VISITING FELLOW INBOUND & OUTBOUND PENGANTAR

Dengan tagline “muda mendunia” yang diluncurkan tahun 2012 Universitas

Muhammadiyah Yogyakarta (UMY) terus berupaya untuk meningkatkan kuantitas dan

kualitas kerjasama internasional yang dimilikinya. Kerjasama internasional yang dimulai

sejak 14 tahun lalu telah memberikan hasil yang menggembirakan. Total kerjasama yang

dimiliki UMY dengan universitas di luar negeri saat ini sebanyak 35 kerjasama dan beberapa

diantaranya menghasilkan program rutin tahunan, yang diantaranya bermitra dengan Sias

International University-China, Universiti Utara Malaysia, Daegu Health College-Korea,

Universitat Jaume I-Spanyol, Suranaree University of Technology-Thailand, Khon Kaen

University-Thailand, Singapore Polytechnic International-Singapore dan International Islamic

University of Malaysia. Hal ini tidak lepas dari peran dan komitmen pimpinan UMY dan

civitas akademika secara keseluruhan untuk mendukung dan memperkokoh UMY sebagai

universitas bereputasi internasional.

Berbagai pembenahan telah dilakukan di UMY baik sumber daya manusia (SDM),

sarana maupun pra sarana. Pengembangan SDM telah dimulai 14 tahun yang lalu dengan

mengirimkan dosen-dosen UMY untuk menempuh S2 dan S3 di luar negeri. Saat ini banyak

dosen UMY yang telah bergelar doktor dari luar negeri dan siap untuk memperkokoh UMY

sebagai reputable university melalui akreditasi BAN PT ataupun akreditasi internasional

seperti QS Star. Tidak hanya kemampuan SDM yang dibutuhkan dalam proses menuju kelas

dunia, namun komitmen untuk bekerja keras dan mendukung tujuan ini harus dimiliki oleh

seluruh civitas akademika UMY.

UMY telah menetapkan rencana strategis yang menjadi arah kebijakan dan menjadi

acuan unit-unit (Fakultas dan Biro) dalam menentukan arah pengembangannya. UMY juga

mempertimbangkan berbagai potensi dan peluang yang ada untuk bersaing di tingkat

regional, nasional maupun internasional demi meningkatkan peran dan fungsi core unit

sesuai dengan kompetensi masing-masing. Peningkatan tersebut memerlukan adanya

kerjasama antar unit di UMY sehingga dapat menciptakan percepatan dan sinergi, untuk

mendukung visi dan misi UMY sebagai reputable university. Oleh karena itu dipandang perlu

untuk mengadakan workshop kerjasama dan internasionalisasi kepada segenap pihak-pihak

terkait dalam kerjasama internasional.

Internasionalisasi merupakan suatu proses yang tidak boleh berhenti untuk

mencapai apa yang menjadi tujuannya, dalam hal ini memperoleh nilai A untuk akreditasi

AIPT dan reputable university menurut QS Star. Untuk mencapai tujuan tersebut UMY

berencana untuk lebih meningkatkan kerjasama dengan Top 500 University menurut QS Star

di bidang program mobilitas baik itu untuk mahasiswa maupun dosen.

Maka salah satu program yang didesain adalah program untuk menghadirkan dosen

tamu dari universitas di luar negeri yang diusulkan oleh Prodi dan Fakultas dengan

memberikan kesempatan mengajar suatu mata kuliah (topik kajian) dan berbagai kegiatan

akademik kepada mahasiswa dan dosen.

TUJUAN KEGIATAN

1. Menghadirkan dosen tamu untuk menetap dan mengajar di UMY selama 1 bulan

dengan dibebani mata kuliah (topik kajian) setara 2 SKS.

2. Membangun pengalaman dan suasana akademik yang berwawasan Internasional bagi

dosen dan mahasiswa di Program Studi.

3. Membagi informasi keilmuan, hasil-hasil riset atau kajian antara dosen-dosen prodi

dengan dosen tamu.

4. Mengembangkan referensi ilmiah.

5. Membangun upaya kerjasama akademik antara dosen prodi dengan dosen tamu

seperti: kerjasama riset, kerjasama penulisan artikel, jurnal dan lain- lain.

