    Santiago City Finally after almost a year in office, National FoodAuthority (NFA) Administrator Angelito T. Banayo paid visit to Ca-gayan Valley, dubbed as the rice bowl of the north. After meeting

    with Director Ruben J Reside of NFA Region II and all the NFA Pro-vincial Managers, the administrator talked to farmers in Cagayanwho were then selling their palay at the Carig Grains Center in Tu-guegarao, Cagayan and also in NFA warehouses in Mallig, Roxas,and San Manuel in the province of Isabela.

    In his meeting with the employees, Administrator Banayo saidthat he is optimistic that NFA will be able to fulfill its mandate toprocure necessary buffer stock of rice. The good weather and har-vest resulting to high turn-out of palay procurement in the regionwill further minimize the projected rice deficiency in our localpalay production.

    Banayo also told the employees not to worry too much about therumored abolition of NFA. Reforms are already being imple-mented to minimize losses in the agency while NFA maintains itsmandate of stabilizing prices in palay and rice in the market. Withthe reforms in the policy of palay procurement and rice importa-tion, he is optimistic that the legislators will realize that NFA is avital agency and the rice industry is too dangerous to be left to themercy of the private rice traders.

    In support of President Aquinos vision of rice self -sufficiency by 2013, the administrator said NFA will be moreaggressive in its palay procurement to be able to meet itsmandate of ensuring a sufficient buffer stock from localpalay production alone. Banayo added that he also envi-sions that rice importation will eventually be tasked to theprivate sector to supply any rice deficiency

    Led by Former NFA AdministratorGregorio Jigs Tan, and Deputy Ad-ministrator Ludovico Vic Jarina, abriefing workshop was conducted lastAugust 4, 2011 on the Enhanced Elec-tronic Trading System (EETS) of Cornat the NFA FITS Center.

    The briefing was aimed to train thefarmers, traders and coop memberson the procedures of EETS, which willhelp the corn traders and farmers ingetting better returns.     On June 06, 2011, President Noynoy Aquino signed into law the GOCC Governance Actof 2011 or RA 10149. According to the law itself, this is an act to promote financial vi-ability and fiscal discipline in GOCCs and to strengthen the role of the state in its govern-

    ance and management to make them more responsive to the needs of public interestand for other purposes.

    In a nutshell, this law aims to rationalize GOCCs and that they will be monitored cen-trally in order that government assets and resources are used efficiently. This will bethrough the creation of the GCG or Governance Commission for GOCCs. The GCG will becomposed of five (5) members to be headed by a Chairman with the rank of CabinetSecretary and two other members with the rank of Undersecretary who shall all be ap-pointed by the President. The DBM Secretary and the Finance Secretary will completethe committee as ex-officio members. It will also be the work of the committee toevaluate the performance and relevance of a GOCC, implement the reorganization,merger or streamlining of a GOCC, unless otherwise directed by the President. The com-mittee of five will also recommend to the President the abolition or privatization of aGOCC and will carry out the same, unless the President designates another agency tocarry out the task.

    Secretary Lacierda quoted the President saying that this law was a milestone law andthe first important law to be signed under Pnoys administration. The law covers allGOCCs and GFIs and its subsidiaries. However, it excludes the Bangko Sentral, SUCs,coops, local water districts, economic zones authorities, and research institutions.

    This law which was said to be fast-tracked by the Congress clearly shows the roadwhich Pres. Noynoy Aquino wants to lead with regards to GOCCs. While the intention of the president is noble because it can stop abusive executives of GOCCS from givingthemselves often bloated compensations leading to unwieldiness of such institutions,many still questions its real intention.

    With the signing of RA10149, NFA employees are now faced with uncertainty, espe-cially knowing that the DBM and Finance Secretaries are known advocates of NFA priva-

    tization. It is a good relief however that Rep. Edcel Lagman already contested the legal-ity of RA 10149 in the Supreme Court. In a petition for certiorari and prohibition filed onThursday before the High Court, Rep. Lagman challenged RA 10149, saying that it is ashortcut and an ill- conceived remedy that would not fully address the problemshounding the GOCC sector. He actually described the law as compendium of sweeping,wayward, illegal and unconstitutional solutions to a problem which is grave but notwidespread.

    On the side of the NFA top management, Adm. Lito Banayo already reassured the NFAemployees that we will survive. Surely, we will because wherever this may lead to, theemployees of NFA are always ready and will always continue to serve the farmers as italways does. NFA this year will already be in existence for 39 years. It can proudly say ithas already withstood the roughest and toughest times. Long live NFA!

