Catatan Penilaian paper oleh Reviewer:

Makalah mengkaji model dinamik hubungan antara bidding strategy dan kinerja proyek konstruksi yang sangat kompleks. Terdapat banyak faktor yang mempengaruhi bidding strategy dan indikator kinerja proyek yang perlu ditinjau. Kontraktor perlu mengkaji secara seksama bidding strategy untuk memenangkan kompetisi, menghasilkan kinerja proyek yang bermutu, dan mewujudkan tujuan perusahaan. Tujuan penelitian adalah mengembangkan model dinamis yang dapat menggambarkan dan mensimulasikan hubungan antara bidding strategy dan kinerja proyek. Metodologi penelitian menggunakan model dinamis dengan sistem dinamis sebagai alat analisis. Data dikumpulkan dari studi kasus proyek konstruksi oleh suatu kontraktor di Denpasar. Simulasi model yang dihasilkan menunjukkan bidding strategy mempunyai dampak langsung terhadap kinerja proyek konstruksi. Penguatan bidding strategy sebesar 13,7% akan memperbaiki kinerja proyek dan efisiensi sebesar 10,6% dari harga penawaran. Makalah memberikan kontribusi model sistem dinamis yang dapat dimanfaatkan kontraktor dalam mengajukan penawaran.

AbstractStrategy is required in order to win the competition. Bidding strategy in construction is defined as a management skillof using all available resources, both physical and financial, to offer a comprehensive and competitive bidding, with anaim to win the competition, and provide maximum project performance. There are many factors that influenceconstruction bidding strategy, and many indicators of project performance have to be considered. Therefore, therelation between bidding strategy and project performance is very complex. Contractors have to consider this verycarefully, and they have to evaluate their bidding strategies to ensure that the company goals have been achieved.Dynamic system is a method for develop a management simulation using computer, and helps the study of dynamiccomplexity; understand the source of policy resistance and helps the design of more effective policies. Furthermore,dynamic system is explained as a tool simulation system that is able to solve the problem of system complexity andalso can present behaviour of real world. The study aims to develop a dynamic model and the simulation of biddingstrategy and project performance. Case study was carried out in the major contractor in Denpasar, and the analysisused is System Dynamics. The model demonstrated that bidding strategy had a direct impact to project performance.The model simulation found that the enhancement of bidding strategy by 13.67% improved the project performancesignificantly, by 10.55%, from bid price. © 2017 The Authors.
