KATA PENGANTAR

Penerbitan ini memuatkan data nilai ditambah Perusahaan Kecil dan

Sederhana (PKS) di mana sumbangan PKS kepada Keluaran Dalam Negeri

Kasar dapat diukur. Data yang dibentangkan adalah bagi tempoh 2005

hingga 2013 dan dinyatakan pada harga semasa dan malar 2005.

Statistik ini membekalkan maklumat penting kepada penggubal dasar dalam

merangka perancangan strategik PKS. Penyusunan ini adalah berdasarkan

konsep yang disarankan oleh Sistem Akaun Negara (SNA) 1993 dan 2008,

Pertubuhan Bangsa-Bangsa Bersatu.

Ringkasan penemuan dan jadual perangkaan bagi nilai ditambah PKS

mengikut aktiviti ekonomi dibentangkan pada dua bahagian pertama

penerbitan ini. Nota teknikal berkenaan konsep, definisi dan sumber data

turut dimuatkan pada bahagian terakhir bagi memudahkan pemahaman

statistik berkenaan.

Jabatan merakamkan setinggi-tinggi penghargaan di atas kerjasama semua

pihak yang terlibat dalam menghasilkan penerbitan ini. Sebarang cadangan

dan pandangan ke arah memperbaiki penerbitan ini pada masa hadapan

PREFACE

This publication provides statistics on the value added of Small and Medium

Enterprises (SMEs) from which the contribution of SMEs to Gross Domestic

Product are derived. The data presented are for the period of 2005

to 2013 and expressed in current and constant 2005 prices.

The statistics serve as an imperative information to policy makers in

formulating strategic planning of SMEs. This compilation was based on the

concepts recommended by System of National Accounts (SNA) 1993 and

2008, United Nations.

Summary findings and statistical tables on the value added of SMEs by kind

of economic activities are highlighted in the first two parts of this publication.

Technical notes on concepts, definitions and data sources are also included

in the final part to facilitate better understanding of the statistics.

The Department gratefully acknowledges the cooperation of all parties

concerned in materialising this publication. All comments and suggestions

towards improving future publications are appreciated.

RINGKASAN PENEMUAN

PENGENALAN

PRESTASI KDNK PKS

PKS merupakan salah satu penggerak sesebuah ekonomi dalam

meningkatkan pembangunan ekonomi negara. Bagi Malaysia, nilai

ditambah bagi PKS memainkan peranan penting untuk mengekalkan

prestasi ekonomi yang menggalakkan.

Sumbangan KDNK PKS kepada ekonomi Malaysia meningkat kepada

33.1 peratus (Carta 1), pertambahan sebanyak 0.5 peratus dari tahun

2012. Pengembangan berterusan dalam sumbangan PKS kepada KDNK

mencerminkan kepentingan industri ini dalam menjana ekonomi negara.

Nilai ditambah bagi PKS pada harga malar 2005 ialah RM261.0 bilion pada

2013 berbanding RM245.6 bilion pada tahun sebelumnya. Pada harga

semasa, PKS merekodkan nilai ditambah sebanyak RM325.9 bilion

(2012: RM305.0 bilion).

PERTUMBUHAN TAHUNAN

Pada 2013, pertumbuhan KDNK PKS mengukuh kepada 6.3 peratus

berbanding pertumbuhan KDNK Keseluruhan sebanyak 4.7 peratus seperti

ditunjukkan pada Carta 2. Pertumbuhan disokong oleh momentum positif

dalam keseluruhan sektor dengan Perkhidmatan, Pembuatan dan

Pembinaan merupakan penyumbang utama KDNK PKS. Ketiga-tiga sektor

tersebut menyumbang 88.8 peratus kepada keseluruhan KDNK PKS.

RINGKASAN PENEMUAN

Sektor Perkhidmatan menerajui prestasi kukuh dalam KDNK PKS

dengan mencatatkan pertumbuhan sebanyak 6.8 peratus berbanding

5.9 peratus yang direkodkan dalam KDNK Keseluruhan. Subsektor

Perdagangan borong & runcit dan penginapan & restoran secara

konsisten kekal sebagai penggerak utama dalam merangsang KDNK

PKS. Selain itu, Kewangan, insurans, hartanah dan perkhidmatan

perniagaan turut memacu sektor ini terutamanya dalam aktiviti kewangan

dan profesional.