URAIAN PEKERJAAN

1. Dosen berkewajiban bekerja dan hadir di kampus UMY atau University partner

minimum 6 jam sehari selama 1 bulan kerja (Senin – Jumat).

2. Bekerja dari Senin sampai Jumat.

3. Mengajar mata kuliah setara 2 SKS maksimal 3 kali tatap muka.

4. Mengisi ceramah atau kuliah umum 3 kali sebulan.

5. Mengisi forum dosen untuk merencanakan penelitian dan publikasi internasional

seminggu sekali.

6. Melakukan riset serta Publikasai bersama dengan staff pengajar UMY pada Journal

bereputasi (Index Scopus min Q3).

LUARAN

A. LUARAN WAJIB

1. Terselenggaranya kuliah sebanyak 3 kali.

2. Adanya draft artikel jurnal yang dibuat bersama dosen asing dan dosen Program

studi (Submiteed di Journal bereputasi (Index Scopus min Q3)

BIAYA DAN FASILITAS

Biaya program ini mencapai 5000 $,- yang meliputi:

1. Biaya Perjalanan (Tiket pesawat kelas ekonomi).

2. Gaji dan Housing (Maksimal 1500 $ per-bulan).

3. Transportasi lokal (Sepeda motor/mobil).

MEKANISME PROGRAM

Syarat dan ketentuan pengajuan program:

1. Program Visiting fellow diajukan oleh Ketua Program Studi dengan diketahui Dekan

Fakultas kepada Wakil Rektor V.

2. Setiap Program Studi berhak mengajukan 1 usulan.

3. Pengusul dapat mengajukan bersama-sama dengan progam studi lainnya dengan tetap

mendapatkan pembiayaan sebesar 1 program usulan.

4. Kepakaran Dosen tamu harus sesuai dengan keilmuan Program Studi.

5. Dosen tamu harus berpendidikan Doktor.

6. Dosen tamu harus berasal dari salah satu Universitas TOP 500 versi QS Star. Dosen

tamu yang tidak dari Universitas TOP 500 versi QS Star tetap dapat diusulkan dan

dapat dipertimbangkan oleh universitas berdasarkan riwayat kerjasama dan rencana

kegiatan yang akan dilaksanakan.

7. Setiap pengusul wajib mengisi Borang Program Visiting fellow yang dilampirkan dalam

surat permohonan Program Visiting fellow kepada Rektor.

8. Semua permohonan akan diseleksi berdasarkan prinsip pengusul pertama (first to file)

berikut kelengkapan administrative dan kesiapan teknis yang tersurat dalam Borang.

9. Setiap penerima hibah diwajibkan membuat laporan-laporan sebagai berikut:

a. Rencana Kegiatan dan Jadwal

1) Jadwal Kuliah Umum ( min 1 kali)

2) Jadwal Diskusi bersama dosen Program Studi untuk perancangan

Jurnal/Proposal Penelitian (Minimal 2 kali dalam seminggu)

b. Laporan Pelaksanaan

c. Laporan Monitoring dan Evaluasi pada tengah program dan akhir program

d. Laporan Keuangan

e. Rencana Perkuliahan (SAP/RPS/Course Outline) dan materi perkuliahan dosen

tamu

10. Dana Program Visting Fellow dapat digunakan untuk hal-hal sebagai berikut:

a. Biaya Transpotasi

b. Biaya Pemondokan

c. Biaya Akomodasi dan Transpotasi Lokal

d. Gaji dosen

Seluruh rangkain Program Visiting fellow akan diseleksi, dipantau dan dikelola oleh

Wakil Rektor Bidang Kerjasama dan Internasional.

KEIMIGRASIAN

Dosen tamu bisa datang ke Indonesia dengan menggunakan VISA Kunjungan. VISA

kunjungan dibagi menjadi dua. Pertama, VISA Kunjungan Saat Kedatangan/VISA on Arrival

(VoA). Kedua, VISA Kunjungan Sosial Budaya (VKSB).

