Gorontalo Municipality In Figures 2009/2010 is an annual publication

presenting various data from BPS-Statistics of Gorontalo Municipality and other agencies. The publication provides general pictures of geographic and climate conditions, government, and key socio-demographic and economic characteristics of Gorontalo Municipality. This Yearbook is a bilingual publication presented in Indonesian and English.

SISTEM PERSTATISTIKAN

STATISTICAL SYSTEMS

Sistem perstatistikan di Indonesia tersusun berlandaskan pada Undang- Undang Statistik Nomor 16 Tahun 1997. Berdasarkan Undang-Undang tersebut Badan Pusat Statistik (BPS) mengemban tugas: Bertanggung jawab untuk

melaksanakan kegiatan statistik yang ditugaskan oleh pemerintah antara lain di bidang pertanian, agraria, pertambangan, perindustrian, perdagangan, perhubungan, perburuhan, keuangan, pendapatan nasional, pendidikan, dan keagamaan.

Atas nama pemerintah, melaksanakan koordinasi kegiatan statistik dari segenap Instansi pemerintah, di tingkat pusat dan daerah, dengan tujuan mencegah dilakukannya pekerjaan yang sama oleh dua atau lebih Instansi dan untuk menciptakan keseragaman dalam penggunaan definisi, klasifikasi, ukuran-ukuran, dan sebagainya.

Mengadakan daya upaya agar masyarakat menyadari tujuan dan kegunaan statistik guna memudahkan penyelidikan statistik.

The present statistical system in Indonesia based on Statistics Act Number 16 Year 1997. This Act provides for establishment of the BPS-Statistics Indonesia, which is: Responsible for carrying out

statistical activities assigned by the government, among others in the field of agriculture, agrarian, mining, industry, trade, communications, labor, finance, national income, education, and religion.

On behalf of the government, in charge of coordinating statistical activities of all government agencies, both at central and regional levels, with the aim of preventing duplication, and also to bring uniformity in definitions, classifications, measurements, etc.

Responsible for informing the public of the objectives and usefulness of statistics, in order to facilitate statistical research.

Disamping Badan Pusat Statistik, Instansi-instansi pemerintah lainnya juga mengumpulkan data untuk keperluan mereka, terutama berdasarkan laporan-laporan hasil administrasi. Jika instansi-instansi tersebut dalam hal tertentu mengumpulkan data langsung dari lapangan, maka Undang-Undang Statistik secara khusus mengatur mengenai mekanisme koordinasinya. Tujuannya untuk menghindari terlalu banyaknya beban responden atau sumber data, dan untuk mengurangi pemborosan dari pengeluaran-pengeluaran pemerintah yang disebabkan oleh kegiatan-kegiatan yang bersifat publikasi. Dalam hubungan ini Undang-Undang Statistik mengatur hal-hal sebagai berikut: Untuk kepentingan koordinasi

kegiatan statistik, setiap instansi pemerintah yang bermaksud melaksanakan kegiatan statistik harus meminta pendapat Kepala Badan Pusat Statistik terlebih dahulu mengenai rancangan survei, daftar isian, konsep dan definisi yang akan dipakai, jenis statistik yang akan dikumpulkan dan besarnya biaya yang direncanakan.

Kegiatan statistik yang menurut pendapat Kepala Badan Pusat Statistik memerlukan biaya yang besar atau cakupan yang luas perlu mendapat persetujuan instansi pemerintah yang memiliki kewenangan yang lebih tinggi.

POSITION, DUTY, AND FUNCTIONS BPS-STATISTICS INDONESIA

Badan Pusat Statistik yang selanjutnya disebut BPS adalah suatu Lembaga Pemerintah Non Departemen yang berada di bawah dan bertanggung jawab langsung kepada Presiden. BPS mempunyai tugas membantu Presiden dalam menyelenggarakan Statistik dasar, melaksanakan koordinasi dan kerjasama, serta mengembangkan dan membina statistik sesuai dengan peraturan Undang-Undang yang berlaku. Dalam melaksanakan tugas, BPS menyelenggarakan fungsi sebagai berikut: Perumusan kebijaksanaan

nasional di bidang statistik. Penyusunan rencana dan program

nasional di bidang statistik. Penyelenggara statistik dasar. Koordinasi dan kerjasama statistik

SHORT REVIEW A. Sejarah

Daerah Gorontalo terdiri dari dua Daerah Tingkat II, yaitu Kota Dati II Gorontalo dan Kabupaten Daerah Tingkat II Gorontalo, merupakan bagian dari Provinsi Gorontalo. Sebelum masa penjajahan Belanda keadaan Daerah Gorontalo berbentuk kerajaan-kerajaan yang diatur menurut hukum adat ketatanegaraan Gorontalo. Kerajaan-kerajaan itu tergabung dalam suatu ikatan kekeluargaan yang disebut "Pohalaa". Daerah Gorontalo terdiri dari 5 Pohalaa, yaitu: Pohalaa Gorontalo, Pohalaa Limboto, Pohalaa Bone (termasuk Suwawa

dan Bintauna), Pohalaa Bolango (tahun 1862

digantikan Boalemo), dan Pohalaa Atinggola. Raja dari pohalaa-pohalaa tersebut ditentukan oleh baate (pemangku adat). Yang menonjol dari kelima pohalaa tersebut adalah Pohalaa Gorontalo dan Pohalaa Limboto yang merupakan dua kerajaan terbesar. Rakyatnya terbagi dalam suku-suku (linula-linula, yang kemudian disebut kaum) dan dikepalai oleh seorang olongia.