    NFA Ifugao covers two main areas of operation. The easternpart covering the municipalities of Alfonso Lista, Aguinaldo andMayoyao is served mainly by FLGC Warehouse in Namillanganwhich also houses the Alfonso Lista Corn Center. The central/western part which covers the main and interior areas of Ifugao,including the town of Lamut, Banawe, and Lagawe, where theprovincial office and NFA GID Warehouse is located. NFA opera-tion in this part focuses mainly on rice distribution.

    Last April 15, Antonio M. Macato, Provincial Economist of NFA Isabela was formally designated as OIC of NFA Ifugao bythe authority of Special Order AO-2K11-03-017 signed by NFAAdministrator Angelito T. Banayo. Macatos designation asOfficer In Charge of NFA Ifugao was to fill the position vacatedby Manager Isagani Nicandro who was reassigned at the NFACentral Office. He was among the graduates of ManagementTraining Program conducted by NFA- HRMD last year.

After lunch with the employees, heproceeded to Isabela where Adm. Banayo met with NFA employ-ees from Isabela, Nueva Vizcaya, Quirino, and Regional Officeemployees in Santiago City.

    Aiming to boost the NFAs campaign to promote the sale of I-Rice or Iron Fortified Rice in the market, NFA actively joinedin the series of launching activities of the IDA Jingle Hataw inthe different provinces of Region 02. During the launching atSantiago West Central School in Santiago City, Director RubenJ. Reside of NFA Region 02 discussed the importance of I-ricein combating IDA and other micro-nutrient malnutrition.

    The IDA Jingle Hataw campaign also aims to promote aware-ness against Iron deficiency Anemia (IDA) especially amongchildren children and mothers.

    The IDA Jingle Hataw, also known as HATAW KONTRAANEMIA is a nationwide initiative of NNC. the IDA JingleHataw exercise will now be used as a morning exercise in allelementary and high schools.

    The culmination activity was held last July 26 at BrickstoneMall and was graced by Board Member Maria Olivia Pascual of the First District of Cagayan. BM Pascual is one of the avidendorsers of I-Rice in the province. Binibining Cagayan 2011Mikaela Aman from the municipality of Aparri also graced theoccasion as a show of support in the fight against IDA.

    Director Ruben J. Reside of NFA, Dir. Rhodora Maestre of NNC, BM Pascual, and Miss Aman later led the ribbon cuttingof the Poster-Exhibit on Breastfeeding at the Activity center of Brickstone Mall. The exhibit which will run from July 26 to July30 features the winning posters made by local artists, employ-ees and students from the region. The poster, Kanlungan byGevin Keith Lumauan of the University of Saint Louis Tu-guegarao won the first place (Regional Level) while CamilleRobles won the First Place for Cagayan (Provincial Level).

    SP CAGAYAN SUPPORTS NFAS I -RICE PROGRAM

    Tuguegarao City- The Sangguniang Panlalawigan in the provinceof Cagayan recently passed Resolution No. 90-2011 in support of the NFAs i -Rice (Iron-Fortified Rice) Program. The said resolu-tion which was sponsored by Vice-Governor Leonides N. Faustoand co-sponsored by Board Member Jean Alphonse Ponce of the1st district of Cagayan was approved during the SPs regular ses-sion on May 23, 2011. The SP of Cagayan lauded NFA Tuguega-rao for its effort in fighting malnutrition in the province by sell-ing i -Rice in the local market through its accredited rice retailers.

    The i -Rice Program of NFA that seeks to address the alarmingmicro-nutrient deficiency in the country was re-launched inMarch 2011. The branch enforces a 50-50 rice distributionscheme wherein the allocation of the accredited rice retailers iscomprised of 50% i -Rice and the other 50%, non-fortified rice.The i -rice is readily available in all NFA rice outlets and is peggedat P27.00/kg to the end consumers.

    Natividad T. Arugay met with the Committee on Agriculturechaired by SB Michael Ting of LGU-Tuguegarao wherein mattersof the said program were tackled. The Committee decided for aresolution to be passed to fully support the i -Rice Program.

