Ringkasan

Praseleksi merupakan langkah awal dari serangkaian proses evaluasi rekanan, agar dapat diikut sertakanpada tender, saat pemilihan pemenang pelelangan pekerjaan.Hingga saat ini (1994), proses evaluasi praseleksi yang dilaksanakan oleh Departemen Pekerjaan Umumuntuk kontraktor dengan kualifikasi B kebawah, hanya meninjau Sisa Kemampuan Nyata (SKN) kontraktor,dengan mengacu pada Sisa Kemampuan Keuangan (SKK) dan Sisa Kemampuan Menangani Proyek (SKP).Pada evaluasi praseleksi kontraktor dengan acuan SKN , tersirat adanya pembatasan bagi kontraktor untukmendapatkan dan melaksanakan pekerjaan pembangunan , serta kurang memberikan gambaran keandalankontraktor, maka proses evaluasi praseleksi kontraktor seperti yang telah dilakukan saat ini (1994), perludikaji ulang, agar dapat memberikan gambaran keandalan kontraktor semutakhir mungkin dengan rinci dansedini mungkin, serta dapat digunakan untuk evaluasi seluruh kualifikasi kontraktor.Kriteria tambahan guna perbaikan proses evaluasi praseleksi, sering bersifat kualitatif dengan subyektifitaspenilaian berperan dominan.Untuk menghilangkan atau memperkecil dominasi faktor subyektifitas penilaian, maka perlu dilakukankuantifikasi pada kriteria yang bersifat kualitatif.Dalam tesis ini, kuantifikasi dilakukan dengan cara Skala Kardinal dan dengan cara menerapkan teorihimpunan samar (Fuzzy set theory). Kedua cara kuantifikasi tersebut di atas, di uji cobakan pada prosesevaluasi praseleksi Kontraktor pada proyek Laboratorium teknik V dan VI Institut Teknologi Bandung.

Summary

A preliminary selection is the beginning of a series of partnership evaluation processes. These processes arenecessary in order for construction companies to be able to participate in a tender of a certain project. TheDepartment of Public Works will examine the processes above and then determine the winner of this project.Up to the present time (1994) the processes of preliminary selection have been conducted by theDepartment of Public Works, and intended for construction companies whose qualifications are below B. ThisDepartment will examine their SKN which is reffered to their SKK and SKP as well.The preliminary selection processes are done by examining their latest SKN, and it is implied that there islimitation for construction companies to get project from the Department of Public Works. It is also obviousthat this department will not be able to get clear descriptions of constructions companies, abilities in handlingany goverment project. The processes of the preliminary selection which have been conducted for yearsmust be evaluated again, because any contruction companies are eligible for presenting their latestmanagerial capabilities completely. The Department of Public Works must know these right at the beginningof offering a tender. By doing this the Department of Public Works will be able to evaluate all of constructioncompanies capabilities when they participate in a tender.There are other criteria which are used to make the preliminary evaluation better. The Department of PublicWorks has used qualitative judgments so far, therefore subjective evaluations occur predominantlyTo eliminate or reduce the predominance of subjective judgments, it is necessary that the Department ofPublic Works use qualitative analysis when selecting a winner of a tender.In this thesis quantifications were used with Cardinal Scale, and the Fuzzy Set Theory was alsoimplemented. These quantifications were tried out in preliminary selection of choosing a constructioncompany to build the Technical Laboratory V & VI, Bandung Institute of Technology.