A. History

Gorontalo Region consist of two Regions Level II, they are Gorontalo Municipality and Gorontalo Regency and they are part of Gorontalo Province. Before Dutch colonialism the situation of Gorontalo Region formed kingdoms which were arranged in law customs of constitution ship of Gorontalo. Those kingdoms are integrated in familiar union called "Pohalaa". Gorontalo Region consist of five Pohalaa's, that is: Gorontalo Pohalaa, Limboto Pohalaa, Bone Pohalaa (included Suwawa

and Bintauna), Bolango Pohalaa (in 1862

changed Boalemo), and Atinggola Pohalaa. Kings of those pohalaa's were assigned by baate (customs holder). Bulge of those five pohalaa's are Gorontalo Pohalaa and Limboto Pohalaa which as the two greatest kingdoms. Then people devided in tribes (linula-linula and then called community) and they were headed by olongia.

salah satu kerajaan yang dipersingkat menjadi Hulontalo

Berasal dari "Hua Lolontalango" yang artinya orang-orang Gowa yang berjalan lalu-lalang

"Hulutalangi" yang artinya lebih mulia

"Pongolatalo" atau "Pohulatalo" yang artinya tempat menunggu

"Hulua Lo Tola" yang artinya tempat berkembangnya ikan gabus

"Gunung Telu" yang artinya tiga buah gunung

"Hunto" yang artinya suatu tempat yang senantiasa digenangi air

Jadi, asal-usul nama Gorontalo (arti katanya) tidak diketahui lagi, namun jelas bahwa kata "Hulontalo" hingga sekarang masih hidup dalam ucapan orang Gorontalo dan oleh orang Belanda karena kesulitan dalam mengucapkannya, diucapkan dengan "Horontalo" dan bila dituliskan menjadi "Gorontalo". Pada tahun 1824 Daerah Limo Lo Pohalaa telah berada pada kekuasaan seorang asisten residen disamping pemerintahan tradisional. Pada tahun 1889 sistem pemerintahan kerajaan dialihkan ke pemerintahan langsung yang dikenal dengan istilah "Rechtatreeks Bestur".

So, the origin of the name of Gorontalo (word mean) is not known anymore, but word "Hulontalo" until now is still alive in people of Gorontalo's pronunciation and by Dutch men because of being difficulty in pronouncing it, it was pronounced "Horontalo" and if it's written, it'll become "Gorontalo". In 1824 Limo Lo Pohalaa Region had been under power of resident assistant beside traditional government. In 1889 the government system of kingdom was moved to direct government that was called with "Rechtatreeks Bestur".

Pada tahun 1911 terjadi lagi perubahan dalam struktur pemerintahan Limo Lo Pohalaa yang dibagi lagi atas 3 (tiga) onder afdeling, yaitu: Onder Afdeling Kwandang, Onder Afdeling Gorontalo, dan Onder Afdeling Boalemo. Selanjutnya pada tahun 1920 berubah lagi menjadi 5 distrik, yaitu: Distrik Kwandang, Distrik Limboto, Distrik Bone, Distrik Gorontalo, dan Distrik Boalemo. Pada tahun 1922, Gorontalo ditetapkan menjadi 3 (tiga) afdeling yaitu: Afdeling Gorontalo, Afdeling Boalemo, dan Afdeling Buol. Onder afdeling ini dibagi pula atas distrik-distrik yang dikepalai oleh seorang jegugu dan onder distrik dikepalai oleh seorang marsaoleh (camat). Keadaan administrasi pemerintahan yang terakhir ini berlangsung sampai meletusnya Perang Dunia II. Kota Gorontalo secara resmi ditetapkan sebagai daerah otonom sejak 20 Mei 1960 sebagai pelaksanaan UU No. 29 Tahun 1959 tentang pembentukan daerah tingkat II di Sulawesi. Dengan dasar hukum ini wilayah Kota Gorontalo terbagi menjadi 3 kecamatan yaitu: Kecamatan Kota Barat, Kecamatan kota Selatan, dan Kecamatan Kota

In 1911 the government structure was changed again, Limo Lo Pohalaa divided in three onder afdeling as follows: Onder Afdeling Kwandang, Onder Afdeling Gorontalo, and Onder Afdeling Boalemo In 1920 changed again in five districts, that is: Kwandang District, Limboto District, Bone District, Gorontalo District , and Boalemo District. In 1922, Gorontalo decided to be three afdeling, that is: Afdeling Gorontalo, Afdeling Boalemo, and Afdeling Buol. These onder afdelings were divided into districts which were lead by jegugu and onder districts was headed by marsaoleh. This conditions went on until Second Word War. Gorontalo Municipality is officially specified as otonomous area since 20 May 1960 as execution of UU No. 29 Year 1959 concerning forming of area mount II in Sulawesi. Under colour of this law, region of Gorontalo Municipality divided to become 3 district that is: Kota Barat District, Kota Selatan District, and Kota Utara District. Hereinafter, pursuant to

Oleh karena masyarakat makin lama makin bertambah dan berkembang dalam jumlah yang lebih besar maka laihe-laihe lain terbentuk pula. Masing-masing linula mempunyai seorang pemimpin yang disebut olongia (raja) serta memegang kekuasaan atas nama dan tanggungjawab bersama. Jabatan olongia sebagai pemimpin linula tidak didasarkan atas penunjukan sewenang-wenang karena keturunan, melainkan atas pilihan dan persetujuan kelompok-kelompok laihe yang disebut “lemboa”. Dalam menjalankan pemerintahan seorang raja dibantu oleh aparat linula yang dikenal dengan istilah “buatula totolu”, yang terdiri dari: Bubato, yang menjalankan

pemerintahan sehari-hari; Saraa, yang bertugas melakukan

upacara agama; dan Bala, yang bertugas dalam bidang

keamanan dan pertahanan. Disamping itu, olongia dalam menjalankan pemerintahan linula senantiasa didampingi oleh suatu dewan musyawarah rakyat yang disebut "bantayo poboide" yang memiliki fungsi membicarakan masalah-masalah kesejahteraan linula, menetapkan apakah ketentuan-ketentuan yang telah

