Governing in the Digital Age (The Use of Data for Better Policies and Public Services) Short Term Award

Background

The Indonesian Medium-Term National Development Plan’s (RPJMN 2020-2024) priority policies include

industrialisation and digital transformation. Digital literacy and capacity in managing and analysing data

(including big data) present challenges for Indonesia to capitalise on digital technology advancements in

policy development. Big data is mentioned in the contexts of strengthening governance, financing,

research, health sector, public digital literacy, and digital transformation in basic service infrastructure.

Indonesia is suited to accelerate digital transformation with over 70 million smartphone users.

Approximately 30% of the population are under 30 and mobile penetration is growing rapidly; however,

the potential for Indonesian government to use digital technologies to deliver better, more timely and

affordable public services is far from being realised.

There is a strong focus on using digital technology to improve bureaucracy, particularly in planning,

budgeting and service delivery, including integrated online and physical public services and the use of

information technology in the legal and justice sector.

The COVID-19 pandemic, which has had a significant impact on almost all sectors and the health of

millions of people around the world, has also provided many lessons learned which have pointed towards

a new system and the importance of ‘big data’

The use of big data and alternative data sources to help fill information gaps may have an even stronger

imperative considering that traditional data collection approaches, such as face-to-face surveys, may not

be practical during the pandemic. Accurate and timely data is critical in developing effective responses

towards COVID-19.

In the RPJMN, the Indonesian One Data policy is also mentioned in relation to bureaucratic reform. It is

expected that under this policy, data across the country will be synchronised and previous conflicting

regulations and inter-agency agreements will be phased out. The aim is to make data freely accessible

for the government agencies. The private sector is also allowed to take part in contributing to the initiative.

Governments and policy makers are increasingly using data to inform decisions, but even in Australia they

often struggle to use data appropriately. To be effective, data needs to be coupled with an understanding

of its limitations, and with an understanding of the human stories that underpin and explain it.

This Short Term Award (STA) focuses on the use of data (including big data) to inform policy and better

public service delivery.

The course draws on policy engagement across a range of DFAT’s development programs and partners

and will be developed in collaboration with the Commonwealth Scientific and Industrial Research

Organisation (CSIRO), which as Australia’s National Science Agency plays a key role in the Australian

data ecosystem. CSIRO powers Australia's national data catalogue, data.gov.au, resolving the challenge

of storing and using data by providing open-source software system Magda to assist government agencies

in all aspects of data management—from collection and authoring, through internal discovery and use, all

the way to sharing inter-organisation or publishing on an open data portal. Magda unlocks the potential of

Australia's data, making metadata around datasets easier and quicker to create for non-expert users,

which in turn makes it easier to find, access and reuse from both inside and outside the Australian

Government. CSIRO also powers Australia’s NationalMap through TerriaSJ, an innovative open source

solution capable of integrating spatial datasets from a variety of sources (including the national data

catalog) to support 3D and 4D data visualisation for policy decision-making. For example, the NSW Spatial

Digital Twin developed by the Terria team within CSIRO's Data61 enables visualisation and interrogation

of 3D and 4D data models to help the NSW Government with infrastructure asset planning and

management, integration with land use planning, data collaboration, and sharing.

This course aims to strengthen the capacity of government (both national and local government) in

producing, analysing and using data to inform policy decisions. The course will provide examples,

strategies and tools that have been used by international, Indonesian and Australian agencies on the use

of data, including big data for policy making and implementation.

The course is also expected to cover some principles of the “One Data Policy” or Kebijakan Satu Data

Indonesia1, such as:

1. Data Standards which refer to the standardisation of data, such as concepts, definitions,

coverage, classification, size, units and assumptions.

2. Metadata that underlies structured information related to data that describes, explains, finds, or

makes information from data easy to find, use, or manage.

3. Data Interoperability that describes the readiness of data to be shared between interacting

electronic systems.

4. Data reference that refers to the use of reference codes for each data produced by data

producers in all government units.

Accurate and timely data is critical in developing effective responses towards COVID-19. The course will

contribute to inform Indonesia’s response to COVID-19 especially in analysing and using data. The course

will explore different governments’ responses (including the Australian government) to COVID-19,

focusing on data availability, data usability and best practices that can be implemented in Indonesia in

short, medium, and long term.

