UGM’s community services
TRIDHARMA (Three Main Roles) of HE in INDONESIA : Education, Research and Community Service all higher education institutions in Indonesia must carry out programs of community service.
UGM has a special program of community service involving lecturers (as supervisors) and students who have different scientific back-grounds/disciplines A Student’s Community Service (SCS) that is conducted through a Community Empowerment Learning (CEL) called as SCS-CEL Program.
In Indonesia, all HE Institutions must conduct Tridharma the HE’s Main Tasks of Education, Research, and Community Service.
In 1951-1962, UGM deployed students outside of Java for teaching
In 1971, UGM established a Student’s Community Service (SCS) Program, which in 2005-2006 the program was improved to be a very special and unique student activity based program, namely SCS-CEL Program (Student Community Service – Community Empowerment Learning Program).
Since 2007, the SCS-CEL program has been adopted by the Directorate of Research and Community Service, DGHE to be implemented to HE in Indonesia, and UGM has been appointed as the coordinator of SCS-CEL implementation.

History of Establishment
Founding Father of SCS-CEL
Universitas Gadjah Mada: Prof.Dr.H.KoesnadiHardjosoemantri,S.H, M.L,
born in Manonjaya, Tasikmalaya,West Java,
Desember, 9, 1926. He was rector of
Universitas Gadjah Mada in 1986-1990. The
idea about SCS-CEL it produces two doctorates.
The first doctoral degree from Bogor Agricultural
University, with a dissertation on the effect of
Rural Community Development. One more a
doctorate from the University of Padjadjaran,
Bandung, with a dissertation on the effect of
student service for personel development. Both
dissertation won cum laude. In addition, he also
holds a doctorate in social sciences from the
Rijks Universiteit, Leiden, the Netherlands,
1981, with a dissertation entitled “Study Service
as a Sub System in Indonesian Higher
Education”.