Disini terlihat bahwa azas-azas demokrasi asli bangsa Indonesia telah dijalankan secara wajar dalam masyarakat Gorontalo sesuai dengan keadaan zamannya. Struktur masyarakat hukum linula inilah yang mula-mula tersebar di Daerah Gorontalo, masing-masing berdiri sendiri dan merupakan dasar bagi struktur hukum yang lebih besar dan luas yaitu lipu atau kerajaan. C. Sistem Pemerintahan

Sistem pemerintahan di Daerah Gorontalo pada masa perkembangan kerajaan-kerajaan bersifat monarki-konstitusional, yang pada awal mula pembentukan kerajaan-kerajaan tersebut berakar pada kekuasaan rakyat yang menjelmakan diri dalam kekuasaan linula, yang sesungguhnya sesuai dengan azas demokrasi. Organisasi pemerintahan dalam kerajaan terbagi atas tiga bagian dalam suasana kerjasama yang disebut "buatula totolu", yaitu: Buatula bantayo, dikepalai oleh

baate yang bertugas menciptakan peraturan-peraturan dan garis-garis besar tujuan kerajaan;

Buatula bala, yang pada mulanya dikepalai oleh pulubala, bertugas dalam bidang pertahanan dan keamanan.

Olongia lo lipu (maha raja kerajaan) adalah kepala pemerintahan tertinggi dalam kerajaan tetapi tidak berkuasa mutlak. Ia dipilih oleh bantayo poboide dan dapat dipecat atau dima’zulkan juga oleh bantayo poboide. Masa jabatannya tidak ditentukan, tergantung dari penilaian bantayo poboide. Hal ini membuktikan bahwa kekuasaan tertinggi dalam kerajaan berada dalam tangan bantayo poboide sebagai penjelmaan dari kekuasaan rakyat. Selain olongia sebagai penguasa tertinggi dalam kerajaan, terdapat pula jabatan tinggi lainnya yaitu "patila" (mangkubumi) selanjutnya disebut jogugu. Wulea lo lipu (marsaoleh) setingkat dengan camat. Disamping olongia dan pembantu-pembantunya sebagai pelaksana pemerintahan sehari-hari terdapat suatu badan musyawarah rakyat (bantayo poboide) yang diketuai oleh seorang baate. Setiap kerajaan mempunyai satu bantayo poboide yang berarti bangsal tempat bermusyawarah. Di dalam bangsal inilah diolah dan dirumuskan berbagai persoalan negeri, sehingga tugas bantayo poboide dapat diperinci

Kondisi topografi Kota Gorontalo adalah tanah datar yang dilalui tiga buah sungai yang bermuara di Teluk Tomini, Pelabuhan Gorontalo. Bagian selatan diapit dua pegunungan berbatu kapur/pasir. Ketinggian dari permukaan laut antara 0 - 500 meter. Pesisir pantai landai berpasir. 1.2 Keadaan Iklim

Di Gorontalo dikenal dua musim, yaitu musim kemarau dan musim penghujan. Keadaan ini berkaitan erat dengan arus angin yang bertiup di wilayah Kota Gorontalo. Pada bulan Oktober sampai April arus angin berasal dari barat/barat laut yang banyak mengandung uap air, sehingga mengakibatkan musim penghujan. Sementara itu, pada bulan Juni sampai September arus angin berasal dari timur yang tidak mengandung uap air. Keadaan seperti itu berganti setiap setengah tahun setelah melewati masa peralihan pada bulan Mei dan Oktober.

Gorontalo Municipality is the flat area which three rivers crossed and flow into Tomini Gulf, Gorontalo Harbor. In south side is pinched by two stone flattery/sandy mountains. The altitude is between 0 - 500 meters from the sea level. The beach has sandy slope. 1.2 Climate Condition

In Gorontalo, recognized two season that is dry season and rain season. This season has relations with the wind stream in Gorontalo Municipality's area. In October until April, the wind stream derive from west/sea west which contains much water steam so causes rain season. Meanwhile, in June until September the wind stream derives from east which is no water steam. The situation like that changes once in a half year after passing the transition period in Mei and October.



Curah hujan pada suatu tempat antara lain dipengaruhi oleh keadaan iklim, keadaan agrografi, dan perputaran/pertemuan arus angin. Oleh karena itu, jumlah curah hujan beragam menurut bulan dan letak stasiun pengamatan. Catatan curah hujan tahun 2009 berkisar antara 10 mm sampai 228 mm. Keadaan angin pada tahun 2009 yang dipantau Stasiun Pengamatan BMKG Jalaludin hampir merata setiap bulannya, yaitu pada kisaran antara 1 sampai 2 meter/detik, kecuali pada Agustus mencapai 4 meter/detik. Suhu udara ditentukan oleh tinggi rendahnya tempat/wilayah tersebut terhadap permukaan laut dan jaraknya dari pantai. Pada tahun 2009 Gorontalo mempunyai kelembaban udara dengan rata-rata 78,6 persen.

The rainfall in one place among others are influenced by the climate condition, condition of agrography, and winds surface. That is way the variation of rainfalls according to the month and the location of monitoring station. The rainfalls records in 2009 was about between 10 mm and 228 mm. The winds surface in 2009 that was observed by Jalaludin Monitoring Station BMKG generally almost the same every months, that is averaging between 1 until 2 meters/second, except in August reach 4 meter/second. The temperature is depend on place altitude from the sea level and the distance from the beach. In 2009, Gorontalo has humidity with the rate approximation 78.6 percent.