Nilai ditambah PKS bagi sektor Pembuatan tumbuh 4.7 peratus, kadar

yang lebih baik daripada 3.5 peratus yang dicatatkan dalam KDNK

Keseluruhan. Pertumbuhan disokong oleh produk Petroleum, kimia, getah

dan plastik terutamanya bagi produk berkaitan plastik. Tambahan pula,

Makanan, minuman dan tembakau menunjukkan prestasi menggalakkan

yang didorong oleh pembuatan roti, kek, biskut dan minuman bukan

beralkohol.

Nilai ditambah PKS bagi sektor Pembinaan kekal mapan dengan

pertumbuhan sebanyak 14.3 peratus, secara relatifnya lebih tinggi

daripada KDNK Keseluruhan iaitu 10.9 peratus. Kejuruteraan awam dan

Pertukangan khas telah menyokong pertumbuhan sektor ini.

RINGKASAN PENEMUAN

Struktur terkini ekonomi Malaysia sebahagian besar tertumpu dalam sektor

Perkhidmatan, diikuti oleh Pembuatan dan Perlombongan & Pengkuarian

(Carta 3). Dari perspektif KDNK PKS, peratusan pengagihan diterajui oleh

Perkhidmatan (62.1 peratus) dan Pembuatan (23.7 peratus), sebagaimana

struktur ekonomi negara. Berikutan perbezaan pada ciri-ciri PKS, Pertanian

(9.7 peratus) merupakan penyumbang ketiga terbesar dan sektor

selebihnya menyumbang 3.2 peratus kepada KDNK PKS.

SUMBANGAN MENGIKUT JENIS AKTIVITI EKONOMI

Aktiviti PKS kebanyakannya dijalankan dalam sektor Pertanian,

Perkhidmatan dan Pembuatan.

Aktiviti Pertanian di Malaysia terdiri daripada perniagaan berdaftar dan

perniagaan yang tidak diperbadankan di mana perniagaan yang tidak

diperbadankan mempunyai sumbangan yang signifikan kepada sektor ini.

Justeru itu, ini telah menyebabkan nilai ditambah PKS dalam sektor

Pertanian mencatatkan sumbangan tertinggi sebanyak 45.2 peratus

(Carta 4). PKS adalah signifikan dalam subsektor Getah, kelapa sawit,

ternakan dan pertanian lain terutamanya dalam tanaman makanan.

Perikanan turut menyumbang kepada PKS dan sebahagian besarnya

diterajui oleh perikanan laut.

Nilai ditambah PKS menyumbang sebanyak 37.3 peratus dalam sektor

Perkhidmatan, yang mana sebahagian besarnya tertumpu dalam

Perdagangan borong & runcit dan penginapan & restoran. Kewangan,

insurans, hartanah dan perkhidmatan perniagaan turut menyokong sektor

ini terutamanya dalam perkhidmatan profesional.

Sumbangan nilai ditambah PKS bagi sektor Pembuatan adalah

32.0 peratus, disokong kukuh oleh produk Petroleum, kimia, getah dan

plastik. Di samping itu, aktiviti PKS juga penting dalam Makanan,

minuman dan tembakau dan produk Mineral bukan logam, logam asas

dan produk logam yang direka.

Pada tahun 2013, nilai ditambah PKS bagi sektor Pembinaan

menyumbang 26.7 peratus di mana Pertukangan khas dan Kejuruteraan

awam adalah pemangkin dalam sektor ini. Walau bagaimanapun, nilai

ditambah PKS dalam sektor Perlombongan & Pengkuarian seperti

pengkuarian granit dan batu kapur mempunyai sumbangan marginal

sebanyak 0.8 peratus.

SUMMARY FINDINGS

INTRODUCTION

PERFORMANCE OF SMEs GDP

SMEs are one of the driving forces of an economy in promoting economic

development for the nation. In the case of Malaysia, the value added of

SMEs has a significant role in sustaining favourable economic performance.

The contribution of SMEs GDP to Malaysia’s economy expanded to

33.1 per cent (Chart 1), an increase of 0.5 per cent from year 2012. The

continuous expansion of SMEs’ contribution to GDP reflects the importance

of these industries in gearing up the nation’s economy.

Value added of SMEs at constant 2005 prices was RM261.0 billion in 2013

as compared to RM245.6 billion in the preceding year. In current prices,

SMEs registered a value added of RM325.9 billion (2012: RM305.0 billion).

ANNUAL GROWTH

In 2013, the growth of SMEs GDP strengthened to 6.3 per cent as

compared to the growth of Overall GDP at 4.7 per cent as shown in Chart 2.

