BINA USAHA KEHUTANANFORESTRY PRODUCTION DEVELOPMENT

Kegiatan dalam rangka Bina Produksi Kehutanan antara lain mencakup rencana pemanfaatan hutan produksi, pengembangan hutan alam dan hutan tanaman, pengelolaan iuran kehutanan, peredaran hasil hutan serta pengolahan dan pemasaran hasil hutan. IJIN USAHA PEMANFAATAN HASIL HUTAN KAYU PADA HUTAN ALAM Pemanfaatan hasil hutan kayu adalah segala bentuk usaha yang memanfaatkan dan mengusahakan hasil hutan kayu dengan tidak merusak lingkungan dan tidak mengurangi fungsi pokok hutan. Kegiatan ini hanya dapat dilaksanakan pada areal hutan yang memilki potensi untuk dilakukan kegiatan pemanfaatan hasil hutan kayu dan dapat dilaksanakan setelah diperoleh izin usaha. Izin Usaha Pemanfaatan Hasil Hutan Kayu (IUPHHK) pada hutan alam adalah izin untuk memanfaatkan hutan produksi yang kegiatannya terdiri dari pemanenan atau penebangan, penanaman, pemeliharaan, pengamanan, pengolahan, dan pemasaran hasil hutan kayu. IUPHHK dapat diberikan kepada perorangan, koperasi, badan usaha swasta dan BUMN/ BUMD. Berdasarkan data sampai dengan akhir bulan Desember tahun 2010, jumlah Izin Usaha Pemanfaatan Hasil Hutan Kayu pada hutan alam di seluruh Indonesia sebanyak 304 perusahaan dengan total areal seluas 24,69 juta ha dengan perincian seperti pada Tabel-4. Areal pengusahaan hutan terbanyak tersebar di pulau Kalimantan yaitu sejumlah 155 unit dengan luas areal 11,69 juta ha.

The Activities of forestry production development comprise utilization production forest plan, natural and plantation forest development, forestry fees management, forest product distribution, forest product process and marketing. LICENSE UTILIZE FOREST TO COMMERCIALLY TIMBER IN NATURAL

Commercial utilization of timber forest product is activities to utilize timber without destructing the environment and undermining the main functions of the forest area. Those activities could only be conducted in forest area with high commercial timber value based on license. The license to commercially utilize timber in natural forest is a license to utilize production forest for which the activities consist of harvesting or felling, transporting, planting, tending, protecting, processing and marketing. The license could be issued to individuals, cooperatives, private companies, state-owned enterprises/ local government-owned enterprises. Based on the data up to December 2010, there were 304 licenses/ forest concessionaires in Indonesia commanding with total area 24,69 million ha (Table-4). Most forest concessionaires are located in Kalimantan Island that are 155 companies with a total area of 11,69 million ha.

IJIN USAHA PEMANFAATAN HASIL HUTAN KAYU PADA HUTAN TANAMAN Izin Usaha Pemanfaatan Hasil Hutan Kayu (IUPHHK) pada hutan tanaman adalah izin untuk memanfaatkan hutan produksi yang kegiatannya terdiri dari penyiapan lahan, perbenihan atau pembibitan, penanaman, pemeliharaan, penga-manan, pemanenan atau penebangan, peng-olahan, dan pemasaran hasil hutan kayu. Usaha pemanfaatan hasil hutan kayu pada hutan tanaman dapat berupa tanaman sejenis dan tanaman campuran berbagai jenis. Kegiatan ini dilaksanakan pada lahan kosong, padang alang-alang dan/atau semak belukar di hutan produksi. IUPHHK-Hutan Tanaman dapat diberikan kepada perorangan, koperasi, badan usaha swasta dan BUMN/BUMD. Sampai dengan bulan Desember tahun 2010, Perusahaan IUPHHK-Hutan Tanaman sebanyak 241 unit perusahaan dengan total luas areal kerja 9,43 juta hektar. Realisasi dan luas tanaman 4,31 juta ha HTI pada tahun 2010 seluas 396,754 hektar. PRODUKSI HASIL HUTAN a. Kayu Bulat Produksi hasil hutan utama yang dihasilkan dari hutan adalah kayu bulat. Produksi kayu bulat ini dihasilkan dari hutan alam melalui kegiatan perusahaan Hak Pengusahaan Hutan (HPH/IUPHHK), kegiatan Ijin Pemanfaatan Kayu (IPK) dalam rangka pembukaan wilayah hutan, pembangunan Hutan tanaman (HTI) serta kegiatan hutan rakyat.

LICENSE TO RUN BUSINESS OF INDUSTRIAL PLANTATION The license to run business of industrial timber plantation may define as the permit to develop plantation forest within production forest area for which the activities consist of land preparation, seedling, planting, tending, protecting, felling or harvesting, processing and marketing of wood. The business may consist of planting monoculture or mixed species in forest production area particulary within barelands, coarse grass and/or bushes of the area. The license could be issued to individual, cooperatives, private companies, stateowned enterprises/local governmentowned enterprises. Up to the end of December 2010, there were 241 units of license/industrial plantation companies with total working area of 9.43 million hectares and area planted 4.31 million hectares. However, the actual planted in 2010 only 396,754 hectares. FOREST PRODUCTS a. Log

The main product of commercial forest operation is log. Log is harvested from various sources such as natural forest granted to concessionaires (IUPHHK/ HPH), Land Clearing Activities (IPK), industrial forest plantation and community forest.