2.1 Wilayah Administratif

Sejak tahun 2004, Kota Gorontalo terdiri atas enam kecamatan, yaitu: Kecamatan Kota Barat, Kecamatan Dungingi, Kecamatan Kota Selatan, Kecamatan Kota Timur, Kecamatan Kota Utara, dan Kecamatan Kota Tengah. Keenam kecamatan ini terbagi menjadi 49 kelurahan, 279 RW, dan 982 RT. Kecamatan Kota Barat terdiri dari 7 kelurahan, Kecamatan Dungingi 5 kelurahan, Kecamatan Kota Selatan 10 kelurahan, Kecamatan Kota Timur 11 kelurahan, Kecamatan Kota Utara 10 kelurahan, dan Kecamatan Kota Tengah 6 kelurahan. 2.2 Legislatif

Jumlah Anggota Dewan Perwakilan Rakyat Daerah (DPRD) Tingkat II Kota Gorontalo 2009–2014 sebanyak 25 orang, terdiri dari 19 laki-laki dan 6 perempuan. DPRD Tingkat II Kota Gorontalo selama tahun 2009 telah berhasil membuat beberapa keputusan antara lain: 8 buah Peraturan Daerah, 22 buah Keputusan DPRD, dan 8 Keputusan Pimpinan DPRD.

2.1 Administrative Area

Since 2004, Gorontalo Municipality consist of six district, they are: Kota Barat District, Dungingi District, Kota Selatan District, Kota Timur District, Kota Utara District, and Kota Tengah District. The six district devided into 49 sub-district, 279 RW, and 982 RT. Kota Barat District has 7 sub-district, Dungingi District has 5 sub-district, Kota Selatan District has 10 sub-district, Kota Timur District has 11 sub-district, Kota Utara District has 10 sub-district, and Kota Tengah District has 6 sub-district. 2.2 Legislative

Number of Representatives at The Public Representation (DPRD) in Gorontalo Municipality 2009–2014 counted 25 people, consist of 19 men and 6 woman. The Public Representation (DPRD) in Gorontalo Municipality during 2009 had made some decision: 8 Local Regulation, 22 Assessment of DPRD, and 8 Chief Assessment of DPRD.

2.3 Sumber Daya Manusia

Jumlah pegawai di lingkungan Pemerintah Daerah Kota Gorontalo pada tahun 2009 sebanyak 5.384 orang terdiri dari 1.919 laki-laki dan 3.465 perempuan dengan komposisi Golongan I sebanyak 53 orang, Golongan II sebanyak 1.312 orang, Golongan III sebanyak 2.418 orang, dan Golongan IV sebanyak 1.601 orang. 2.4 Keuangan Pemerintah

Pada tahun 2009, realisasi penerimaan daerah sebesar 417.715,70 juta rupiah. Sementara itu, realisasi pengeluaran daerah sebesar 440.009,56 juta rupiah. 2.5 Pelayanan Umum

Pada tahun anggaran 2009 banyaknya kelurahan yang memperoleh prona adalah 29 kelurahan dengan jumlah sertifikat 607 buah.

2.3 Human Resources

Number of civil servants in Local Government of Gorontalo Municipality in 2009 is 5,384 people; 1,919 are men and 3,465 are women with composition Faction I is 53 people; Faction II is 1,312 people; Faction III is 2,418 people; and Faction IV is 1,601 people. 2.4 Government Finance

3.1 Penduduk

Sumber utama data kependudukan adalah Sensus Penduduk yang dilaksanakan setiap sepuluh tahun sekali. Sensus Penduduk telah dilaksanakan sebanyak lima kali sejak Indonesia merdeka yaitu tahun 1961, 1971, 1980, 1990, dan 2000. Selain Sensus Penduduk, untuk menjembatani ketersediaan data kependudukan diantara dua periode sensus, BPS melakukan Survei Penduduk Antar Sensus (SUPAS). SUPAS telah dilakukan sebanyak empat kali, tahun 1976, 1985, 1995, dan terakhir 2005. Data kependudukan selain Sensus dan SUPAS adalah proyeksi penduduk. Menurut hasil pencacahan lengkap Sensus Penduduk 1990, penduduk Kota Gorontalo pada tanggal 31 Oktober 1990 (Hari Sensus) berjumlah 119.307 jiwa. Jumlah itu meningkat rata-rata 2,03 persen pertahunnya dibandingkan dengan jumlah penduduk tahun 1980. Sementara itu, berdasarkan hasil SUPAS 1995 jumlah penduduk tercatat sebanyak 130.645 jiwa. Pada Sensus Penduduk tahun 2000 penduduk Kota Gorontalo tercatat sebanyak 134.931 jiwa.

3.1 Population

The main source of demographic data is Population Census, which is conducted every ten years. Population Census has been conducted five times since Indonesia’s independence: 1961, 1971, 1980, 1990, and 2000. In addition to the Census, BPS also conducted Intercensal Population Survey, called SUPAS which is designed to proceed demographic data between two censuses. SUPAS has been conducted four times: 1976, 1985, 1995, and 2005. Besides Population Census and SUPAS, this report also uses population projection. According to result of Population Census in 1990, the population of Gorontalo Municipality on 31

October 1990 (Census Day) are 119,307 people. The rate total is up 2.03 percent per year compared the total population in 1980. Meanwhile, pursuants to result of SUPAS 1995 the noted total population was 130,645 people. On Population Cencus in 2000 report that Gorontalo Municipality has 134,931 citizent.

Jumlah penduduk Kota Gorontalo pada Desember 2009 berdasarkan data registrasi tercatat sebanyak 182.861 jiwa, penyebarannya di enam kecamatan masih belum merata: Kecamatan Kota Barat (11,40 persen), Kecamatan Dungingi (12,00 persen), Kecamatan Kota Selatan (20,93 persen), Kecamatan Kota Timur (23,76 persen), Kecamatan Kota Utara (17,73 persen), dan Kecamatan Kota Tengah (14,18 persen). 3.2 Ketenagakerjaan

Sumber utama data ketenagakerjaan adalah Survei Angkatan Kerja Nasional (Sakernas). Survei ini khusus dirancang untuk mengumpulkan informasi/data ketenagakerjaan. Tingkat Pengangguran Terbuka (TPT) di Kota Gorontalo pada tahun 2009 sebesar 8,88 persen dan Tingkat Partisipasi Angkatan Kerja (TPAK) sebesar 61,72 persen. Sementara itu, pencari kerja yang terdaftar di Dinas Sosial dan Tenaga Kerja Kota Gorontalo tahun 2009 sebanyak 6.428 orang.