The growth of SMEs GDP was supported by positive momentum across all

sectors with Services, Manufacturing and Construction being the major

contributors. These sectors accounted for 88.8 per cent to total SMEs GDP.

SUMMARY FINDINGS

Services sector led the strong performance in SMEs GDP by posting a

growth of 6.8 per cent as against 5.9 per cent recorded in Overall GDP.

The Wholesale & retail trade and accommodation & restaurants

sub-sector has consistently remained as the prime mover in stimulating

the SMEs GDP. Moreover, Finance, insurance, real estate and business

services sub-sector also induced the performance for this sector

particularly in finance and professional activities.

Value added of SMEs for Manufacturing sector grew 4.7 per cent, a

faster pace than 3.5 per cent registered in Overall GDP. The growth was

underpinned by Petroleum, chemical, rubber & plastic products largely in

products related to plastics. Furthermore, Food, beverages and tobacco

showed a favourable performance which was impelled by manufacture of

bread, cake, cookies and non-alcoholic beverages.

Value added of SMEs in Construction sector remained robust with a

growth of 14.3 per cent, relatively higher than the 10.9 per cent posted in

Overall GDP. Civil engineering and Special trade influenced the growth of

this sector.

SUMMARY FINDINGS

The structure of Malaysia’s economy is highly concentrated in Services,

followed by Manufacturing and Mining & Quarrying sectors (Chart 3).

From SMEs GDP perspective, the distribution was led by the Services

(62.1 per cent) and Manufacturing (23.7 per cent), replicating the nation’s

economic structure. Following the distinct characteristics observed in SMEs,

Agriculture (9.7 per cent) was the third largest contributor and the remaining

sectors constituted 3.2 per cent of share to the SMEs GDP.

CONTRIBUTION BY KIND OF ECONOMIC ACTIVITY

SMEs activities are prevalent in Agriculture, Services and Manufacturing

sectors.

Agriculture activities in Malaysia consist of registered businesses and

unincorporated businesses whereby the latter has a significant contribution

to this sector. Therefore, this has resulted for the value added of SMEs to

register a major share of 45.2 per cent (Chart 4) in Agriculture sector. The

SMEs were profoundly reflected in Rubber, oil palm, livestock and other

agriculture sub-sector particularly in food crops. Fishing found its share in

the SMEs and largely led by marine fisheries.

SUMMARY FINDINGS

Value added of SMEs contributed a vital share of 37.3 per cent in

Services sector which was largely concentrated in Wholesale & retail

trade and accommodation & restaurants. Finance, insurance, real estate

and business services also bolstered this sector significantly particularly

in professional services.

The share of SMEs value added for Manufacturing sector was

32.0 per cent, contributed substantially by Petroleum, chemical, rubber

and plastic products. In addition, SMEs activities were also prominent in

Food, beverages and tobacco and Non-metallic mineral products, basic

metal and fabricated metal products.

In 2013, value added of SMEs for Construction sector contributed

26.7 per cent whereby Special trade and Civil engineering were

the catalyst of this sector. Nevertheless, value added of SMEs in

Mining & Quarrying sector such as quarrying of granite and limestone

contributed a marginal share of 0.8 per cent.

PENGENALAN Laporan ini membentangkan nilai ditambah PKS mengikut jenis

aktiviti ekonomi bagi tahun 2005 hingga 2013. Data dinyatakan

pada harga semasa dan malar 2005. Statistik ini telah disusun

berdasarkan konsep yang disarankan oleh Sistem Akaun Negara

1993 dan 2008, Pertubuhan Bangsa-Bangsa Bersatu.

Nilai ditambah PKS yang dibentangkan dalam penerbitan ini

adalah berdasarkan keseluruhan kriteria PKS tanpa perincian

kategori mikro, kecil dan sederhana.

KONSEP DAN DEFINISI Definisi PKS yang digunakan dalam penerbitan ini adalah

JENIS AKTIVITI

EKONOMI

Jenis aktiviti ekonomi merujuk kepada kumpulan pertubuhan

yang terlibat dalam aktiviti utama yang sama. Pengkelasan aktiviti

utama pertubuhan adalah berdasarkan kepada Piawaian

Klasifikasi Industri Malaysia 2000 yang selari

dengan International Standard Industrial Classification of All

Economic Activities Revision 3.

Penerbitan ini membentangkan nilai ditambah PKS bagi lima

sektor utama dan pecahan untuk aktiviti ekonomi terpilih adalah

seperti yang ditunjukkan di dalam Jadual II.

METODOLOGI

OUTPUT

KDNK diukur dengan menggunakan tiga kaedah iaitu

Pengeluaran, Perbelanjaan dan Pendapatan. Berdasarkan

kepada ketersediaan data, Kaedah Pengeluaran adalah kaedah

yang paling sesuai untuk menganggar sumbangan PKS kepada

setiap aktiviti ekonomi.

KDNK adalah jumlah nilai barangan dan perkhidmatan yang

dikeluarkan dalam tempoh tertentu selepas ditolak kos barangan

dan perkhidmatan yang digunakan dalam proses pengeluaran.

Nilai ini merupakan nilai sebelum ditolak nilai peruntukan bagi

penggunaan modal tetap iaitu jumlah nilai ditambah pada harga

pengeluar bagi pengeluar residen ditambah dengan duti import.

dan NPISHs). Pengeluaran barangan dan perkhidmatan tidak

semestinya untuk dijual atau perolehan oleh pertubuhan.

PENGGUNAAN

PERANTARAAN

Penggunaan perantaraan ialah nilai barangan dan perkhidmatan

yang digunakan (sebagai input) dalam proses pengeluaran

barangan dan perkhidmatan. Ini tidak termasuk gaji dan upah,

susut nilai daripada modal dan faedah bersih yang dibayar.

NILAI DITAMBAH

Nilai ditambah ialah perbezaan di antara output dan penggunaan

perantaraan. Ia merupakan nilai ditambah barangan dan

perkhidmatan dalam aktiviti ekonomi. Oleh itu, ia hampir

bersamaan dengan keuntungan perniagaan, gaji dan upah, susut

nilai dan cukai tidak langsung; campur faedah yang dibayar dan

tolak faedah yang diterima.

Aktiviti utiliti, perkhidmatan kerajaan, NPISHs dan kediaman yang

didiami oleh pemilik tidak termasuk dalam penyusunan nilai

ditambah PKS.

INTRODUCTION This report presents the value added of SMEs by kind of economic

activity for year 2005 to 2013. Data are expressed in current and

constant 2005 prices. The statistics are compiled based on the

concepts recommended by System of National Accounts 1993 and

2008, United Nations.

The SMEs’ value added which are presented in this publication are

based on the overall SMEs criteria without distinguishing the

detailed category of micro, small and medium.

CONCEPTS AND

DEFINITIONS

The definition of SMEs used in this publication is adopted from

National SME Development Council which focused on two criteria,

namely number of full-time employees or annual sales turnover.

An establishment is classified as SME if it meets either one of the

criteria (Table I).

ECONOMIC ACTIVITY

Kind of economic activity refers to the group of establishments

engaged in the same or similar principal activity. The principal

activity of establishments are grouped into industries according to

the Malaysia Standard Industrial Classification 2000 which is

aligned with the International Standard Industrial

Classification of All Economic Activities Revision 3.

This publication presents SMEs’ value added for five main sectors

and the breakdown for selected economic activities are depicted in

Table II.

METHODOLOGY

OUTPUT

GDP is measured by three approaches namely Production,

Expenditure and Income. Based on the availability of data, the

Production Approach was the most appropriate method to

estimate the contribution of SMEs to each economic activity.

GDP is the total value of all goods and services produced in a

certain period after deducting the cost of goods and services

used up in the process of production. This value is before

deducting allowances for consumption of fixed capital i.e. the sum

of value added of resident producers in producers’ prices plus

import duties.

The sum of gross value added is equal to the difference between

gross output of all producers less the intermediate consumption:

Output is the value of goods and services produced. This

includes market production, production for own final use and

non-market production (government services and NPISHs).

Production of goods and services is not necessarily for sale or

turnover of establishment.

INTERMEDIATE

CONSUMPTION

Intermediate consumption is the value of goods and services

consumed (as input) in the production process of goods and

services. This excludes salaries and wages, depreciation of

capital and net interest paid.

VALUE ADDED Value added is the difference between output and intermediate

consumption. It represents the added value of goods and

services by economic activity. Hence, it is approximately

equivalent to commercial profit, salaries and wages, depreciation

and indirect taxes; plus interest paid less interest received.

Utilities, government services, NPISHs and owner occupied

dwellings activities are excluded from the compilation of SMEs’

value added.
