanning,andcooperation.G20Members,asWTOMembers,shouldrefrainfromunilateralismandactwithintheframeworkoftheWTO,whichensuresanequal,levelplayingfieldforallcountries.Nevertheless,thetradingsystemcouldalsoworkbetterforallbyconsideringtheecologicalandsocialconsequencesoftrade.Furthermore,itisessentialtoempowermicro,small,andmediumenterprisestointegrateyouthandwomeninglobaltrade.Toachievethis,werecommendthattheG20Members:

● Ensurethehighestrespectofinternationalstandardsbyalltraders,throughoutglobalvaluechains,byrequiringpublicdisclosureoftraders’laborandenvironmentalindicatorsonpublicwebsites,encouragingcompliancewithinternationalstandards3andenhancingaccountability;

● Enhancebenefitsoftradeforall,particularlyby:

• Workingfurtherwithinternationalorganisationstoagreeonbestpracticesfortradeadjustmentprograms,toprovidesafetynetsforthoseleftoutfromglobalisation;

• Consideringopeningdiscussionstodevelopanagreementonanti-corruptionintheWTOcontext,toensureintegritythroughoutglobalvaluechains;and

• Empoweringcommunitiesininternationaltrade,especiallyyouthandwomen,throughfundingforinfrastructure;humancapacitybuildingthrougheducation;andvocationaltrainings.

Over70millionyoungpeoplebetweentheagesof15and24areunemployed,withaglobalyouth

unemploymentrateapproximatelythreetimeshigherthanadults-withsomecountriesreachingup

to50percent.AshighlightedbytheGlobalInitiativeonDecentJobsforYouth,jobqualityremainsa

persistentchallenge,withmanyyoungworkerslivinginpoverty,underemployed,orininformal

employment.

Weunderlinetheroleofyouthorganisationsinthecreationandimplementationofemployability

programstargetingyouth,astheyarebestplacedtoreachthemostvulnerableandexcludedyouth.

Webelievethatprovidingsupportforandpromotingyouthorganisationsisanimperative.

Thechanginglabourmarketdemandsdifferentskillsets.Thedemandforsocialandcreativeskillsis

increasing,astheseskillsaredifficulttoreplacewithnewtechnology.Globalisationanddigitalisation

enableawiderangeoflearningpaths,includingnon-formaleducationandinformallearning.Wealso

recognisetheimportanceofmigrantworkersforeconomicgrowth.Therefore,wetheY20urgefor:

WerecognisetheworkoftheG20LabourandEmploymentGroup,specificallytheInitiativetoPromoteQualityApprenticeships.Wecallforthedevelopment,harmonisationandimplementationofqualityandadequateapprenticeshipprograms.Wealsobelievethatqualityvocationaleducationandtraining(VET),internshipsandapprenticeshipsplayakeyroleinthetransitionfromeducationtoemployment.Unfortunately,socialstigmaregardingVETandapprenticeshipsleadstoalowdemandfortheselearningpaths.Therefore,wetheY20urgefor:

● Activepublic-privatecooperationandtheinclusionofemployer,employee,andstudentorganisationsincurriculumbuildingforVETprogrammes;

● CompliancewiththecommitmentstakenundertheChineseG20Presidencytoincreasethequality,quantity,attractiveness,anddiversityofapprenticeships;

● UpdatingandadaptingtheG20trainingstrategytoconsiderthefutureofwork;● Theabolitionofunpaidinternshipsandpromotionofqualityinternshipsbasedonthe

Futureofthesocialdialogueandnewformsofwork

Manyworkersarenotbeingheardinsocialdialogue.Newformsofworksuchasworkingremotely,crowd-work,andplatformworkbroughtaboutbythedigitalrevolutionposeachallengetothefutureofsocialdialogue.Traditionally,tradeunionsonlyrepresentworkersonstandardcontractsandintraditionalindustries.Whilecurrentlyrepresentingaminorityoftotalemployment,thenewformsofworkareexpectedtogrowexponentiallyinthenearfuture6.WetheY20urgefor:

● Increasedeffortstoincludeworkerswithnon-standardcontracts,self-employed,andrepresentativesofapprenticesinsocialdialogue;

● Thepromotionofnewformsofsocialdialoguethatensurebroaderworkers’representation.Non-standardformsofworkandsocialprotection

Weacknowledgetheflexibilitythatnon-standardformsofworkprovideandareawarethatthecontributionsofworkersinthistypeofworkareoftennotreflectedinsocialsystems.Therefore,theseworkershavebeenunabletoobtainsocialbenefitssuchaspensions,unemployment,ormaternityandpaternitybenefits.WetheY20urgefor:

● Non-discriminatoryemploymentandsocialpoliciessuchastaxincentivesforbusinessesto

populationinthelast20years,onlyabout12percentofpeopleinemergingeconomieshaveabroadbanddataconnection7.Weneedtointensifyoureffortstobridgethegapthatstillexistsduetovariousdisparitiesbetweendevelopedanddevelopingcountries;

● TheabsenceofaninternationallyrecognisedlegalframeworkontheInternetincluding.managementandrulesregulatingtheconductofstatesandnon-stateactors(NSAs)incyberspace;and

● Obsoleteskills.Accordingtoa2016PWCreport8,21-38percentofjobs,especiallylow-skilledones9,couldbelosttoautomationby2030andcancriticallyaffectyouthemployment.Youngpeoplewillneedmorerelevantskills.

Wethereforeneedbetterpoliciestoensurethatyouthcanthriveinanincreasinglydigitalisedworld.

WeproposeestablishingPPPswithrelevantcompaniestoorganisebetterwork-studyprogrammesthatincorporatedigitalskillsenablingyouthstoeffectivelyutilisetechnologiesinreal-worldsettings;

● CreateAnInternationallyRecognisedLegalFrameworkForInternetGovernance

WeconsiderthatthemanagementoftheInternetshouldbeanopen,democraticandpeople-centeredprocessbasedonuniversallyrecognisedprinciplesofinternationallaw.WebelievethereisanurgentneedtocreateanappropriateframeworkundertheauspicesoftheUN.StatesshouldhaveanequalstakeinregulatingtheInternetandrefrainfromcensorshiporrestriction.Itiscrucialtoensureaproperbalancebetweenprotectingfundamentalrightstoprivacyandnationalsecurity.RulesanddefinitionsareneededtoharmonisetheinteractionandroleofstatesandcompaniesintheICTsector.

Weshouldworktowardstheimplementationoftheprincipalsofnetneutralityonaglobalscale,preventingthestiflingofinnovationbyunfairtreatmentofdata.Anindependentandadequatelyempoweredbody,suchastheITU,mustbeinchargeofimplementingandmonitoringthesegoals;

ClimateFirstYoungIdeasforaSustainableFuture

Climatechangeisreal.Thereisoverwhelmingscientificevidencetosupporttheexistenceofanthropogenicclimatechangeanditsnegativeconsequencesonourplanet.Wehaveagreatopportunitytotakeactionnow.Inthissection,wedescribethemostpressingproblemsfromyoungpeople’sperspectivealongwithpotentialsolutions.Althoughclimatechangeposesasignificantchallengetothefuturesofyoungpeople,wearecapable,creative,andreadytoaddressthesechallengesheadon.

InternationalClimateChangeAgreements,suchastheParisAgreement,shouldbehonouredandgreaterincentivesforjoiningandremainingsignatoriesmustbeadopted.WetheY20urgeG20membersto:

● Increasethenumberofrelevantstakeholdersbyinvolvingsub-stateactors,suchascitygovernments,regionalgovernments,youthorganizationsandreligiousinstitutions,inclimatenegotiations.Asaresult,anyattenuationofnationalgovernmentalsupportwillnotindicatethecompletewithdrawalofthenation-state.Amoreintegratedsystemofimplementationwillstrengthenthelong-termfeasibilityofsuchagreements;

● Accountability:SimilartothemonitoringofsignatorynationsoftheUNConventionontheRightsoftheChild,thereshouldbeanenhancedandactivemonitorisationbytheUnitedNationsFrameworkConventiononClimateChangeofinternationalclimatechangeagreements;and

● Avoidinga‘DominoEffect’:Climateagreementsfunctionbestwhenallpartiesoperateonalevelplayingfield.Theinternationalcommunitymustbetoughonnationswhowithdrawfromclimateagreementsandshouldactinapunitivemannertoincentiviseothernationstoremainintheagreement.

