2. Efficiency may depend on the flow of information.3. Information flow process is a complicated
process and can not fit with the organizational structure.(Pace and Faules, 2005)
LATAR BELAKANG
Communication networks are the patterns of contact between peers with mentransferkanthe communication and exchange of messages in space and time.
(Monge & Contractor, 1998)
In the communication network are individuals who are connected are connected by flows of information.
(Rogers & Kincaid, 1981)
1. Penyiapan perumusan kebijakan dan standardisasi teknis;
2. Koordinasi dan pelaksanaan kebijakan dan standardisasi teknis;
3. Penyusunan standar, norma, pedoman, kriteria, dan prosedur;
4. Pemberian bimbingan teknis, informasi, evaluasi, dan pelaporan; dan

RESEARCH METHODOLOGY (DESCRIPTIVE STUDY)Descriptive method is a method that simply describe a situation or event and do not intend to explain the relationship, do not test hypotheses or make predictions.(Rakhmat, 2005 page 24).

Opinion leader is a person with no formal position in all social systems, which guide the opinion and influence people in their decision. (Pace and Faules)

How the communication network within the organization's system of Directorate of Public Diplomacy?
Communication network within the overall organizational system Directorate of Public Diplomacy is an integrative, communicative and has a pattern of communication networks of all channels (all channels or completely connected).
CONCLUSION
How is the cliques on the organization's communications network Directorate of Public Diplomacy?
There are two cliques in the network formed by the Directorate of Public Diplomacy for the heterogeneity among the members of the Directorate of Public Diplomacy and the intensity and high frequency communication between a few individuals.