Learning objectives

The course will focus on the following learning objectives:

• Benchmark and share experience on the use of data including big data to inform policy and better

public services

• Explore current and proposed future applications of digital innovations and big data in public

service delivery

• Benchmark and develop strategies to improve the availability and use of reliable, accurate and

current data to support policy development

• Explore potential issues around management and use of big data including data standardisation,

data limitation, data protection and security

• Identify lessons learned in inter-agency data coordination and collaboration (federal and state)

• Build networks with Australian institutions and experts for partnerships and future collaboration

on management of data to inform policy making

• Explore and learn how Australia has implemented some data principles such as: Data standards,

metadata, data interoperability, and data reference

To achieve these outcomes, the proposed short course offers a structured learning process for

participants that will utilise a range of learning methodologies, such as classroom sessions; case studies;

site visits to Australian government (state and federal) agencies, private sector, professional associations

and other relevant agencies (it is expected that at least part of the course takes place in Sydney and

Canberra); workshops, discussions, and planning sessions; simulations and role plays; networking

events; and an in-depth individual course project (Award Project). The Award Project model is used across

all Australia Awards in Indonesia Short Term Awards (participants develop a project, conduct required

analyses, present the project at pre-course workshop, further develop the project during the in-Australia

course and present the implemented project at the post-course workshop). It is proposed that the Award

Projects focus on developing new ideas/initiatives/proposals on digital innovations for public services that

can be trialled in Indonesia with Indonesian government resources and KOMPAK’s technical support.

Dates and location

The course will be delivered over a 2-week period in Australia (subject to COVID-19 travel restrictions). AAI and DFAT will assess the travel restrictions in January 2021 to determine whether it is likely that the course can be delivered in Australia in July/August 2021. If the travel restrictions remain in place and the course cannot be delivered in Australia in 2021, AAI and the course delivery team will design an online course. An online pre-course workshop will be delivered in first half of 2021, followed by monthly sessions (one 2-hour session per month), including Award Project mentoring sessions. The post-course workshop will be delivered 3-4 months after the in-Australia course. The proposed schedule is:

• Pre-course workshop online: March 2021 (TBC)

• In-Australia course: mid-2021 subject to COVID-19 travel restrictions

• Post-course in Indonesia: at the end of 2021

Course participant profile:

To be selected for this course, you MUST:

• Be Staff or middle-managers (or staff to Ech II level) with minimum three years’ experience in a

relevant role from one of these targeted agencies:

o Ministry of National Development Planning (Bappenas) from the following Directorates:

Directorate of Industry, Tourism and Creative Economy; Directorate of Higher Education, and

Science and Technology; Directorate of Electricity, Telecommunications and Informatics;

Directorate of Development, Monitoring, Evaluation and Control Systems and Procedures;

Directorate of Macro Planning and Statistical Analysis; Center for Development Planning

Data and Information;

o Bureau of Statistics Indonesia (BPS);

o Indonesian National Board for Disaster Management (BNPB);

o Subnational Governments (Provincial and District level) from KOMPAK targeted provinces in

Aceh, Papua, West Papua, South Sulawesi, East Java, Central Java and West Nusa

Tenggara;

o Indonesian Government research institutions (e.g. National Institute of Health Research and

Development, Indonesian Ministry of Health, LIPI, BMKG Research Center, Fiscal Policy

Agency - Ministry of Finance, BPPT, etc).

Staff or middle managers from outside of these targeted agencies or provinces could still apply;

however, applicants from the targeted agencies and provinces will be prioritised in the selection

process.

• Hold a strategic role in the policy development. The course is targeted for policy makers (not technical staff) in relevant ministries/ institutions;

• Hold a Diploma (D3) qualification or higher;

• Be endorsed by the supervisor;

• Be committed to prepare and implement an Award Project, an individual or small group

development project as part of the course;

• Be committed to engage actively and foster networks with multiple stakeholders including in

Australia and Indonesia and facilitate the transfer of learning from the course with colleagues and

peers;

• Have professional working proficiency in English. The applicants’ English language competency

is part of the selection process; however, there will be no official language test. The assessment

of language competency is based on a virtual interview and any additional evidence provided by

the applicant (for examples: proof of studies or living in an English-speaking country or working

in an English-speaking environment; completion of studies in English, language course or

language tests; or proof of attendance or certificate of international conference). The course

material will be made available in English. Language interpretation or language assistance is not

provided.

Steps of Application

Participants will be identified through a competitive process whereby applicants submit their responses

to selection criteria (3-4 questions) and their CV outlining their roles and responsibilities in the sector

through an online application. The application will be reviewed by Independent Panel Reviewers,

Australia Awards and the Australian Embassy to explore motivation and other demonstrated

competencies to ensure commitment and interest in the study program.

• All candidates should complete an online application form which explores their motivation, role,

experience in the relevance to this course. (Deadline 3 January 2021)

The course aims to strengthen the capacity of government (both national and subnational) in producing, analysing and using data to inform policy decisions. The course will provide examples, strategies and tools utilised by international, Indonesian and Australian agencies on the use of data, including big data for policy making and implementation. Accurate and timely data is critical in developing effective responses towards COVID-19. The course will contribute to informing Indonesia’s response to COVID-19 especially in analysing and using data. To be selected for this course, you must:
