JAKARTA - The government is urged to realise the construction of a railway line from Cikarang, Bekasi to Kalibaru
Terminal in the Port of Tanjung Priok, in order to quicken the distribution of logistics.
Vice Chairman for Trade, Distribution and Logistics of Indonesian Chamber of Commerce and Industry (Kadin),
Natsir Manysur, said that the project can improve the distribution of goods exported from Cikarang to the Port of
Tanjung Priok. "We have long urged the government to have the railway facility to transport goods to and from the
port," he sai d on Tuesday (22 January).
He explained that his organisation has made a suggestion for the Ministry of Transportation (Kemenhub) to realise
the construction of the railway line from Cikarang to the port, so as to avoid transport congestion from the
industrial area and reduce the cost of logistics. When the new railway line from Cikarang to Kalibaru Terminal is
already built, he hopes that the national logistics cost, which currently stays at 17 percent, can be reduced to 10
percent.
Natsir also revealed that Cikarang railway line to the port can reduce dependence of logistics distribution from theindustria l area and the port on trucking.
Director General of Railways of Kemenhub, Tundjung Inderawan, previously stated he plan to undertake a study on
the construction of the railway line from Cikarang Dry Port to Kalibaru Terminal in Tanjung Priok Port in order to
push for freight transport connectivity.
He explained that the railway construction can begin simultaneously after completion of engineering design work in
2014. The rai lway l ine from Cikarang to Kali baru Terminal wil l go through a new li ne, hence it wil l not use the old
rai lway li ne from Cikarang to Pasoso Station.
Currently, there is already a railway line from Cikarang toward the docks of Tanjung Priok Port, but this gets
disconnected in Pasoso Station, North Jakarta.
Meanwhile, Head of Centre for Logistics and Supply Chain Studies of Bandung Institute of Technology (ITB), Senator
Nur Bahagia, said that the government has to bear the cost of constructing Cikarang railway line to Tanjung Priok
Port, so a s not to trigger a tariff increase.
DOUBLE HANDLING
If the government finances the construction of the new railway line, he expects this will not cause an increase in the
costs of l oading and unloadi ng, as well as the fare for transporting the goods us ing the train.
Senator also suggested that Kemenhub connects the existing railway line from Cikarang to the docks of Tanjung
Priok Port, which gets cut off in Pasoso Station.
All this time, he said, there has been double handling in the process of loading and unloading of goods from
Cikarang because the goods can only reach Pasoso Station and they are then transported again by trucks to the
dock of Jakarta International Container Terminal (JICT).

"All this time, the smooth transport of goods into line one of JITC has been hampered by Mbah Priok tomb and
double handli ng has to occur, he said.
The Port of Tanjung Priok, he said, should have multimodal transport alternatives, just like the situation in some
international ports in several countries, in order to improve the distribution of goods and ease the costs of
logistics.
Chairman of the Indonesian Logistics Association (ALI), Zaldy Mashita, supports the development of Cikarang
rai lway l ine into the Port of Tanjung Priok, in order to cut logistics costs, as well as reducing the use of trucks at the
sa me time.
With the construction of the rai lway li ne, Zaldy expla ined, the logistical distribution from the industria l a rea to the
port, and vice versa, can be expedited. "We give our support, as long as it will be cheaper than using trucks; if it
becomes more expensive, let alone longer too, business owners wil l not be interested in us ing the service, he sa id.
He als o added that the plan to construct Cikarang rai lway can hopefull y reduce the logis tics transport costs by up
to 20 percent, compared to trucking.
He sa id that the government als o needs to prepare loa ding and unloading equipment if the construction of Cika rang
railway is to be done, so that the case with Cikarang Dry Port, which has only attracted lukewarm interest from
firms due to its inadequate supporting facilities, will not be repeated.
He added that it is the government who should undertake the construction of ra i lway l ines, s o that the tari ffs offered
will not be too burdensome to the public and firms. The private sector can be involved in the tender process and
investment for the procurement of carriages, purchase of loading and unloading equipment, and operation of the
freight train, but the government sti ll sets the tariffs .
General Manager of Logistics and Water Business of PT Unilever Indonesia Tbk, Mathias Mardijanto, explained that
the company requires the use of railway transport from Cikarang industrial area to the Port of Tanjung Priok, with
amounts of up to 350 containers a week. If the containers are transported using the train, he predicts the transport
costs can be reduced by up to 20 percent and it also reduces carbon emissions that occur when trucks are used.
Deputy Minister of National Development Planning/ Bappenas, Lukita Dinrsyah Tuwo, said that the construction ofrailway line from Cikarang industrial area has been hampered by land issues for two years. Lukita explained that
the construction of the railway line in Cikarang can connect Cikarang industrial area with Tanjung Priok Port in
Jakarta.