Open Unemplyment Rate (OURs) in Gorontalo Municipality about 8.88 percent in 2009 and Labor Force Participation Rate (LFPRs) 61.72 percent. Meanwhile, work seeker which registred in Social and Man Power Service of Gorontalo Municipality in 2009 about 6,428 people.

4.1 Pendidikan

Peningkatan partisipasi sekolah penduduk tentunya harus diimbangi dengan penyediaan sarana fisik pendidikan maupun tenaga pengajar/guru yang memadai. Pada tahun 2009/2010 di tingkat Taman Kanak-Kanak (TK) jumlah sekolahnya mengalami perubahan, dibandingkan tahun sebelumnya yaitu menjadi 86. Sejalan dengan itu, jumlah murid TK juga mengalami peningkatan dari 4.239 pada tahun 2008/2009 menjadi 4.942 pada tahun 2009/2010. Pada tahun yang sama, jumlah Sekolah Dasar (SD) sebanyak 112 buah dengan jumlah murid laki-laki 10.659 dan jumlah murid perempuan 9.757. Jumlah Sekolah Menengah Pertama (SMP) tidak mengalami perubahan yakni 20 buah. Jumlah murid laki-laki meningkat dari 4.011 pada tahun 2008/2009 menjadi 4.025 pada tahun 2009/2010. Sementara itu, jumlah murid perempuan menurun dari 4.242 pada tahun 2008/2009 menjadi 4.241 pada tahun 2009/2010. Jumlah guru pada tahun 2009/2010 adalah 644.

4.1 Education

The improvement of population school participate must be balanced with preparing physic place of education or enough teacher. In 2009/2010 on Kindergarten level of is amount of natural school of change, compared to previous year, that is becoming 86. In line with that, number of student of Kindergarten also increase from 4,239 in 2008/2009 becoming 4,942 in 2009/2010. In the same year, number of Primary Schools is 112 which number of male students 10,659 and number of female students 9,757. Number of Junior High Schools has not change that is 20. Number of male students increased form 4,011 in 2008/2009 to 4,025 in 2009/2010. Meanwhile, number of female students in 2009/2010 about 4,241 decreased form 4,242 in 2008/2009. Number of teachers in 2009/2010 is 644.

Sekolah Menengah Atas (SMA) pada tahun 2009/2010 berjumlah 7 buah dengan jumlah murid laki-laki 2.012, jumlah murid perempuan 2.455, dan jumlah guru 337. 4.2 Kesehatan

Jumlah sarana kesehatan pada tahun 2009 tidak banyak mengalami perubahan. Sarana kesehatan ini berupa rumah sakit umum, Puskesmas, Pustu, Posyandu, dan lain-lain. Pada tahun 2009 rumah sakit umum berjumlah 1 buah, rumah sakit swasta 1 buah, rumah sakit bersalin 2 buah, dan poliklinik 1 buah. Pada tahun 2009 jumlah akseptor aktif yang menggunakan MOW sebanyak 542 orang, IUD sebanyak 4.652 orang, pil sebanyak 6.229 orang, kondom 134 orang, suntikan sebanyak 5.753 orang, dan susuk sebanyak 1.629 orang. 4.3 Agama

Pada tahun 2009 jumlah masjid yang terdapat di Kota Gorontalo sebanyak 239 buah, mushala 49 buah, gereja 12 buah, dan klenteng 1 buah. Persentase pemeluk agama di Kota Gorontalo tahun 2009, yaitu agama Islam 97,07 persen; Kristen Protestan 1,86 persen; Kristen Khatolik 0,48 persen; Budha 0,55 persen; dan Hindu 0,04 persen.

Number of Senior High Schools in 2009/2010 is 7 with the number of male students 2,012; number of female student 2,455; and number of teachers 337. 4.2 Health

Number of health service units in 2009 has not many change. The tools such as general hospital, Puskesmas, Pustu, Posyandu, and others. In 2009 public hospital amount of 1, 1 private hospital, 2 hospital for giving birth, and 1 units policlinic has. In 2009 number of active acceptors which use MOW about 542 peoples; IUD about 4,652 peoples; pill about 6,229 peoples; condom about 134 peoples; injection contraception 5,753 peoples; and implant about 1,629 peoples. 4.3 Religion

In 2009 number of mosque in Gorontalo Municipality about 239 units, 49 unit of small mosque, 12 units of church, and 1 unit of chinese temples (klenteng). Percentage of religions custom in Gorontalo Municipality in 2009 are 97.07 percent Moslems, 1.86 percent Protestant, 0.48 percent Catholics, 0.55 percent Buddhism, and 0.04 percent Hinduism.

Jumlah jema’ah haji yang diberangkatkan Pemerintah Kota Gorontalo tahun 2009 sebanyak 439 orang, terdiri dari jema’ah laki-laki sebanyak 159 dan jema’ah perempuan sebanyak 280 orang. 4.4 Kriminalitas dan Sosial Lainnya

Usaha untuk meningkatkan kesejahteraan sosial terus dilakukan dalam rangka mewujudkan tata kehidupan serta penghidupan sosial yang bahagia dari segi material dan spiritual. Pelanggaran lalu lintas yang terjadi pada tahun 2009 terdiri dari pelanggaran muatan sebanyak 577 kasus, pelanggaran peralatan 3.355 kasus, pelanggaran kecepatan 0 kasus, pelanggaran surat-surat sebanyak 5.078 kasus, dan pelanggaran rambu-rambu jalan sebanyak 4.381 kasus. Perkara yang masuk ke Pengadilan Negeri Gorontalo pada tahun 2009 berjumlah 14.126 kasus.

