    Salam sejahtera. Tahun 2017 semakin ke penghujung. Saya berharap anda dapat meluangkan masa untuk menikmati rehat dan masa berkualiti bersama keluarga.

    Majlis Bandaran terus membuat peningkatan untuk Bandar serta pada pengurusannya. Anda tentu dapat melihat kerja-kerja yang telah selesai atau sedang dalam perlaksanaan di kawasan kediaman anda. Butir-butirnya terdapat di muka surat 4 dan 5. Mengenai pengurusan kewangan, sistem sofwe pengurusan Majlis Bandaran yang baru telah dilaksanakan sepenuhnya dan kami juga dalam peringkat akhir proses Semakan KPMG (sila lihat muka surat 15).

    Majlis Bandaran sedang melaksanakan kempen Pilih Gaya Hidup Hijau, Pilih GIRO. Bagi sesiapa yang masih belum membayar caj Perkhidmatan dan Penyenggaraan melalui GIRO, saya menggalakkan anda untuk mendaftar pada bila-bila masa. Pembayaran melalui Skim Kad Kredit Berulang (RCCS) juga digalakkan. Cara-cara pembayaran ini membantu anda untuk memantau dan membuat pembayaran setiap bulan. Untuk kempen gaya hidup hijau, Majlis Bandaran menyasarkan untuk menjalankan komunikasi kepada anda dengan tepat masanya serta tanpa kertas. Anda boleh mendaftar untuk perkhidmatan tersebut dengan memberikan nombor telefon bimbit atau alamat e-mel anda. Untuk maklumat lanjut mengenai kempen Pilih Gaya Hidup Hijau, Pilih GIRO dan cabutan bertuah setiap suku tahun yang anda boleh sertai jika anda mendaftar, sila ke muka surat 6-8. Selamat mencuba!

    Dear Residents, Go Green and Go GIRO!Warm greetings. As we approach the end of the year, I hope all of us will find time to enjoy some rest and family time. The Town Council continues to make improvements to the Town, and to its management. You would have noticed the works done or in progress where you live, which are also detailed at pages 4 and 5. As for financial management, the new Town Council management software system is fully implemented; we are also at the tail-end of the KPMG Review (please see page 15). The Town Council is mounting a Go Green, Go GIRO campaign. For those who are not yet on GIRO for payment of Service and Conservancy Charges, I encourage you to sign up for your own convenience. Payment by Recurring Credit Card Scheme (RCCS) is also encouraged. These payment modes save you the need to track and effect payments each month. As for Go Green, the Town Council aims to make communications with you more timely and paperless; you can sign up for such services by providing a mobile phone number or an email address. For more details on Go Green, Go GIRO and the quarterly lucky draw you can participate in if you sign up, please turn to pages 6-8.   • Lift SurveiLLancein hougang DewcourtResidents of Hougang Dewcourt recently saw their blocks equipped

    with lift surveillance systems (LSS). The LSS will enhance the security of the estate and be used to monitor against inconsiderate behaviour such as vandalism, littering and other forms of public nuisance.

    The Town Council will keep residents updated of LSS installations to other blocks in the Town.

    Hougang Dewcourt

    Cyclists can now park at 110 new zones rolled out across our Town at convenient locations. These parking zones provide about 800 more parking spaces for both personal and rental bicycles.

    MORE biCyClEPaRkiNg zONEs in our Town

    this initiative is part of the Memorandum of Understanding (MOU) signed among Aljunied-Hougang Town Council, LTA and bicycle-sharing operators in Singapore. Inked in September, bicycle-sharing operators are required to ensure that their bicycles are parked properly and provide third-party insurance covering accidents or damage caused by their bikes.

    Just like you, other users deserve to ride on a safe and well-maintained bicycle!

    the governments handling of the parliamentary debates on the legislative changes for a Reserved presidential election has been most unsatisfactory. Here we are, debating changes affecting the highest office in the land, yet the government decides to engage in ambiguous language and red herrings. We in this House should have been told in no uncertain terms that it was the government that wanted to start the count from president Wee. the government should have defended its own decision on why counting from president Wee was appropriate. it should not have evaded the debate by using the AGCs advice as a distraction, and then gone to court to say that the AGCs advice was irrelevant! (3 october 2017)