    The advocacy of the i -Rice Program is a continuing activity of the branch to at least lessen if not, totally eliminate malnutri-tion in the province, particularly iron-deficiency anemia throughthe sale of iron-fortified rice ( i -Rice) in all its accredited outlets/retailers in the different municipalities.     NFA-TABUK ACTS AGAINST IRON DEFICIENCY

    NFA-Tabuk Provincial Office conducted its I-rice Launching atSitio San Pablo, (Madopdop), Lacnog on March 15, 2011 asintroductory on the consumption of Iron Fortified Rice in the

    area. One of the main activities of the said launching was feed-ing I-Rice Porridge to the children, pregnant women, lactatingmothers and to the elderly to encourage them of buying I-Ricefrom the NFA for their consumption.

    On March 23, 2011, PM Evelyn M. Barroga, APM Enrique D.Baliang and PISO Linda J. Cruz attended the Tungtungan tiUmili radio program at DZRK Radyo ng Bayan -Tabuk hostedby Manager Basilio Baluyan, Hazel Gup-ay and Fred Pangsiwwherein I-rice advocacy was discussed including the content of the Republic Act No. 8976 of the Fortification Law.

    On April 25, 2011, PM Evelyn M. Barroga and APM EnriqueD. Baliang also attended the Sanggunian Panlalawigan Session

    at the City Hall of Tabuk. The importance of I-Rice was dis-cussed and asked for their continuous support on the informa-tion campaign in attaining the objective of increased I-riceconsumption in the City of Tabuk. The Mayor expressed hissupport to the I-Rice campaign.

    Mayor Ferdinand Tubban and City Legal Officer Atty. EdwardKisser visited the Provincial Office on May 19, 2011 for opera-tional and I-rice campaign updates. NFA-Tabuk continues topromote Iron Fortified Rice to fight against iron deficiency inthe Province of Kalinga. (Rhoda A. Gamon)

    During the role play, the participants were given different sce-narios affecting the corn market for them to read and determineif they have to sell or buy their stocks.

    Deputy Jarina also answered questions regarding the participa-tion of NFA in the corn industry. He explained that NFA will stillbuy corn products from farmers and also informed them of thepost-harvest facilities that NFA have like Corn On Cob dryers inAlfonso Lista and at the NPGC. These facilities greatly help inthe limiting the aflatoxin level of corn because it reduces thetime element in which the corn harvest reaches storage level,Jarina added.

    Directors from the NFA central Office also attended the work-shop, led by Director Carlito Co of GMOD. Asst. Secretary Ed deLuna of DA also graced the occasion to greet the participants.

    5. Fabrication of tarpaulins/fumigating sheets hanger/stand- Hangingthese units will be protected from the attack of rodents unlike if laidflat on wooden pallets.

    6. Construction of farmers shed/kubo - where farmers and other

    stakeholders can standby and rest awaiting for their transaction to befinished.

    Based on the evaluation conducted by the Regional staff headed byRSQAO Thelma T. Tabuac, Gamu Duplex Warehouse has been declared

    as the Best Managed Warehouse for the year 2010 based on theircompliance to standards of good warehouse keeping and innovationsthey have done in managing their stocks and warehouse maintenance.

    The following write up is an exceprt from the scrapbook submittedby NFA Isabela for the National Search for Best Managed Warehouseof 2010:

    The annual search for Best Managed Warehouse has always been agreat motivation to increase awareness of Warehouse Supervisors of their primordial role and responsibility for the attainment of an exem-plary managed stocks and maintained warehouses.

    The outstanding and remarkable achievements of the WarehouseSupervisors of NFA Isabela who had been victors of this prestigiousaward served as their bench mark in their quest to outshine and cap-ture the 2010 banner.

    The regularity of compliance of the current Good Manufacturing andWarehousing Practices coupled with cooperation, involvement andteamwork are made just like primary undertaking, making it a way of life by the warehouse personnel resulting to a well kept and in excel-lent order warehouses.

    Thus, among the twenty five (25) well maintained warehouses of NFA Isabela, GAMU DUPLEX WAREHOUSE emerged as the cream of the crop, leading to its nomination as one of the Regions BEST MAN-AGED WAREHOUSE and now as a contender in the national level.

    What made Gamu Duplex Warehouse outstanding are the followinginnovations and significant accomplishments:

    1. Optimum quality preservation of stocks - No damaged stockcaused by super typhoon Juan as a result of the precautionary meas-ures initiated by the warehouse personnel. All piles were safely se-

    cured with tarpaulins and burlaps in anticipation of possible damageduring the calamity.