1. VISA Kunjungan Saat Kedatangan/ VISA on Arrival (VoA).

Orang asing dapat memperoleh visa kunjungan pada saat kedatangannya di

wilayah Indonesia , jika negaranya termasuk dalam daftar negara Visa Kunjungan

Saat Kedatangan. Visa Kunjungan Saat Kedatangan diberikan lama tinggal 30 (tiga

puluh) hari dan dapat diperpanjang 1 (satu) kali dengan lama tinggal 30 (tiga puluh)

hari.

2. VISA Kunjungan Sosial Budaya (VKSB)

Orang asing dapat mengajukan visa kunjungan melalui perwakilan Indonesia

di Luar Negeri atau melalui penjamin di Indonesia dengan mengajukan ke Direktorat

Jenderal Imigrasi di Jakarta. Visa Kunjungan diterbitkan oleh Kedutaan Besar RI atau

Konsulat Jenderal RI di Luar Negeri. Visa kunjungan diberikan lama tinggal 60 (enam

puluh) hari. VKSB dapat diperpanjang sebanyak 4 (empat) kali dan setiap kali

perpanjangan diberikan lama tinggal 30 (tiga puluh) hari.

VISITING FELLOW INBOUND & OUTBOUND

(English)

The Visiting Fellow for Postdoctoral in Universitas Muhammadiyah Yogyakarta (UMY) are intended for outstanding active researchers from around the world, to work on an important piece of research in the social sciences and humanities. The programme supports promising early-career researchers from diverse disciplines, who have demonstrated success in conducting high-quality research and are seeking to further develop and broaden their expertise. Interdisciplinary interests are encouraged. Up to one half months for maximum fellowship period may be spent conducting fieldwork in the Asian or Europe region.

A majority of the Visiting Fellow postdocs will join the family of researchers in the specific areas like Environment and disaster, Continuing Technology, Conflict and Peace, Syariah Law and Economic, Health and Public Management. The other Visiting Fellow postdocs with outstanding projects in any area outside of those listed above, may apply to join the Open cluster.

Visiting Fellows scheme enables academics, researchers and practitioners to spend a period of time conducting research in the UMY. Prospective applicants should note that UMY only accepts applicants who can demonstrate an established research record, who can present a clear case for being based specifically in the study program, who can make a compelling case regarding how their presence and work will complement our research environment and enhance the Study Program research profile, who are able to provide a clear explanation for the proposed duration and timing of their visit, and who have properly worked-out, realizable research objectives to be pursued during their time here.

OBJECTIVES:

1. To invite guest lecturer from other university (university partner), and its required to have lectures during of their visit at UMY (duration for 1 month and for 2 credits of related courses).

2. Building professional experiences and international academics environment for lecture and student in each department.

3. Demonstrable ability of sharing-based of academic finding, and literatures between lectures with guest professor.

4. To develop academic reference. 5. Ability to develop and maintain effective collaboration between lecture and

guest professor such as: research collaboration, international publication (Journal) etc.

ROLES REQUIREMENTS

1. Carry out the program at UMY with minimum six hours during one month for working days (Monday to Friday).

2. Take a part of lectures with two credits and maximum three times of meetings.

3. Public lectures three time a month. 4. Participate in lecture forum to discuss about the research plan and international

publication one time a week. 5. Conduct the research and publication with UMY’s lecture on indexed journal

(Scopus index with minimum Q3).

OUTPUTS

A. Required Output

1. Conducted lectures for three times.

2. Research draft making between guest professor with the lecture of each related

department (Submitted at indexed journal with minimum Q3 Scopus index)

B. Additional Output

1. Conducted public lecture for 1 time. 2. Draft proposal making.

FUNDING

The program will cover up to 5000 $, which includes:

a. Lliving Allowance & Flight Ticket (Economy class ticket).

b. Salary and Housing 1400 $

PROGRAM MECHANISM

Applicants will be of post-doctoral status or equivalent. The scheme is not open to PhD students.

The requirements of Visiting Fellow Program;

1. Visiting Fellow program propose by the head of department and approval by the

faculty (Dean) to the Vice Rector V.

2. Each program departments are required to propose 1 proposal.

3. Program departments are able to propose with another program department which

following budgeting scheme above.

4. Equivalent professional experience must be accordance with the academic of the

department program.

5. Hold a Doctoral Degree of visiting fellow.

6. Guest lecture must be one of lecture/staff in TOP 500 Universities based on QS Star

versions. Where those who are not includes are able to propose and will

considerable by UMY based on the cooperation and collaboration with partner

university.

