Lingkup Tugas ACCSQ

• Harmonise standards, technical regulations andconformity assessment procedures through their alignmentwith international practices, where applicable

• Develop and implement sectoral Mutual RecognitionArrangements (MRAs) on Conformity Assessment forspecific sectors identified in the ASEAN FrameworkAgreement on Mutual Recognition Arrangements

• Identification of standards, technical regulations andconformity assessment procedures to be harmonised or forsectoral MRAs to be developed, must take intoconsideration the impact on ASEAN trade, the complexityof the regulatory system, the technical infrastructure aswell as the feedback from stakeholders.

ASEAN Standards and Conformance Strategic Plan 2016-2025

Strategic Thrusts:1. Enhance the standards and conformance infrastructure through development

of policies and initiatives to meet the present and future needs of ASEAN.2. Achieve a highly integrated and cohesive ASEAN economy through a

comprehensive and progressive reduction of technical barriers to traderelated to STRACAP.

3. Strengthen joint ASEAN approaches on issues related to STRACAP foreffective representation and participation in international and Asia-Pacificbodies and associated recognition arrangements.

4. Strengthen private sector participation in standards and conformityassessment to accelerate the development and enhance availability ofservices to industry and businesses.

5. Enhance the effectiveness of ACCSQ, its Working Groups and its collaborationwith other relevant ASEAN sectoral bodies.

6. Support the capacity building and human capital development of MemberStates for the implementation of ASEAN initiatives and policies related toSTRACAP.

PENUTUP

• TBT / STRACAP sebagai instrument NTMs berperan dalam

fasilitasi perdagangan global dan perlindungan kepada

industri dan konsumen di dalam negeri

• Upaya Pemerintah dalam meningkatkan daya saing dan nilai

tambah di bidang SPK antara lain dengan role model

penerapan standar, peningkatan kompentensi personil, dll

• ACCSQ sebagai badan ASEAN bidang SPK telah merancang

mekanisme keberterimaan barang melalui harmonisasi

standar, MRA dan harmonisasi regulasi teknis untuk

memperlancar arus barang

• STRACAP dalam RCEP sebagai forum kerjasama

perdagangan regional diharapkan dapat mengurangi

hambatan teknis perdagangan melalui mekanisme

keberterimaan antara ASEAN dengan 6 negara mitra
