Konsepsi Kota Lhokseumawe

1. Dalam posisi KOTA LINTAS memfasilitasi prasarana keterjalinanhubungan dan integralitas regional dari aktivitas eksternal Medan-Banda Aceh-Singapura-Malaysia dan Thailand Selatan menujupasar Bebas AFTA.

2. Dalam posisi KOTA UTAMA kawasan Timur Utara Nanggroe AcehDarussalam memberi tempat dan kesempatan bagi kehidupandunia pendidikan, pasar agrobisnis, pusat perdagangan danIndustri, wahana budaya dan syiar agama islam sehingga kawasanhinterland tumbuh dan berkembang.

3. Dalam posisi KOTA MANDIRI melayani tuntutan kebutuhan lebihdari 150 ribu warga terhadap lapangan kerja, produksi pangan danair bersih, komunikasi dan transportasi internal, sehat lingkungan,aman jasmani dan rohani.
SEJARAH SINGKAT KOTA LHOKSEUMAWEAsal kata Lhokseumawe adalah Lhok dan Seumawe. Lhok

artinya dalam, teluk, palung laut, dan Seumawe artinya air yangberputar-putar atau pusat dan mata air pada laut sepanjang lepas pantaiBanda Sakti dan sekitarnya

Sebelum Abad ke XX negeri ini telah diperintah oleh Ulee BalangKutablang. Tahun 1903 setelah perlawanan pejuang Aceh terhadappenjajah Belanda melemah, Aceh mulai dikuasai. Lhokseumawe menjadidaerah taklukan dan mulai saat itu status Lhokseumawe menjadiBestuur van Lhokseumawe dengan Zelf Bestuurder adalah Teuku AbdulLhokseumawe tunduk dibawah Aspiran Controeleur dan diLhokseumawe berkedudukan juga wedana serta asisten residen ataubupati.

Pada dasawarsa kedua abad ke XX itu, diantara seluruh daratanAceh, salah satu pulau kecil luas sekitar 11 km2 yang dipisahkan SungaiKrueng Cunda diisi bangunan-bangunan pemerintah umum, militer danperhubungan kereta api oleh Pemerintah Belanda. Pulau kecil dengandesa-desa Kampung Keude Aceh, Kampung Jawa, Kampung Kutablang,Kampung Mon Geudong, Kampung Teumpok Teungoh, Kampung Hagu,Kampung Uteun Bayi, dan Kampung Ujong Blang yang keseluruhannyabaru berpenduduk 5.500 jiwa secara jamak disebut Lhokseumawe.Bangunan demi bangunan mengisi daratan ini sampai terwujud embriokota yang memiliki pelabuhan, pasar, stasiun kereta api dan kantor-kantor lembaga pemerintahan.

Sejak proklamasi kemerdekaan, Pemerintahan Negara KesatuanRepublik Indonesia belum terbentuk sistematik sampai kecamatan ini.Pada mulanya Lhokseumawe digabung dengan Bestuurder van Cunda.Penduduk di daratan ini makin ramai berdatangan dari daerahsekitarnya seperti Buloh Blang Ara, Matangkuli, Lhoksukon, Blang Jruen,Nisam, Cunda serta Pidie.
Pada tahun 1956 dengan Undang-Undang DRT Nomor 7 Tahun1956, terbentuk daerah-daerah otonom kabupaten dalam lingkupdaerah Propinsi Aceh, dimana salah satu kabupaten diantaranya adalahAceh Utara dengan ibukotanya Lhokseumawe. Kemudian pada tahun1964 dengan Keputusan Gubernur Daerah Istimewa Aceh Nomor24/G.A/1964 tanggal 30 November 1964, ditetapkan bahwa KemukimanBanda Sakti dalam Kecamatan Muara Dua, dijadikan kecamatantersendiri dengan nama Kecamatan Banda Sakti.

Berdasarkan Undang-Undang Nomor 5 Tahun 1974 tentangPokok-pokok Pemerintah di Daerah, berpeluang meningkatkan statusLhokseumawe menjadi Kota Administratif. Pada tanggal 14 Agustus 1986dengan Peraturan Pemerintah Nomor 32 Tahun 1986 Pembentukan KotaAdministratif Lhokseumawe ditandatangani oleh Presiden Suharto, yangdiresmikan oleh Menteri Dalam Negeri Soeparjo Roestam pada tanggal31 Agustus 1987. Dengan adanya hal tersebut maka secara de jure dande facto Lhokseumawe telah menjadi kota administratif dengan luaswilayah 253,87 km2 yang meliputi 101 desa dan 6 kelurahan yangtersebar di lima kecamatan yaitu : Kecamatan Banda Sakti, KecamatanMuara Dua, Kecamatan Dewantara, Kecamatan Muara Batu, danKecamatan Blang Mangat.

Sejak tahun 1988 gagasan peningkatan status KotifLhokseumawe menjadi Kotamadya mulai diupayakan sehinggakemudian lahir UU No.2 Tahun 2001 tentang pembentukan KotaLhokseumawe tanggal 21 Juni 2001 yang ditanda tangani Presiden RIAbdurrahman Wahid, yang wilayahnya mencakup tiga kecamatan yaitu :Kecamatan Banda Sakti, Kecamatan Muara Dua dan Kecamatan BlangMangat. Pada tahun 2006 kecamatan Mura Dua mengalami pemekaranmenjadi Kecamatan Muara Dua dan Muara Satu sehingga jumlahkecamatan di Kota Lhokseumawe menjadi empat kecamatan.

PREFACEFor the pace of regional development, accurate data is badly required so

that development planning can be formulated at proper time, continuously andeffectively in order to achieve an optimal target. Beside the accurate and completedata can also be very useful in order to evaluate the development result that hasbeen done.

As the previous years, the publication of LHOKSEUMAWE INFIGURES 2013 is a joint effort at 2013, between Regional DevelopmentPlanning Board (BAPPEDA) as administration caretaker in planning andcontrolling of regional development and Statistics of Lhokseumawe (BPS) basedon Indonesian Republic Ordonancy No.16, 1997 about statistic and Keppres RINo.86, 1998 Chapter V Section 26 Sub Section 2. After through revisions havebeen made in order to improve this publication.