7. Applicants must complete the program form of Visiting Fellow which attached on

request letter of visiting fellow to the Rector.

8. The proposal will be selected based on the principle of applicant (first to file),

following administrative completeness and technical readiness in the form.

9. Selected program departments are required to make a reports such as:

a. planning activities and schedule

1) schedule for public lecture (minimum 1 time)

2) the arrangements of lecture discussion for research

plan/Journal/research proposal (at least two time a week)

b. Report activities

c. Monitoring and evaluation report in the half and the end of program

d. Budgeting report

e. Course outlines (SAR/RPS) and course for guest lecturer.

UMY’S PARTNER

We encourage Visiting Fellows to participate fully in the research life of the Study Program in UMY, for example through attending staff and PhD research seminars, seminars run by the different research groups and research projects and other events related to their research. We also encourage Visiting Fellows to give a seminar paper on their research whilst they are visiting the Study Program.

STATUS AT UM The title of Visiting Fellow is given to individuals from outside the UMY associated with study program, institutes and centres. Visiting Fellows will also be able to enjoy access to the facilities of UMY as a whole, for example every UMY Library.

APPLICATION MATERIALS

Your application should include the following:

1. Summary curriculum vitae (of no more than two A4 sides in length). This should include a list of relevant publications.

2. Full fill application form that can be downloaded at iro.umy.ac.id (staff exchange for application form menu).

3. Academic/employment references 4. A formal list of academic publications 5. You will be advised, in writing, of the application proposal (see format in

iro.umy.ac.id staff exchange for proposal menu) within six weeks of each round. We regret that we are not able to accept resubmissions of proposals that have previously not been approved by the study program.

Please do not include any supplementary information.

You are asked to arrange for two references in support of your application which must be on headed paper. References should be sent via email by your referee to [email protected] and study program website and must arrive by the relevant timing to your application. It is your responsibility to ensure that the references reach us in good time.

You should ask each of your referees to address the following matters in their reference:

Your suitability to undertake a fellowship in specific study program at UMY, in the light of your particular interests and experience

The likely benefits to you, and to your future career, of undertaking such a fellowship

ACCOMMODATION

Head of Study Program in UMY will make any arrangements for living accommodation for visitors in Professor Guest House (see the PGH SOP at iro.umy.ac.id).

END OF VISIT REPORT

During and at the end of the fellowship, Visiting Fellows have obligation to:

1. Have collaboration with UMY lecturer to make research project and must be published in at least one Science Citation Index journal and or SCOPUS journal (Q1-Q3).

2. Both members of faculty must be listed in authors of this published article; and the Principal Investigator (PI) and Co-PI must be the first author or corresponding author of published article.

Submit a brief written report summarizing their contribution to UMY. The report should be

sent to [email protected] and program study website.

IMMIGRATION

Guest lecturer can apply visit visa. In general, two visit visas are relevant for; first, Visa

on Arrival (VoA). Second, Visit VISA for social culture (VKSB)

3. VISA on Arrival (VoA).

Permit for Visit given to foreigners who enter territory of Indonesia with a

visa for visitor including listed countries below. For a period of 30 (thirty) days; and

may be extended 1 (one) time with a length of stay of 30 (thirty) days.

4. VISA Visit for Social and Culture (VKSB)

For foreign students who want to study in Indonesia, we suggest them to

apply Social Cultural Visit Visa /Visa Kunjungan Sosial Budaya (VKSB) issued by the

Indonesian Embassy or consulates in their respective countries. VKSB is given only

for two (2) months and may be extended up to six (6) months.

b. The Second Party should make a report on the activity result referred to in the point

“a” above.

c. The First Party provides the first phase of funding assistance of 60% (Sixty Percent),

and the second phase is 40% (Forty Percent) of the total funds of the Visiting fellow

Program 2018. The second phase of fund will be granted after the Second Party

collects the report on the activity result referred to in the point “a” above.

d. If the Second Party does not enforce the provisions in the point “b”, the Second

Party should return all funds as mentioned in the point “c” above which has been

received to the First Party.

e. The matters which are not covered in this agreement should be stipulated together

in the deliberations.