Empoweringsustainablesolutionstoenvironmentalproblemswillonlybepossiblebyprovidingtechnicalandlegislativeresourceswhileincreasinginvestmentinresearchanddevelopmentaswellasintechnologytransfer.WetheY20urgeG20membersto:

● Wastemanagement:DevelopacomprehensiveapproachtowastemanagementthroughtheIntegratedSolidWasteManagement(ISWM)model.Thisisthroughconsciouslydesigningandmanufacturingproductstomaketheseparation,transport,andprocessingofwastemoreefficient,leadingtoacirculareconomy;

● Agriculture:Providesupporttolocalfoodproducerstopromotesmallscalecultivation;sustainablefarmingpractices,suchascroprotation;andirrigationtechnologies,inadditiontotheirimplementation.Reducelarge-scalelivestockproductionandconcentrateonfoodproductionfordirecthumanconsumptionformoreefficientuseoflandwhilesimultaneouslyreducinganimalemissions;

● Market-basedsolutions:Empowerandemploymarket-basedsolutionstoenvironmentalproblemswhenappropriate.Therighttopollutehasacost.Thefightagainstclimatechangeandthefreemarketeconomycanbecompatiblewiththedevelopmentofefficientmarketbasedsolutionstoclimatechangesuchastradingsystems,especiallycarbonemissiontradingaswellaspunitivetaxesandsubsidiesremoval.10

Raisingawarenessisrequiredtopromotetheresponsibleconsumptionofourlimitednaturalresources.TheG20Summitisanopportunitytodiscussimportantinitiativestoenhancethewellbeingoftheglobalcommonswhichcanbethenfollowedbytherestoftheworld.WetheY20urgeG20membersto:

Whilewelcomingthereaffirmationofyourcommitmentstothe2030AgendaforSustainable

Developmentinthe2016HangzhouSummitCommunique11,wefirmlybelievethatthisnewsocial

contractshouldbecometheleadingagendaforallG20membersandwithintheircooperation.All

goalsshouldbeequallyrespectedandareinterconnected.Weemphasisethespecialroleof

organisedandnon-organisedyouthnotonlyintheimplementation,butalsointhemonitoring,

reviewing,andevaluationprocessesofAgenda2030.Thereshouldbeafocusonraisingawareness

ofthe2030Agendawithallpeopleglobally.WesharetheunderstandingthattheG20representsa

criticallyimportantforumtoimplementtheSDGs,whichhavetheimperativepurposeofbenefiting

allcountriesandpeople.

PartI:RecommendationsfortheEffectiveRealisationofthe2030Agenda

WeurgetheG20membersto:

● Vigorouslypursuecollaborationwithcivilsocietyorganisationsandstakeholdersatthelocal

leveltoapplyacrucialbottom-upapproachtotheimplementationoftheAgendainalllevels

ofgovernment;

● IncorporatetheAgenda’sframeworkthroughformalandnon-formaleducationsystemssuch

asincludingtheSDGsincurriculaforchildren,aswellasthroughyouthtrainings,andcivil

societyprogramming;

● Createandensureeffectivenessofnationalcommitteesandbodies(forexamplean

independentcouncilforSustainableDevelopment)thatensurestheholisticconsiderationof

theAgendaindecision-makingprocesses,highlightingspecificSDG-relateddisparitiesand

challengesonanationallevel.Meaningfulyouthmembershipinthesebodiesiscrucial,e.g.

asco-authors;

● ReaffirmthatthecorefunctionoftheUNHigh-LevelPoliticalForumistoopenlymonitorand

reviewprogress,andsharebestpracticesandchallenges;

● Strengthenexistingmechanismsforyouthparticipation,suchasMajorGroupsandOther

StakeholdersintheHighLevelPoliticalForum,includingthroughincreasedfunding;

ThoughnotprioritisinganyoneoftheSDGsasmostimportant,wewouldliketheG20topay

attentiontothetwofollowinggoalswhichwebelievehavenotbeenaddressedsufficientlytodate:

● ConcerningSDG17whichasksto“revitalisetheglobalpartnership”13,werecognisethatinordertoachievethe2030Agenda,theremustbestrengthenedcooperationandpartnership

beyondtheG20states.Thisincludescriticalpartnershipswithleast-developedcountriesin

linewithAgenda2030attheinternationalandlocallevelsandtheprivatesectorona

nationallevel.WeurgetheArgentinePresidencytocontinuetheprogressmadeonthe

CompactwithAfricaoverthecourseoftheGermanPresidency;

● ConcerningSDG16whichcallsonallstatesto“build[…]accountableinstitutions,”14weacknowledgetheconcernsraisedbysomeyoungpeopleregardingtheG20andurgethat

activitiesoftheG20bebasedupontrulyopen,transparentandinclusiveprocesses,toelicit

greateracceptanceofthedialogueitself.Forexamplethismightbeachievedbyincreasing

thenumberofnon-G20observerstatesintheprocess,orbycommunicatingtheentire

agendaandallitemsthathavebeendiscussed.

