Universitas Udayana, Denpassar, Bali, Indonesia Strengthening the Faculty of Law through Curriculum and Human Resources Development The Faculty of Law of the Universitas Udayana (FL-UNUD) is situated in Denpasar on the beautiful island of Bali, Indonesia. Since quite some years, this faculty has been delivering a basic curriculum in Law (S1 level, in the Indonesia system) with annually over 150 graduates, mainly aiming to be employed on the local labour market. However, many of the graduates do not find proper employment. This is only partly to be attributed by the size of the Balinese labour market. A more important explanation seems to be that in the context of present times the curriculum had serious shortcomings. The key problem of the faculty has been identified as the faculty’s current inability to meet the demands of the intended employers. The curriculum does not match with the desires and needs of the stakeholders. Therefore in 2007 a NPT project has been formulated to assist FL-UNUD in upgrading its curriculum, amongst other by staff training. In November 2007 Maastricht University (Faculty of Law in cooperation with Mundo) was selected to implement this project in cooperation with FL-UNUD. The project will support FL-UNUD in strengthening its basic curriculum (both contents and delivery). In addition the project will also strengthen the local research capacity; improve the proficiency of (legal) English of FL-UNUD staff; improve the library and improve the faculty administration by using ICT and developing a Management Information System (MIS). The focus of all these activities however will be the improvement of the basic curriculum in law (S1). Current graduates of the curriculum are not sufficiently prepared to enter the labor market. They lack content knowledge. But they also lack practical skills, such as problem-solving and self-directed independent learning. For that reason the S1 curriculum has to be upgraded not only in term of contents, but also by introducing modern student-centered educational methods. It is intended also to link the curriculum much stronger to legal practices that are relevant for Balinese development, such as the tourism sector in its broadest sense. Following that approach, a plan is currently being considered to also develop in the medium term a new practical S2 international (Master) program on law and tourism. This program may be developed and offered in English, thus preparing local students for all kinds of legal work related to this very internationally-oriented sector, but also enabling the Faculty to attract international students to Bali. It is, however, expected that the development of this S2 program still will take some years of preparation and development.
