1. 0 INTRODUCTION

1.1 Background

Pottstown Landfill is located approximately two miles northwest of Pottstown, Pennsylvania, on the

Berks-Montgomery County line (see Figure 1). Landfill activities are believed to have begun in the

1930s, with the site primarily accepting municipal solid waste. Forty acres in the southwestern area of the

landfill adjacent to Sell Road represent the oldest portion of the landfill.

Evidence of leachate constituent migration in the groundwater from this area was first discovered in 1979.

As a result, the Facility Closure Plan (FCP) required the construction of a groundwater extraction system

for controlling, collecting, and treating leachate constituents believed to be migrating from the area.

In 1990, Golder Associates, Inc. was retained to complete a groundwater flow modeling study of the site

aimed at identifying the locations and design parameters for a groundwater extraction system capable of

controlling the groundwater area containing leachate constituents. The system was designed to capture

shallow groundwater from a 1,000-foot wide by 100-foot deep section of the aquifer believed to contain

leachate constituents related to the old unlined sections of the landfill. The entire system was expected to

have an average yield between three and eight gallons per minute (gpm).

In February 1991, R.E. Wright Associates, Inc. was engaged to design and install the shallow

groundwater collection system, and piping system to convey the recovered groundwater to the on-site

treatment facility. Construction of the extraction system required the installation, and testing of six

groundwater extraction wells and an evaluation of local aquifer hydraulics (see Figure 2 for well

locations). The inherently low-yielding Triassic siltstone was hydro-fractured (at the wells) to enhance

and develop the natural fracture systems in the bedrock. This procedure resulted in the necessary control

zone being developed by extraction of groundwater from three of the six wells (RW02, RW05, and

RW06)

These wells were completed and connected to the piping system for the on-site pre-treatment plant. The

groundwater level in each of these wells was controlled with high/low, on/off switches located as required

to maintain the necessary drawdown at each well. Groundwater recovered from each well was routed via

separate pipe to a system control building, where the flows were metered and combined for discharge to

the pre-treatment facility. The design and construction of this system is described in detail in the

following reports:

The system was operated, as installed, up to 1996. Ongoing review of the data collected during operation

of the system in 1996 indicated that partial bypass of the system may have been occurring in the central

section of the extraction system. Consequently, as proposed in the 1996 Annual Assessment Report,

pumps were installed in the three inactive wells RW01, RW03, and RW04 in March 1997 and the wells

brought on line. An Interim Assessment Report was completed in July 1997 and described the effect of

pumping from these wells and recommended that the system be hydrofractured again and an additional

well be installed at either end of the system (RW07 and RW08) and hydrofractured with the intent of

providing greater security of capture. A report regarding the hydrofracturing, system augmentation and

clean-out was submitted to the Pennsylvania Department of Environmental Protection (PADEP) in

December 1997. During system operation in 1998, the requirement to gain additional control of

groundwater in the vicinity of monitoring well PDE03 became apparent. Extraction well RW05 was

deepened and cleaned out on October 26, 1998, with the pump set lower in the borehole and the control

switches lowered to provide for greater drawdown.

In July 2005 a pump was installed in well RW07 and connected to the main discharge manifold to

increase the efficiency of the groundwater control area. Well RW08 does not contain a pump.

The groundwater level in each of these wells is controlled with high/low, on/off switches, positioned, as

required, to maintain the necessary drawdown at each well or via Subgard automatic level controls. The

back-pressure on each pump is adjusted, by means of a valve on each delivery line in the control building,

to balance the pumping rate with the inflow rate of groundwater water to each well at the required

drawdown. This process helps to reduce the on-off cycling of the pump motors.

Following a year’s operation of wells RW01 and RW07, to determine relability, Subgards were added to

the remaing operating wells in July 2006.

The groundwater control extraction system is operated as required by PADEP and in accordance with

DRBC Permit No. D-91-47 PA.

1.2 Purpose and Scope

As required by DRBC Permit D-91-47 PA-3, issued on May 14, 2007, this bi-annual reports documents

the Pottstown Landfill groundwater extraction system operation and effectiveness for the period

September 2012 though August 2014. The Permit also requires submission of stream flow data for the

Manatawny Creek stream flow monitoring point No. 01471980. Monitoring of this station by USGS was

terminated on September 30, 2007. No other suitable monitoring points are available at this time.

2.0 SYSTEM PERFORMANCE AND MONITORING

2.1 System Operation and Flow Rates

The groundwater extraction wells were operated continuously during the period September 2012 through

August 2014 with only occasional down-time for routine maintenance. Maintenance issues include pump

replacement, pump motor replacement, water level sensor replacement and cleaning of the Subgards, flow

meters and strainer units on the discharge manifold.

The groundwater extraction system flow was monitored throughout the period. Pottstown Landfill

personnel recorded flow-rates and totalizer readings daily (Monday through Friday) for the operating

groundwater extraction wells. Monthly flow meter readings, taken at the same time as the monthly

rounds of groundwater level measurements, are provided on Table 1. Table 2 presents the flow per well

per month and the totalized flow for each month. The minimum 30 day total flow rate was 179,850

gallons and the maximum 30 day total flow rate per month was 346,920 gallons. The maximum value is

well within the permit allowance of 600,000 gallons/30 days.

Annual extraction quantities for September 2012 through August 2013 were 2,966,700 gallons and for the

September 2013 through August 2014 time period were 3,470,897 gallons. Both these annual quantities

are well within the Permit allowance of 7.2 million gallons per year. Monthly flow rates for each well are

provided on Table 3 which also shows the total flow rate per month for the reporting period and the 30

day flow rates for the reporting period.

2.2 Groundwater Elevation Monitoring

Groundwater elevation data was obtained each month from 17 monitoring wells in the vicinity of the

groundwater extraction wells and the 8 extraction wells (one with no pump – RW08) to evaluate the

effectiveness of the extraction system. This data is summarized in Table 4.

3.0 SYSTEM EFFECTIVENESS

3.1 Groundwater Capture Area

Figures 2 through 5 present the interpreted groundwater contours for the unconfined water table surface

and the resulting capture area maintained by the extraction system during September 2012, February,

2011, November 2011 and April 2012 which represent periods of high and low groundwater elevations in

the reporting period.. The interpreted groundwater contours clearly indicate that changes in the

groundwater levels due to system operation were restricted to an area within the Facility property.

The re-issued Permit requires the flow data of Manatawny Creek, which is located down stream from the

Pottstown Landfill, to be reported. The Manatawny Creek flow measuring station No. 01471980 was

operated by USGS and was located at Lat 40°16′22″, Long 75°40′49″ (referenced to North American

Datum of 1927), Berks County, PA). Monitoring of this station by USGS was terminated on September

30, 2007. No other suitable monitoring points are available at this time.

4.0 SUMMARY

Based on monitoring data collected during the period of September 2012 though August 2014, the

groundwater extraction system at Pottstown Landfill has functioned as intended. The quantity of water

extracted by the system was well within the DRBC allowance.

As presented in the previous Biannual Report, the Permit requirement to report stream gauging results for

Station No. 01471980 on Manatawny Creek cannot be met as this station is no longer monitored. No

other gauging station is available on Manatawny Creek downstream of the Pottstown Facility, prior to the

confluence of Manatawny Creek with The Schuylkill River. Consequently, it is presumed that the DRBC

concurs with the request to waive this Permit condition.