EmpoweringWomenYoungWomen’sRighttoEconomicEmpowermentandParticipation

inLeadershipandDecision-MakingPositions

Genderequalityisahumanright,butourworldfacesapersistentgapinaccesstoopportunitiesanddecision-makingpowerforyoungwomenandgirls.Globally,whilegendergapsineducationandhealthhavenarrowedconsiderably,womenarestillgenerallyunderrepresentedineconomicandpoliticalspheresoflife.Advancingyoungwomen’sandgirl’shumanrights,economicempowerment,andpoliticalparticipationarecriticalforachievinggenderequality,eradicatingpoverty,andpromotinginclusivesustainabledevelopment.Reflectingthevoices,expertise,rightfulopinionsandexperiencesofyoungpeople,andreferringtotheoutcomedocumentofthe61stCommissiononStatusofWomenYouthForum15,wepresentourrecommendationson“EmpoweringWomen”totheG20headsofstates.

Womenareatriskoflosingoutontomorrow’sbestjobopportunities,whetherinthepublicorprivatesectors,asanemployee,orasanentrepreneur.Thisisespeciallysowithinthescientific,technological,engineering,andmathematics(STEM)fields.Recognisingthateducationiskeyinwomen’sempowerment,werecommend:

● Creatingvocationaleducationaltraininginordertoeasilyprovideyoungwomentheprofessionalskillsnecessarytobecomeeconomicallyindependent;

● CallingontheG20memberstoprioritiseeducation(especiallyforgirls&youngwomen)bycallingontheWorldBank,regionaldevelopmentbanks,anddonorstoestablishanInternationalFinanceFacilityforEducation(IFFEd)16inordertoannuallymobilise$10billionormoreinnewandadditionalresourcesby2020–andupwardsof$20billionby2030(anincreaseof$3.5billionperyeartoday);

● EstablishingSTEMscholarshipsandprogramsfromhighschooluntiluniversityandincentivisingfemaleentry-levelprogramsfocusingontheSTEMfield;

● Supportingyoungwomenandmentobetterreconcilework-familyresponsibilitiesthrough

integratedpoliciesthatrangefromchildcarefacilitiesandchildcaresubsidiestoparental

leaveschemesthatenableandencouragementoincreasinglycontributetocareandfamily

work;

● Promotingflexibleworkarrangements,whilealsoensuringadequatesocialprotectionsand

benefits,withtheaimofboostingfemaleemployment;and

● Providingwomenaccessto,andcontrolof,personalfinances,bankaccounts,andlending

throughlegislativereformandpublic-privatepartnerships.

Thewagegapbetweenmenandwomenpersistsacrosscountriesbecausewomen’sworkisundervaluedandwomentendtobeoverrepresentedinlow-payingsectors.Forwomenofcolour,immigrantwomen,andmothers,thegapisevenwider.Alarmedbythepersistentlyhighgenderpaygap,werecommend:

● Establishingandstrengtheninglegislationmandatingnon-discriminatoryhiringpracticesthat

ensureequalpayforequalwork;

● Increasingtheemploymentandnetincomesofyoungwomenandmen,especiallyyoung

parents,throughtaxcreditsandsubsidies;and

● Championingpoliciesthataimtoincreaseyoungwomen’srepresentationinleadershiproles,

particularlywithinlow-payingjobsthatareofteninsufficientlycoveredbyminimumwage

provisionsandcollectivebargainingagreements.