Traffic offences that happened 2009 consisting of load offences were 577 case; instrument offences were 3,355 case; speed offences 0 case; leicenses offences were 5,078 case; and traffic signals offences were 4,381 case. Case which step into Gorontalo State Court in 2009 amounting to 14,126 case.

5.1 Tanaman Pangan

Luas panen dan produksi padi sawah pada tahun 2009 mengalami penurunan dibanding tahun 2008. Luas panen pada tahun 2009 sebesar 1.954 hektar dengan jumlah produksi 10.934,6 ton dan produktivitas per hektar mencapai 5,6 ton. Pada tahun 2009 luas panen jagung di Kota Gorontalo hanya sebesar 110 hektar dengan jumlah produksinya sebesar 528,69 ton. 5.2 Peternakan

Berdasarkan data dari Dinas Kelautan, Perikanan, Pertanian, dan Ketahanan Pangan Kota Gorontalo, populasi ternak besar tahun 2009 terdiri dari sapi sebanyak 3.686 ekor, kuda sebanyak 1.257 ekor, dan kambing sebesar 8.311 ekor. Sementara itu, ternak unggas seperti ayam kampung, ayam ras, dan itik tercatat 94.787 ekor, 393.130 ekor, dan 8.878 ekor.

5.1 Food Crops

Harvested area and production of paddy in 2009 were decreased compared to 2008. The area of harvested in 2009 are 1,954 hectars which fulfill with of productions of paddy 10.934,6 tons and productivity per hectars amount 5,6 ton. In 2009 harvested area of maize in Gorontalo Municipality reach 110 hectars with maize production reach 528.69 tons. 5.2 Animal Husbandry

Based on data form Oceaninc, Fishery, Agriculture, and Resilience Food Service of Gorontalo Municipality, the big livestock population in 2009 consist of cows 3,686 heads; horses 1,257 heads; and goats 8,311 heads. Meanwhile, fowl livestock were noted native chicken 94,787 heads; "ras" chicken 393,130 heads; and ducks 8,878 heads.

5.3 Perikanan

Produksi perikanan laut pada tahun 2009 sebesar 9.196,6 ton lebih tinggi dari tahun 2008 yang sebesar 8.722,2 ton. Jumlah alat penangkap ikan mengalami peningkatan dari 1.092 buah pada tahun 2008 menjadi 1.243 buah pada tahun 2009.

5.3 Fishery

Products of marine fisheries in 2009 about 9,196.6 tons higher of 2008 which equal to 8,722.2 tons. Number of the fisher fleet still increase from 1,092 in 2008 becoming 1,243 units in 2009.

6.1 Listrik

Pada tahun 2009 rata-rata daya terpasang pada PT. PLN Wilayah VII Suluttenggo Cabang Gorontalo mencapai 100.897.662 kVA. Jumlah pelanggan PLN pada tahun 2008 sebanyak 107.158 pelanggan dan meningkat pada tahun 2009 menjadi 108.628 pelanggan. Sementara itu, daya listrik yang terjual pada tahun 2008 sebesar 162.452.736 kWh dan meningkat menjadi 188.619.211 pada tahun 2009. 6.2 Air Minum

Pada tahun 2009 jumlah produksi air minum PDAM Kota Gorontalo sebesar 4.426.550 m

3 lebih tinggi dari tahun

2008 yang sebesar 4.093.032 m3.

Produksi air minum tersebut didistribusikan ke pelanggan rumah tangga sebesar 3.447.589 m

3, industri

sebesar 437.082 m3, dan sosial

sebesar 541.879 m3.

6.1 Electricity

In 2009 the average energy set up at PT. Regional PLN of VII Suluttenggo Branch Gorontalo reached 100,897,662 kVA. Number of electric costumer in 2008 reached 107,158 costumer and increased in 2009 become 108,628 costumer. Meanwhile, electricity sold in 2008 equal to 162,452,736 kWh and increased in 2009 become 188,619,211 kWh. 6.2 Water Supply

In 2009 number of water supply produced by PDAM of Gorontalo Municipality equal to 4,426,550 m

Industri pengolahan adalah suatu kegiatan ekonomi yang melakukan kegiatan mengubah suatu barang dasar secara mekanis, kimia atau dengan tangan sehingga menjadi barang jadi/setengah jadi, dan atau barang yang kurang nilainya menjadi barang yang lebih tinggi nilainya, dan sifatnya lebih dekat kepada pemakai akhir. Termasuk dalam kegiatan ini adalah jasa industri dan pekerjaan perakitan. Dinas Perindustrian, Perdagangan, dan UMKM Kota Gorontalo merinci industri menjadi dua kategori, yaitu perusahaan industri dan industri kerajinan rumah tangga. Perusahaan industri menurut jenisnya dibedakan menjadi industri gilingan padi, industri kapur, industri penggergajian kayu, industri penyortiran rotan, industri mebel kayu/rotan. Pada tahun 2009 di Kota Gorontalo jumlah masing masing industri ini adalah 7 industri gilingan padi, 53 industri kapur, 7 industri penyortiran rotan, dan 394 industri meubel kayu/rotan. Sementara itu, jumlah industri kerajinan rumah tangga pada tahun 2009 sebanyak 1.842, yang terdiri dari industri sulaman sebanyak 620, industri anyaman tikar sebanyak 7, industri kue sebanyak 1.193, dan industri anyaman bambu sebanyak 22.