Pada tahun 2010, berdasarkan data dari Rencana Penentuan Bahan Baku Industri Inhutani (RPBBI) tahun 2010 produksi kayu bulat sebesar 42,443 juta m3, dengan perincian dari kegiatan IUPHHK Hutan Alam sebesar 5,25 juta m3, dari kegiatan IPK sebesar 14,49 juta m3, dari hutan tanaman sebesar 18,56 juta m3 dari Perum Perhutani sebesar 98,003 ribu m3 dan dari Ijin Lainnya yang Sah sebesar 3,72 juta m3. b. Kayu Gergajian Kayu Gergajian adalah kayu hasil konversi kayu bulat dengan mengunakan mesin gergaji, mempunyai bentuk yang teratur dengan sisi-sisi sejajar dan sudutsudutnya siku dengan ketebalan tidak lebih dari 6 cm dan kadar air tidak lebih dari 18 %. Kayu Gergajian yang diolah langsung dari kayu bulat, wajib didukung dengan dokumen yang sah. Tahun 2010 produksi kayu gergajian yang tercatat adalah sebesar 885.425 m3, naik dibandingkan tahun sebelumnya sebesar 710.208 m3. c. Kayu Lapis Kayu Lapis adalah panel kayu yang tersusun dari lapisan veneer dibagian luarnya, sedangkan dibagian intinya (core) bisa berupa veneer atau material lain, diikat dengan lem kemudian dipress (ditekan) sedemikian rupa sehingga menjadi panel yang kuat. Termasuk dalam artian ini adalah kayu lapis yang dilapisi lagi dengan material lain. Produksi kayu lapis menurun dibandingkan tahun sebelumnya. Pada tahun 2010 produksi kayu lapis Indonesia mencapai angka produksi 3.324.889 m3. d. Produksi kayu olahan lainnya Produksi kayu olahan lainnnya yang dicatat dalam statistik ini adalah produksi Papan Blok, Finir, Kayu Chip, dan bubur kertas/pulp. Produksi kayu olahan pada tahun 2010 dirincikan pada Tabel-5. d. c. b.

In 2010, based on data timber from the Raw Material Fulfillment Plan for Forest Industries (RPBBI) as of June 2010, the total log production was 42,443 million m3, consisting of log from natural forest at 5.25 million m3, IPK at 14.49 million m3, plantation forest at 18.56 million m3 Perum Perhutani at 98.003 thousand m3 and of other official licenses at 3.72 million m3. Sawn Timber Sawn Timber is a sawmill product derived from logs as raw material. The product characteristics are having regular forms with parallel sides at right angle to each other, the thickness is not more than 6 cm and moisture content not to exceed 18 percent. Sawn timber produced directly from logs must be certified by a legal document. In 2010 sawn timber production was recorded at 885,425 m3, it was improved comparing to the previous year at 710.208 m3. Plywood Plywood is wood panel consisting of layers pressed together in between veneers; the core may be veneer or some other material, bound together with glue and pressed tightly together to make a strong panel. Included to this definition is plywood covered by other materials. In 2010, the quantity of plywood production decreased comparing to previous year which was 3,324,889 m3. Other processed wood products Other processed wood products recorded in this statistics consist of Woodworking, Block-board, Veneer, Particleboard, Chipwood, Pulp, Moulding and Dowels. Processed wood production of 2010 is presented in Table-5 below.

EKSPOR PRODUKSI HASIL HUTAN Ekspor produksi hasil hutan meliputi kayu olahan dan hasil hutan bukan kayu. Kayu olahan mencakup kayu gergajian, kayu lapis, wood charcoal, pulp, veneer sheets, particle board dan fibreboard, sedangkan ekspor hasil hutan bukan kayu meliputi antara lain sirlak, getah, bahan penyamak, terpentin, barang anyaman dari rotan. Volume ekspor dan pemasukan devisa dari produk kayu bulat dan olahan yang diekspor ke berbagai negara pada tahun 2010 disajikan pada Tabel-6 sebagai berikut : Tabel-6. EXPORT OF FOREST PRODUCTS Export of forest products comprises processed wood and non timber forest product. The first two is divided into 8 groups, namely sawn timber, plywood, wood charcoal, pulp, veneer sheets, particleboard and fibreboard. Whereas export of non timber forest products consist of among other sirlak, gum, agarwood, tanning, turpentine, and rattan wickerwork. The quantity and foreign exchanges proceeds from export of forest products in 2010 are presented in Table-6 below: Table-6. Produk kayu olahan dari Indonesia diekspor ke berbagai negara terutama negara Asia seperti Jepang, Hongkong, Cina dan Korea Selatan. Sebagian lagi ke negara-negara Eropa,Australia, Amerika Serikat. IMPOR PRODUKSI HASIL HUTAN Impor produksi hasil hutan pada tahun 2010 meliputi antara lain berupa kayu bulat, vinir, kayu gergajian, kayu lapis, bubur kertas/ pulp, papan partikel dan papan serat dengan nilai impor yang dapat dilihat pada tabel-7 di bawah ini.