● Creatinglegislationtosupportwomensufferingfromdomesticabuse,humantrafficking,andforcedprostitution;

● Takingallnecessarymeasurestoprovideprotectionfromallformsofviolenceandharassmentrelatedtosexualorientationandgenderidentity20;

● Providinghealthandjusticesystemstoyoungwomenandgirlsimpactedbygender-basedandsexualviolence,includingchildrenbornasaresultofrape;

● Ensuringuniversalaccesstoarangeofsexualandreproductivehealthservices,includingsafeandeffectivecontraceptives,maternalhealthcare,safeandlegalabortionandpostabortioncare,freefromcoercion,discriminationandviolence21;

● Enforcingseverepunishmentsforviolenceagainstwomenwhileensuringthatwomenwillnotbeundulyconstrainedandharassedbylawenforcementagencies;and

RefugeesandAsylum-SeekersAYouthPerspective

TheworldfacesthelargesthumanitariancrisissincetheoutbreakofWorldWarII.22Morethanadozenconflictshavebrokenoutinthepastyearsindifferentregionsoftheworld,includingSyria,Iraq,SouthSudanandUkraineforcingmanypeopletofleetheirhomes.AccordingtotheUnitedNationsHighCommissionerforRefugees(UNHCR),oneinevery113humanbeingsworldwideisnoweitherarefugee,internallydisplaced,orseekingasylum.23Globally,everysecondrefugeeisachild.24

Weacknowledgetheexistenceoftheproblemsfacedbymigrantsworldwide.However,thecontextofthefollowingrecommendationsprimarilyconcernrefugeesandasylumseekers.AccordingtoUNHCR,migrantissuesarecoveredbynationalimmigrationlawsandprocesses,whereasrefugeeandasylumseekerarecoveredbybothnationalandinternationallaw.

Exposuretoviolenceandwarharmschildren’sandyoungpeople’scultural,intellectual,physical,psychologicalandsocialdevelopment.Childrenandyoutharenotonlyaffectedbywhathappenstothem,butalsobywhattheyaredeprivedof(forexample,theirrighttoeducation).

PreventiveMeasures

Conflictsandwarsaremajordriversofmigration.Inothercasesthelackoffutureopportunities,thedestructionofnaturalresources,aswellaseffectsofclimatechangearedecisiveforthedecisiontomigrate.WecallontheG20leadersandresponsibleorganisationsandinstitutionsto:

• StrengthenandfullyimplementtheUNSecurityCouncilResolution2250onYouth,PeaceandSecuritytomaintainpeace;

• ContinueeffortstowardsmoresustainablepoliciesashighlightedintheParisAgreementandintheAgenda2030;and

• ForimprovedcoordinationofnationalandinternationalstrategiesaimedateconomicandinstitutionalcooperationbetweenfragilestatesandtheG20basedonatafairandequitableexchange.

Currentexistinglegalframeworksoftenfailtofullyensurehumanrightsofrefugeesandasylum-seekers.WecallontheG20leadersandresponsibleinstitutionsto:

• Definethestatusofclimaterefugeesanddesignmeasuresaimedatprotectingthem;• Supportcivilsocietyorganizationsandyouthorganisationsinthemonitoringhumanrights;• DefineG20guidelinesforfairandjustasylumprocedures:forexample,through

conductinginterviewsinanapplicant’sfirstlanguageandkeepinginterviewstoareasonablelength;

• Createlegalchannelsforasylum-seekerstoensureasafepassageandtherighttoasylum,forexample,atembassiesorconsulates;

• DevelopamechanismamongtheG20statestoshareresponsibilityinallocatingrefugeepopulationorprovideappropriatelevelsofsupport.

TheRoleofYouthandYouthOrganisations

Youthareimportantcontributorstoenhancinganinclusivesocietyforallyoungrefugees;empoweringyouthleadstoamoreactivecitizenry.WecallontheG20leadersandresponsibleinstitutionsto:

• Recognisetheworkofyouthorganisationsinthereceptionandinclusionofyoungrefugeesintosociety;mobilizesufficientresourceswhileensuringtherecognitionofskillsobtainedbyyoungrefugeesandasylum-seekers;and

• Fostercooperationwithyouthorganisationsinordertoincorporatehumanrightsandinterculturaldialogueintoschoolcurricula.

InclusionandNon-Discrimination

Inclusionmeansequalopportunities,freefromanyformofdiscrimination,intheparticipationofkeyareasofsociallifeforallpeople.Policiesinthisrealmshouldfollowaholisticandcross-cuttingapproachinordertosupportthelong-termautonomyofyoungasylum-seekersandrefugees.WecallontheG20leadersandresponsibleinstitutionsto:

• Ensuretherighttoinclusiveandqualityeducation;andprovidelanguageeducationduringtheasylumprocess;

• Grantaccesstothelabourmarketandqualityjobsaftermaximumoneyearofpendingasylumprocedureandfacilitatesocio-economicinclusionthroughjobtraining;

• Ensurethatasylum-seekersandrefugeeshaveaccesstoservicesfortheirwell-being,includingmentalhealth,tosupporttheirrecoveryfrompasttrauma.