Manufacturing industry is defined as an economic activity processing basic goods mechanically, chemicals or manually into final or intermediate goods. It is also defined as processing of lower value goods into higher value goods as final or intermediate products. The activities also include services for manufacturing and assembling. Industry, Trading, and UMKM Service of Gorontalo Municipality itemize industry become two category, that is establishment industry and industry crafting of household. Establishment industry by type such as rice mill industry, lime industry, sawmill industry, rattan sorting industry, and wood/rattan furnitures industries. In 2009, number of establishment industry, there are 7 rice mill industry, 53 lime industry, 7 rattan sorting industry, and 394 wood/rattan furnitures industry. Meanwhile, number of industry crafting of household in 2009 is 1,842; consist of 620 embroldered industry; 7 plaited mad industry; 1,193 cake industry; and 22 plaited bamboo industry.

Sektor perdagangan merupakan sektor ekonomi yang banyak diminati oleh semua kalangan masyarakat dalam kegiatan ekonomi baik secara informal maupun formal. Di Kota Gorontalo terdapat sekitar 8 pasar tradisional yang beroperasi pada hari-hari tertentu dari Senin sampai Minggu. Pasar tradisonal yang memiliki jumlah pedagang terbanyak adalah Pasar Liluwo, yaitu sebanyak 693. Pasar ini ada setiap Hari Sabtu. Beras yang disalurkan oleh DOLOG Kota Gorontalo pada tahun anggaran 2009 tercatat mengalami penurunan. Total beras yang disalurkan turun dari 18.960,1 ton pada tahun 2008 menjadi 17.762,8 ton pada tahun 2009.

Trading sector represent economic sector which enthused many by all society circle in economic activity either through formal and also informal. In Gorontalo Municipality there are about 8 traditional market which operate on certain days of Monday until Sunday. Traditional market owning at most seller is Market of Liluwo, that is counted 693. This market there is every Saturday. Rice which are distributed DOLOG of Gorontalo Municipality in the valuation year 2009 noted to experience of decrease. Total rice were distributed decreased form 18,960.1 tons in 2008 become 17,762.8 tons in 2009.

9.1 Hotel

Pada tahun 2009 terdapat 41 hotel dan penginapan yang beroperasi. Jumlah hotel terbanyak ada di Kecamatan Kota Selatan yaitu 16 hotel dan 1 penginapan. Tingkat Penghunian Kamar (TPK) hotel di Kota Gorontalo selama tahun 2009, berfluktuasi setiap bulannya. TPK tertinggi terjadi pada bulan Oktober yaitu sebesar 41,97. Sementara itu, TPK terendah terjadi pada Januari yaitu sebesar 28,11. 9.2 Pariwisata

Perkembangan pembangunan kepariwisataan sangat penting sebagai sumber penghasilan devisa termasuk kegiatan sektor lain yang terkait, sehingga kesempatan berusaha dan kesempatan bekerja serta pendapatan masyarakat dapat meningkat. Pemerintah Daerah dalam hal ini menaruh perhatian yang cukup besar karena pengembangan kepariwisataan merupakan sumber pendapatan potensial.

9.1 Hotel

In 2009 there are 41 hotel and lodgings operating. Number of hotel and lodging at most in Kota Selatan District, that is 16 hotel and 1 lodging. Room Occupancy Rate in Gorontalo Municipality during 2009 have fluctuation per month. Happened highest Room Occupancy Rate at October that is equal to 41.97. Meanwhile, Room Occupancy Rate smalest happened at January that is equal to 28.11. 9.2 Tourism

Improvement in tourism development is very important as one of the devisa income source involve others activity which have relationship with it, therefore jobs opportunity and society income rise. The Local Government put great of enough attention because tourism development is a potential income source.

Keberhasilan dalam bidang kepariwisataan salah satunya dicerminkan dengan semakin meningkatnya arus kunjungan wisatawan baik wisatawan nusantara maupun wisatawan mancanegara. Selama tahun 2009 jumlah wisatawan nusantara sebanyak 59.771 sedangkan jumlah wisatawan mancanegara sebanyak 1.153. Jumlah wisatawan tertinggi terjadi pada Agustus yaitu sebanyak 5.844.

10.1 Transportasi

Jalan merupakan prasarana pengangkutan darat yang penting untuk memperlancar hubungan antar daerah, masyarakat, dan lebih utama adalah memperlancar perekonomian. Panjang jalan kota meningkat dari 212,044 km pada tahun 2008 menjadi 221,387 km pada tahun 2009. Sementara itu, panjang jalan negara dan provinsi tidak mengalami perubahan. Pada tahun 2009 jumlah kunjungan kapal di Pelabuhan Gorontalo sebanyak 879 kunjungan, lebih tinggi dari tahun 2008 yang hanya sebanyak 684 kunjungan. Selama tahun 2009 jumlah penumpang datang di Bandara Jalaludin sebanyak 115.889 penumpang lebih tinggi dari penumpang berangkat yang hanya sebanyak 115.292 penumpang. 10.2 Pos dan Telekomunikasi

Pembangunan pos dan telekomunikasi mencakup peningkatan jasa telekomunikasi dan informasi, sehingga arus informasi dapat berjalan lancar.

10.1 Transportation

Road as the land transportation infrastructure is very important to fluent relation among regions, society, and most important are to fluent the economic sector. Lenght of city road increase from 212.044 km in 2008 becoming 221.387 km in 2009. Meanwhile, the length of state and provincial roads not change. In 2009, number of ship visit in Gorontalo Harbor counted 879 visit, higher of 2008 which only counted 684 visit. During 2009 number of passenger arrivals in Jalaludin Airport counted 115,889 passenger higher of passenger departures which only counted 115,292 passenger. 10.2 Post and Telecommunication

Post and telecommunication development involve telecommunication and information service, therefore information, pass on properly.