    MeAsURes to ReDUCe RisK of fiRes in CooKeD fooD CentRes

    Chen Show Mao asked what measures are in place to reduce risks of fires at hawker stalls at cooked food centres. Minister K Shanmugam said that hose reels, fire extinguishers and adequate, unimpeded access to facilitate escape in the event of a fire, are mandatory. SCdF and NeA also run fire emergency preparedness and response public education events. (11 September 2017)

    inteGRAtion of siGnALLinG sYsteMs on tHe noRtH-soUtH AnD eAst-West MRt Lines

    Pritam Singh asked what operational constraints, challenges and hazards have arisen from the concurrent usage of the CBtC signalling system between pioneer and tuas Link on the eWL and NSL with the older fixed-block signalling system on the remaining stations of the eWL. Khaw Boon Wan replied that integrating the new signalling system to work properly with the other rail systems, whilst the NSL and eWL remain operational, was the more challenging part. He added that the London underground took almost a year for its new system to stabilise. (11 September 2017)

    tAKe-UP RAte foR sAfe RiDinG PRoGRAMMe (sRP)

    Png Eng Huat queried about the take-up rate for the SRp since launch and what other measures will be implemented to ensure safe riding on roads and footpaths. Khaw Boon Wan replied that the SRp has been delayed till end of this year. in the meantime, LtA is raising public awareness, stepping up enforcement and recruiting volunteers under the Active Mobility patrol Scheme. (11 September 2017)

    neiGHBoURHooD ReneWAL PRoGRAMMe (nRP) Png Eng Huat asked about the rationale for requiring 75% support level from eligible households for the NRp where residents do not need to co-pay and whether the Ministry will consider setting a timeline for the calling of a tender for NRp works. Second Minister desmond Lee replied that it is to ascertain that the proposed improvements meet the needs of the majority of residents and that the timeline varies from one project to another. (3 october 2017) RejeCtion of PRiVAte HiRe CAR DRiVeRs VoCAtionAL LiCenCe (PDVL)

    APPLiCAtions

    Pritam Singh asked how many pdVLs have been issued up to end-July 2017, the number of rejected applicants and the number of appeals for these rejected applicants. Minister Khaw Boon Wan replied that LtA received 47,000 pdVL applications and 1,600 have been rejected. this is because they may have failed background checks, do not meet the driving experience required or have poor driving records. only 9 out of the 35 appeals have been accepted. (1 August 2017)

    ACCiDents inVoLVinG UnAUtHoRiseD AnD iLLeGALLY MoDifieD PoWeR-AssisteD BiCYCLes

    Dennis tan asked for data on accidents involving unauthorised power-assisted bicycles in the past two years and the penalties imposed. Minister Khaw Boon Wan said that they do not track such data but will work towards tracking in future. He added that errant users may be fined up to $5,000 and/or jailed up to three months. Subsequent offences result in greater penalties. (3 october 2017)

    PARKinG of VeHiCLes BY CAR RentAL CoMPAnies At ResiDentiAL estAtes

    Sylvia Lim asked what measures are in place to ensure that car rental companies do not abuse roads in residential estates as parking spaces for cars not hired. Minister Khaw Boon Wan said that LtA cannot forbid any company and individual from parking on public roads that allow parking. (1 August 2017)

    Sylvia Lim asked how many and which tCs have declared that their secretaries or relevant key officers come under the new disqualification criteria. Second Minister desmond Lee replied that all tCs have informed the Ministry that their key appointment holders do not fall within the new disqualification criteria. (3 october 2017)

    DeBAR BLACKListeD ConstRUCtion CoMPAnies fRoM PRojeCts Low thia Khiang asked what the Ministry of Manpower (MoM) considered to be a systemic problem of companies which had industrial accidents that will put them under Business under Surveillance (BuS). Minister Sam tan Chin Siong replied that MoM looks at the companys WSH system and their risk assessment procedures, and evaluates whether the companys worksite accidents were due to a lack of WSH regimes or human error. (1 August 2017)

    neW siGnALLinG sYsteM on noRtH-soUtH AnD eAst-West MRt Lines Dennis tan asked for an update on the progress of the integration of the new signalling equipment for the NS and eW MRt lines (NSL/eWL) and what were the lessons learnt to improve service recovery for future disruptions. Khaw Boon Wan replied that testing was done in phases and full-weekday testing started from 28th May. He said that service delays should be expected and that testing is done cautiously and progressively. the targeted completion date for the testing on NSL is before december while testing for the eWL will be completed next year. Senior Minister Koh poh Koon did not provide a direct answer. He said that eup is meant to be ground-up initiative and that when the works and the timeline have been settled, the Mp of the area will be notified. (3 october 2017)

    ReVieW of HDB BLoCKs in HoUGAnG foR Lift UPGRADinG PRoGRAMMe (LUP) Png Eng Huat asked for an update on the review status of the HdB blocks in Hougang that are not under Lup and the fate of those blocks that will not get Lup after the review. Minister Lawrence Wong replied that it was not possible to implement Lup in those blocks due to prohibitive costs or existing constraints. He did not provide an answer on the fate of those blocks that will not get Lup. (1 August 2017)