CombattingTerrorism

Thespreadofterrorismhasbecomeagrowingthreattotheinternationalcommunity.Youngpeoplehavefallenvictimtoincreasingfearandinsecurity.Consideringtheborderlessnatureoftheproblem,asuccessfulresponsecanonlybeeffectivethroughclosecollaborationatthelocal,nationalandgloballevels.

Thereareamultitudeofcomplexchallengestheinternationalcommunityfaceinthefightagainstterrorism.Amongthemarethelackofeffectivenessinglobalcitizenshipeducationinschoolcurriculumsaroundtheworld,thelackofpoliticalcooperation,lackofinformationsharingamongcountries,andthedangersofisolationasapathtowardsradicalisationandultimately,terrorism.

GlobalCitizenshipEducation(GCED)aimstoempowerlearnerstoassumeactiverolestofaceandresolveglobalchallengesandtobecomeproactivecontributorstoamorepeaceful,tolerant,inclusiveandsecureworld.AccordingtotheUNESCO,while86percentofcountrieshavemadeglobalcitizenshipeducationmandatoryintheirnationalcurricula,only46percentofcountriesaremeasuringitseffectiveness.Withoutmeasurement,governmentsmisstheopportunitytoimprovecurriculumandensureitseffectiveness.

Numerousterroristgroupshavebeenoperatingacrossnationalborders,runningtrainingcamps,acquiringfinancialresources,operatingmediaoutletstodisseminatetheirpropagandaandglorifytheirviciousactsabroad.Thelackofjudicialcooperationandknowledgesharingbetweengovernmentsenablesperpetratorsofterroracts,mentorsandsupporterstoescapejustice,travelfreely,andrecruitpeoplefromaroundtheworld.

AsdelegatesoftheY20Summit,weurgegovernmentstoeffectivelyengageandempowercivilsocietytobeapartofthesolutionincombattingthespreadofradicalisationandterrorism.G20governmentsneedtobemoreefficientatcommunicatingwithcivilsociety.Weproposecreatingadigitalplatformthatenablesproductiveinteractionbetweengovernments,localcommunitiesandindividuals.Thisdigitalplatformwillbringcommunitiestogetherandempowerthemtotakeanactivepartincounteringradicalisationandterrorism.Thedigitalplatformwillbeintheformofanappandwebsitesthatwillincludethefollowing:

• GovernmentInformation:Awarenessonterrorism,informationofdifferentformsofterrorism,notificationsofterroristthreatsinthearea,safetymeasurespeoplecantakeintheaftermathofattacksorwhileexposedtothreat,waystoidentifypotentialterroristthreats,waystoreportpotentialradicalisation,andmore;

• CivicEngagement:Provideopportunitiestobringcommunitiestogether(forexamplebyprovidinginformationonlocalorganisationsthataimtopromoteunityincommunitiesandforpeopletogetinvolvedintheircommunities);

• Database:Pollsmeasuringtheeffectivenessofgovernmentresponsetoterroristthreats,sentimentsaroundacountry’ssafety,leveloftoleranceincommunities,andotherdatagovernmentsareinterestedincollectingfromcitizens;

• SecurityMeasures:Theuseofstrictidentificationandauthenticationmethodstoensurethesafetyandauthenticityoftheinformationprovidedbythedigitalplatformandthedatacollectedfrompublicusers;

• Incentives:Toincreaseusageandvisibilityofthedigitalplatforms,werecommendgovernmentsprovideincentives.Wesuggestincentivesbeintheformofpublicworkrecognition,advantagesinapplyingforgovernmentalprogramsandscholarships;and

• Consistency:Theframeworkoftheappshouldremainsimilaracrosscountriesandinformationshouldbelocalisedandmanagedbyrespectivestatesindividually.

Ultimately,webelievethisdigitalplatformwillenablegovernmentstoaccomplishthreemainobjectives:disseminateimportantinformationthatcaninformandempowerpeopletobeactiveparticipantsinthefightagainstterrorism;providegovernmentswithascaledandeffectivemethodofcollectingdatathatcanbeusedtocounterterrorismatthegloballevel;andprovidepeoplewithopportunitiestobuildstrongercommunitiesthatareinclusive,tolerant,andhaveasenseofglobalcitizenship.Thedigitalplatformcanonlyfulfilitsmandateifallmembercountriescooperatefully.