Pada tahun 2009 jumlah paket pos yang dikirim mengalami penurunan, dari 997 buah paket pada tahun 2008 menjadi 328 buah paket pada tahun 2009. Jumlah paket pos yang diterima juga mengalami penurunan dari 26.060 buah paket pada tahun 2008 menjadi 25.979 buah paket pada tahun 2009. Jumlah wesel pos yang diterima dari dalam negeri tahun 2009 mengalami penurunan. Pada tahun 2008 jumlah wesel pos yang diterima 10.724 menjadi 3.011 pada tahun 2009. Sementara itu, jumlah wesel pos yang dikirim mengalami peningkatan dari 6.578 buah pada tahun 2008 menjadi 7.138 buah pada tahun 2009. Pada tahun 2009 jumlah warung internet (warnet) sebanyak 123 buah, warung telepon (wartel) sebanyak 73 buah, dan telepon umum sebanyak 130 buah.

11.1 Perbankan

Pada tahun 2009 posisi simpanan masyarakat pada bank umum dan BPR di Kota Gorontalo sebesar 1.296.064 juta rupiah, yang terdiri dari giro, simpanan berjangka, dan tabungan baik dalam bentuk rupiah maupun valuta asing. Posisi pinjaman yang diberikan bank umum dan BPR dalam bentuk rupiah dan valuta asing pada tahun 2008 sebesar 1.159.087 juta rupiah dan meningkat menjadi 1.730.977 juta rupiah pada tahun 2009. 11.2 Koperasi

Pada tahun 2009 jumlah koperasi di Kota Gorontalo tercatat sebanyak 231 unit dengan jumlah anggota 39.068 orang, sementara omsetnya sebesar 55.962.265.000 rupiah.

11.1 Banking

In 2009, outstanding of private deposit at commercial and rural bank in Gorontalo Municipality equal to 1,296,063 million rupiahs, consist of demand deposit, time deposit, and saving deposit in rupiahs and foreign exchange. 12.1 Produk Domestik Regional Bruto

Produk Domestik Regional Bruto (PDRB) menggambarkan kemampuan suatu wilayah untuk menciptakan output (nilai tambah) pada suatu waktu tertentu. Pada tahun 2009, nilai PDRB atas dasar harga berlaku sebesar 1.337.880,19 juta rupiah lebih tinggi dari tahun 2008 yang sebesar 1.162.536,81 juta rupiah. Sementara itu, nilai PDRB atas dasar harga konstan 2000, pada tahun 2009 sebesar 559.910,93 juta rupiah. 12.2 Distribusi Persentase

Pada tahun 2009 struktur perekonomian Kota Gorontalo masih didominasi oleh sektor tersier, yakni sektor jasa-jasa dan sektor perdagangan, hotel, dan restoran. Hal ini dapat kita lihat bahwa sektor jasa-jasa masih merupakan sektor yang paling dominan, diikuti oleh sektor perdagangan, hotel, dan restoran. Peranan yang besar dari kedua sektor tersebut sejalan dengan kedudukan Kota Gorontalo sebagai pusat pemerintahan dan pusat perdagangan di wilayah Provinsi Gorontalo dan sekitarnya.

12.1 Gross Domestic Regional Product

The basic measure of the output arising from economic activity is known as Gross Domestic Regional Product (GDRP). In 2009, value of GDRP at current market prices equal to 1,337,880.19 million rupiah higher of 2008 which equal to 1,162,536.81 million rupiahs. Meanwhile, value of GDRP at 2000 constant market prices in 2009 equal to 559,910.93 million rupiahs. 12.2 Percentage Distribution

In 2009 structure economics of Gorontalo Municipality still predominated by tertiary sectors, namely services sector and trade, hotel, and restaurant sectors. This matter earn us see that services sector still represent most dominant sector, followed by trade, hotel, and restaurant sectors. Big role from both the sector in line with dimiciling of Gorontalo Municipality as governance center and trade center in region of Gorontalo Province and its surroundings.

12.3 Pertumbuhan Ekonomi

Pada tahun 2009 pertumbuhan ekonomi Kota Gorontalo sebesar 7,49 persen sedangkan pada tahun 2008 pertumbuhan ekonominya sebesar 7,43 persen. Relatif stabilnya pertumbuhan ekonomi Kota Gorontalo antara lain didukung oleh iklim investasi di berbagai sektor yang kondusif sehingga banyak pihak swasta yang menanamkan modalnya baik dalam skala kecil, menengah, dan besar. Makin banyaknya toko dan kompleks perumahan yang berdiri merupakan salah satu bukti nyata. 12.4 PDRB per Kapita

Pada tahun 2009, secara agregat PDRB per kapita Kota Gorontalo atas dasar harga berlaku sebesar 7.848.830,13 rupiah. Hal ini menunjukkan bahwa rata-rata setiap penduduk Kota Gorontalo memberikan sumbangan dalam pembentukan PDRB atas dasar harga berlaku sebesar 7.848.830,13 rupiah selama tahun 2009 atau naik sekitar 11,52 persen dari tahun sebelumnya. Berdasarkan harga konstan 2000, PDRB per kapita penduduk Kota Gorontalo sebesar 3.284.782,79 rupiah pada tahun 2009 atau naik sekitar 4,16 persen dibandingkan tahun 2008.

12.3 Economic Growth

In 2009 economic growth of Gorontalo Municipality equal to 7.49 percent while in 2008 economic growth equal to 7.43 percent. Relative stabilize economic growth of Gorontalo Municipality for example supported by invesment climate in various sector which is balmy so that many private sector inculcating its capital of goodness in is small, middle, and big scale. More and more to the number of real estate and shop standing to represent one of the real evidence. 12.4 GDRP per Capita

In 2009, aggregately GDRP per capita of Gorontalo Municipality at current market prices equal to 7,848,830.13 rupiahs. This matter indicate that mean every population of Gorontalo Municipality give contribution in forming of GDRP at current market prices equal to 7,848,830.13 rupiahs during 2009 or go up about 11.52 percent of previous year. Pursuant to 2000 constant market price, GDRP per capita population of Gorontalo Municipality equal to 3,284,782.79 rupiahs in 2009 or go up about 4.16 percent compared to 2008.
