Paket data dikirimkan melewati jaringan.

Karakteristik:

Connectionless - tidak perlu tanya ke penerima, jika ingin mengirimkanpaket data.

Best Effort (unreliable) - tidak menjamin paket data sampai ke penerima.

Media Independent   - dalam mengirimkan paket data, tidak peduli

mengenai jenis media yang akan digunakan.