Anti-Corruption

TacklingaPersistentChallenge

Combattingcorruptionisapersistentchallengeworldwide.Corruptiondivertsresourcesthatcouldbechanneledintosocio-economicdevelopment.Recentestimatesshowthattheannualcostofbriberyalonestandsataround2percentofglobalGDP.25Pervasivecorruptioncontributestorisinginequality,polarisation,andillicitactivitieswhilealsounderminingthecredibilityofinstitutions.Thiscandiscouragethepoliticalparticipationofyouth,creatingaviciouscyclethaterodestrustingovernancemechanisms.

Therefore,wewelcometheG20'songoingdiscussionofthisissue,aswellastheinclusionofanti-corruptioncommitmentsunderGoal16ofthe2030AgendaforSustainableDevelopment.Theseareimportanteffortsthatmustbesustained,implemented,andmonitored.Tostrengthenthiswork,webelievethattheG20canactinseveralmattersoutlinedbelow.

Civicengagement

Thelackofknowledgeonparticipationanddecision-makingmechanismscreatesinformationgapsandallowscorruptiontothrive.Improvingknowledgeofexistingmechanismsforpoliticalparticipationcanenhancecitizens’senseofdutytoholdpublicandprivatestakeholdersaccountable.Youth-targetedpoliciescanhelpbuildthiscivicengagementfromanearlyage.TheG20Anti-CorruptionActionPlan(ACAP)2017-2018doesnotaddresstheseissues.Therefore,weencourageG20membersto:

● Incorporateand/orstrengthenciviceducationelementsintonationaleducationplansbyusingavailabletechnologicaltoolsandinvolvingrelevantpartners;

● Createand/orstrengthenplatformsthatallowyouthtobecomefamiliarwithandparticipateinpoliticalandaccountabilityprocessesatalllevelsofgovernment.

TheG20ACAPhassetobjectivesrelatedtothistopic,butwebelievefurtherelementsshouldbeincorporatedtoincreasetransparency.Therefore,wesuggestG20members:

● Ensurethatinformationaboutgovernmentalpracticesatlocal,regional,andnationallevels,includingtransactionswiththeprivatesector,ispubliclyavailableonlineinstructureddatabases;

● Createpublic,country-by-countryonlinedatabaseswhichlistindividualsandentitiesinvolvedincorruptpractices.

Systematicmonitoring

TheG20hasagreedonaseriesofHighLevelPrinciplesrelatedtocorruption.IthasalsoestablishedanAnti-CorruptionWorkingGroup(ACWG)guidedbybiennialactionplans.TheACWGhasthemandatetoreviewtheimplementationoftheActionPlans.However,publicinformationonthissubjectisfragmentedbetweenthewebsitesofG20presidenciesandpartnerorganisations.ToensurethesystematicmonitoringofG20members’commitmentsinanti-corruption,wesuggest:

● AllinformationrelatedtocorruptionintheG20frameworkiscentralisedinaone-stop-shopportalthatincludes:

● OutcomesofallG20Summitsoncorruption;● ACWGreportsontheprogressofactionplans;● Reportsmadebypartners.

● ImplementationoftheACAPshouldbesubjecttopeer-review.● StatusonACAPcommitmentsbyG20membersshouldberegularlyupdatedintheportal,

notonlyduringthefinalisationofreports.

HealthandWellbeing

Werecognisehealthasafundamentalhumanrightforeveryone.Inparticularwestresstheneedfor

universalhealthcoverage(UHC)tofulfillthisright,andrecognisethefinancialbenefitsofinvestingin

sustainablehealthsystemsandthehealthworkforce.Atthesametime,wealsoemphasizetheneed

toattendtothedeterminantsofhealthsuchaseconomics,governance,commercialfactors,and

socialprotection.A‘healthinallpolicies’approachisnecessaryforthis.Therefore,wewarmly

welcometheinclusionofahealthministermeetinginthisyear’sG20process,andhopethistradition

willcontinue.Healthandwellbeingisaholisticissue,andwewouldliketohighlighttheimportance

ofaddressingtheburdenofyouthincludingmentalhealth.Finally,youngpeopleareaffectedby

healthissuesbothinthepresentandfuture,andshouldhaveavoiceinthebuildingofahealthy

future.

Accesstohealthcareanduniversalhealthcoverage

Accesstohealthcareservicesiscrucial,anduniversalhealthcoverage(UHC)isnamedasoneofthe

goalsforthe2030Agenda.Promotingaccesstohealthcareisafoundationofeconomicprosperity

andsecurity.Nooneshouldbeleftbehind.Therefore,werecommend:

● Ensuringaccesstohealthcarethroughde-linkinghealthservicesfromsocio-economic(for

example,reducing‘out-of-pocket’payments)andlegalstatus(forexample,migratorystatus,

employmentandhousing);

● RecognisesexualandreproductivehealthandrightsasanessentialcomponentofallUHC

frameworks;and

● G20memberstoalignthemselveswiththerecommendationsoftheHigh-LevelCommission

onHealthEmploymentandEconomicGrowth,andinparticularimplementguidelinesfor

ethicalrecruitmentofhealthworkerstoavoidaggravatinghealthcrisesinothercountries.

Healthandeconomy

Werecognisethateconomicstructures,tradeagreements,commercialinterestsandprivatesector

regulationshaveasignificanthealthimpactandweencouragetheG20totakefullmeasuresto

promoteandprotecthealthinthiscontext.Therefore,wecallontheG20to:

● ImplementtherecommendationsoftheUNHigh-LevelPanelonAccesstoMedicinesandthe

LancetYouthCommissiononEssentialMedicinesPolicies,andtoensurethatTRIPSflexibility

mechanismsareinplacetoprovideaccesstoessentialmedicines;

● Ensurethatinternationaltradeagreementsprioritize,promoteandprotecthealthandthe

environmentovercommercialinterests,andensurethattradeagreementsinnowaylimit

theabilityofgovernmentstoprotectpublichealthinterests,includinglimitationsbroughton

byinvestor-statedisputesettlementsorotherinvestmentprotectionmechanisms;

● Takeactiononcommercialdeterminantsofhealththroughregulationsofharmfulandunhealthyproducts,incentivisehealthylifestylesandimplementtheWHOFrameworkConventiononTobaccoControl;and

● Reaffirmtheessentialroleofgovernmentsinprovisionofhealthservicesandavoidrelianceonprivate-publicpartnershipstodeliversuchservices.

Globalhealthgovernance

Cross-borderpublichealthemergencieshavedemonstratedtheunpreparednessofhealthsystems.Wethereforeneedtoestablishresilienthealthcare,strengtheningglobalhealthgovernanceandaccountability.WethereforecallontheG20membersto:

● ReaffirmandstrengthentheroleoftheWorldHealthOrganization(WHO),throughensuringappropriatefinancingandsupportingtheproposed10percentincreaseinassessedcontributions;

● CommittogreaterinternationalcooperationamongstG20memberstoaddressoutbreaksandotherhealthemergencies,includingbuildingcapacityfortheimplementationoftheInternationalHealthRegulations;

● Implementaneffectivedonorstrategyforhealthsystemstrengtheningindevelopingcountriesbymovingawayfromanoverrelianceonverticalfundingmodelsanddirectingfundingtowardsbroad-basedinvestments,designedtostrengthenlocalinstitutionsandprovidecountrieswithsustainablecapacitytoimprovethelong-termhealthoftheirpopulation;

● EnsuregreateraccountabilitybyunifyingdifferentreportingmechanismsundertheWHO;

● IncreaseeffortsonOfficialDevelopmentAssistance(ODA)bycommittingto0.1percentofGNItoODAforhealth,asrecommendedbytheWHOCommissiononMacroeconomicsandHealth;and

● Recognisethecentralityofhealthtoachievingthe2030AgendabycommittingtoG20healthministermeetingsunderthepresidencyofArgentinaandbeyond.

Improvinglives

Over1billionpeoplelivewithadisabilityand/orchronichealthconditionandapproximately200millionofthemareyoung.Thesepeopleareoftenthesubjectofstigmaanddiscrimination.Abouthalfofalldisabilitiesworldwidecouldhavebeenpreventedbygoodaccesstosuitablehealthcareincludingearlyinterventionandpreventivemeasures.ThereforewerecommendthattheG20:

● Affirmthatpeoplewithdisabilitieshavetherighttoeducationandworkwithoutdiscriminationonthebasisofequalopportunities,inclusiveandaccessibleeducationsystemsandmeaningfulworkatalllevels.Promotetherealizationoftherighttoeducationandworkbyenshriningthisinlaw;
